Acting on information provided by SLN Intelligence, police commandos arrested three persons at Pavatcholai in the Kumburupiddi forest reserve for clearing the jungle. The suspects are members of a gang running a major timber racket.
An STF spokesman told ‘The Island’ that the suspects, along with a large stock of logs worth about Rs. 900,000 had been handed over to the Trincomalee Forest Office. The official said that they had been engaged in the timber racket for a long time, under the very noses of officials. (SF)

Move to standardise drug procurement

In order to overhaul the public health service, one of the key decisions to be taken by the Health Ministry soon is to standardise drug procurement.
Quoting the Minister, who was speaking at the annual convention of the Sri Lanka Chamber of Pharmaceutical Industries, the Health Ministry spokesman said yesterday that there were approximately forty thousand drugs registered under their trade names, while there are only 10,000 drugs registered under their generic name. Each generic name has 15 to 40 drugs registered in a trade name.
But reports by medical specialists and the specialist board state that less than 3,000 of these generic drug types are required to treat diseases and injuries.
He observed that low quality drugs sold under trade names was a major dilemma to humanity itself. He pledged he would alter the situation in the near future.
The other malpractice that takes place is that some drug companies influence tender board members and prevent the tender from going to the best bidder thereby monopolising the drug supply the spokesman added.

Sri Lanka to produce thriposha requirement

The thriposha requirement - 18,000 metric tons will be produced in Sri Lanka by mid next year.
Only 13,000 metric tons are produced in Sri Lanka. The factory was taken over by the government in September last year and a significant progress has been witnessed since then, Health Minister Maithripala Sirisena said.

During an inspection tour Minister Sirisena pointed out the importance of training workers. Earlier the factory was run by a private company.
Sirisena thanked World Food Programme (WFP) for assisting the factory to increase the thriposha production.
Initially, the WFP is to supply machinery and equipment worth Rs. 68.5 million to the thriposha factory to address the urgent replacement of 30 year old machinery to ensure uninterrupted Thriposha production.
The cost of these machinery and equipment are jointly funded by the WFP and Lions Club of Italy.
The WFP also supports strengthening the production capacity of thriposha by providing Rs. five million to the MOH to produce an automated packing machine.
Thriposha is a fortified blended food supplement which contains energy, proteins and required micronutrients, given free to the most nutritionally vulnerable segments of the population under the national nutrition programme.

Lanka, UK bid to protect Loris
Believed to be extinct until recently :
Researchers from Sri Lanka and the United Kingdom have launched ways to save the red slender Loris that is threatened with extinction from habitat loss.
The Horton Plains slender loris was believed possibly extinct until recently. In 2009, after 200 hours of surveying, ZSL EDGE researchers rediscovered this sub-species and took the first ever photographs and measurements of a specimen.
The principal threat facing the slender loris is habitat change, resulting from nearly two centuries of over exploitation for, tea, rubber and cinnamon.
Combined with the fact that the species is unique to central and south-western Sri Lanka, and is typically found in the southern "wet zone" of the island upto the central "intermediate zone", the picture is bleak. The ZSL EDGE programme is engaged in a collaborative project with the University of Colombo and the Open University of Sri Lanka to bring conservation focus to this species and its remaining habitat. Dr. Craig Turner, EDGE Conservation Biologist from the Zoological Society of London (ZSL) and Sri Lankan zoologist, Saman Gamage, called on the British High Commissioner, John Rankin, recently to brief him about the work being done to protect the red slender loris.
A key part of this has been undertaking an assessment of loris 'occupancy' in over 100 different forest patches, with nearly 1,000 surveys completed.
Led by the project's Sri Lankan field team, this has provided the first spatial data on loris at this scale in Sri Lanka, allowing questions regarding habitat use, forest preferences and distribution to be answered finally. This information is fundamental in informing a conservation action plan which is being drafted. The group recently launched a small reforestation project supported by the BBC Wildlife Fund in the Nuwara Eliya area.

Unnecessary drugs off the shelf

All unnecessary drugs will be taken off the shelf through the proposed National Drug Policy.
Over 10,000 varieties and over 40,000 brands of drugs are in use in the country. Some drugs have over 25 brands. However the actual requirement is only 3,000 varieties, Health Minister Maithripala Sirisena said. According to the minister, doctors have pointed out that only around 3,000 varieties of drugs are required to treat health conditions.
Minister Sirisena said the availability of low quality, expired and banned drugs are some of the problems caused by the availability of a large number of unnecessary drugs in the country.
The proposed National Drug Policy will be presented in Parliament within the next four months, the minister added.

ළමා අපයෝජන අපරාධ යුක්තිය පසිඳලීමේ පියවර කඩිනම් කිරීමේ ජාතික ව්යාපෘතිය යටතේ මෙම කටයුතු සම්පාදනය කරන බව අධිකරණ අමාත්යාංශය පවසයි.
මේ ජාතික ව්යාපෘතිය යටතේ අපරාධ විමර්ශනය ඉහළ වෘත්තීමය භාවයකින් සිදු කරන ආකාරය පිළිබඳ පොලීසිය ඇතුළු රජයේ නිලධාරීන් දැනුවත් කරන අතර එමගින් අපරාධ විමර්ශන කටයුතු කිරීම ප්රමාදවීම අවම කිරීමට කටයුතු සම්පාදනය කරන බව අමාත්යාංශයේ අතිරේක ලේකම් කමලිනි ද සිල්වා මහත්මිය පැවසුවාය. ළමා අපයෝජන සිද්ධීන් පිළිබඳ විමර්ශන කටයුතු ප්රමාද වීමෙන් නඩු පැවරීමේ කටයුතු ප්රමාදවන බව පෙන්වා දුන් කමලිනි මහත්මිය එමගින් ළමා වින්දිතයින්ට සාධාරණය ඉටු නොවන බවද සඳහන් කළාය.
මේ ජාතික ව්යාපෘතිය ගම්පහ මහාධීකරණ කළාපයෙන් ඊයේ (07) ආරම්භ කළ අතර ව්යාපෘතිය ක්රියාත්මක කළ යුතු ආකාරය පිළිබඳ පොලිස් දෙපාර්තමේන්තුව ඇතුළු රජයේ නිලධාරීන් දැනුවත් කිරීම එහිදී සිදු කෙරිණි.
එම ව්යාපෘතිය අනුව ළමා අපයෝජන අපරාධයක් සිදු වී පැය 24ක් ඇතුළත අදාළ පොලිස් ස්ථානාධිපතිවරයා විසින් අපරාධ නඩු විධාන සංග්රහ පනත අනුව දරුවා වෝහාරික වෛද්ය පරීක්ෂණයක් වෙත යොමු කර එම තොරතුරු සියල්ල මහේස්ත්රාත් අධිකරණයට යොමු කළ යුතුය.
අපරාධය පිළිබඳ විමර්ශන කටයුතුවලදී පොලිසිය පරිවාස නිලධාරිවරයාගේ, වින්දිත දරුවාගේ දෙමාපියන්ගේ, අධිකරණ වෛද්ය නිලධාරිවරයාගේ, පොලිස් මූලස්ථානයේ, අපරාධ අධ්යක්ෂවරයාගේ, ප්රදේශයේ සහකාර පොලිස් අධිකාරිවරයාගේ හා නීතිපති දෙපාර්තමේන්තුවේ සහාය ලබාගත යුතුය.
මේ අනුව පොලිසිය මගින් අපරාධය පිළිබඳව කරන විමර්ශන කටයුතු සති තුනක් ඇතුළත අවසන් කර අපරාධ නඩු විධාන සංග්රහ පනතේ 120 (3) ප්රකාරව විමර්ශන සමාප්තිය මහේස්ත්රාත් අධිකරණයට දැනුම් දිය යුතුය.
සැකකරුට එරෙහිව අපරාධ නඩුවක් පැවරීමට අපේක්ෂිතව සියලු වාර්තා ඊට ඇතුළත් විය යුතු බවද එම දැනුවත් කිරීමේදී සඳහන් කෙරිණි.

ඊයේ (7) පස්වරුවේ එම සහතිකය ලබා දීමට නියමිතව තිබුණත් එක් නිලධාරියෙකුගේ අත්සන ලබා ගැනීමට අපහසු වූ නිසා අද (08) පෙරවරුවේ එම සහතිකය ලබා දීමට කටයුතු යොදා තිබේ.
ඒ අනුව වරායෙන් එම සිමෙන්ති තොග නිදහස් කරගැනීම සඳහා ප්රමිති ආයතනය ඊයේ (07) අවසර ලබා දී තිබුණි.
එම සිමෙන්ති තොග ජාතික සමූපකාර මණ්ඩලයේ ගබඩා වෙත ගෙන යාමට ඊයේ (07) කටයුතු යෙදිණි.
පසුගිය ජූනි විසිවෙනිදා ලකී සිමෙන්ති සමාගමට ප්රමිති සහතිකය අවලංගු කිරීමත් සමඟ සමූපකාර මණ්ඩලයේ මෙම සිමෙන්ති තොගයට ද ප්රමිති සහතිකය ලබා නොදී තිබිණි. මාස දෙකකට වැඩි කාලයක් වරායේ සිර වී තිබූ එම සිමෙන්ති තොගයට මෙසේ ප්රමිති ආයතනය සහතිකය ලබා දෙන්නේ එම සිමෙන්තිවල ප්රමිතිය දුර්වල එකක් නොවන නිසාය.

A man was arrested while smuggling flock of Mynas Tuesday evening at Mount Lavinia.
Wildlife Conservation Department officers arrested the man following a tip off from environmental activists. The birds had been transported from Kandy to Colombo in a three wheeler at the time of the raid.
The smuggler, the three wheeler driver and the pet shop owner were arrested on the orders of the Wildlife Department Assistant Director Upali Padmasiri. The suspects produced before the magistrate court were remanded yesterday.
Hill Myna (Lanka Selalihiniya) is an endemic bird species which is strictly protected under the Fauna and Flora Protection Ordinance. Hada Bima Authority makes record plant sale
The Sri Lanka Hada Bima Authority plant sales campaign conducted within its head office premises has made a record sale worth Rs 5.8 million this year, sources said.
The sales campaign provided high quality plants to produce a quality crops and fruits and decorative plants for agro industries, retailers and the public.
The Authority Chairman Nandasena Herath said that they are making every effort to make available numerous varieties of plants to customers.
The centre caters to both governmental and non-governmental organizational projects.
Herath said they will launch mobile plant nurseries to expand the campaign to reach all parts of the country.

Sampoor power project largest Indo-Lanka joint venture – Ashok Kantha
The Indian High Commissioner Ashok K. Kantha, said that the US$ 500 million Sampur Coal Power Station Joint Venture between the India National Thermal Power Corporation Limited and the Ceylon Electricity Board, entered into on Tuesday,was the largest undertaken by the two countries.
The CEB and NTPC are premier institutions in their respective countries and have come together as equal partners to form the Joint Venture Company,Kantha said adding that it took bilateral economic cooperation to a new level.
India’s Power Ministry Secretary P. Uma Shankar,speaking after the agreement was signed,said that the Joint Venture and Shareholder Agreement between CEB and NTPC was a ‘historic occasion’ and the project will have the full support of the Indian government. "It,would be completed by mid 2016.A,Joint Steering Committee (JSC) at the Secretary level from both sides has been constituted to oversee the implementation of the project."
Arup Roy Choudhury,the CMD of NTPC,said that NTPC as an equal Joint Venture partner will bring the best practices of his company during the implementation as well long term implementation of the project.He noted that NTPC as a responsible corporate citizen accords environment a high priority and all power stations of NTPC was a testimony to that.
NTPC would like to replicate its environmental friendly way of doing business.Its involvement in this JV project will automatically ensure technology transfer in implementation and running of the power plant."

The Ceylon Electricity Board is a corporate body established in Sri Lanka in 1969. It is empowered to generate, transmit and distribute electricity to all categories of consumer in Sri Lanka. CEB operates 24 power plants with an aggregate installed generation capacity of 2058 MW. The transmission network of CEB dispatches a total of 3100 MW, including generation from IPPs. The annual revenue of CEB in 2010 was about SLR 121 billion (i.e USD 1.1 billion approx.). The annual sales of CEB distribution network was 9,268 GWh in 2010, and the maximum peak demand met in 2010 was 1,955 MW.

Arugam Bay should retain its charm and character – tourists
Hotels should maintain high standard of cleanliness

Michelle Mitchelle and Natalie Loos Moutou, two sisters of Sri Lankan origin living in Sydney,Australia were on holiday in Arugam Bay and they were mesmerised with its bounden beauty, the sandy beaches and calm waters.
But they had a word of caution "Arugam Bay should retain its tranquility and rustic charm and the authorities should not allow unnecessary development such as high rise buildings and overcrowd the area. Such action would ruin the pristine beauty for which Arugam Bay is known internationally."
Michelle and Natalie are the daughters of Claudette and Patrick Loos, a Sri Lanka couple who migrated Down Under in the 70s and made Sydney their home.
Patrick is now a tour operator and specialises in organizing tours to Sri Lanka from Sydney.
Michelle and Natalie were overwhelmed with the natural charm of Arugam Bay and the simplicity and friendliness of the people.
Natalie said "Sometimes it is hard to find a holiday resort with such rustic charm and you may have to travel very far to reach such a place, but here it is only a couple hours drive from the eastern town Batticlao, though a long drive form Colombo,"
It is a paradise and with the county regaining peace many tourists, both local and foreign who were deprived of visiting here would start coming in droves and there will be a need to increase the room capacity , but it has to be done in a planned and a sustained manner without harming its unique character, Michelle said.
Patrick Loos was here with a tour group of 60 pax which included his family and a large number of Sri Lanka’s domiciled in Australia.
Everyone one of them were happy to be in Sri Lanka after Sri Lanka regained peace after the 30 year war, she said.
"I found that to be so relaxing, staying in a bungalow on the beach and having the ocean right at our doorstep was a joy, to be able to stroll along the beach or to sit with family and friends and enjoy the panaromic view was something exclusive and we look forward to this memorable experience on our next visit as well," she pointed out.
Arugam Bay was a blast we all truly enjoyed surfing and the great atmosphere, the cosy bar on the beach where we partied till wee hours was truly amazing, Michelle said adding that never having surfed before, it was a great experience learning it in Arugam Bay which area is thronged by surfers from different countries and I will never forget the feeling of being so relaxed and it was a treat and we enjoyed a well earned holiday.
When contacted Duleep Mudadeniya, Head of Standards and Quality Assurance of Sri Lanka Tourism assured that there will be no constructions allowed which will ruin the character and charm of Arugam Bay and all new rooms will have to be built according to the guidelines laid down by the Urban Development Authority (UDA).He said that high rises will not be allowed.
Mudadeniya said that at the moment there are 850 rooms in Arugam Bay and another 900 will be constructed to meet the demand. Two hotels will be constructed near the beach each consisting 60 and 75 rooms, he added.
Mudadeniya also complemented the national carrier Sri Lannkan Airlines in the manner in which it organised the Pro Surf Championship which drew a large number of foreign competitors and visitors and added that it will be a tremendous boost to the South East Coast resort as a tourist destination.
He said that Sri Lanka Tourism launched an attractive brochure on Arugam Bay during the surfing championship and it would be handy to prospective visitors.
Ms Susi, the Manager of popular hotel "Star Dust" said that during the peak months July-August the Arugam Bay resort was full of tourists both domestic and foreign and the Pro Surf Championship organised by Sri Lankan Airlines and Sri Lanka Tourism was a great success.During the championship the hotels were not able to keep up with the demand.
Susi from Austria said that there aren’t any big hotels in the area and most are guest houses which possess only 10-20 rooms and others are cabanas. Only a couple of hotels have a larger number of rooms.

Dulari, woman who operated a small guest house on the beach complained that there is little or no development in Arugam Bay after the Tsunami destroyed most of the guest houses and small timers were neglected by the state authorities.
"Some people who wield political influence are favoured by the authorities and as a result others are deprived of their rights," she regretted.
She charged that there is even a man who claims to have a lot of influence with powerful politicians and he had encroached a prime state land close to the Bay and prepared a bogus deed for the plot that he illegally possesses and is preparing to construct a hotel there. It is high time that the relevnt authorities investigate it, she added.
There were many guests who complained about the standard of hygiene at some of the hotels/guest houses. Chinthaka Karunasena, a regular visitor to the area said that cleanliness in some of the hotels were much to be desired and the authorities should inspect them regularly and ensue that high standards are maintained.
"The standards of some of these hotels/guest houses and the services they provide are very low compared with the prices that are charge and a mechanism should be developed to monitor and punish those who violate the regulations or if there is one already it should be properly implemented," he stressed.
Karunasena alleged that majority of hotels in Arugam Bay charge a three percent extra on the bill if you pay with your credit card and it is against the banking regulations.
When contacted some of the hotel managers in Arugam Bay thyey were unable to explain why and said that have been instructed to do so by the owners.

Michelle Mitchelle and Natalie Loos Moutou, two sisters of Sri Lankan origin living in Sydney,Australia were on holiday in Arugam Bay and they were mesmerised with its bounden beauty, the sandy beaches and calm waters.
But they had a word of caution "Arugam Bay should retain its tranquility and rustic charm and the authorities should not allow unnecessary development such as high rise buildings and overcrowd the area. Such action would ruin the pristine beauty for which Arugam Bay is known internationally."
Patrick is now a tour operator and specialises in organizing tours to Sri Lanka from Sydney.
Michelle and Natalie were overwhelmed with the natural charm of Arugam Bay and the simplicity and friendliness of the people.
Natalie said "Sometimes it is hard to find a holiday resort with such rustic charm and you may have to travel very far to reach such a place, but here it is only a couple hours drive from the eastern town Batticlao, though a long drive form Colombo,"
It is a paradise and with the county regaining peace many tourists, both local and foreign who were deprived of visiting here would start coming in droves and there will be a need to increase the room capacity , but it has to be done in a planned and a sustained manner without harming its unique character, Michelle said.
Patrick Loos was here with a tour group of 60 pax which included his family and a large number of Sri Lanka’s domiciled in Australia.
Everyone one of them were happy to be in Sri Lanka after Sri Lanka regained peace after the 30 year war, she said.
"I found that to be so relaxing, staying in a bungalow on the beach and having the ocean right at our doorstep was a joy, to be able to stroll along the beach or to sit with family and friends and enjoy the panaromic view was something exclusive and we look forward to this memorable experience on our next visit as well," she pointed out.
Arugam Bay was a blast we all truly enjoyed surfing and the great atmosphere, the cosy bar on the beach where we partied till wee hours was truly amazing, Michelle said adding that never having surfed before, it was a great experience learning it in Arugam Bay which area is thronged by surfers from different countries and I will never forget the feeling of being so relaxed and it was a treat and we enjoyed a well earned holiday.
When contacted Duleep Mudadeniya, Head of Standards and Quality Assurance of Sri Lanka Tourism assured that there will be no constructions allowed which will ruin the character and charm of Arugam Bay and all new rooms will have to be built according to the guidelines laid down by the Urban Development Authority (UDA).He said that high rises will not be allowed.
Mudadeniya said that at the moment there are 850 rooms in Arugam Bay and another 900 will be constructed to meet the demand. Two hotels will be constructed near the beach each consisting 60 and 75 rooms, he added.
Mudadeniya also complemented the national carrier Sri Lannkan Airlines in the manner in which it organised the Pro Surf Championship which drew a large number of foreign competitors and visitors and added that it will be a tremendous boost to the South East Coast resort as a tourist destination.
He said that Sri Lanka Tourism launched an attractive brochure on Arugam Bay during the surfing championship and it would be handy to prospective visitors.
Ms Susi, the Manager of popular hotel "Star Dust" said that during the peak months July-August the Arugam Bay resort was full of tourists both domestic and foreign and the Pro Surf Championship organised by Sri Lankan Airlines and Sri Lanka Tourism was a great success.During the championship the hotels were not able to keep up with the demand.
Susi from Austria said that there aren’t any big hotels in the area and most are guest houses which possess only 10-20 rooms and others are cabanas. Only a couple of hotels have a larger number of rooms.

Progress review meeting reveals: Sharp drop in dengue
The Health Ministry yesterday said that the country has witnessed a sharp decrease in the number of dengue cases with the implementation of a comprehensive dengue control drive.
The ministry officials said the number of dengue cases reported in the country has declined from 22,500 in 2009 to 11,000 in 2011 due to the viable programmes implemented by the ministry for the eradication of dengue mosquito breeding places. The programmes launched by the Ministry from 2010 to June came under review.
This information was revealed at the progress review meeting of the Health Ministry held at Temple Trees under the patronage of President Mahinda Rajapaksa yesterday.
The officials also said that the programmes launched by the Health Ministry have seen a 30 percent decrease in the number of people affected by hydrophobia.
Officials also pointed out that the various programmes launched by the Health Ministry have resulted in a reduction of dengue related deaths from 182 in 2009 to 82 in 2011.
The meeting also focused on the programmes being implemented by the ministry to ensure health of people living in villages, in the North, East and the plantation sector.
Ways and means of uplifting the health condition of children, including infants, came in for discussion. Discussions focused on the Triposha programme.
Officials also focused on the development of infrastructure facilities in hospitals, provision of medical equipment and quality health service to hospitals and construction of new hospitals at this progress review meeting.
Deputy Health Minister Lalith Dissanayake also presented a report compiled by provincial health ministers on the shortcomings existing in government hospitals. Provincial health ministers in this report has pointed out ways of preventing these shortcomings in hospitals.
Health Minister Maithripala Sirisena, Provincial health ministers, Health Ministry Secretary Dr. Ravindra Ruberu, Finance Ministry Secretary Dr. P.B. Jayasundera and Health Services Director General Dr. Ajith Mendis were also present.

The public needs to be vigilant and attention should be paid on destroying mosquito breeding sites, a Health Ministry spokesperson said.
The Epidemiology Unit of the Health Ministry in its latest statistics revealed that 17,105 dengue cases had been reported from all parts of the country as at September 5. The highest number of dengue cases, ie 6,688 and 59 deaths, had been reported from the Colombo district. The Colombo Municipal Council area recorded 2,211 Dengue Hemorrhagic Fever (DHF) cases and 23 deaths.
The other parts of the Colombo district recorded 4,477 dengue cases and 36 deaths, Gampaha district recorded 2,628 cases and 19 deaths, Kalutara 911 cases and six deaths, Batticaloa district 687 cases and nine deaths and Ratnapura district 658 cases. During last month 1,950 dengue cases had been reported from all parts of the country, according to statistics.
The Health Ministry requested the public to get immediate medical treatment for any type of fever. Children with fever should be given special attention. Doctors recommend bed rest even after the fever goes down because dengue can turn up again after a few days. Power plants considered for FTZ’s only

The Power and Energy Ministry is considering the installation of power plants for the exclusive use of industrial parks and export processing zones.
Some of the companies have already requested the installation of power plants.
However, senior Power and Energy Ministry officials say there are procedures to be followed before decisions are made on the installation of power plants.
Power and Energy Minister Patali Champika Ranawaka says such a move would help meet the rapidly increasing demand for power and minimize the burden on the national grid.
Ranawaka says the Ministry is aware of a certain degree of disruption in supplying electricity to the industrial sector in the Western Province.
He added that while 80 per cent of industries in the country are based in the Western Province, they depend mainly on the Ceylon Electricity Board (CEB) and Lanka Electricity Co. (Private) Ltd (LECO).
LECO had given priority to the supply of uninterrupted power to small and medium scale industries.
Therefore, Ranawaka believes that the best solution was to set up new power plants only for the industrial sector and exporting processing zones.

The para-military wing of the police detained seven persons.
An STF spokesman identified the suspects as residents of the Galle police area. The official said that the suspects had been hunting regularly in the Deep South, though there was no evidence to suggest they supplied eating houses or restaurants. They were subsequently handed over to wildlife office in Hambantota by the STF base at Hambantota.
In a separate raid, police commandos in the early hours of Monday (Sept 5) arrested six treasure hunters near Pulleyar statue on the Ulukkulama-Palugaswewa road in the Anuradhapura district. The Anuradhapura police are conducting further investigations.
Meanwhile, the STF base at Kantale yesterday reported the arrest of nine persons who had felled trees in the Bopitiya Chunnankadu forest reserve over the weekend. The STF also took nine bullock carts pulled by two bulls each along with 23 logs. The wildlife office at Kantale is conducting further investigations.
At Ambakola-ara Koslanda, in the Udawalawe area, police commandos destroyed about 6,000 ganja plants.

Sri Lanka has 5,879 elephants - Elephant census figures tally with numbers given by experts

The much awaited report, on the first countrywide elephant survey, reveals there are 5,879 elephants in Sri Lanka.
The report was handed over to Agrarian Services and Wildlife Minister S. M. Chandrasena yesterday by the Wildlife Director General H. D. Ratnayake.
Chandrasena said that the highest number of elephants had been recorded in the Mahaweli region -1751, and the lowest in the Central region - 47.
The Eastern Region has 1,573 elephants, the North Western region -1189, Southern region - 1,086 and Northern region - 233.The minister said that a comprehensive report would be handed over to President Mahinda Rajapaksa.
The Director General said that actual number of elephants would be more: "It could be between 1,000 and 1,500 more. Certainly it cannot be, lower number because a direct count was taken."
Ratnayake said it was a positive sign that there were 1,107 baby elephants, as it was a clear indication that the country was having a healthy elephant population. The survey revealed that there are 122 tuskers.
Fielding questions, Ratnayake claimed that the survey was worm the expenditure incurred to carry it out of (nearly Rs. 2 million).
Following the survey on August 11, 12, 13 and 14, conservationists, environmentalists and elephant experts alleged that some senior officials of the Wildlife Department were planning to claim that there were more than 7,000 elephants in the country.
They claimed that the Department purposely avoided most of the experts to act according to a hidden agenda of some politicians eager to shift young tuskers direct from the wild to their respective electorates.
The Department took two weeks to release the basic figures.
Ratnayake said that an unexpected number of elephants had been recorded in the Eastern Province during the three-day national elephant census.
The counting took place at 1,553 centres around the country, including the Northern and Eastern Provinces.
The census was conducted by the Department of Wildlife with the participation of more than 4,000 persons including 1,000 wildlife officers, 1,000 Civil Defence Force personnel, volunteers and villagers.
Minister Chandrasena said the prime motive of the census was to find out the exact number of elephants and their distribution.

Sri Lanka is endowed with a total number of 5,879 wild elephants according to the elephant census conducted by the Wild Life Department from August 11 to 14. Agrarian Services and Wild Life Minister S M Chandrasena disclosed this at a ceremony held yesterday to release the census report.
Minister Chandrasena said the Mahaweli wild life zone has been identified as the region with the highest density of wild elephants with 1,751 animals while the central wild-life zone is the region with the lowest density of 47 wild elephants.
Minister Chandrasena said according to the latest statistics obtained the number of wild tuskers amounted to 122 and the number of baby elephants is 1107.
The census was carried out through 1553 observation centres country wide assisted by a team of about 3500 personnel including wild life officials, security forces and police personnel, university dons, students, Civil Security Department officials and farmers. According to the data obtained Sri Lanka has a greater number of elephants compared to other countries in Asia and its elephant population is very healthy.
Minister Chandrasena said his ministry would make use of the elephant census results to devise and implement measures to minimize the human - elephant conflict.
Ministry Secretary Udeni Wickremasinghe and Wild Life Director General H G Ratnayake were also present.

Sri Lanka has 5,879 elephants - Elephant census figures tally with numbers given by experts

The much awaited report, on the first countrywide elephant survey, reveals there are 5,879 elephants in Sri Lanka.
The report was handed over to Agrarian Services and Wildlife Minister S. M. Chandrasena yesterday by the Wildlife Director General H. D. Ratnayake.
Chandrasena said that the highest number of elephants had been recorded in the Mahaweli region -1751, and the lowest in the Central region - 47.
The Eastern Region has 1,573 elephants, the North Western region -1189, Southern region - 1,086 and Northern region - 233.The minister said that a comprehensive report would be handed over to President Mahinda Rajapaksa.
The Director General said that actual number of elephants would be more: "It could be between 1,000 and 1,500 more. Certainly it cannot be, lower number because a direct count was taken."
Ratnayake said it was a positive sign that there were 1,107 baby elephants, as it was a clear indication that the country was having a healthy elephant population. The survey revealed that there are 122 tuskers.
Fielding questions, Ratnayake claimed that the survey was worm the expenditure incurred to carry it out of (nearly Rs. 2 million).
Following the survey on August 11, 12, 13 and 14, conservationists, environmentalists and elephant experts alleged that some senior officials of the Wildlife Department were planning to claim that there were more than 7,000 elephants in the country.
They claimed that the Department purposely avoided most of the experts to act according to a hidden agenda of some politicians eager to shift young tuskers direct from the wild to their respective electorates.
The Department took two weeks to release the basic figures.

“We will only permit lone elephants found stranded or selected elephants at the Pinnawala orphanage to be given to temples. No other elephants will be allowed to be domesticated,” he said.

Sri Lanka finds nearly 6,000 elephants in count
Sep 02, 2011 (LBO) - Sri Lanka's authorities say nearly 6,000 elephants had been found in an island wide census, which was slammed by conservationists as a cover for rulers to identify tusked elephants for capture and domestication.
The count in August has found 5,879 elephants in the Indian Ocean Island of 140 kilometers by 270 kilometers with dwindling forest cover.
H D Ratnayaka, The Director general of Sri Lanka's wildlife department said there could be more elephants.
"There could be around 1000 more," Ratnayaka said "It cannot be a reduction. If at all it has to be an increase in the population."
The census ran into controversy as conservationists pulled out saying Sri Lanka's rulers were using the survey to identify tuskers for capture and show that there were more elephants than an earlier estimate of around 4,000.
"Out of the total wild elephant population 1107 are calves and juveniles," minister of agrarian services and wildlife S M Chandrasena said.
"This is a positive indicator about the growth of the island’s wild elephant population."
Some wildlife experts have expected around 6,000 or more elephants to be found as around 200 to 300 elephants are killed each year by farmers or in accidents amid a growing 'human animal' conflict.
A mortality of more than 2,000 animals a decade pointed to a higher population number, experts have said.
"We are fortunate that a large elephant population is living in Sri Lanka compared to other Asian countries," Chandrasena said.
"The Mahaweli (river valley) region recorded 1751 elephants, the highest in the island.
"The north of the island which could not be accessed earlier because of the war has recorded 233 elephants."
Conservationists pulled out of the census after Chandrasena was quoted as saying last month that 300 elephants would be captured from the wild. Sri Lanka has a tradition for elephants to be used in temples and as status symbols by the traditional aristocracy.
A new trend is for elephants to be kept by some newly rich elected rulers and monks.
Minister Chandrasena told reporters Friday that "few elephants" would be given to the Temple of the Tooth in Kandy and the Devi Nuwara temple in the south to be used for traditional pageants.
"One or two elephants have to be given to the Dalada Maligawa (Temple of the Tooth)," he said.
"They will not be used for logging and we will not allow them to be used for commercial activities”
"We hope to give an elephant or two to places of our cultural heritage."
Researchers say tuskers are rare in Sri Lanka as a percentage of the total population. The survey data has found 122 tuskers.
The Wildlife Department said information on elephant range and numbers are vital for the effective conservation and management of elephants in Sri Lanka and to minimize human elephant conflict.
Conservationists and researches argue that the survey data will be useless in managing the elephant population due to flaws in the method adopted to count them.
Ratnayaka said there are concerns whether the island’s forest cover has sufficient capacity to accommodate and sustain elephants.

Record health budget next year
* Year of Revival for the health sector

The largest ever health budget in Sri Lanka of over Rs 100 billion will be allocated for 2012. Health Minister Maithripala Sirisena has had discussions with President Mahinda Rajapaksa in this regard, Health Ministry sources said.
According to these sources, next year will be the ‘Year of Revival’ for the health sector in Sri Lanka.
The Health Ministry will give priority to upgrade all regional state hospitals next year. Human resources, advanced technology and modern medical equipment will be provided to these hospitals under this programme, the sources said.
“No shortages of human resources or shortages of any other resources will be reported from regional hospitals from next year. Regional hospitals serve a large number of people living in outstations in the country. They are unable to travel to Colombo due to various reasons including a lack of knowledge, financial and transport problems etc,” he said.
This year’s National Health Budget was Rs.92 billion and it was Rs. 74 billion in 2010.
In 2009 the National Health Budget was Rs. 64 billion.
In 2011 the budget increased with the increased drug requirement (by 34 per cent) which occurred due to extended OPD hours. All main state hospital OPDs are now open up to 8.00 pm under the direction of President Mahinda Rajapaksa.

CMC wants powers to raid pharmacies

The Colombo Municipal Council Public Health Department wants the Health Ministry to allow it to carry out checks on city pharmacies.
PHD sources said yesterday that they had requested Director General of Health Services (DGHS) to transfer the power of inspecting private pharmacies to the CMC’s food and drug inspectors, who had been given the same training as those serving the Food and Drug Authority of the Health Ministry.
The Council has six food and drug inspectors whereas the Health Ministry doe not have enough personnel to cover the whole country. In Colombo alone there were over one hundred pharmacies, sources said.
Although the DGHS responded positively to the PHD’s request, nothing had been done so far, sources said.
The Health Ministry spokesman said that there were over three thousand private pharmacies in the country. There were many food and drug inspectors affiliated to MOH offices in all parts of the country and inspections were being carried out by them.
The MOH offices were either under the local government or the Health Ministry, he said.

The Colombo Municipal Council Public Health Department wants the Health Ministry to allow it to carry out checks on city pharmacies.
PHD sources said yesterday that they had requested Director General of Health Services (DGHS) to transfer the power of inspecting private pharmacies to the CMC’s food and drug inspectors, who had been given the same training as those serving the Food and Drug Authority of the Health Ministry.
The Council has six food and drug inspectors whereas the Health Ministry doe not have enough personnel to cover the whole country. In Colombo alone there were over one hundred pharmacies, sources said.
Although the DGHS responded positively to the PHD’s request, nothing had been done so far, sources said.
The Health Ministry spokesman said that there were over three thousand private pharmacies in the country. There were many food and drug inspectors affiliated to MOH offices in all parts of the country and inspections were being carried out by them.
The MOH offices were either under the local government or the Health Ministry, he said.

The government yesterday finally imposed mandatory rule requiring all fruits and vegetables to be transported in plastic crates in order to put an end to large scale damage caused to these perishable commodities when packed in gunny bags, but when we visited the country’s premier wholesale market in Pettah we found that the new law is only observed in the breach. Here, one trucker has even made an attempt to hide his load of vegetables which are packed into bags from prying eyes by putting a cover over it, but the prevailing strong winds had dislodged it partially.

එළවළු හා පලතුරු ප්රවාහනයේදී ප්ලාස්ටික් ඇසුරුම් භාවිතය අනිවාර්යය කිරීමට වෙළෙඳ අමාත්යාංශය ගත් තීරණයට විරෝධය පළ කරමින් ගොවීහු ඊයේ (01 දා) වර්ජනයක් දියත් කළහ. මේ හේතුවෙන් ඊයේ දඹුල්ල ආර්ථික මධ්යස්ථානය පාළුවට ගොස් තිබිණි. එළවළු, පලතුරු ප්රවාහනයේදී සියයට තිහක් පමණ අපතේ යන බව පවසමින් ඊයේ (01 දා) සිට නව නීතිය පැනවුණු අතර ඒ හේතුවෙන් දඹුල්ල ඇතුළු ආර්ථික මධ්යස්ථාන ගණනාවකට එළවළු සැපයීම ගොවීන් විසින් නවතා දමන ලදී.
ප්ලාස්ටික් ඇසුරුම් ප්රවාහනයේදී ඇති දුෂ්කරතා, ඒ සඳහා වැඩි ඉඩක් අවශ්ය වීම, පතෝල, වැටකොලු ආදියට සුදුසු ප්ලාස්ටික් භාජන නොමැතිවීම, ගෙන ආ ප්ලාස්ටික් භාජන නැවත ගෙන යැමට වාහන අවශ්ය වීම ආදී කරුණු නිසා මූලික වශයෙන් මේ ක්රියාවලිය අසාර්ථක වී තිබේ. ඇතැම් ගොවීහු මේ ක්රමය ප්ලාස්ටික් කූඩ විකුණා ගැනීමේ ක්රියාවලියක් ලෙසටද හඳුන්වති.
මෙවැනි ක්රමයක් හඳුන්වාදීමේදී කිසිදු ගොවියකුගෙන් කරුණු විමසීමක් නොකළ බවද එක්වරම මෙවැනි ක්රමයක් බලහත්කාරයෙන් ක්රියාත්මක කිරීම අසාධාරණ බව ද ගොවීහු බොහෝ දෙනෙක් "දිවයින" ට පැවසූහ.
මේ තත්ත්වය නිසා එළවළු වෙළෙඳුන්ද පාරිභෝගික ජනතාව ද දුෂ්කරතාවන්ට මුහුණදී සිටිති.

"ලොකු ප්ලාස්ටික් කූඩවල වට්ටක්කා, ගෝවා වගේ එළවළු වර්ග කොහොමද අසුරා ප්රවාහනය කරන්නේ. එකවරකට වට්ටක්කා කිලෝ ග්රෑම් 2000 - 3000 අස්වනු නෙළනවා. එක කූඩයක වට්ටක්කා ගෙඩි දමන්න පුළුවන් 4- 5 ක් විතර. එතකොට කූඩා කීයක් අවශ්යද? ඒවා අපිට මිලදී ගන්න පුළුවන්ද?
ඊළඟට ඒවා ප්රවාහනය කරන්න 3-4 වතාවකට ලොරි කුලී දෙන්න වෙනවා. ලොරියකට ගලෙන් බිඳුණුවැව ඉඳලා දඹුල්ලට එළවළු ගේන්න රුපියල් 8000 ක් දෙන්න ඕන. වට්ටක්කා කිලෝවක මිල වෙන්නෙත් රුපියල් 15 - 20 ක්. ඉතින් මේ වගේ වියදමක් දරලා තුට්ටු දෙකට එළවළු දීලා අපි ප්ලාස්ටික් ඇසුරුම්වලට දහස් ගණන් වියදම් කරන්නේ කොහොමද? මේවා ප්රායෝගිකව කරන්න පුළුවන් වැඩ නොවෙයි. එහෙම වුණොත් ගොවිතැන අත්හැරලා වහ ටිකක් බොන්න තමා වෙන්නේ."

ඊළඟට ඒවා ප්රවාහනය කරන්න 3-4 වතාවකට ලොරි කුලී දෙන්න වෙනවා. ලොරියකට ගලෙන් බිඳුණුවැව ඉඳලා දඹුල්ලට එළවළු ගේන්න රුපියල් 8000 ක් දෙන්න ඕන. වට්ටක්කා කිලෝවක මිල වෙන්නෙත් රුපියල් 15 - 20 ක්. ඉතින් මේ වගේ වියදමක් දරලා තුට්ටු දෙකට එළවළු දීලා අපි ප්ලාස්ටික් ඇසුරුම්වලට දහස් ගණන් වියදම් කරන්නේ කොහොමද? මේවා ප්රායෝගිකව කරන්න පුළුවන් වැඩ නොවෙයි. එහෙම වුණොත් ගොවිතැන අත්හැරලා වහ ටිකක් බොන්න තමා වෙන්නේ."

සුන්බුන් ලබාගැනීමට බලයක් නැති අයකුට එහි සුන්බුන් ලබාගැනීමට හැකිවන පරිදි ලිපියක් නිකුත් කිරීම නීතිවිරෝධී ක්රියාවක් යයි එම අධිකාරියේම ආරංචි මාර්ග පැවැසීය.
මෙහි සුන්බුන් ලබාගැනීමට හිමිකම් ඇති ආයතනයන් එකී උපාංග එම නාඩාර්ට ලබාදීමට තීරණය කර තිබූ බවද විමර්ශනවලදී හෙළි වී ඇත.

ගම්පහ අත්තනගල්ල, ඇතාඋඩකන්දට යාබදව සිදුකරන අනවසර කැලෑඑළි , කිරීමක්, මුතුරාජවෙල සිදුකොට ඇති ක්රමවත් නොවූ ඉඩම් බෙදාදීමක් හා හරක් සොරකම් කිරීමේ පැමිණිලි විස්සක් පිළිබඳව කමිටුවේදී සාකච්ඡාවට බඳුන්විය.
ඉන් අනතුරුව මේවා අවම කිරීමට නී්යායනුකූලව බලය පැවැරී ඇති ආයතන ප්රධානීන්ට උපදෙස් ලබාදුන් බැසිල් රාජපක්ෂ මහතා එවන් නිලධාරීන්ට , ඔවුන් ගන්නා ජනතාවාදි තීන්දු තීරණවලට රජයත්, ආර්ථික සංවර්ධන ඇමැතිවරයාත්, අමාත්යාංශයත් පූර්ණ රැකවරණය සපයන බවට ප්රතිඥාවක් ලබා දුන්නේය.
මේ වසර සඳහා ගම්පහ දිස්ත්රික්කයේ මැතිවරණ කොට්ඨාස 13 හි ජනතා සුබසාධන වැඩසටහන් ක්රියාත්මක කිරීමට රුපියල් මිලියන 4915 ක මුදලක් ආර්ථික සංවර්ධන අමාත්යාංශයේ වැය ශිර්ෂයෙන් වෙන් කැරිණි.
ඒ අනුව දොම්පේ ආසනයට මිලියන 394ක්, ජා-ඇළට මිලියන 372ක්, කැලණියට රුපියල් මිලියන 267ක්, මහරට මිලියන 464ක් වෙන් කැරිණි.
පළාත් මාර්ග කාපට් කිරීම, දිවිනැඟුම, සමෘද්ධිය හා ගම නැඟුම ව්යාපෘති කිරීමට මේ මුදල් යොදා ගන්නා අතර, අත්තනගල්ලට මිලියන 400 ක් මීගමුවට මිලියන 310 ක්, ගම්පහට මිලියන 375ක්, කටානට මිලියන 403ක් වෙන් කැරිණි.
දිවුලපිටියට වෙන් කළ මුදල රුපියල් මිලියන 400 කි. මිනුවන්ගොඩට රුපියල් මිලියන 384 ක් ද, බියගමට මිලියන 368 ක් ද මීරිගමට මිලියන 420 ක් ද වෙන්කැරිණි. වත්තල ආසනයට වෙන් කළ මුදල මිලියන 263 කි.
පාර්ලිමේන්තු මන්ත්රීවරුන්ගේ විමධ්යගත ප්රතිපාදන යටතේ රුපියල් මිලියන 900ක මුදලක් ගම්පහ දිස්ත්රික්කයට වෙන් කැරිණි.
එළැඹෙන මහ කන්නයේදී ගම්පහ දිස්ත්රික්කය පුරා තෝරාගත් පවුල් එක්ලක්ෂ දාහත්දහස් දෙසීයයක දිවිනැඟුම ජීවනෝපාය සංවර්ධන ජාතික වැඩපිළිවෙළ ක්රියාත්මක කිරීමට සැලැසුම් කොට ඇත. ඒ අනුව එම පවුල්වලට අවශ්ය එළවළු, පළතුරු සුළු අපනයන බෝග හා පොල් පැළ , තේක්ක, මහෝගනී වැනි තිරසාර බෝග මුළු අවශ්යතාවය කලට, වේලාවට සැපැයිය හැකිදැයි බැසිල් රාජපක්ෂ මහතා නිලධාරීන්ගෙන් විමසා සිටියේය. ඊට අමතරව දිස්ත්රික්කයේ දිරිමත් දිවි නැඟුම් පවුල් සඳහා අවශ්ය කුකුළු පැටව් එක්ලක්ෂ හැත්තෑ හතර දහස් හත්සීය අසූවම (1,74,780) ලබා දීමට හැකිදැයි ඇමැතිවරයා ප්රශ්න කෙළේය.
කෘෂිකර්ම දෙපාර්තමේන්තුව, පළාත් කෘෂිකර්ම දෙපාර්තමේන්තුව, ගොවිජන සේවා දෙපාර්තමේන්තුව, පොල් හා සුළු අපනයන බෝග අමාත්යාංශ, සමෘද්ධිය, ගැමිදිරිය, වැනි අංශ මේ පැළ අවශ්යතා සපුරාලීමට විධිමත් වැඩපිළිවෙළ මේවනවිටත් සකස් කොට ඇතැයි ප්රකාශ කෙළේය.
ඒ අනුව කෘෂිකර්ම දෙපාර්තමේන්තුවේ අනුමැතිය ලත් ගම්පහ දිස්ත්රික්කයේ රජයේ පැළ තවාන්වලින් පමණක් නොව පෞද්ගලික අංශයේ පැළ තවාන්වලින්ද පැළ ලබා ගැනීමට ක්රියාකරන බව කෘෂිකර්ම අමාත්යාංශයේ ලේකම් ඊ. ඒ. කරුණාතිලක මහතා පැවැසීය.
මේ සම්බන්ධයෙන් කටයුතු කරන සෙසු ආයතනවල ප්රධානිහු හා විධායක නිලධාරිහු මෙහිදී අදහස් දැක්වූ. ගම්පහ දිස්ත්රික්කයේ ගොවි ජනතාවට අවශ්ය මුළුපොල් පැළ ප්රමාණය ලබාදීමට තමන්ට හැකි බව පොල් සංවර්ධන අමාත්යාංශයේ ලේකම් අනුර සිරිවර්ධන මහතා මෙහිදී ප්රකාශ කෙළේය.
ඒ වැඩපිළිවෙළ ඇමැති ඒ. පී. ජගත් පුෂ්පකුමාර මහතාගේ උපදෙස් මත ක්රියාත්මක වන බවද ලේකම්වරයා අවධාරණය කර සිටියේය. මුතුරාජවෙල ජෛව විවිධත්ව පාරිසරික කලාපයේ කිසිදු බිමක් අනවසරයෙන් ගොඩකිරීම් හෝ අල්ලා ගැනීමට ඉඩනොතැබෙන ලෙස නීතිය තදින් ක්රියාත්මක කරන බව ආදාළ නිලධාරිහු මෙහිදී කියා සිටියහ.
හොර හරක් ජාවාරම, ඩෙංගු මර්දනය හා දිස්ත්රික්කයේ සාමය හා සාමකාමි බව සුරැකීමට ශ්රී ලංකා පොලිස් දෙපාර්තමේන්තුව ක්රියාත්මක වන ආකාරය බස්නාහිර පළාත් ( උතුරු ) නියෝජ්ය පොලිස්පතිවරයා.
මෙහිදී කමිටුව දැනුවත් කළේය.
දිවිනැඟුම ජීවනෝපාය සංවර්ධන වැඩසටහන් මුල් අදියරේ දී ජනතාවගේ ජීවන වියදම් අඩුකිරීම, පෝෂ්යදායි ආහාර වේලක් ඔවුන්ට සපයා ගැනීම කෙරෙහි මුල් වූ බව මෙහිදී අවධාරණය කළ බැසිල් රාජපක්ෂ මහතා ඉදිරියේ ගෘහ ආශි්රත කර්මාන්ත ජාලයක් ස්ථාපිත කොට එම පවුල්වල ආදායම් මාර්ග ඉහළ දැමීමට වැඩි අවධානයක් යොමු කොට ක්රියාකරන්නැයි අදාළ බලධාරීන්ගෙන් ඉල්ලා සිටියේය.

මේ වසර සඳහා ගම්පහ දිස්ත්රික්කයේ මැතිවරණ කොට්ඨාස 13 හි ජනතා සුබසාධන වැඩසටහන් ක්රියාත්මක කිරීමට රුපියල් මිලියන 4915 ක මුදලක් ආර්ථික සංවර්ධන අමාත්යාංශයේ වැය ශිර්ෂයෙන් වෙන් කැරිණි.
ඒ අනුව දොම්පේ ආසනයට මිලියන 394ක්, ජා-ඇළට මිලියන 372ක්, කැලණියට රුපියල් මිලියන 267ක්, මහරට මිලියන 464ක් වෙන් කැරිණි.
පළාත් මාර්ග කාපට් කිරීම, දිවිනැඟුම, සමෘද්ධිය හා ගම නැඟුම ව්යාපෘති කිරීමට මේ මුදල් යොදා ගන්නා අතර, අත්තනගල්ලට මිලියන 400 ක් මීගමුවට මිලියන 310 ක්, ගම්පහට මිලියන 375ක්, කටානට මිලියන 403ක් වෙන් කැරිණි.
දිවුලපිටියට වෙන් කළ මුදල රුපියල් මිලියන 400 කි. මිනුවන්ගොඩට රුපියල් මිලියන 384 ක් ද, බියගමට මිලියන 368 ක් ද මීරිගමට මිලියන 420 ක් ද වෙන්කැරිණි. වත්තල ආසනයට වෙන් කළ මුදල මිලියන 263 කි.
පාර්ලිමේන්තු මන්ත්රීවරුන්ගේ විමධ්යගත ප්රතිපාදන යටතේ රුපියල් මිලියන 900ක මුදලක් ගම්පහ දිස්ත්රික්කයට වෙන් කැරිණි.
එළැඹෙන මහ කන්නයේදී ගම්පහ දිස්ත්රික්කය පුරා තෝරාගත් පවුල් එක්ලක්ෂ දාහත්දහස් දෙසීයයක දිවිනැඟුම ජීවනෝපාය සංවර්ධන ජාතික වැඩපිළිවෙළ ක්රියාත්මක කිරීමට සැලැසුම් කොට ඇත. ඒ අනුව එම පවුල්වලට අවශ්ය එළවළු, පළතුරු සුළු අපනයන බෝග හා පොල් පැළ , තේක්ක, මහෝගනී වැනි තිරසාර බෝග මුළු අවශ්යතාවය කලට, වේලාවට සැපැයිය හැකිදැයි බැසිල් රාජපක්ෂ මහතා නිලධාරීන්ගෙන් විමසා සිටියේය. ඊට අමතරව දිස්ත්රික්කයේ දිරිමත් දිවි නැඟුම් පවුල් සඳහා අවශ්ය කුකුළු පැටව් එක්ලක්ෂ හැත්තෑ හතර දහස් හත්සීය අසූවම (1,74,780) ලබා දීමට හැකිදැයි ඇමැතිවරයා ප්රශ්න කෙළේය.
කෘෂිකර්ම දෙපාර්තමේන්තුව, පළාත් කෘෂිකර්ම දෙපාර්තමේන්තුව, ගොවිජන සේවා දෙපාර්තමේන්තුව, පොල් හා සුළු අපනයන බෝග අමාත්යාංශ, සමෘද්ධිය, ගැමිදිරිය, වැනි අංශ මේ පැළ අවශ්යතා සපුරාලීමට විධිමත් වැඩපිළිවෙළ මේවනවිටත් සකස් කොට ඇතැයි ප්රකාශ කෙළේය.
ඒ අනුව කෘෂිකර්ම දෙපාර්තමේන්තුවේ අනුමැතිය ලත් ගම්පහ දිස්ත්රික්කයේ රජයේ පැළ තවාන්වලින් පමණක් නොව පෞද්ගලික අංශයේ පැළ තවාන්වලින්ද පැළ ලබා ගැනීමට ක්රියාකරන බව කෘෂිකර්ම අමාත්යාංශයේ ලේකම් ඊ. ඒ. කරුණාතිලක මහතා පැවැසීය.
මේ සම්බන්ධයෙන් කටයුතු කරන සෙසු ආයතනවල ප්රධානිහු හා විධායක නිලධාරිහු මෙහිදී අදහස් දැක්වූ. ගම්පහ දිස්ත්රික්කයේ ගොවි ජනතාවට අවශ්ය මුළුපොල් පැළ ප්රමාණය ලබාදීමට තමන්ට හැකි බව පොල් සංවර්ධන අමාත්යාංශයේ ලේකම් අනුර සිරිවර්ධන මහතා මෙහිදී ප්රකාශ කෙළේය.

Elephant survey results on Friday

The results of the first countrywide elephant survey will be released on Friday, a Wildlife Conservation Department (WCD) spokesman told the Daily News yesterday.
He said that the expert panel has now completed preliminary data analysis and the data will be officially announced to the public by Wild Life and Agrarian Services Minister S M Chandrasena and WCD Director General H D Ratnayake at a press conference at the Department premises. He said that the results will be presented in a concise manner.

Over 2,000 tons of E-waste had been collected under the National E-waste Management Programme, a Central Environmental Authority spokesman told the Daily News Tuesday. He said that 1400 tons had been collected last year after the commencement of the programme and 600 tons had been collected upto July this year.
He said that the collected E-waste was exported to Hong Kong, South Korea, Singapore and Germany and recovery certificates were obtained from these countries. "Sri Lanka does not possess recycle facilities for electronic waste. Therefore, partner organizations export these hauls for recycling," he said. He said that countrywide Singer sale outlets collect various outdated house appliances whereas Metropolitan centres collect office appliances. Countrywide Dialog Arcades collect discarded mobile phones. Public can obtain more information on collection centres on 1919.

Govt. mulls community based correctional programmes for children

The government is planning to implement a scheme where child offenders and children who have been victims of abuse could be rehabilitated through community based correctional programme, instead of being sent to State run children’s homes, some of which function as rehabilitation centres.
Commissioner General of Probation and Child Care Sarath Abegunawardana says that there is no need for establishing more and more State-run children’s homes because the government’s goal is to minimize the number of children placed in the custody of childcare authorities annually.
"Promoting and providing child care should not be considered the duty of the government alone. To ensure the safety of children, the private sector and the voluntary organizations have a role to play. However, the government is planning to construct ten more safe houses for children by 2012," he said.
Currently, there are about 371 registered children’s homes run by private organisations, while there are only 22 such State-run institutions. There are no State-run child care institutions in the former war zone. There are 120 such centers, run by the non-governmental organizations, in those parts of the country, he said.
The 22 State run children’s homes function as rehabilitation centres for abused children and child offenders and no shelter is provided to the homeless children.
Instead of rehabilitating children in these centres the authorities are planning to implement community based correction programmes. According to Abegunawardana, nearly 16,000 children below the age of 18 years are sheltered in children’s homes countrywide.
Abegunawardana said that the privately run children’s homes are closely monitored by the respective local government authorities to prevent child abuse. "Strict action will be taken against the children’s homes where children are abused and we have taken steps to educate the staff to create a child friendly environment in those places," he said adding that private children’s homes are expected to strictly adhere to the policies set out by the government.
He said that this year his outfit had received only about five complaints of child abuse in children’s homes.
The government had also taken steps to stop registration of new children’s homes and 14 places found wanting in the Northern Province would be immediately closed down, he said.

Pharmacies violated the Cosmetic Devices and Drug Act are fined (2 items)
Over 185 pharmacies prosecuted

Legal action has been taken against at least 185 pharmacies for violating the Cosmetic Devices and Drug Act.
The spokesman for the Health Ministry said yesterday that the Cosmetic Devices and Drug Authority had levied fines totaling two million rupees from private pharmacies, during the past eight months, following raids and inspections.
He said there were many unregistered pharmacies and some which had failed to renew their trade licenses this year. There were those which traded without qualified pharmacists, some which stored drugs and vaccines under unhygienic conditions and those that did not store them according to the specified temperatures.
Some pharmacies were found guilty of selling drugs without prescriptions.
The DCDA had carried out inspections on pharmacies and places selling cosmetic in Slave Island, Union Place, Maradana, Kotahena and Grand Pass on Monday (29) and Thursday (30). The spokesman said that inspections had been carried out on 18 places during these two days.
The inspections revealed three pharmacies operating without registration, and storing drugs and vaccines in unhygienic conditions. Some places sold unregistered cosmetic devices as well. Four of them did not have qualified pharmacists, he said.
The spokesman added that a report had been drawn up following the raids and handed over to Health Minister Maithripala Sirisena, who had instructed the DCDA to continue their raids to prevent pharmacists from violating the Cosmetic Devices and Drug Act.

එහිදී කොළඹ මරදාන හා පංචිකාවත්ත යන ප්රදේශවල පිහිටි පෞද්ගලික ඔසුසල් 10 ක් පරීක්ෂාවට ලක් කළ අතර, ඉන් ඔසුසල් 04 ක් ලියාපදිංචි නොකර පවත්වාගෙන යන බවට තොරතුරු තහවුරු විය. ඒ අනුව එම ඔසුසල්වලට එරෙහිව නඩු පැවරීමට අදාළ නිලධාරීන් විසින් පියවර ගෙන තිබේ.
මේ අතර මෙම වැටලීම්වලට සමගාමීව විධිමත් පුහුණුවක් සහිත ඖෂධවේදියකුගේ සේවය ලබා නොගැනීම. වෛද්ය නිර්දේශ නොමැතිව ඖෂධ නිකුත් කිරීම, එක් එක් ඖෂධ ගබඩා කළ යුතු නියමිත උෂ්ණත්වයේ ඖෂධ ගබඩා නොකිරීම, ඖෂධ හා ආහාර ද්රව්ය එකම ශීතකරණයේ ගබඩා කිරීම, මෙරට භාවිතයෙන් ඉවත් කළ ඖෂධ තබා ගැනීම, බාල ඖෂධ අලෙවි කිරීම, හා වෛද්යවරුන් නිර්දේශිත ඖෂධය වෙනුවට වෙනත් මිල අධික විකල්ප ඖෂධ රෝගීන්ට අලෙවි කිරිම වැනි කාරණාවන්ට අදාළව ද පරීක්ෂණ සිදු කරන ලෙස සෞඛ්ය අමාත්ය මෛත්රීපාල සරිසේන මහතා විලවුන් උපකරණ හා ඖෂධ නියාමන අධිකාරියට උපදෙස් දී තිබේ.
මෙම වැටලීම් ප්රාදේශීය වශයෙන් ඖෂධ හා ආහාර පරීක්ෂකවරුන් මගින් සිදු කෙරෙන අතර ඒවා නියාමනය කිරීමේ පූර්ණ බලතල පළාත් සෞඛ්ය අධ්යක්ෂවරුන් හා ප්රාදේශීය සෞඛ්ය සේවා අධ්යක්ෂවරුන්ට තිබේ.
මෙම වැටලීම් සිදුකිරීමේදී මහජනතාවගෙන් ලැබෙන පැමිණිලි සඳහා ප්රමුඛත්වය ලබා දීමටත්, වැටලීම් කටයුතුවලදී උපාය දූතයන් යෙදවීමටත් අධිකාරිය පියවර ගෙන ඇත.

මෙම වර්ෂයේදී ඇතැම් පෞද්ගලික ඔසුසල් මේ වනතෙක් ලියාපදිංචි කිරීමට පියවර ගෙන නැති බවත්, ඇතැම් ඔසුසල් වසර ගණනාවකින් ලියාපදිංචි කර නැති බව හෙළිවිණැයි ද සෞඛ්ය අමාත්යාංශය කියයි.
මෙවැනි නීත්යනුකූල නොවන අයුරින් ලියාපදිංචි නොකර පවත්වා ගෙන යන පෞද්ගලික ඔසුසල් වටලා වහාම පරීක්ෂාවට ලක් කරන ලෙසත්, එවැනි ලියාපදිංචි නොකර පවත්වා ගෙන යන ඔසුසල්වලට එරෙහිව නඩු පැවරීමට පියර ගන්නා ලෙසත් සෞඛ්ය අමාත්ය මෛත්රීපාල සිරිසේන මහතා ජාතික විලවුන් උපකරණ හා ඖෂධ නියාමන අධිකාරියට උපදෙස් දෙනු ලැබීය.
ඒ අනුව පසුගිය 27 වැනිදා එම අධිකාරියේ අධ්යක්ෂ වෛද්ය හේමන්ත බෙනරගම මහතා ඇතුළු නිලධාරීන් කණ්ඩායමක් විසින් මෙම වැටලීම් ආරම්භ කළේය.

මේ සම්බන්ධයෙන් ආර්ථික මධ්යස්ථාන හරහා එළවළු හා පලතුරු වගා කරන්නන්, බෙදා හරින්නන් හා අලෙවි කරන්නන් දැනුවත් කර ඇති බවද පැවසූ ලේකම්වරයා මෙය කඩ කරන්නන් සඳහා 2003 අංක 9 දරන පාරිභෝගික කටයුතු පිළිබඳ අධිකාරී පනතේ 10(I) ආ(II) වගන්ති ප්රකාරව නීතිමය ක්රියා මාර්ග ගන්නා බවද පැවසීය.
ප්ලාස්ටික් හා ලී ඇසුරුම් භාවිතය දිරි ගැන්වීමේ අරමුණින් සියයට විසිපහක වට්ටමක සහනයක් යටතේ සතොස හරහා එම ඇසුරුම් මිලදී ගැනීමටද හැකි බවත් නුසුදුසු ඇසුරුම් හා ප්රවාහනය හේතුවෙන් අපතේ යන නිෂ්පාදන සියයට තිහක ප්රමාණය අවම කර ගැනීමට හා නැවුම් නිෂ්පාදන වෙළෙඳ පොළට සැපයීමේ අරමුණින් මෙම ඇසුරුම් භාවිතය ප්රචලිත කිරීමට පියවර ගන්නා බවත් සිරිසේන මහතා වැඩිදුරටත් පැවසුවේය.

Plastic containers for veggies, fruits a must from today

The law demanding that vegetables and fruits be packed and transported in plastic containers comes into forcefrom today (Sept. 1).
Minister of Cooperatives and Internal Trade Johnston Fernando told ‘The Island’ that this law will minimise damage caused to vegetables and fruit in transportation and in turn benefit the national economy as well as the cultivators and traders.
He also said that the cultivators will be educated on the benefits of using plastic containers and the next step would be for the Consumer Affairs Authority to prosecute those who purposely violate this law.
He said that the Sri Lankan farmers were not educated sufficiently on these methods which have proved to be highly successful in developed countries. Some cultivators and traders were against the move due to political reasons, he said adding that that it would greatly benefit the consumers too.
