පලතුරු වර්ග 5 කට ආනයන සීමා පැනවීමට රජය තීරණය කර තිබේ.

පැපොල් - අඹ - අන්නාසි මිදි - දෙළුම් යන පලතුරු වර්ග සඳහා මෙසේ ආනයන සීමා පැනවෙන බව කෘෂිකර්ම අමාත්‍යංශයේ ලේකම් විජයරත්න සකලසූරිය මහතා පැවසීය.

මෙම පලතුරු වර්ග අතරින් පැපොල් අඹ අන්නාසි යන වර්ග තුන මේ වන විටත් දේශීය වශයෙන් අවශ්‍ය තරම් උපරිමයෙන් වගා කෙරෙන බවත් දෙළුම් හා මිදි වගාව ප්‍රවර්ධනය කිරීමේ විශේෂ වැඩපිළිවෙළක්‌ ආරම්භ කොට ඇති බවත් අමාත්‍යාංශ ලේකම්වරයා පැවසීය.

අදාළ ආනයන සීමා පැනවීම තුළින් මෙම පලතුරු වර්ග දේශීයව නිෂ්පාදනය දිරිගැන්වීමටත් එමගින් මෙරට විදේශ විනිමය ඉතිරි කර ගැනීමටත් රජය අපේක්‍ෂා කරයි. මේ අතර ඉහත පලතුරු වර්ගද ඇතුළුව දේශීය පලතුරු වගාව ප්‍රවර්ධනය කිරීම සඳහා නව තනතුරක්‌ ඇති කොට අධ්‍යක්‍ෂකවරයකු ද පත් කිරීමට රජය විසින් පියවර ගෙන තිබේ.

අධික මුහුදු ඛාදනයට ලක්‌වන වෙන්නප්පුව සිට මාරවිල දක්‌වා කිලෝමීටර් හතරක පමණ වෙරළ තීරයට ඈත මුහුදින් වැලි පොම්පකර කෘතිම ලෙස වෙරළ නිර්මාණය කිරීමට වෙරළ සම්පත් හා වෙරළ කළමනාකරණ දෙපාර්තමේන්තුව සැලසුම් කර ඇත.

මේ සඳහා රුපියල් මිලියන 500 ක පමණ මුදලක්‌ වැයකෙරෙනු ඇතැයි වෙරළ සම්පත් හා වෙරළ කළමනාකරණ දෙපාර්තමේන්තුවේ අධ්‍යක්‍ෂ ජනරාල් අනිල් ප්‍රේමරත්න මහතා සඳහන් කළේය.

ජනාධිපති මහින්ද රාජපක්‍ෂ මහතාගේ උපදෙස්‌ පරිදි මෙහි සංවර්ධන කටයුතු සිදුකෙරෙන අතර ඊට අවශ්‍ය ප්‍රතිපාදන ජනාධිපතිවරයා මගින් වෙන්කර දී තිබේ.

තක්‌කාලි, මෑ, බණ්‌ඩක්‌කා වම්බොටු කිලෝවක මිල රුපියල් 15ත් 20 ත් අතර මිලක පවතී.

රාබු, ගෝවා, බෝංචි වැනි උඩරට එළවළු මිලද කිලෝවක්‌ රුපියල් 30 ත් 40 ත් අතර මිලක පවතී. කිරින්ද - පුහුල්වැල්ල තිහගොඩ, කඹුරුපිටිය, ඌරුගමුව, රදන්පොල ආදී ප්‍රදේශවල හේන් ගොවිතැන් කිරීමට ගිය ගොවීහු නිෂ්පාදන ද්‍රව්‍ය විකුණා ගැනීමට නොහැකිව ගම් රටවලට ආපසු පැමිණ තිබේ.

Three wheeler subsidy talks underway

Three wheeler owners are in talks with the government to obtain a fuel subsidy.

President of the Federation of Self Employed Association Mahinda Kahandagamage said that talks were underway with government representatives to obtain the fuel subsidy promised for around 645,000 three wheelers in the country.

Kahandagamage, who is also a UPFA Councillor of the Colombo Municipal Council, said that he had taken up the matter with the Chairman of the National Transport Commission Robert Gunawardena as well as the Minister of Private Transport services C. B. Ratnayake.

The last time a subsidy was granted to three wheel drivers, coupons were issued through the Samurdhi Banks and similarly this time, too, a similar system could be worked out, where each three wheeler would be granted a fuel subsidy of around 2,000 rupees per month, he said.http://www.island.lk/index.php?page_cat=article-details&page=article-details&code_title=46370

Intellectual Property Facilitation Centres throughout the country

The government has commenced a programme to set up Intellectual Property Facilitation Centres throughout the country, Director General of Intellectual Property D. M. Karunaratne said yesterday.

"We hope to take the message of creating new inventions, registering inventions, intellectual property laws and their rights," he said.

According to the Director General, some of the space within the Vidhatha Centres, established throughout the country by the Ministry of Research and Technology, would be utilized initially in setting up Intellectual Property Facilitation Centres.

He said that the Ministry of Research And Technology, Ministry of Industry and Commerce and the National Science Foundation had joined hands with the Intellectual Property Office to establish those centres.

All funding for the three-year Pilot project would be borne by the government so as to help entrepreneurs/people to invent things, register their patents and to get the right commercialization.

The Ministry of Research and Technology has been entrusted with the task of identifying the three districts where the first three Intellectual Property Facilitation Centres should be established.

Info technology literacy rate to increase to 75 pc by 2016

The government plans to increase the country's level of Information Technology (IT) literacy rate up to 75 percent by 2016 under a national action plan to provide the dividends of IT to all citizens, Telecommunication and Information Technology Minister Ranjith Siyambalapitiya said.

"As a developing country, holding population and housing census from time to time is very important to have an idea about the country's development. It also helps to create the country's future plans as well," he added.

The minister was addressing the e-census launching ceremony at the Telecommunication and Information Technology Ministry yesterday.

The Census and Statistics Department commenced the 14th population and housing census on Monday under the patronage of President Mahinda Rajapaksa covering the whole country including the North and East for the first time after 30 years. The census will end on March 19, 2012. Data will be collected from 300 houses in Colombo through this system.

This method is to be used for other census and researches in future.

All arrangements are in place to strengthen the broad-band facilities in the country within the next three years, Telecommunication and Information Technology Ministry secretary Nimal Atukorala said. According to Atukorala the e-census system is a very productive effort and they are to establish this method islandwide within the next 10 years. Warning of new poultry disease

Kandy – The animal Production and Health Department at Peradeniya has issued a warning to the poultry farmers of another deadly disease – but easily curable.

A news release from the Director General, Department of Animal Production and Health States the disease diagnosed as Ranikhet or New Castle could be easily cured by a vaccine mixed with drinking water.

Poultry farmers themselves could obtain the vaccine from the nearest Veterinary office without any payment, the release states.

It is a safe vaccine tested and recommended by laboratories of the department and the vaccine should be given to the birds to prevent farms suffering losses, it warns.

Milco won’t increase milk food price

MIlco Lanka Ltd. has decided not to increase the price of milk powder.

Chairman of Milco Lanka Ltd. Sunil Wickremasinghe said that though their was a high demand for Highland products, especially for Highland full cream milk powder, the company had decided not to go for a price hike, although world market prices of milk foods were increasing.

"In keeping with the Mahinda Chinthanaya proposal to increase the nutrition intake among the masses in the rural as well as urban areas, we are promoting the consumption of factory fresh liquid milk among school children, sportsmen /women and pregnant mothers. We are retailing a 900 Ml pack at a mere Rs. 100, 450 pack at Rs 55 and 180 ML chocolate or Vanilla pack at 25 rupees.

"We Produce around 72,000 liters of fresh liquid milk at our two ultra treatment Plants (UTP) in the Polonnaruwa district and market it below the retail market price of Rs 150 or 160. Currently we produce around ten products sicha as Yoghurt, Ice Cream, cheese, ghee, milk powder, butter etc. and market them through around 75,000 franchiser retail markets and super markets in the country.

මෙයට ප්‍රධාන හේතුව වී ඇත්තේ ප්‍රමාණය ඉක්‌මවා සිදුකරනු ලබන වන සංහාරය, ජල රක්‍ෂිත, වැව් රක්‍ෂිත, ගංගා රක්‍ෂිත අනවරසයෙන් ප්‍රයෝජනයට ගැනීම හා විධිමත් සැලසුමකින් තොරව කරනු ලබන ජල සම්පත් සංවර්ධන ව්‍යාපෘතිය. මේ හේතුව නිසා දකුණු පළාත තුළ ඉදිරියේදී ජල උල්පත් සිඳී යැමේ අවදානමක්‌ පවතින බවද ඒ මහතා වැඩිදුරටත් සඳහන් කර සිටියේය.

කිරිපිටි ග්‍රෑම් 400 ක පැකැට්ටුවක මිල රුපියල් 15 කින් වැඩිකිරීමට පාරිභෝගික කටයුතු අධිකාරිය අවසර නොදෙන්නේ නම් ඒ සඳහා අධිකරණයේ සහය පැතීමට කටයුතු කරන බව ප්‍රධාන පෙළේ කිරිපිටි ආනයන සමාගම් අවධාරණය කරති.

මේ සඳහා අවසර දීමක් හෝ සාකච්ඡාවක් ඊයේ (28) සවස වනතුරුත් පාරිභෝගික අධිකාරියෙන් තම සමාගම් වෙත ලබා නොදුන් බවත්, මීට පිළිතුරු සැපයීම අදාළ නිලධාරීන් විසින් මඟහරින බවත්, එම ආනයන සමාගම් පෙන්වා දෙති.කිරිපිටි සමාගම් මිල වැඩිවීමක් ඉල්ලා සිටින්නේ රුපියල අව ප්‍රමාණය වීම තුළ ලෝක වෙළෙඳ‍පොළේ ඩොලරයේ අගය ඉහළ යාමෙන් ඇතිවී තිබෙන වෙනස පියවා ගැනීමට බවත්, මේ තත්ත්වය තුළ කිරිපිටි ආනයනය කිරීම ගැටලු සහගත වී තිබෙන බවත්, ආනයනකරුවෝ පවසති.

මේ හේතුවෙන් ඇතැම් සමාගම් දැනටමත් කිරිපිටි අලුතින් ආනයනය කිරීම නවතා ඇති බවත්, එසේ වුවහොත් ඉදිරි සති දෙක තුළ වෙළෙඳපළේ විශාල කිරිපිටි හිඟයක් ඇතිවිය හැකි බවත්, අදාළ සමාගම් පෙන්වා දෙති.

මිළ වැඩි කිරීම සඳහා අධිකරණ ක්‍රියාමාර්ග ගැනීම සම්බන්ධයෙන් අදින් (29) පසු අවසන් තීරණයකට එළඹෙන බව ද එම සමාගම් ප්‍රකාශ කරයි.

මේ නවීන තාක්ෂණය මඟින් කොළඹ නගරයේ විදුලිය විසන්ධි වී තත්පර 07ක් ඇතුළත විදුලිය ලබාදීමට හැකියාව ඇතැයි විදුලිබල හා බලශක්ති අමාත්‍යාංශය පවසයි. කොළඹ නගරය මනරම් නගරයක් බවට පත්වෙමින් පවතින මෙවැනි වකවානුවක අඛණ්ඩ විදුලි සැපයුමක් ලබාදීමේ වගකීම ලංකා විදුලිබල මණ්ඩලයට පැවැරී ඇත.

අක්‌කරෙපත්තුව රජයේ රෝහලේ සිදුවී ඇති රුපියල් කෝටි ගණනක මුදල් වංචාවක්‌ පිළිබඳව ජනාධිපති විමර්ශන ඒකකය පරීක්‍ෂණයක්‌ ආරම්භ කර ඇත.

මෙම රෝහලට අවශ්‍ය වෛද්‍ය උපකරණ ඇතුළු භාණ්‌ඩ රැසක්‌ ගෙන්වා ගැනීම සඳහා රුපියල් කෝටියක පමණ මුදලක්‌ වැයකර ඇතත් මේ වනතුරුත් එම භාණ්‌ඩ රෝහලට ලැබී නැතැයි ජනාධිපති විමර්ශන ඒකකය පවසයි.

රජය මේ සඳහා මුදල් වැය කර ඇත්තේ 2008-2009 වසරක කාලයක්‌ තුළ බව රජයේ ජ්‍යෙෂ්ඨ ප්‍රකාශකයෙක්‌ "දිවයින" ට පැවසීය.

මේ යටතේ සැත්කම් සඳහා අවශ්‍ය කරන මේසයක්‌ ගෙන්වා ඇතත් එම මේසය වෙනත් රෝහලකින් ඉවත් කරන ලද එකක්‌ බව ද හෙළිවී ඇත.

සෙසු උපකරණ සහ භාණ්‌ඩවලට කුමක්‌ සිදුවී ඇතිදැයි ජනාධිපති විමර්ශන ඒකකය එම රෝහලේ වෛද්‍ය නිලධාරිවරයකුගෙන් දීර්ඝ වශයෙන් ප්‍රශ්න කර ඇත.

මෙම උපකරණ සහ භාණ්‌ඩ සියල්ලම රාජගිරියේ පිහිටි ආයතනයකින් ගෙන්වා ගත් බවට ලියකියවිලි ඉදිරිපත් කර ඇතත් එම ආයතනය ද දැනට වසා දමා තිබේ.

එම භාණ්‌ඩ සහ උපකරණ තොගය රාජ්‍ය නොවන සංවිධාන දෙකක්‌ මගින් රෝහලට නොමිලේ පරිත්‍යාග කර ඇති බවට ලියකියවිලි ද ජනාධිපති විමර්ශන අංශය විසින් සොයාගෙන ඇතැයි රජයේ ප්‍රකාශකයෙක්‌ පැවසීය.

තත්ත්වය මෙසේ තිබියදී මෙම භාණ්‌ඩ සහ උපකරණ මිලට ලබාගැනීම සඳහා රජයෙන් ලබාදුන් රුපියල් කෝටියකට ආසන්න මුදලට කුමක්‌ සිදුවී ඇතිදැයි පරීක්‍ෂණ පවත්වන ජනාධිපති විමර්ශන ඒකකය කියයි.

එමෙන්ම රාජ්‍ය නොවන සංවිධාන මගින් නොමිලේ ලබාදුන් බව කියනු ලබන භාණ්‌ඩ සහ උපකරණ තොගයට අත් වූ ඉරණම පිළිබඳව ද අදාළ වෛද්‍ය නිලධාරිවරයාගෙන් දැන් ප්‍රශ්න කරගෙන යයි.

පාසල් වෑන් ගාස්‌තු හෙට සිට ඉහළ නගී

පාසල් සිසුන් ප්‍රවාහනය කිරීමේ වෑන් රථ ගාස්‌තුව හෙට (01 වැනිදා) සිට 15% කින් වැඩි කිරීමට නියමිතය.

වත්මන් ඉන්ධන මිල ඉහළ යැම හේතුවෙන් සිය සේවා සඳහා රජය විසින් සහනාධාරයක්‌ හඳුන්වා දෙන බව ප්‍රකාශ වුවද එය මෙතෙක්‌ නොලැබුණු නිසා ගාස්‌තු ඉහළ දැමීම සිදුකරන බව ද හෙතෙම කීය.

සහනාධාර ලබාදීමක්‌ හෝ ඒ සඳහා මෙතෙක්‌ නිසි වැඩපිළිවෙළක්‌ හෝ යෝජනා වී නැතැයි ද පැවසූ ඒ මහතා වෑන් රථ නවතා තැබීමට තමන්ට රුපියල් 600 ත් 2000 ත් අතර මුදලක්‌ වැයවෙන බව ද සඳහන් කළේය.

පෞද්ගලික රෝහල් පනත සංශෝධනයට පියවර ගන්නවා

ඉකුත්දා (24දා) ගාල්ලේ දී පැවති දකුණු පළාත් වෛද්‍ය සමුළුව අමතමින් හෙතෙම මෙසේ ද කීය.

පෞද්ගලික රෝහල් සම්බන්ධයෙන් තිබෙන පනත ඉතාමත් දුර්වල පනතක්‌. ඒ නිසා එම පනත සංශෝධනය කරනවා. පනත ශක්‌තිමත් කිරීම වාගේම රජයේ ප්‍රතිපත්ති පිළිගෙන පෞද්ගලික රෝහල් ශක්‌තිමත් විය යුතුයි. ඒ සඳහා සේවාවන් ලබාදිය යුතුයි. පනත සංශෝධනය කරනවා වාගේම අලුත් වැඩපිළිවෙළක්‌ මෙම වසරේ සිට ආරම්භ කරනවා. ඒ මාස හතරකට වරක්‌ ශ්‍රී ලංකා වෛද්‍ය සංගමය රජයේ වෛද්‍ය නිලධාරීන්ගේ සංගමය, වෛද්‍ය පීඨවල පීඨාධිපතිවරුන්, ආචාර්ය මහාචාර්යවරුන් හා ප්‍රවිණයන්, ප්‍රධානීන් ගෙනල්ලා සාකච්ඡා කරලා ගැටලු නිරාකරණයට පියවර ගන්නවා.

ඇතැම් රෝහල් ජනප්‍රිය වීමටත්, තවත් ඒවා, කඩාවැටීම් විවේචන එල්ලවීම්, ඇඟිලි ගැසීම් ඇති වීමට හේතුව තමයි එම ආයතනවලට දෙන නායකත්වය කළමනාකරණය කිරීමේ දක්‌ෂතාවය හා හැකියාවයි. නායකත්වය හා කාර්ය මණ්‌ඩලය සාමූහිකව කණ්‌ඩායමක්‌ විදියට වැඩ කිරීම මගින් හොඳ ප්‍රතිඵල ලැබෙනවා. නායකත්වයන්හි තිබෙන කැපවීම් හා දුර්වලතා නිසා පසුබෑම් ඇති වන අංශත් තිබෙනවා. මේ ක්‍ෂේත්‍රයේ සිටින සියලු දෙනා උගතුන්. එහෙත් බෙදීම්, කඹ ඇදීම්, අසමගිකම් නිසා අපි අපේක්‍ෂා කරන පොදු ඉලක්‌ක වෙත යන්න බැරිවෙනවා. නව පත්වීම් ලබන වෛද්‍යවරුන්ගෙන් ඇමැතිවරයා, ඉල්ලීමක්‌ද කළේය. පසුගිය වසරේ නවක පත්වීම් ලද වෛද්‍යවරුන් 72 ක්‌ පිටරට සේවයට ගිහිල්ලා. මෙලෙස යන අයගෙන් මා ඉල්ලනවා අඩුම ගානේ අවුරුදු 05 ක්‌ බැරි නම් 03 ක්‌ හරි ලංකාවේ සේවය කරන්න කියලා. මේ ගැන ආකල්පමය වෙනසක්‌ වෛද්‍ය පීඨවල සිටම ඇති කළ යුතුයි.

ගිය වසරේ තැපෑලේ පාඩුව කෝටි 340 යි

තැපැල් දෙපාර්තමේන්තුව 2011 වසර තුළදී රුපියල් කෝටි තුන්සිය හතළිහක (මිලියන 3400) පාඩුවක්‌ ලබා ඇතැයි තැපැල් දෙපාර්තමේන්තු අභ්‍යන්තර ආරංචි මාර්ග සඳහන් කරයි.

අකාර්යක්‍ෂම පරිපාලනය හා වංචා දූෂණ හේතුවෙන් මෙම පාඩුව ලබා තිබෙන බවද පැවසේ.

2010 වසර තුළදී රුපියල් කෝටි තුන්සියයක පාඩුවක්‌ ලැබූ තැපැල් දෙපාර්තමේන්තුව 2011 වසරේදී මේ අනුව තම පාඩුව තවත් කෝටි 40 කින් වැඩිකර ගෙන ඇත.

මෙසේ 2011 වසරේදී රුපියල් කෝටි තුන්සිය හතළිහක වාර්තාගත පාඩුවක්‌ ලැබූ තැපැල් දෙපාර්තමේන්තුව, තැපැල් දෙපාර්තමේන්තුව පවත්වාගෙන යැම සඳහා මේ වසරට (2012) රුපියල් මිලියන 13,300 ක මුදලක්‌ ලබාදෙන ලෙස මහා භාණ්‌ඩාගාරයේ ඉල්ලා තිබේ.

මෙම මිලියන 13,300 ක මුදලින් රුපියල් මිලියන 8100 ක්‌ම ඉල්ලා තිබෙන්නේ පඩි නඩි සහ අතිකාල වියදම් ගෙවීමටයි. නමුත් මෙතරම් විශාල මුදලක්‌ කිසිසේත්ම මහා භාණ්‌ඩාගාරයෙන් නොලැබෙන බව තැපැල් දෙපාර්තමේන්තුවේ ඉහළ නිලධාරියෙක්‌ "දිවයින"ට පැවසීය.

මේ නිසා තැපෑල රැක ගැනීම නව තැපැල්පතිවරයාට අභියෝගයක්‌ වී තිබේ. නමුත් සේවකයන් පවසන්නේ හොරකම, වංචාව, දූෂණය නතර කිරීමට තැපැල්පතිවරයාට හැකිවුවහොත් තැපෑල ගොඩනැඟීම දුෂ්කර නොවන බවයි.

ඉල්මනයිට්‌ ටොන් 5000 කින් මිලියන 186 ක ආදායමක්‌

ලංකා ඛනිජ වැලි සංස්‌ථාවට සිය ඉතිහාසයේ වාර්තාගත විකුණුම් මිලක්‌ ලබා ගනිමින් මේ මස දෙවන සති අන්තයේදී ඉල්මනයිට්‌ ටොන් පන්දහසක්‌ රුපියල් මිලියන 186 කට අලෙවි කර ගැනීමට සමත්වී තිබේ.

රාජ්‍ය සම්පත් සහ ව්‍යවසාය සංවර්ධන අමාත්‍යාංශය පවසන පරිදි වර්ෂ 2009 දී රුපියල් මිලියන 239 ක්‌වූ පුල්මුඩේ ඛනිජ සමාගමේ ලාභය 2011 අවසන් වනවිට රුපියල් මිලියන 7000 ක්‌ දක්‌වා වැඩිකර ගැනීමට හැකි වී තිබේ.

අමාත්‍යාංශයේ විවෘත ටෙන්ඩර් පටිපාටියක්‌ මෙම දැවැන්ත ලාභය ලැබීමට ඉමහල් වී තිබෙන බවද ඛනිජ වැලි කර්මාන්තය තුළින් ඉදිරියේදී මීටත් වඩා දැවැන්ත විදේශ විනිමයක්‌ රටට ලබා දීමට සැලසුම් කෙරෙමින් පවතින බව ඇමැති දයාශ්‍රිත තිසේරා කියයි. මේ යටතේ කෝකිලායි ප්‍රදේශයට උතුරින් රුපියල් ලක්‍ෂ පන්සියයක පමණ වියදමින් නව යන්ත්‍රාගාරයක්‌ ආරම්භ කිරීමට කටයුතු කෙරෙමින් පවතින බව ද ඇමැති දයාශ්‍රිත තිසේරා පවසයි.

තවද දැනට රජය මගින් පරිසර හානියකින් තොරව කෙරෙන ඛනිජ වැලි විකිණීම එලෙසම කරන අතර පුල්මුඩේ යාන්ඔය ප්‍රදේශය ආශ්‍රිතව අක්‌කර පන්සියයක කර්මාන්තපුරයක්‌ ආරම්භ කරමින් විදේශ ආයෝජකයන් වෙත ඒ සඳහා අවස්‌ථා උදාකර දීම ද අමාත්‍යාංශයේ ඉලක්‌කයක්‌ බවට පත්වී ඇතැයි ද ඇමැතිවරයා තවදුරටත් කියයි.

Site of second gem land declard out of bounds

The government yesterday declared the site of the second gem deposit (illam) at Kataragama, close to the Thammennawa tank, out of bounds to all prospectors with immediate effect.

The ban would be in force till such time a team of eminent persons carries out a detailed examination of the soil from the said land for its gem content, authorities there said.

The Chief Conservator of Forests H. M. P. Hitisekera said that since both locations of the gem land came under the Forest Conservation Department’s purview they had the moral obligation towards the state to ensure that the country ‘s natural resources were protected and not destroyed or plundered by anyone .Therefore they had to declare the sites out of bounds.

They also had to ensure that matters connected with mining were carried out in an orderly manner in keeping with the country’s laws.

"Mainly, we had to make sure that that there were no loss of valuable revenue," he said.

Hitisekera said that the Secretary to the Ministry of Environment had advised him yesterday to ensure that a team of eminent persons, experts in the field of gemology were at hand to make an assessment of this second land for gem deposits before a decision was taken.


The Chairman of the UPFA led Kataragama Pradeshiya Sabha Chanaka Amil Rangana said yesterday that of the 52 blocks of gem land that were available at the first site 49 were publicly auctioned whilst three blocks were kept back for distribution amongst area residents.

"After Kataragama Divisional Secretary T. B. M. Atapattu certified the recommendations made by the Grama Niladharis the three blocks were distributed amongst 43 low income families in the area." he said.

A final decision in connection with the second gem land would be taken at a meeting chaired by the Chairman of the Moneragala District Development Committee and Minister Jagath Pushpakumara with the participation of Moneragala Government Agent S. Pathinathan at Kataragama on Wednesday (29), he said.

Countrywide census enters crucial stage

The final stage of the first countrywide census in over 30 years commenced yesterday from the country’s First House.

The 14th Census of Population and Housing conducted by the Department of Census and Statistics of the Ministry of Finance and Planning was inaugurated yesterday (27) at the President’s House with the participation of President Mahinda Rajapaksa. Director General of the Department of Census and Statistics, Mrs. Suranjana Vidyarathne collected information from the President.

Director General Mrs. Vidyarathne said that the gathering of information on persons and their residences will be carried out during the three week period from February 27 to March 19 followed by a revision round on March 20 and 21. During the revision round houses would be revisited and the population information collected during the first round would be revised taking into account the births and deaths that occurred in between, she said.

Mrs Vidyratne said that the enumeration of homeless people would be carried out on the 19th of March and a group of special officials had been deployed for the purpose. A revision round of enumeration was also planned to be conducted among them as well.

The census would be conducted under the supervision of the District Secretaries and the Divisional Secretaries. Nearly 100,000 supervisors and 80,000 enumerators would take part in the census, she said.

The Director General added that all citizens were legally bound to provide accurate information and allow enumerators access to their homes.

The Department has allocated 1.7 billion rupees for the census that covers the entire island for the first time since 1981 when the last nationwide census in Sri Lanka was conducted.

Nine cows saved

The Kandana police Crimes Investigation Division arrested a driver while he was illegally transporting nine cows in a small van to a slaughter house. The animals had been trussed up and crammed into the vehicle.

One cow was found dead inside the van.

Arrangements have been made to institute legal action against the suspect for causing undue harassment to animals.

Lanka nowhere near self sufficiency in milk

The Chairman of Milco (Pvt) Limited Sunil Wickramasinghe was candid when he said that Sri Lanka was not in a position to even get close to the country’s requirements of milk powder which was presently imported in massive quantities.

He told The Island that Sri Lanka had to develop the fresh milk production in a big way to become self sufficient in the milk industry. The country had a long way to go.

Wickramasinghe said that Milco’s powdered milk production was about 150,000 kilos a month, which he says is 30 to 35 percent of their total production, while the liquid milk production was 35 percent and yogurt and ice cream 30 percent.

He said that the country imported around 75,000 tonnes of powdered milk per annum.

මඩකලපුව පාසිකුඩා ප්‍රදේශයේ පිහිටි විදේශිකයකුට අයත් රුපියල් ලක්‍ෂ 1680 වටිනා ඉඩමකට ව්‍යාජ ඔප්පු සකස්‌ කර හොර රහසේම එය විකිණූ සංවිධානාත්මක කණ්‌ඩායමක්‌ මඩකලපුව වංචා විමර්ශන අංශය මගින් අත්අඩංගුවට ගෙන ඇත.

මෙම සංවිධානාත්මක කණ්‌ඩායමට මඩකලපුව දිසා ලේකම් කාර්යාලයේ සේවකයන් දෙදෙනකු ග්‍රාම නිලධාරියකු, නොතාරිස්‌වරයකු ඇතුළු පස්‌ දෙනෙකු සම්බන්ධවී සිට ඇති බව පොලිසිය පවසයි.

සැකකරුවන් මෙම ව්‍යාජ ඔප්පු සකස්‌ කර අක්‌කර 4 1/2 ක ඉඩම විකුණා දමා ඇත්තේ කොළඹ ප්‍රදේශයේ ව්‍යාපාරිකයකුට බවද හෙළිවී තිබේ.

මඩකලපුව පාසිකුඩා සංචාරක කලාපයේ පිහිටි මෙම ඉඩම විදේශිකයා විසින් මිලදී ගෙන ඇත්තේ 1979 වර්ෂයේදී රුපියල් එක්‌ ලක්‍ෂ දාහතර දහසකටය.

පසුව එම ඉඩම සංවර්ධනය කිරීමේ කටයුතු ශ්‍රී ලාංකිකයකුට පැවරූ විදේශිකයා රටින් පිටව ගොස්‌ තිබේ.

යුද්ධය නිමාවීමෙන් පසු එම ඉඩම පරීක්‍ෂා කරද්දී සංවිධානාත්මක පිරිසක්‌ ඊට ව්‍යාජ ඔප්පු සකස්‌කර අලෙවිකර ඇති බව අනාවරණය වී තිබේ.

මඩකලපුව වංචා විමර්ශන අංශයේ ස්‌ථානාධිපති සනත් බණ්‌ඩාර මහතාට ලැබුණු පැමිණිල්ලකට අනුව කළ වැටලීමකදී මෙම සැකකරුවන් කොටුකර ගැනීමට හැකිවිය.

National Research Institute on Typhus Fever to be established

The Health Ministry will set up the National Research Institute on Typhus Fever and Leishmaniasis in Hambantota. Health Minister

Maithripala Sirisena has already instructed health officials to set up the Institute within the next few months using the resources of Malaria Project which has been abandoned, a Health Ministry spokesman said.

According to the spokesman the Malaria Project is not functioning and its resources will be used for the proposed National Research Institute on Typhus Fever and Leishmaniasis. A request was made by the Southern Provincial Health authorities recently to set up this Institute in the South.

The two diseases are mainly reported from the Southern Province and the first Leishmaniasis patient in Sri Lanka was reported from Hambantota a few years ago.

A special team from WHO visited Sri Lanka and conducted researches on the two diseases but there was no conclusions.

Leishmaniasis is a parasitic disease transmitted by sand flies. The majority of cases are clustered in several districts such as Hambantota, Matara, Monaragala and Ampara. The place bitten by the sand fly become reddish and swollen.

Then it becomes a wound which is very painful. Usually the sand fly bites places such as face (close to mouth), hands, legs etc, he said. Typhus Fever is spread by ticks, mites, fleas, or lice, each agent having a distinct epidemiology, but all causing a disease with signs similar to a bad cold with fever lasting form one to several weeks, chills, headache, and muscle pains, as well as a body rash.

There is often a large painful sore at the site of the bite and nearby lymph nodes are swollen and painful, he added.

Customs, Pesticides Chiefs directed to appear in High Court

The Director General of Customs and the Registrar of Pesticides were directed by Colombo High Court Judge Kumudini Wickramasinghe to be present in Court on March 22 and report to Court what steps has been taken to stop the distribution of pesticides that were found to be contaminated with arsenic and mercury.

The petition was filed by the Centre for Environmental Justice when it was found that the imported pesticides on examination were found to be contaminated with arsenic and mercury which were detrimental to the health of the people who used them.

When the case was taken up in January the Court issued a stay order and restricted the issue and distribution of the said pesticides. Senior State Counsel Shobitha Rajakaruna informed Court that the Customs had already released the pesticides before the Court had issued the stay order in January.

The Colombo High Court then directed the Director General of Customs and the Registrar of Pesticides to be present in person in Court to ascertain what steps has been taken to restrict such distribution.

Serious dearth of X-ray paper

A severe shortage of certain sizes of X-ray paper, an essential equipment and machines used for X-rays at Sri Lanka’s premier General Hospital in Colombo, have seriously compromised the health of thousands of patients.

“We are badly in need of certain sizes of X-ray paper which are in constant demand. These include the largest size measuring 35X43 cms which we need for X-raying the abdomen which cannot be adequately covered with a smaller film, and the 35X35 cms X-ray paper which is also in high demand for chest X-rays.

These X-ray sheets have not been available for quite some time although there are several private companies that supply them. The main agent that used to distribute it to us says it hasn’t still received any stocks from abroad. One company promised us 200,000 films on loan but even this has not been forthcoming upto now”, a spokesman for the National Hospital told The Nation.

Hospital sources said that although the NHS still used the conventional (plain) method of X-rays, most private hospitals in the country, were now using Digital X-rays, because of their distinct advantages and health benefits, a spokesman for the Radiographer’s Department said.

Bus fare hike:Commuters pay Rs. 3 million extra

The current bus fare hike not only results in a higher fare for commuters, but also violates the Bus Fare Policy approved by the Cabinet of Ministers in June 2002, asserted the Chartered Institute of Logistics and Transport (CILT). According to the pricing index, the statement alleged, an increase of 15.6% should have been the case this time, yet a minimum of 20% had been granted, an additional fair increase of 4.4%.

The statement argued the fare increase should be granted from the exact fare previously calculated. i.e., the first section of Rs. 6.86 at the last revision, which was rounded off to Rs. 7, should now be increased to only Rs. 7.93. Even if 20% was applied for the full Rs. 7.0 fare it is still Rs. 8.40. This would result in the public paying an extra amount of nearly Rs. 3 million every day, it reported. When contacted, the Minister for Private Transport Services, C. B. Ratnayake, declined to comment on these claims. Meanwhile, Gemunu Wijeratne, President, Lanka Private Bus Owners' Association, informed that, the recent revision in fares is unfair since, in the long run, they would entail losses. He explained that, in response to their demand for a fair hike of 16%, the government had actually granted 20%, and set the next revision for February 2013, instead of July this year.

Dengue: 27 deaths in January

Twenty seven deaths have been recorded due to dengue fever in January this year,Health Ministry sources said. They said nearly 7000 persons have contracted the deadly fever last month, according to countrywide statistics. The Western Province has been badly hit by the dengue epidemic, the ministry noted.. The ministry warned the households to keep the gardens clean to prevent mosquito breeding grounds.

Radio active levels in sea water to be tested

Radio active levels in sea water of the Sri Lankan territory are to be tested by the Atomic Energy Authority. The tests will be conducted as a routine practice by the Bio-Unit of the Authority, sources from the Authority disclosed. It will be done a long term project to ensure that Sri Lankan sea waters are not contaminated with any radio active substance. A delegation from the International Atomic Energy Agency will arrive in Sri Lanka tomorrow to assist in the design of this novel this project,they added. 

Government considers fuel rationing or pricing formula

The Government is considering the introduction of fuel rationing or a fuel pricing formula in the face of skyrocketing oil prices while steps are being taken to cut energy consumption in state institutions, Finance Ministry and other official sources said.

Strict instructions have been issued to ministries, departments and institutions to utilize fuel only for essential official work, and directions given to reduce daily energy needs like cutting down on the use of air conditioners.

The Sunday Times reliably learns that a special committee including senior ministers and top officials is to be appointed to explore both options -- rationing of diesel and petrol and/or a (monthly) fuel pricing formula similar to what was practiced during the UNP-led government in 2002-2004. Then prices were fixed on a monthly basis based on international trends.

Economists say both steps which are inevitable given Sri Lanka's depleting foreign reserves and rising oil prices could see a further rise in inflation and the cost of living. Bread prices have risen by Rs. 5 a loaf, as have the prices of other essentials while milk food and gas companies are also pushing for a price hike.

The sources said the monthly pricing formula will help ease pressure on the state coffers owing to global fuel price fluctuations. The rationing scheme being considered is to provide a limited amount of subsidized fuel a month at a fixed price for motorists and a higher price for diesel or petrol purchased over the prescribed limit. There was no immediate information as to whether kerosene would also come under either scheme or would be exempt as it’s consumed mostly by low income groups.

The Finance Ministry in a February 16 circular says secretaries to ministries are responsible for using fuel/electricity in an efficient and cost effective manner. Issued by Treasury Secretary P.B. Jayasundara, it has highlighted the need to cut expenses due to increasing fuel prices. The circular says use of vehicles should be only for essential work. It has also advised state institutions to use air conditioners only from 10 am to 3 pm. The Ministry has also urged the public sector to reduce other costs like printing invitations for official functions.

When contacted, Petroleum Industries Minister Susil Premajayantha told the Sunday Times he was unaware of a move to consider a fuel rationing scheme. He said he believed there was no need to restrict the fuel consumption as Sri Lanka was purchasing crude oil from Iran and it is only 30% of the total fuel imports. “We are importing 70% of refined oil and if there is a problem we can import refined oil to meet the balance 30% requirement,” he said.

The minister said Sri Lanka would have to consider rationing only if there was a severe shortage of fuel in the world market. At the moment there was no such critical situation worldwide, he added.
The Government spent billions of rupees on its annual fuel bill and it was better to reduce this bill, he said.

Last year, the Government spent US$ 4.6 billion on fuel imports compared to $3 billion in 2010, according to the Central Bank which released the annual 2011 economic data on Friday.
The trade deficit, which is the negative difference between the value of imports and exports, has soared to a 100% increase in 2011 to $9.7 billion from $ 4.8 billion in 2010. Export earnings in 2011 were $10.48 billion while imports were double that at $ 20.2 billion.

As concern grew over rising fuel prices, Sri Lanka’s private sector was also cutting fuel consumption and rationalizing on costs but in some cases, like tourist hotels, not passing it to the consumer.
Ajit Gunawardene, Deputy Chairman at John Keells Holdings, said that while the group had been having a focused strategy of energy efficiency and conservation, the urgency to speed up these measures was getting more attention. “We have been re-looking at our targets and strategies in the context of the current oil crisis,” he said.

Hiran Cooray, Chairman of Jetwing Group, said the message had gone to all levels of the staff on the need to conserve fuel and improve energy efficiency. “We are not passing it (additional cost) to tourists and customers in hotels but would have to look at it again in the next few months,” he said.Samantha Kumarasinghe, Chairman of Multichemi Group, makers of Nature Secret cosmetics said the private sector needed to cut consumption in the best interest of the country. He said he had directed his company executives to limit their traveling till the situation improved.

Some private sector financial analysts believe fuel prices could ease as the severe winter in Europe and the US is tapering off.

Tea prices to Middle East affected by US sanctions

‘Oil for tea’ deal suggestion yet to get Govt. approval

Tea prices continue to be affected by the US sanctions on Iran, Sri Lanka’s biggest tea buyer, while despite promises, there are few options being offered by the Government, tea industry officials and bankers said.

Suggestions, which have received the blessing of the industry, to design a contra-trade mechanism or an escrow account to minimize the impact, has also drawn little Government attention.
“There have been some (US dollar) payments that we are receiving from Iran in the past week,” noted Niraj de Mel, Chairman of the Tea Exporters Association, adding that, “nevertheless the problem continues.”

While buying by Middle East buyers continue despite the crisis, the impact is essentially in getting better prices. “If there was no crisis in that region we would have obtained better prices particularly since Iran is Sri Lanka’s biggest buyer, pays higher prices and buys low grown tea which account for 55% of total exporters,” said Anil Cooke, Chairman of Asia Siyaka Brokers.

He said some private factories manufacturing low grown teas were facing severe losses while the leaf prices have also fallen. A few months ago, the Bank of Ceylon (BoC) had suggested that payments for fuel imports, with 30-40 % of Sri Lanka’s crude coming from Iran, be set off against tea exports. “So while Iran gets our tea and is unable to pay for it and we cannot pay for fuel in US dollars, Sri Lanka keeps the balance (difference between oil payments and tea dues) in an escrow account until this money can be remitted,” one bank source said, adding however that the Government or the Central Bank is yet to accept this suggestion.

Mr. de Mel said that one of the problems now is that there is no pre-shipment credit which is normally granted by the BoC to Iran. “Because of the crisis, exporters don’t have access to these funds and only those companies which have (their own) funds can execute these orders, which distort the market because (cash-strapped) smaller players are at a disadvantage,” he said. Pre-shipment credit is when an order is received by a seller who then seeks credit from a bank to execute the order.
The crisis in Syria is also affecting price trends, Mr. de Mel said.

According to news agency reports, India and Iran are also looking at alternative payment mechanisms with one of the solutions being for India to pay 45 % of the oil imports from Iran in Indian rupees while Tehran will use the balance to pay for imports from India.

Meanwhile the US dollar appeared to be stabilizing locally, gaining by just over a rupee this week, compared to much more in previous weeks since the Central Bank withdrew from pumping dollars into the market.

Some analysts said the US currency is expected to Rs. 125 to Rs. 130 per dollar by the end of the year.

Sea plane service to Batticoloa

The sea plane service operated by Srilankan Airlines is set to extent its operation to the eastern town of Batticoloa from early next week, officials said today.

They added that the take-off point will be from a location on the Kelaniya River at Peliyagoda.

At present the sea plane operates from Colombo to Koggala in the Galle District, Bentota, Nuwara-Eliya, and Kandy, they said.

A team of foreigners, belonging to a group called Exo-Terra, have been arrested by officers of Department of Wildlife Conservation, with amphibians and lizards prevalent in Kalpitiya on Saturday morning, Department sources said.

They were produced before the Acting Magistrate of Puttalam who ordered them to appear in Court on February 29.

The group comprising six foreigners from five countries, were apprehended at Alankudawa in Kalpitiya who had four amphibians, star tortises, DNA samples of certain reptiles, lizards and some plant specimens.

Meanwhile the eco-groups appreciated the officers of the DWLC and their DD/Law Enforcement Ranjan Marasingha, who led the raid personally. We appreciate their commitment, dedication and efficiency in protecting our bio-diversity", environmental lawyer Jagath Gunawardena said.

Gunawardena said under the Section 30 of the Fauna and Flora Act no one was allowed to collect reptiles, keep them in their possession unless the permission is given by the DWLC. " Similarly the Section 31A applies to amphibians. Therefore any one who keeps any reptile or amphibian or captured them or keeping any part of them in their possession is liable to arrest without a warrant by the DWLC or the Police", he said.

Six Foreigners arrested in Kalpitiya



Wildlife department has arrested six foreigners for illegally collecting specimen of flora and fauna in Kalpitiya today, our correspondent said.

The suspects are identified as nationals from Australia, Venezuela, Germany, USA and Belgium.

They were produced before the Puttalam Additional Magistrate Mohommad Iqbal today.

The foreigners were given Rs 50,000 each surety bail and told to be produced in courts on 29 February.

Their passports have also been impounded.

Move to stabilise paddy price and ease farmers' woes: PMB to purchase paddy from farmers

The Government has allocated Rs. 1 billion to purchase paddy from the Maha paddy season in the Ampara district, Co-operative and Internal Trade Minister Johnston Fernando said.

The Minister has instructed the relevant authorities to focus special attention on the quality of paddy in the process of paddy purchasing. The Minister has also directed the Paddy Marketing Board (PMB) to purchase paddy from farmers if the permitted moisture level of less than 14 percent is maintained.

The Minister has given these instructions with a view to prevent the fungus from attacking the paddy grain.

Paddy with high moisture level is sold at low prices in the market, according to Minister Fernando.

The Minister said that eventhough buffer stocks are available in the stores to transfer this to empty stores and then purchase the new paddy harvest from farmers. The Minister said that the Government has commenced paddy purchasing in the Ampara district from last week.

With the commencing of Maha paddy harvest, the Government commenced paddy purchasing last week, Chairman of Paddy Marketing Board (PMB), K. B. Jayasinghe told the Sunday Observer.

The Government launched the paddy purchasing program from farmers in Pottuvil and Akkaraipattu in the Ampara district, Valachchenai in Batticaloa and Ramanathapuram in Kilinochchi last week, Jayasinghe said.

The PMB predicted a total harvest of 2,604,634 metric tons of paddy throughout the country this year, out of which the PMB will purchase 10 percent of the entire harvest.

Jayasinghe said 9,000 metric tons will be purchased from the North and 8,000 metric tons from the East.

The PMB purchases a kilo of Nadu at Rs. 28 and Samba at Rs. 30, provided the moisture level is less than 14 percent.

The PMB plans to purchase paddy for nearly Rs. 450 this year, Jayasinghe said.

The Sunday Observer spoke to some farmers along the Muttur-Kantale road and A-15 road last week. H. R. A. Heenmahatthaya, a farmer from Samugapura, said the income of farmers had declined considerably because of the fuel price hike. The income from the paddy cultivation is not sufficient to settle the loans obtained.

With the increase in fuel prices owners of harvesting machineries have doubled their charges. The transportation charges have also increased considerably. Meanwhile, the price of paddy has dropped.

A 68 kilo pack of paddy is purchased by traders in the area at about Rs. 1,100 to Rs. 1,200. The farmers thought they could overcome the losses caused due to last year's floods. As fuel prices went up the price of paddy declined and the loan burden further increased, Heenmahatthaya said.

Heenmahatthaya said that if the price of paddy was high they could overcome the expenses. The harvest and the price of paddy has declined simultaneously this year.

He said only 40 packs of paddy were harvested from one acre. The owners of Combined Harvester increased the charges for harvesting from one acre to Rs. 9,500. Altogether it would cost over Rs. 12,000 to complete the harvesting of an acre. When the cost of ploughing and sowing were taken into account there would be no income for farmers.

Siraj, a farmer from Eachilampattu along the A-15 road said that the prices of fertiliser and insecticides had increased. The paddy harvest has declined considerably, we are offered a cheap price for our paddy by rice mill owners. When compared to expenditure in the cultivation process, it is not sufficient to recover the basic expenses incurred in paddy cultivation. Labourers and other costs are high. "We receive only a nominal income from paddy cultivation. After settling the debts we are left with nothing. We are only engaged in paddy cultivation", Siraj said.

Now the paddy farmers are offered only Rs. 1,100 for a pack of paddy, but still the price of rice is high. The relevant authorities must take steps to urge mill owners to offer a fair price for the harvest to farmers.

Rice mill owners purchase paddy from farmers at cheaper rates. Along the A-15 road certain rice mill owners purchase paddy from farmers at a very low price contrary to the price level recommended by the Paddy Marketing Board, Siraj said. He said that certain mill owners are fishing in troubled waters in this area.

Mill owners purchased paddy from farmers on loan a basis have to settle the money, he said.

Sarojini from Eachchilampattu said that she is operating a boutique at Eachchilampattu along the A-15 road in addition to paddy cultivation. Last year she could sell a pack of paddy above Rs. 2,000. This year the price of a pack of paddy has declined by half.

She said that her paddy cultivation was affected by floods last year. This year, eventhough a favourable weather condition prevailed, as the price of paddy reduced her income too reduced.

We must sell our paddy for a good price. The government should take immediate steps to sell paddy at a fair price.

Maylvaganam Ganeshalingam, a farmer from Eachchilampattu said he has a ten acre paddy land. Only 100 packs of paddy were harvested. Both the harvest and price of paddy have reduced.

Maylvaganam said that he is unable recover the expenditure incurred in paddy cultivation.

A young farmer from Kathiraveli Thananjayan Nithi said that a pack of paddy is purchased at Rs. 1,350. A pack of paddy with moisture level above 14 percent is purchased at Rs.1,000.

The farmers in these area are engaged in paddy cultivation depending on the rainy water. As sufficient rains were not received, the paddy harvest also reduced by a considerable level. "We have been affected in two ways, that is, insufficient harvest and low price," Dananjayan said.

He said eventhough the Government has increased the price of paddy, the farmers were yet to be received it. The rice mill owners from Polonnaruwa, Trincomalee and other areas purchase paddy at a low price, cheating the farmers. As rice mills are not available in these areas we were compelled to sell our paddy at low price to outsiders.

Thambiappa Kandasamy a farmer from Panichchankerny said that paddy he cultivated was affected due to the shortage of rain. Amidst huge difficulties we cultivated, we are unable to receive a fair price for our paddy. The price of fuel has also gone up.

Now combined harvesters are used in the harvesting process the farmers have to pay double for them.

He said that one kilo of Samba is purchased at Rs. 14 and Nadu at Rs. 12 by outside traders.

We have a lot of expenditure in the harvesting process.

After settling all dues, only three to four packs of paddy remain to us, farmer Jeganathan said.

He said they were given seed paddy by the Government. The mediation of the Government is crucial to offer a fair price to the paddy of these farmers.

Jeganathan said he frequently receives news alerts that paddy price has been increased, but they are yet to receive the benefit.

In the first phase the authorities had taken steps to purchase paddy from the Polonnaruwa district through agents. The Government has announced that a controlled price for a kilo of Samba at Rs. 30 and Nadu at Rs. 28 should be maintained, he said. As the fuel price has increased the government should take steps to increase the paddy price considering the welfare of farmers.

Pilisaru program expanded

The Government has allocated Rs. 5.6 billion to find a sustainable solution to the garbage problem in urban and semi-urban areas, Minister of Environment Anura Priyadarshana Yapa said.

The Minister said Pilisaru a program of the Central Environmental Authority (CEA) implemented jointly with Local Government institutions, is being expanded throughout the country.

Minister Yapa made these observations at a three-day workshop organised by the CEA at the Sinharaja Kudawa camp on environment preservation for heads of Local Government institutions in the North Western Province.

Municipal Council, Urban Council and Pradeshiya Sabha Chairpersons who took part in the workshop from the North Western Province were given a clear picture on garbage disposal management, natural resources management and controlling environment pollution.

Minister Yapa said it is high time we worked in unison without any colour or party differences to protect the environment. Considerable attention has not yet been paid by Local Government institutions to this matter. "we cannot allow this to continue.

The Local government Act has authorised them to implement waste management programs to protect the invaluable natural resources in their areas," he said.The Pilisaru program helps implement environment programs in all Local government institutions, Plastic and polythene collecting centres will be started and the Minister has advised the plastic waste national program.

Addressing the workshop, CEA Chairman Charitha Herath said the CEA has played a key role in protecting the environment for the past 30 years.

Over 1,693 mt of rice targeted in Maha

The Paddy Marketing Board (PMB) has commenced paddy purchases this Maha season on a directive by Cooperative and Internal Trade Minister Johnston Fernando.

Paddy purchasing was launched last week in Akkaraipattu and Pottuvil. Paddy stores under the PMB in both areas are now open, Minister Fernando said.

Paddy purchasing had begun in the Batticaloa and Kilinochchi districts, since last week, he said.

The PMB stores in other areas are also open for farmers to sell paddy. The Paddy Marketing Board anticipated a harvest of 238,553 metric tons of paddy from the North as a result of a large area of paddy lands which had been abandoned during terrorism now coming under the plough, Chairman K.B. Jayasinghe said.

The PMB Chairman said that he expected a marketable paddy surplus of 1,551,344 mt and 1,693,012 mt of rice this year.

He said that a 2,604,634 metric ton paddy harvest is expected this year. The PMB plans to purchase 10 percent of the total harvest 128,654 metric tons from Trincomalee 179,353 metric tons - Batticaloa, 392,321 metric tons - Ampara, 261,750 metric tons - Anuradhapura, 275,397 metric tons - Polannaruwa, 31,753 metric tons - Jaffna, 61,541 metric tons - Kilinochchi, 53,197 metric tons - Mannar, 59,249 metric tons - Vavuniya and 32,813 metric tons - Mullaitivu, he said. Around 9,000 metric tons will be purchased from the North and 8,000 metric tons from the East.

Foresight, forethought and commonsense is needed in fertilizer use

IFS Research scientists say

S. A. Kulasooriya and Gamini Seneviratne, two eminent Research Professors at the Institute of Fundamental Studies, Kandy said in an interview in Colombo that forethought and foresight is needed on policy related to the use of chemical fertilizers. Possible scenarios in the future have to be anticipated and plans have to be in readiness to meet eventualities as they unfold. "Knee jerk reactions" should be avoided. They are expensive and most often lead to faulty decisions. One should also look for solutions at our doorstep and for local alternatives rather than be influenced by external advice. Commonsense is therefore important in all planning.

Sri Lanka’s chemical fertilizer import bill stands at over USD 29 Million (approximately Rs 33 billion). This figure will escalate with the oil price increase and the worsening situation in the Persian Gulf and also the depreciating rupee.

Apart from the outflow of foreign exchange, the fertilizer subsidy is even higher. The figure for 2010 stood at Rs 65.5 Billion (Source: Daily News May 12, 2011). It is difficult to fathom why basic facts are ignored by policy makers, which will enable the country to cut back on the expenditure on chemical fertilizers. A glaring example is the subsidy on legume pulse crops which are capable of obtaining nitrogen from the air and therefore do not need a government subsidy for nitrogen fertilizers.


Research studies conducted during the past two decades have yielded environmental friendly bio-fertilizers that can minimize the application of imported chemical fertilizers. These local inputs have received no state incentives to popularize their uses and efficacy and to demonstrate the related technologies among the cultivators.

What is particularly worrying with use of chemical fertilizers is that with time degeneration sets in making soils sick and dead. Worst of all, there are very adverse effects to human health and this is becoming more and more evident.

The incidence of cancer and the ‘blue baby’ syndrome has shown a marked increase.

Spread of chemical fertilizers and pesticides since the 1960’s

Years of the extension programs of the Departments of Agriculture and Agrarian Services and the massive advertising done by private sector companies which started with the launch of the ‘green revolution’ in the 1960s have familiarized the use of chemical fertilizers and agro-chemicals even to the remotest of villages.

The two scientists admitted that the high yields obtained from fertilizer responsive new (hybrid) varieties of crops probably prevented food shortages in the past as production levels through traditional methods may not have been able to meet the food demand of an ever increasing non-farming population.

The fact however is that chemical nutrients were added to soils that was under traditional farming. These soils had a build up of organic matter supporting an active population of soil organisms.

Misconception about soil fertility

The two scientists emphasized that there is a widespread misconception that soil fertility is synonymous with chemical nutrients. Soil fertility is the ability of a soil to support sustainable plant growth and this is much more than supplying nutrients. Besides providing a substrate for the plants to anchor themselves, a fertile soil should have optimal levels of air, moisture, and pH, organic matter (that ensure water holding and cation exchange capacities). Also, most importantly, micro and semi-macro soil organisms that perform functions vital for plant growth.

A fertile soil should be like a moist, soft sponge in which plant roots can grow easily, breathe comfortably and actively and efficiently absorb nutrients which are retained in its colloidal organic matrix.

To illustrate this the scientists drew attention to the lush wet zone rainforests like Sinharaja supporting an above ground, visible wide biodiversity, with its species richness. Though we do not see it there is comparable underground diversity which is a vital component that ensures the health of a soil. These living organisms play a crucial role in the sustenance of chemical and physical factors in dynamic equilibrium that contribute to soil fertility. The continuous application of heavy doses of chemical fertilizers and other agro-chemicals kill most of the living organisms in the soil.

Toxins in the water and USD 23 billion ‘washed down the drain’

The scientist highlighted the alarming situation that soils are becoming sick and die as a result of excessive use of chemical fertilizer and pesticides. These soils have low organic matter and little microbial activity. They are unable to retain the nutrients added in the form of soluble chemicals and often less than 30% of the nutrients added are taken up by the targeted crops. The balance 70% is lost.

On an approximate calculation, this means that 23 billion dollars worth of fertilizer imports is ‘washed down the drain’!

What is even more frightening is that these chemicals pollute the environment including our streams, rivers, reservoirs and even domestic wells.

Consumption of such water with high chemical content has dangerous health hazards. Chemical inflows into stagnant water bodies like tanks, ponds, lakes and reservoirs result in eutrophication. This leads to the formation of ‘algal blooms’. A number of these blooms forming cyanobacteria (blue-green algae) produce toxins that contribute to ailments such as liver and kidney failure.

The Institute of Fundamental Studies have recently being doing studies which have confirmed previous reports of the prevalence of toxin producing algae in water bodies of Sri Lanka. The studies have also shown an alarming increase in such populations particularly of Cylindrospermopsis raciborski and Microcystis aerugenosa. This means that on the one hand the government has to spend large sums of money on fertilizer subsidies and on the other hand it has to bear enormous, additional costs for health services as well as water purification.

How can we get out of this situation?

Restore soil health by minimizing the use of agro-chemicals. Bring back the practice of adding organic matter in the form of recycling crop residues, adding animal dung, compost, green manure etc. Depending on the location, type of crop and season, the practices can vary.

Increase in organic matter will automatically bring back the micro and semi-macro living organisms. Unfortunately however, these natural processes require time and this could be a constraint for the realization of large scale production targets of essential food crops like rice, pulses and most vegetables. In other words, it may not be prudent to depend entirely upon organic inputs without any addition of chemical fertilizers.

Organic agriculture alone too expensive

Those who advocate organic agriculture could counter argue this strategy, but up to now organically produced food is costly and a large majority of our population will not be able to afford organically produced food at current prices.

Crop production without any chemical inputs is not the solution and a judicious combination of chemical fertilizer together with organic and/or bio-fertilizers could be the best option.

A step in the right direction

A recent decision taken by the Government to provide fertilizer subsidies only to farmers who apply a certain amount of organic matter to their fields is certainly a step in the right direction. The implementation of this policy should be monitored carefully.

Use of Bio fertilizers tests and the saving of Rs 72 Million already

Novel developments to minimize complete dependence on chemical fertilizers are the use of different types of bio-fertilizers. For leguminous pulse crops, such as soybean, mung bean, cowpea, black gram and ground nut, it is possible to apply rhizobial inoculants.

The Institute of Fundamental Studies (IFS) is continuing a project to prepare and supply such inoculants for soybean at a very low cost of Rs. 300/- a packet that is adequate for an acre of soybean. Use of these inoculants can replace the entire application of urea fertilizer and already some 4,000 to 5,000 acres of soybean is successfully cultivated in this manner (Photo 1). Use of such inoculants is currently saving the country Rs.72 million annually. Research studies to prepare inoculants for mung bean and cowpea are in progress and they should be available in the near future.

Research break-through on Biofilm-biofertilizers

A breakthrough in biofertilizer research came with the development of biofilm-biofertilizers (BFBFs), a technology developed at the IFS for the first time in the scientific world. Biofilm formation has been observed and their potential uses have been reported earlier in international literature. However, the development of biofilm-biofertilizers for targeted crops and the introduction of this term in agriculture are the novel achievements of the Microbial Biotechnology Unit of the IFS.

Biofilms are consortia of different microorganisms such as bacteria, actinobacteria, fungi and cyanobacteria growing together as a community within a common matrix of mucilage. For example, free living rhizobial bacteria do not fix atmospheric nitrogen, neither do fungi fix nitrogen. However, when these two groups are put together and made to form a biofilm some such biofilms are capable of nitrogen fixation in air. This was demonstrated for the first time at the IFS.

BFBFs can replace 50 per cent of chemical fertilizers

The BFBFs developed for tea have been field tested in collaboration with the Tea Research Institute (TRI) during the past six years. Results obtained in the upcountry, mid-country and low country estates show that BFBFs can replace 50% of the chemical fertilizers applied for nursery, young and mature tea without any reduction in the yield of tea. They have also provided convincing evidence that the application of BFBFs also makes the tea plants more resistant to drought, stem borer infestations and increases soil organic carbon which makes these soils more fertile.

Tests with rice, maize, pulse legumes and certain vegetables have also given encouraging results. BFBFs contribute significantly to restore soil health and ameliorate most of the impediments to sustainable agriculture.

The two scientists stated that they would prefer to rename the new input as biofilm-soil ameliorators rather than a fertilizer.

Both scientists felt that the major constraint for the widespread use of these low cost, environmentally benign, indigenous soil ameliorators is the fertilizer subsidy indiscriminately extended by the government to all crops including those capable of fixing their nitrogen from air.

Bakery owners will decide on price increase

The price of a loaf of bread has been increased by five rupees with effect from midnight Friday, but the All Ceylon Bakery Owners Association said the scale of upward revision is the discretion of bakery owners because there is no price control on the product.

"There is a regulation applicable only to the weight of a loaf of bread, which should be not less than 450 grams and not on the price", N. K. Jayewardena, the president of the Association said yesterday.

This means that bakery owners can decide on the price increase which could vary from one producer to another, he explained. He said the Association has made written representations to the Trade Ministry requesting for tax concessions but it has fallen on deaf ears.

"We asked for a meeting with the Trade Ministry Secretary last week to discuss issues relating to the problems faced by bakery owners and the concessions they seek, but there has still been no response, Jayewardena said.

The fuel hike and the devaluation of the rupee has affected the bakery industry badly as most of the ingredients are imported, he pointed out.

The government doesn’t want to give any concessions to bakery owners, he complained. "There is a ten rupee tax on every kilo of wheat grain. We have sought some relief as this is a burden on the industry".

Jayawardene said there is no option but to push up prices of bakery products as fuel prices coupled with ingredients used in the process have gone up sharply.


It is true that some bakery owners are fleecing consumers by charging exorbitant prices. This is where the government has to intervene, but it is not happening, he noted.

He said there were complaints of poor quality bakery products being sold, but the vast majority of bakers have made an effort to maintain good quality and this is some relief to consumers.

The Association has requested all bakery owners to mix rice flour with wheat flour and now most bakers use 30% rice flour in bread.

සාමාන්‍යයෙන් 2009, 2010 වසරවල මේ රටට කිරිපිටි ටොන් 50,000 පමණ ගෙනාවේ. ඒත් 2011 වසරේදී කිරිපිටි ටොන් 83,000 ක් ගෙන්වා තිබෙනවා. එතකොට ගිය වර්ෂයේ කිරිපිටි ගෙන්වීමට අපේ රට රුපියල් මිලියන 40,000 ක් වියදම් කර තිබෙනවා. ඒ මිලියන 40,000 මේ රටේ ඉතිරි කර ගත්තොත් මේ රටේ පවුල් කීයක් ජීවත් කරවන්න පුළුවන් ද? ඊළඟට ගිය වසරේදී මෙරටට ගෙන්වන පාන්පිටි ප්‍රමාණය සියයට 70 කින් වැඩි වෙලා. 2009, 2010 මේ රටට පාන්පිටි ටොන් ලක්ෂ 9 ක් පමණ ගෙනාවේ. ඒත් 2011 දී එය ටොන් ලක්ෂ 13.5 දක්වා වැඩි වෙලා. එතකොට ගිය අවුරුද්දේ පාන්පිටි ගෙන්වීමට අපේ රට රුපියල් මිලියන 45000 ක් වැය කර තිබෙනවා. ඊළඟට 2010 ජුලි මාසයේ සිට දෙසැම්බර් වෙන විට මෝටර් රථ ගෙන්වීමට ඩොලර් මිලියන 175 ක් වැය වෙලා තිබෙනවා. ඒත් සමඟම පාකිස්ථානයට යන අපේ ජනාධිපතිතුමා එරටින් ඩොලර් මිලියන 200 ක ණය මුදලක් ලබා ගෙන එනවා. එතකොට හිතලා බලන්න අපේ රටේ ඩොලර් ටික නිරපරාදේ විනාශ වෙන ආකාරය.

ඔබ කියන විදියට අපේ රටේ නාස්තිකාර වියදම්වලට ආණ්ඩුව වගකීම බාර ගත යුතු ද?

මෙතැනදී ආණ්ඩුවටත් වඩා රටේ පාලන කටයුතු කරන නිලධාරී පංතිය සහ රටේ ජනතාවට අකමැත්තෙන් වුවත් වගකීම බාර ගැනීමට සිදු වෙනවා. අපේ මහ බැංකු වාර්තාවේ සඳහන් වෙනවා ලංකාව පුරාම කිරි හරක් ලක්ෂ 15 ක් ඉන්නවා. ඒත් ඒ සත්ත්වයන් ගෙන් කිරි දොවා ගන්නේ සතුන් ලක්ෂ දෙකහමාරක විතරයි. කොතන ද වරද වෙලා තියෙන්නේ. අපේ රටට නවසීලන්තයේ අපේ මුදලින් රුපියල් 1800 ක් වියදම් කරලා හදන කිරිපිටි පැකට් එක රුපියල් 600 ට අපේ රටට ලැබෙනවා. ඇයි ලාබෙට අපේ රටට කිරි පැකට් එක එනවා. අපේ මිනිස්සු ඒක බොනවා. ඒ නිසා අපේ රටේ ජනතාව දේශීය කිරි සම්පත ගැන අවධානය යොමු කළ යුතුයි.

අපේ රටේ නිෂ්පාදනය කෙරෙන කිරිපිටි ප්‍රමාණය රටේ පරිභෝජනයට ප්‍රමාණවත් නැහැ නේද?

අපේ රටේ පරිභෝජනයට මදි කියන කථාව කිය කියා සිටීම කාලය කා දැමීමක්. අපේ රටේ අවශ්‍ය තරම් කිරි සම්පත තියෙනවා. දෙමළ ජනතාව හරකා දෙවියෝ විදියට සලකනවා. අපේ රටේ යාපනය, අනුරාධපුරය, පොළොන්නරුවට කිරිපිටි කර්මාන්ත ශාලා තිබිය යුතුයි. එහෙම නැතිව ඒ කිරිපිටි නවසීලන්තයෙන් ගෙන්වා වැඩක් නැහැ. ආණ්ඩුවේ හයිලන්ඩ් සහ අඹේවෙල කිරි කර්මාන්ත ශාලා තිබෙනවා. ඊළඟට මවුබිම ලංකා පදනම යටතේ මා ඩොලර් මිලියන 1500 ක් වැය කර කිරිපිටි කර්මාන්ත ශාලාවක් පැල්වත්තේ ආරම්භ කළා. හැබැයි අපට පිටරට කිරිපිටි එක්ක විශාල තරගයක් දෙන්න වෙනවා. ඒකට වෙළෙඳ දැන්වීම් පළකොට වැඩක් නෑ. මේ රටේ නිපදවන කිරිපිටි බීලා අපේ රටෙන් පිටරටට යන මුදල් ඉතිරි කිරීම ජනතාවගේ වගකීමක්. එහෙම වුණොත් අපේ රටට ආයෙත් ලෝකයේ උතුම් රට පොහොසත් රටක් වෙන්න පුළුවන්.

අපේ රටේ නිපදවන කිරිපිටි සහ පිටරටින් ගෙන්වන කිරිපිටිවල ගුණාත්මක වෙනසක් තිබෙනවා නේද?

පැහැදිලිවම තිබෙනවා. පිටරටින් ගෙන්වන කිරිපිටිවල ප්‍රෝටින් අයින් කරලා අපේ රටවලට එන්නේ. ඊළඟට ෆාම් ඔයිල් කලවම් කරනවා. මේවා ජනතාව තේරුම් ගත යුතුයි. ඊළඟට මතක තියා ගන්න අපේ රටේ නිපදවන එක කිරිපිටි හැන්දක් නවසීලන්තයට ඕස්ට්‍රේලියාවට ගෙන යන්න බෑ. ඉන්දියාවට ගෙනියනවානම් සියයට 167 ක් බදු ගෙවිය යුතුයි. ජපානයට අපේ රටේ කිරිපිටි ගෙනියනවානම් සියයට 800 ක් බදු ගෙවිය යුතු වෙනවා. මේ ගැන රටේ ජනතාව දෙවරක් සිතා බැලිය යුතුයි. දේශීයව නිපදවන කිරිපිටි පරිභෝජනය කළ යුතුයි.

රටේ සහල් නිෂ්පාදනය වැඩි වුණත් පාන්පිටි සහිත ආහාරවල ඉල්ලුම වැඩි වී තිබෙන බවට වාර්තා පළ වෙනවා?

මෙහෙමයි අපි අරාබියේ රැකියා කරන අම්මලා එවන ඩොලර් එක්ක සෙල්ලම් කිරීම මුලින්ම තේරුම් ගත යුතුයි. මම කියන්නේ ඒ ලේ සල්ලි එක්ක සෙල්ලම හොඳ නෑ. කොස්, දෙල්, අල, බතල මේ මහ පොළවේ වැවෙනවා. ඒවාට පොහොර නැත්නම් බෙහෙත් ගහන්න ඕන නැහැ. එහෙව් අපි මොකටද පාන්පිටි ආහාර ගිල දාන්නේ. මේ මෝඩ වැඩේ අපේ ගම්වල අය කරන්නෙ නැහැ. මේක කරන්නෙ නගරාසන්නයේ ජීවත්වන මෝඩයෝ රැළක්. හවසට කොළඹ නගරයේ රවුමක් ගියොත් පාන්පිටි ආහාර කන මෝඩ රැළගේ හැටි තේරෙනවා. අන්තිමට රටේ නැති ලෙඩ හදා ගන්නවා. අපට ඕන තරම් සහල් තිබෙනවා. ඒ නිසා බත් කන්න පුරුදු වීම සහ දේශීය ආහාර රටාවට හුරු වීම තමයි කළ යුතු වෙන්නෙ.

අපේ රටේ ජනතාවට ආදර්ශයට ගන්ඩ තියෙන හොඳම උදාහරණය ඉන්දියාව. ඉන්දියාවේ කියන්නේ ඉන්දියානු දේ පාවිච්චි කරන්න ඉන්දියානුවෙක් වෙන්න කියලා. ශ්‍රී ලාංකිකයන්ට කරන්න තියෙන්නෙත් එයමයි. සිංගප්පූරු ජනතාව විදේශ ගමන් යන්නෙ සිංගප්පූරු ගුවන් සේවයේ. ඒත් අපේ ජනතාව පිටරට යන්නේ ශ්‍රී ලංකන් ගුවන් යානාවල නෙමෙයි. ඒ මඟින් පිටරට ඇදී යන ඩොලර් ප්‍රමාණය අති විශාලයි. මේවා ගැන රටේ ජනතාවගේ අවධානය යොමු විය යුතුයි. ඊළඟට කිරිපිටි, පාන්පිටි, රථවාහන ගෙන්වීම ආදිය සඳහා අපේ රටෙන් විදේශ රටවලට යන මුදල් ප්‍රමාණය අඩුකර ගත යුතුයි.

The Pelwatte-Sevanagala sugar factory will commence operations on March 5. It was taken over by the government under the Revival of Under Performing Enterprises and Underutilized Assets law.

Productivity Promotion Minister Lakshman Seneviratne said the government will recommence sugar manufacturing in the factory to meet the country's sugar requirement.

The minister revealed these facts while participating in an inspection tour of the Pelwatte-Sevanagala sugar factory recently.

"We spend Rs 40 billion annually to import the country's sugar requirements. There are 7,000 employees at the Pelwatte-Sevanagala sugar factory. We have the ability to manufacture sugar for the country's consumption," he said.

The world has faced an economic recession. Sri Lanka also has to face effects of this economic downturn. As a developing country, it has already achieved certain development goals with the end of war, he said.

ඒ අනුව උපරිමය සියයට 9ක් දක්වා වන ප්‍රමාණයකින් අනවශ්‍ය වියදම් කපා හරින ලෙස මුදල් හා ක්‍රම සම්පාදන අමාත්‍යාංශය දන්වා ඇති බව දිනමිණට සඳහන් කළේ ය.ආර්ථිකයේ ඇතිව ඇති තත්ත්වයන් සමඟ රජයේ වියදම් ඉහළ යාම වැළැක්වීම සඳහා රජය මේ පියවර ගත් බව ඇමැතිවරයා පැවසීය.

තෙල් මිල ඉහළ යාම නිසා ඉන්ධන හා විදුලිය අරපිරිමැස්මෙන් භාවිත කරන ලෙස රජය මීට පෙර රාජ්‍ය ආයතන වෙත දැනුම් දුන්නේ ය. ඉදිරියේදී ලෝකයේ ඇති විය හැකි බවට විශ්වාස කරන ආහාර අර්බුදයට මුහුණදීම සඳහා ශ්‍රී ලංකාව ආහාර අතින් ශක්තිමත් කිරීමට දිවි නැගුම දෙවන අදියර වහාම ක්‍රියාත්මක කිරීමටත් රජය තීරණය කර ඇති බව ඇමැතිවරයා වැඩිදුරටත් පැවසීය.

Ministry Secy. blames engineers for Norochcholai problems

Engineers of the Ceylon Electricity Board should be held responsible for the constant breakdowns at the first coal fired power plant in Sri Lanka, a top official said yesterday.

Power and Energy Ministry Secretary M. M. C. Ferdinando told The Island that the CEB engineers could not simply pass the buck on to others.

Ferdinando, fielding questions on the present state of the plant, which was out of operation for nearly 37 days this year, said that the plant was now running smoothly. He said that a four-member committee had been appointed last week to probe the continuous breakdowns and fires breaking out at Norochcholai. The committee had been appointed by Power and Energy Minister Patali Champika Ranawaka and the report was expected within two months, he said.

The committee is headed by the Moratuwa University Electrical Engineering Department, Head Prof. Ranjith Perera and its members are Prof. K. K. Y. W. Perera, D. Chandrasekara and Mrs. M. Bandutilaka. The committee will investigate technical failures, operational problems and make recommendations on preventive action to ensure uninterrupted power supply from the plant.


Power and Energy Ministry Media Secretary, Dhanushka Ramanayaka said that Minister Ranawaka had nothing to do with the plant. Everything had been finalised before he took over as minister in 2010.

The first phase of the Chinese EXIM Bank funded Plant was constructed at a cost of Rs. 56.1 billion with the government’s commitment of Rs. 5.3 billion. The first phase was commissioned on March 22, 2011. However, due to a fire, the plant was extensively damaged and there was further delay in formal commissioning of the plant.

The LCPP, the first coal power plant in Sri Lanka is scheduled to generate 900 MW by 2014 on completion of the second and third phases.
