More agriculture officers ...

More Agri officers to be recruited

In a bid to fast track the Divi Neguma project, the Ministry of Agrarian Service and Wildlife has taken steps to recruit agricultural officers to the Northern and Eastern Provinces, President of the All Ceylon Agricultural Research and Production Assistant Officers Union Morris Senarathne said.

"There is a shortage of agricultural officers island wide, particularly in the North and the East, where only about 300 officers are available," he said. Under the Divi Neguma programme, one officer has to undertake the cultivation of 50 home gardens in one Grama Niladari Division while a Samurdhi official will undertake the development of 50 such cultivations. However, so far no steps have been taken to address the shortages in the other areas, Senarathne said.

"For instance, Kalutara district has 64 Grama Niladari Divisions but there are only about five agricultural officers currently in service. Due to this situation the projects have slowed down and the expected results would not be obtained since technical assistance for crop growers is delayed, he said.

Unhygienic food - Panadura

Two charged for selling unhygienic food

Panadura Magistrate R S A Dissanayaka issued summons on a hotel owner and a catering house owner in Panadura to appear before Court for possessing and exhibiting unhygienic food to be sold to the public. This was sequel to plaints filed by Panadura Urban Council Public Health Inspector D Amarawansa under the Food Act No 26 of 1980.

PHI Amarawansa with health officials raided the eating houses and hotels in the Panadura town and drew samples of food sold to the public and forwarded to the National Health and Scientific Institute at Kalutara for laboratory tests.

Dr M V S C Pathirana and D Sugatha Pathirage, the National Health and Science Institute Analysts in Kalutara, confirmed that the samples were bacteriologically unsatisfactory.
On the findings of the medical report Panadura Urban Council’s Public Health Inspector Amarawansa filed plaints.

Handicraft industry get a support

Breathing new life in to handicraft industry


A series of workshops have been organized by the National Crafts Council (NCC) to develop and promote local handicraft products in a modern and artistic manner to uplift the market and promote it among tourists.

NCC chairman Buddhi Keerthisena pointed out that although there are around 52 product industry areas, it is difficult to find a good market for the products. “The reason for this is that most designs are monotonous and outdated. Most producers are also not aware of the needs of the modern market,” he said.

This had led for buyers to drift away from the handicraft market. This vacuum is being filled by foreign products, Keerthisena said. “We should have a new vision for the handicraft industry in Sri Lanka.

“Providing training with modern designs and an awareness for those involved in the industry, is essential. With the help of fashion designer, choreographer, photographer and master artisan Senaka de Silva, the programmes are being conducted to save traditional designs while creating new designs with modern technology for the current market,” the chairman added.

The NCC has made arrangements to hold an exhibition after completing all five workshops. The clay industry workshop is the third workshop and the next workshop will be on rush and reeds industry. Lacquer and sesath industries have already been completed. The council is focusing on five industries at a time out of the 52 handicraft industries to hold such awareness programmes. The NCC plans to conduct residential training workshops regarding each traditional industry.

Participants at the workshop have praised the programme. Degreeholders of various universities also participated in the workshop. They stated that there will be a huge development in these industries if the government continues to have such programmes to develop and promote it among the younger generation.

Enterprise Development Ministry initiative: JEDB to be saved


'The State Resources and Enterprise Development Ministry has taken steps to rescue the Janatha Estate Development Board (JEDB) from its dire financial situation and to transform it into a profitable venture, said State Resources and Enterprise Development Minister Dayashritha Thisera.

‘JEDB sources said they had recorded a profit of Rs. 12 million at the end of May. They spent Rs. 96 million to pay Employees Trust Fund (ETF) arrears and Rs. 19 million to pay the gratuity allowance, he said.

Minister Thisera was addressing a ceremony to mark the payment of Employees Provident Fund (EPF) arrears to employees of several estates. The estates include Bopitiya, Bohil, Delthota, Galana, Great Valley Hanthana, Hope Kandaloya, Kolapathana, Levalan, Loolkandura, Mahavila, Rahathungoda, Nagasthanna, Galabada, Rackwood tea estates and Kumarawatta rubber estate in Monaragala.

This programme was initiated on the concept of State Resources and Enterprise Development Ministry’s Secretary Dr. Willie Gamage and 248 families of departed estate employees will receive gratuity under the programme. Rs. 10 million has been allocated for this. The Ministry will restart sugar and paper factories with the cooperation of foreign investors, the minister said. Cabinet approval was also granted to centralize all the institutes which are under the purview of the State Resources and Enterprise Development Ministry, he said.
Deputy Minister Sarath Kumara Gunaratne, Ministry’s Secretary Willie Gamage and JEDB chairman Danasiri Daluwatta also participated.

Call to stop polluting Nuwara Wewa

Garbage and cow dung mixed in water

The Nuwara Wewa which provides drinking water for the Anuradhapura city and the suburb including Mihintale is being polluted. This was discussed at the Anuradhapura District Agriculture Committee meeting held at the Anuradhapura Kachcheri recently.

Irrigation, Agriculture, Agrarian Services Development Department’s officials and Divisional Secretaries and farmer organization representatives pointed out waste water and garbage being discarded by encroachers dwelling in the tank reserves including the tank bed and polluted water being drained from the nearby tourist hotels and circuits are being diluted with the Nuwara Wewa tank waters.

They emphasized that this situation has been creating an environmental hazard apart from being a health risk.
It was further revealed that cow dung of the grazing cattle near the tank reserves gets mixed up with tank water.

Coconut producers supported

Help for coconut related manufacturers


The Coconut Development and Janatha Estate Development Ministry will encourage coconut related manufacturers and suppliers to increase the quality of their products with the support of the Divi Neguma Programme to uplift their living standards, said Coconut Development and Janatha Estate Development Minister Jagath Pushpakumara.

A large number of people in Sri Lanka especially those living in coastal areas depend on coconut related products. They produce various types of products such as coconut milk, coconut powder, coconut fibre, desiccated coconut and ornamental products using all parts of the coconut tree. It is necessary to manufacture these products with a high quality to get a good price and meet demands in the foreign market, said the minister.

The minister added that the ministry will take legal action against those who produce low quality coconut oil by adding palm oil. Currently coconut oil is at an affordable price in the market and it is difficult to reduce it too much as we have to look after consumers as well as coconut oil manufacturers, he said.

Awareness programmes will be conducted by the ministry and new technologies will be introduced to all small-scale, medium-scale and large-scale coconut related producers, he said.

Polythene raids

CEA raids to nab polythene producers


The Central Environmental Authority (CEA) has launched a special programme to raid establishments which produce, use or sell polythene less than 20 microns in thickness.
CEA chairman Charitha Herath noted that special islandwide raids would be carried out to nab the offenders.

He requested public support to help nab the producers and sellers of polythene less than 20 microns by informing on Tel. No. 2888999. CEA Southern Province office has taken legal action against 10 people who were found guilty of producing, using or selling polythene less than 20 microns in thickness.

The Galle and Matara magistrates courts have imposed a fine of Rs 5000 each against these individuals. A CEA spokesman said that about 600 raids have been conducted within last three years to nab the offenders.

Polythene less than 20 microns has been banned in the country since 2007.

Navy launches bottled drinking water project


The Navy launched a bottled drinking water project at Andankulam in Trincomalee. Naval Health Services director general Surgeon Rear Admiral NELW Jayasekera opened the project on June 24. The first water bottle, marketed under the brand name Blue Water, was presented to Ven Ahungalle Siri Seela Wishudhi Anu Nayake thera of Uppuweli Sri Dharmavijaya Buddhist Centre.

Meanwhile, Naval personnel attached to SLNS Elara in Karainagar commenced a mangrove tree planting campaign to ensure the conservation of environment in the area.
They planted over 4,000 manda saplings in the land stretch that extends bordering the lagoon and the road way.

Measures are under way to expand the planting of mangroves that best suit the terrain. Once grown, the trees will protect the coastal area from erosion, winds and tidal waves. They will also give sustenance to a host of marine animals creating habitats conducive for the preservation of the surrounding environment.

Meanwhile, bringing the Navy’s newest nautical enterprise, whale watching, more accessible to the public, Sri Lanka Navy has launched a website containing all details of tour packages on offer to catch the world’s largest mammal in action in Sri Lankan waters. Commander Eastern Naval Area Rear Admiral Jayanath Colombage launched the web site http://whalewatching.navy.lk in the presence of senior naval officers at the Eastern Naval Command Headquarters in Trincomalee on June 23.

Whale watching enthusiasts can now log on to the website and access the package details along with a host of facilities and schedules available. They can also view photos and videos taken on cruises.

The Navy embarked on whale watching cruises, initially in the southern seas off Galle in January this year, utilizing naval assets and expertise for efforts geared towards national development under the direction of Commander Vice Admiral Somathilake Dissanayake.
With the change of season, the Navy shifted its whale watching cruises to the Eastern coast with effect from June 6. Whale enthusiasts can now enjoy whale watching onboard Navy’s passenger vessel A 543 in Trincomalee. මදුරු කීටයන් බෝවන පරිශ්‍රයක් ඇති කිරීමේ වරදකරුවන් වූ හතළිස් තුන් (43) දෙනෙකුට නුගේගොඩ ප්‍රධාන මහේස්ත්‍රාත් රෝහණ අනුර කුමාර හේරත් මහතා විසින් එකිනෙකාට රුපියල් දෙදහස් පන්සීය ( 2500/-) බැගින් ඊයේ (28) දඩ නියම කරන ලදී. මහරගම, නාවින්න, ජම්බුගස්මුල්ල පන්නිපිටිය, පැපිලියවල යන ප්‍රදේශවල පසුගියදා කරන ලද සෝදිසියකින් පසු මෙම හතළිස් තුන් දෙනා රෝග නිරෝධායන හා රෝග වැලැක්වීමේ පනත පිට අදාළ ප්‍රදේශවල සෞඛ්‍ය වෛද්‍ය නිලධාරිිවරුන් විසින් අධිකරණයට ඉදිරිපත් කර තිබිණි.

With the aim of providing an efficient and friendly service to the consumer an E city office was inaugurated adjacent to the Electrical Engineers Office in Polonnaruwa recently.

A special office was also opened by Power and Energy Minister Patali Champika Ranawaka with the aim of completing the electrification transmission network before the end of 2012.

Power and Energy Ministry officials told The Island on Monday that a project named Widulamu Lanka was also inaugurated at an investment of Rs. 8,000 million.

Ministry sources said that this project will cover the entire North Central area with the establishment of 550 transformers. Chief Engineer Shirley Perera will function as the project manager.

Ranawaka targets at least Rs. 300 million on the electrification work per month.

He believes that the need of the hour is to have dedicated and committed staff working round the clock irrespective of night or day with the sole purpose of completing the work within the stipulated time frame for the prosperity of the country.

He said that the CEB family had it in them to become proud government servants who have completed their duties 100 per cent.

Ministry to purchase drugs directly


The Health Ministry will soon purchase drugs directly from the governments of foreign countries without using brokers, a Health Ministry spokesman said.
According to the spokesman, Health Minister Maithripala Sirisena has pointed out the need to avoid brokers to prevent drug failures due to delays in supplying and not receiving required amounts. The Minister will hold discussions with his Indian counterpart to implement the new strategy. At present, the Health Ministry purchases drugs from foreign countries by calling tenders.
There are many representatives of the same foreign company in the country. All of them forward tenders on behalf of the same company when the Ministry calls tenders to purchase drugs. Once the tender is awarded, they delay supplying. When supplying drugs they don’t provide the agreed quantities. Many drugs face quality failures once they arrive in the country.
Minister Sirisena also called for a report on delays of building constructions at state hospitals, the spokesman said.

Leading herpetologist Anslem de Silva says rather than accidents, poachers and encroachers were responsible for forest fires particularly at the Knuckles Range.


He told The Island on Monday (27) that his ongoing study indicated that most of the endemic species perish in fires that affect acres of forest.


The veteran scientist believes that not only strict laws but enforcement is needed to apprehend those who were responsible for damaging a World Heritage site.


Anslem, who had done extensive studies on the Knuckles Forest and published two monographs, says skinks, gheckos, snakes and amphibians are the most killed animals during a fire.


"The saddest part is that some amphibians, which are confined to Knuckles deposit eggs in the leaf litter and fires of this nature could be the cause to some animals becoming extinct," he added.


Meanwhile, the Forest Conservation Department says that the fire that erupted in the Knuckles Forest Range on Saturday had been completely extinguished.


The fire erupted on Saturday night destroying more than 50 acres, according to the Department officials.


They told The Island that they fought for nearly 14 hours to extinguish the fire that was spreading fast due to dry weather and windy conditions.


Sri Lanka Air Force helicopters, around 75 Army personnel, police, the officers of the Forest Conservation Department and the residents of the Knuckles Range joined in the effort to extinguish the fire.


Police investigations are underway to ascertain the cause of the fire.


The Knuckles Forest range is of significance as it was added as a World Heritage Site by UNESCO last year. It covers parts of Kandy and Matale districts and is home to almost a third of the island’s flowering plant species.

Solar energy for multi-day fishing vessels

The Sri Lanka Ocean University has taken steps to equip 3,500 multi-day fishing vessels with solar energy to prevent any breakdown in their radio network and electricity supply in mid-sea.
This project implemented by the university's lecturer N P G Pushpika under the guidance of Fisheries and Naval Engineering Institute Chairman Prof Ranjith Senanayake is aimed to minimize ship accidents in mid-sea. The solar battery cells and air and water tight electronic part needed for this project will be imported from China. The cells and the solar batteries used, will have a life span of about 10 years.

The Fisheries and Aquatic Resources Development Ministry has filed 505 cases against fishermen and other employees using illegal fishing vessels’ equipment and transport methods in the fisheries industry.
Around 505 cases have been filed for violating the Fisheries and Aquatic Resource Act.
Fisheries and Aquatic Resources Development Minister Dr Rajitha Senaratne urged those in the fisheries industry to help detect illegal fishing vessels and equipment so that legal action could be taken against those using them. Fisheries organizations also have a great responsibility to protect fisheries and aquatic resources from the harm caused by illegal fishing methods, the minister said.
Senaratne stated that all fishermen have to register their vessels and obtain fisheries licences as well if not legal action will be taken against them.
According to the Fisheries and Aquatic Resource Act, fishing with dynamite, spot light fishing, using non-permitted chemicals, pushing nets and tank boats are prohibited in fisheries industry as they are harmful to fisheries and aquatic resources.
According to Fisheries and Aquatic Resources Development Ministry sources the number of cases filed against illegal fishing are 183 from Batticaloa, 104 from Puttalam, 55 from Trincomalee, 59 from Kalmunai, 49 from Negombo, 17 from Galle, 16 from Mannar, 9 from Tangalle, 8 from Kalutara and eight other cases from Matara and Chilaw.
They noted that 398 cases out of those are regarding dynamiting using illegal nets and equipment.

With the increase in the number of local and foreign tourists visiting Sri Lanka’s wild life parks, the government has decided to open all five blocks of the Yala National park for visitors so that they could spend several days within the park and go bird watching to Kumana and Lahugala in the East, said Minister of Agrarian Services and Wild Life S. M. Chandrasena on Monday (27).

The Minister who toured the Yala National Park from the Palapatuna entrance in the south, accompanied by Sri Lanka’s High Commissioner to the Maldives Dixon Dela, last week said that the new entrance from the Galge side of the Ruhunu (Yala) National Park had been opened for visitors by President Mahinda Rajapaksa in February this year.

The other new entry point to the Ruhunu (Yala) National Park would be opened from the Katagamuwa side shortly, the Minister said.

Unauthorized waste!

Nearly 300,000 unauthorized street lamps


Approximately 300,000 street lamps are installed across the country without the knowledge of the Ceylon Electricity Board, a Power and Energy Ministry Spokesman said. The spokesman said that according to a census, there are around 700,000 street lamps in the country and nearly 400,000 of them are registered.
He added that around 340,000 streets are in the CEB system while 60,000 are in the LECO system.
The spokesman told the Daily News that the energy consumption in the CEB street lighting system is estimated to be about 150 Gwh per year and out of it, 52 Gwh was unaccounted which added an extra 0.57 percent to the CEB system losses.

නකල්ස්‌ රක්‍ෂිතයේ ගින්න පසුගිය 25 වැනිදා ඇතිවී ඇති අතර එය 26 වැනිදා දහවල් වනවිට ගින්න මුළුමනින්ම මැඬපැවැත්වීමට පියවර ගෙන තිබිණි.

එහෙත් යළිත් වරක්‌ එම ප්‍රදේශයේම ගින්නක්‌ පෙරේදා (26 දා) රාත්‍රි ඇතිවීම නිසා තත්ත්වය පාලනය කිරීමට මෙසේ ගුවන් හමුදාවේ සහාය ලබාගෙන තිබේ.

මෙම ගිනි ගැනීම නිසා නකල්ස්‌ රක්‍ෂිතයේ ප්‍රදේශ දෙකක හෙක්‌ටයාර් 50 කට ආසන්න ප්‍රමාණයක්‌ මුළුමනින්ම විනාශ වී ඇත.

රක්‍ෂිතයේ ඇති වී තිබෙන ගින්න මැඬපැවැත්වීම සඳහා යුද හමුදාව හා ගිනි නිවීමේ හමුදාව ද එක්‌ව සිටී.

මෙම ගිනි ගැනීමට හේතුව මෙතෙක්‌ අනාවරණය වී නොමැති අතර කිසියම් පිරිසක්‌ රක්‍ෂිතයට ගිනි තබන්නට ඇතැයි වන සංරක්‍ෂණ දෙපාර්තමේන්තුව සැක පහළ කරයි.

Knuckles fire destroys over 600 acres


The fire which broke out in the Kalugalla Patana area in Ududumbara on the Eastern slope of the Knuckles Range destroyed over 600 acres of forest cover.
The Kandy District Coordinator of the National Disaster Management Center Major Kamal Herath stated that the fire had spread from Kalugal Patana area to Yahangala Patana area in Yahangala by last morning.
He said it was difficult to douse the fire because it had spread along a slope and there were strong winds. However, the fire had been doused with the support of a SLAF Bell 212 helicopter and the deployment of over 50 Sri Lanka Army personnel.

මේ අනුව නවතම හෝටල් කාමර 661ක් මෙරට සංචාරක ක්ෂේත්‍රයට අලුතින් එකතු වන අතර ඒ සඳහා රුපියල් මිලියන 5000කට ආසන්න මුදලක් හෝටල් හිමියන් ආයෝජනය කරනු ලැබ ඇත. මීට අමතරව කඩිනමින් සංවර්ධනය වෙමින් පවතින පාසිකුඩා සංචාරක කලාපයේ 2012 අවසන් වන විට තවත් නවතම සංචාරක හෝටල 4ක් ඉදිවන බව ආර්ථික සංවර්ධන නියෝජ්‍ය ඇමැති ලක්ෂ්මන් යාපා අබේවර්ධන මහතා පැවැසීය. පාසිකුඩා මාළු මාළු හෝටලයේදී ආයෝජකයන් සමග පැවැති සාකච්ඡාවෙන් අනතුරුව මාධ්‍යයට අදහස් දක්වමින් ඇමැතිවරයා ඊයේ (27) එසේ ප්‍රකාශ කළේය.
මෙම පාසිකුඩා සංචාරක කලාපය සඳහා ඉඩම් අක්කර 156ක් රජය විසින් ලබාදී ඇති බවත් මින් අක්කර 100ක මෙම හොටෙල් 14 ඉදිවන බවත් හෙතෙම සඳහන් කළේය.
ඉතිරි අක්කර 56 තුළ රථ ගාලක්, වෙළෙඳ සංකීර්ණයක්, වැසිකිළි පද්ධතියක්, හෙලිකොප්ටර් අංගණයක් ඇතුළු යටිතල පහසුකම් සංවර්ධනය කිරීමට සැළසුම් සකස් කර ඇති බව ඒ මහතා කීවේය. මෙම සංචාරක කලාපය ඉදිවීමත් සමග ඍජු හා වක්‍ර රැකියා අවස්ථා 20000ක් පමණ නිර්මාණය වන අතර ඒ මගින් ප්‍රදේශයේ ජනතාවගේ ජීවන මට්ටම ඉහළ නැංවීමට අවස්ථාව උදාවන බව ද ඇමැතිවරයා අවධාරණය කළේය.

ශ්‍රී ලංකාවේ වල් අලි ගහනය ඉහළ යමින් පවතින බව වන ජීවී සංරක්‍ෂණ අමාත්‍යාංශය කියයි. මීට වසර 40 ට පෙර සිටි අලි ගහනය මෙන් සියයට 140 ගුණයකින් අලි ගහනය වර්ධනය වී ඇත.

වැඩිවෙමින් පවතින වල් අලින්ගේ සංඛ්‍යාවට අනුව වනාන්තර ප්‍රමාණය වර්ධනය නොවන නිසා පවතින ජාතික වනෝද්‍යාන තුළ වල්අලින් සඳහා අවශ්‍ය පරිසරය වැඩිදියුණු කිරීමටද පියවර ගෙන ඇත.

මීට වසර 40 ට පෙර මෙරට විසූ වල් අලින්ගේ සංඛ්‍යාව 2500 ක්‌ පමණ වූ අතර මේ වනවිට වල් අලින් 6000 ක්‌ සිටින බව වන ජීවී අධ්‍යක්‍ෂ ජනරාල් චJද්‍රවංශ පතිරාජ මහතා කියා සිටී.

මධ්‍යම කඳුකරයේ ජල විදුලි බලාගාර ජලාශ පිහිටි පෝෂක ප්‍රදේශවලට මාස කීපයක්‌ තිස්‌සේ ප්‍රමාණවත් වැසි නොලැබීම නිසා මාඋස්‌සාකැලේ හා කාසල්රී යන ජලාශ වල ජල මට්‌ටම ඊයේ (27 දා) පෙරවරුව වන විට පිළිවෙළින් පිටාර මට්‌ටමේ සිට අඩි 59 අඟල් 07 ක්‌ හා අඩි 67 ක්‌ වශයෙන් පහත බැස ඇති බව ලක්‌ෂපාන ජල විදුලි බලාගාර සංකීර්ණයේ උසස්‌ නිලධාරියෙක්‌ පැවසීය. ලක්‌ෂපාන ජල විදුලි බලාගාර සංකීර්ණයට අයත් නව ලක්‌ෂපාන, ලක්‌ෂපාන කැනියොන්, විමලසුරේන්ද්‍ර හා පොල්පිටිය යන විදුලි බලාගාර සඳහා ප්‍රධාන වශයෙන් ජලය සැපයෙන්නේ මෙම ජලාශ දෙකෙනි. විදුලි බලාගාර ජලාශවල ජල මට්‌ටම ශීඝ්‍ර ලෙස පහත බැසීම හේතුවෙන් ඉදිරියේදී විදුලි අර්බුදයක්‌ ඇතිවන බවට විදුලි බල මණ්‌ඩලයේ බලධාරීන් මේ වන විටත් අනතුරු අඟවා ඇත.
