Total overhaul of power plant to cost CEB Rs. 745 mn

Entire plant to be shipped to Italy

Power and Energy Ministry has given the green light to the Ceylon Electricity Board to repair the 115 MW open cycle gas turbine, known as the Fiat Avio plant GT7, at the Kelanitissa power station.

The Island learns the repair will cost around Rs. 745 million. CEB engineers yesterday said that Power and Energy Ministry took the correct decision by taking minimum work out of it due to the shortage of water in the reservoirs. The Fiat Plant was run for almost 24 hours daily.

According to Power and Energy Minister Patali Champika Ranawaka the 115 MW open cycle gas turbine will be shipped to Italy for the overhaul.

Once restored, the plant is to be re-commissioned at the Kelanitissa power station as a stand-by generator to generate power during emergency situations.

Ranawaka said that the Fiat plant had generated power 24 hours a day during the recent power crisis and therefore the authorities had decided to send the plant for its routine repairs to maintain it as a stand-by generator.

The Minister says the repairs however would be quite costly.

Ranawaka said the monies needed for repairing the plant have been added to the CEB’s annual budget.

The dispatch schedule of the plant received by the CEB last year had stated that the plant had 48 GW hours of operation time left for the next three years.

Nevertheless, the shipping of the Fiat Avio plant to Italy for repairs would result in a shortfall of about 110 MW of electricity to the country’s power supply for about one year.

Govt to revive KKS cement factory

The government is planning to resume operations at the Kankesanthurai (KKS) cement factory with private sector investments by next year after the current renovation work is completed.

The State Resources and Investment Promotion Ministry seeks private sector investors for this venture. The Sri Lanka Cement Corporation has already commenced restoring the KKS cement factory while taking action to assess the quality of the stock of clinker available within its premises.

Cement Corporation Chairman Sisira Jinendra Paranagama said that the Corporation was currently looking at several options to resume cement production.

The factory ceased operations in 1990 due to the war.

The Cement Corporation had imported 36,260 metric tons of ordinary Portland cement in 2010 under the ‘Kankesan’ brand and sold at prices below market prices to supply quality cement at affordable prices.

Norochcholai to shut down for 10 days for performance test

The Ceylon Electricity Board (CEB) will conduct a performance test at the Lakvijaya coal power plant in Norochcholai. The plant will be shut down for 10 days from tomorrow for the performance test and other needs, Power and Energy Minister Patali Champika Ranawaka said.

US $ 450 million has been spent on the Lakvijaya coal power plant and it adds 300 megawatts to the national electricity grid.

It commenced operations at the beginning of this year.

CEB sources said that during the period of closure, the desulphurization unit which was disrupted by a recent fire in the plant is also to be reinstalled.

The minister revealed these plans during a ceremony at the Galle Face Hotel on Friday to mark the official handing over of the power plant to the Sri Lankan government by the builders of the plant, China Machineries and Engineering Corporation.

The China Machineries and Engineering Corporation is handling the second phase of the project. The second phase is scheduled to be completed by the first quarter of 2013 and is expected to inject 600 megawatts to the national grid.

කොළඹ මහ නගර සභාවෙන් සිදු කරන නගර පිරිසුදු කිරීමේ කටයුතු නිසි පරිදි මෙතෙක් සිදු කිරීමක් නොකළ නිසා මෙම පියවර ආරක්ෂක අමාත්‍යාංශයේ ඍජු මැදිහත්වීමෙන් සිදු කරන බව තාක්ෂණ හා පර්යේෂණ නියෝජ්‍ය අමාත්‍ය ෆයිසර් මුස්තාපා මහතා පවසයි.

කොළඹ අලංකරණය සහ එහි නඩත්තු කටයුතු ආරක්ෂක අමාත්‍යාංශය මගින් නිසි ප්‍රමිතියකට සහ ක්‍රමවත් වැඩපිළිවෙළකට අනුව සිදු කරන අතර එහි පවිත්‍රතා කටයුතු නිසි ලෙස සිදු කිරීම නගර සභාව සතු කාර්යක් වන හෙයින් මෙම අධීක්ෂණ කටයුතු ආරක්ෂක අමාත්‍යාංශය සිදු කරයි.

කිතුල් නිෂ්පාදන සඳහා පවතින ඉල්ලුම ශීඝ්‍රයෙන් ඉහළ ගොස් ඇති බවත්, ඉල්ලුමට සරිලන සැපයීමක් නොමැති වීම නිසා කිතුල් ආශි‍්‍රත කර්මාන්තය දියුණු කිරීමට අමාත්‍යාංශය අවධානය යොමුකර ඇත.

කිසිදු වියදමක් නොදරා හොඳ අස්වැන්නක් ලබා ගත හැකි කිතුල් නිෂ්පාදන කර්මාන්තය දියුණු කිරීම තුළින් ස්වයං රැකියා විශාල ප්‍රමාණයක් බිහි වන අතර රටේ ජාතික ආදායමට ද විශාල ශක්තියක් ලබාගත හැකි බව නියෝජ්‍ය ඇමැති වීරකුමාර දිසානායක මහතා සඳහන් කරයි.

මිනිස් පරිභෝජනයට නුසුදුසු ආහාර අලෙවි කළ පුද්ගලයන්ට එරෙහිව නඩු පැවරීමෙන් ගත වූ මාස අට තුළදී රුපියල් දසලක්‍ෂ 24 කට ආසන්න මුදලක් අයකර ගැනීමට සෞඛ්‍ය අමාත්‍යාංශයට හැකි වී තිබේ.

එසේ නුසුදුසු ආහාර අලෙවි කළ පුද්ගලයන් 3784 දෙනකුට විරුද්ධ නඩු පැවරීමෙන් මේ දඩ මුදල අයකර ගත් බව ශ්‍රී ලංකා මහජන සෞඛ්‍ය පරීක්‍ෂකවරුන්ගේ සංගමයේ ලේකම් සෙනරත් බණ්ඩාර මහතා පවසයි.

තත්ත්වයෙන් බාල ආහාර අලෙවි කිරීම, අපිරිසිදු ආහාර අලෙවිය, පාරිභෝගිකයා නොමඟ යවන ආකාරයේ ආහාර ලේබල් කිරීම, පරිභෝජනයට නුසුදුසු ලෙස ආහාර ගබඩා කිරීම යනාදී හේතූන් මත නඩු පැවරූ බව ද ඒ මහතා ප්‍රකාශ කළේය. මීට අමතරව ජනතාවගේ සෞඛ්‍යයට හිතකර ලෙස ආහාර අලෙවිය සම්බන්ධයෙන් රට පුරා පිහිටි වෙළෙඳසල් වර්ගීකරණය කරන බව ද හෙතෙම කීය. ඉතාම හොඳ ආහාර අලෙවිසල් “ඒ” ලෙසත්, ඊට මඳක් ගුණාත්මක බවෙන් අඩු ආහාර අලෙවිසල් “ඕ” ලෙසත්, සාමාන්‍ය ආහාර අලෙවිසල් “ඛ්” ලෙසත් වර්ගීකරණය කරන බවත් ඔහු පැවැසීය.

ගම්පහ, කුරුණෑගල, පොළොන්නරුව දිස්ත්‍රික්කවල ප්‍රධාන නගරවල මේ වර්ගීකරණය සිදුකර අවසන් යැයි ද සෙනරත් මහතා පැවැසුවේය.

මේ වර්ගීකරණය සිදුකර අවසන් වීමෙන් පසුව ආහාර අලෙවිසල් ඉදිරිපිට ඒ, ඕ, ඛ් ලෙස වර්ග කළ දැන්වීම් පුවරුවක් මගින් ප්‍රදර්ශනය කළ යුතු බව ද හෙතෙම කීය.

රජරට අඩවිය තුළ බෝ නොවන රෝග වලින් 60% කට පමණ බලපාන්නේ අපිරිසිදු පානීය ජලය බව වියළි කලාපය ආශ්‍රිතව කරන ලද වෛද්‍ය පරීක්‍ෂණයකින් හෙළි වී තිබේ. උතුරු මාතලේ සහ උතුරුමැද පළාත්වල ක්‍රියාත්මක පානීය ජල යෝජනා ක්‍රම වලින් 75% කම ජලයට විෂකාරක මිශ්‍රවී තිබෙන බවද මෙම පරීක්‍ෂණයේදී සොයාගෙන ඇතැයි උතුරුමැද පළාත් සෞඛ්‍ය සේවා කාර්යාංශය අනාවරණය කරයි.

ග්‍රාමීය සහ නාගරික පානීය ජල යෝජනා ව්‍යාපෘතිවල විධිමත් පිරිපහදුවක්‌ සිදුනොවීම මෙම ගැටලුවට බලපා ඇතැයිද වාර්තාවෙයි. ජල පිරිපහදු යාන්ත්‍රණය සඳහා විශාල මුදලක්‌ වැයවීම. ඒවා භාවිත නොකිරීමට හේතුවී ඇත. පානීය ජල මූලාශ්‍රවලට අපද්‍රව්‍ය මිශ්‍රවීමේ ප්‍රවණතාව බොහෝ ව්‍යාපෘති පරීක්‍ෂාවේදී පෙනීගොස්‌ තිබේ. ප්‍රධාන ජලාශ සහ ජලධාරා ආශ්‍රිතව ඉදිකර තිබෙන පානීය ජල ව්‍යාපෘති වල කෙරෙන්නේ ක්‌ලෝනීය කරණය පමණක්‌ බව මෙම පරීක්‍ෂාවේදී හඳුනාගත් බව විශේෂඥ වෛද්‍ය ඇම්. ඩබ්ලිව්. විඡේකෝන් මහතා පැවැසීය.

එකී ජල මූලාශ්‍රවලට කෘමිනාශක, රසායන සංඝටක අශූචි, සත්ත්ව මළ ආදී විෂකාරකයන් විශාල වශයෙන් මිශ්‍රවී ඇතැයි ඒවායේ ජල සාම්පල් රසායනාගාර පරීක්‍ෂාවට යොමුකිරීමේදී හෙළිවී තිබේ. ඇතැම් ජල මූලාශ්‍රයන්හි සතුන් නෑවීම, වාහන සේදීම, රෙදි සේදීම සහ කෘමිනාශක සහිත භාජන පිරිසිදු කිරීම බහුලව සිදුවේ.

මේ ව්‍යාපෘතිවල ජලය පානය කිරීම නිසා හටගන්නා රෝගවලට ප්‍රතිකාර සඳහා රජයට විශාල මුදලක්‌ වාර්ෂිකව වැයවන අතර එය ජල ව්‍යාපෘතිවලට පිරිපහදු තාක්‍ෂණය සැකැසීමට වැයවන පිරිවැය මෙන් කීප ගුණයක්‌ බවද සමීක්‍ෂණ කණ්‌ඩායම සෞඛ්‍ය දෙපාර්තමේන්තුවට වාර්තාකර තිබේ.

වැඩසටහන එප්පාවල ඛෙත්තාරාම රජමහා විහාරස්ථානයෙන් උදෑසන 9.30ට පමණ තෙරුවන් නැමද රථ 50කට අධික පෙරහැරක් ලෙස අනුරාධපුර නගරය දක්වා ගමන් ආරම්භ කරන ලදී. රථ පෙරහැර ගමන්කරන අතරවාරයේ මහමන්කඩවල පියරතන නායක ස්වමීන්වහන්සේ සහ අතුරලියේ රතන ස්වමීන්වහන්සේ මඟ දෙපස ජනතාව දැනුවත් කිරීම සිදු කරන ලදී.

සිංහරාජ වනාන්තරයට හානිදායක වන අයුරින් කලවාන - ඉළුඹකන්ද සිට කොළොන්නේ සූරියකන්ද දක්‌වා පාරිසරික නීති උල්ලංඝනය කරමින් වනාන්තරය මැදින් ඉදිවන මාර්ගය ගැන දැන් නොදන්නා කෙනකු නැති තරම්ය. ඒ තරමටම මෙම සංවර්ධන කටයුත්ත ගැන ජනමාධ්‍යය හඬ අවදි කළේය.


මෙයින් සිංහරාජ වනාන්තරයට සිදුවන පාරිසරික බලපෑම ගැන ද ජනමාධ්‍ය මගින් කරුණු ගෙනහැර දක්‌වන ලදී. එහෙත් හිටිවනම පසුගිය දිනෙක එහි රැස්‌වූ පිරිසක්‌ යොදවා බුල්ඩෝසර භාවිත කරමින් ඉළුඹකන්දේ සිට මෙම යෝජිත මාර්ගයේ කිලෝමීටරයක්‌ පමණ දුරක්‌ කපා නිම කළ බව මාධ්‍ය වාර්තා කළේය. තත්ත්වය මෙසේ හෙයින් පසුදා 13 දා කොළඹදී පරිසර සංගම් එකමුතුව විශේෂ ප්‍රවෘත්ති සාකච්ඡාවක්‌ කැඳෙව්වේය. මෙහි අරමුණ වූයේ මේ දක්‌වා මෙම යෝජිත මාර්ගය මගින් ලෝක උරුම සිංහරාජ වනාන්තරයට සිදුවන හානිය ගැන කිසිදු තැකීමක්‌ හා ඊට එරෙහිව ඇති සමාජ බලවේග නොසැලකිල්ලට ගෙන සිදු කරගෙන යන මෙම ක්‍රියාදාමයට විරෝධය පළ කිරීමයි. එහිදී අනාවරණය කෙරුණුq තවත් වැදගත් කරුණක්‌ වූයේ සිංහරාජ සංවේදී කලාපය සැලකිල්ලට ගෙන එහි සිදුවන මෙම පාරිසරික විනාශකාරී ක්‍රියාදාමයට එරෙහිව මධ්‍යම පරිසර අධිකාරියට හා වන සංරක්‍ෂණ දෙපාර්තමේන්තුවට නීතිමය පියවර ගත හැකිව තිබියදීත් එය ඉටු නොකිරීමේ ක්‍රියාදාමයක එම ආයතන පසුවන්නේ ඇයිද යන්න ප්‍රශ්න කිරීමට ලක්‌ කිරීමය. කෙසේ හෝ පාරිසරික සංගම් එකමුතුවේදී අදහස්‌ දැක්‌වූ පරිසරවේදී නීතිඥ ජගත් ගුණවර්ධන මහතා මෙම යෝජිත (හා රහසේ ඉදිකරන) මාර්ගයේ නීතිවිරෝධී බව මෙන්ම එය නැවැත්වීමට ගත හැකි නීතිමය ක්‍රියාදාමය ගැන ද විග්‍රහ කළේය. එහිදී ඔහු කියා සිටියේ පාර ඉදිකිරීම වැළැක්‌වීමට නීතිමය බලතල මධ්‍යම පරිසර අධිකාරියට තිබියදී ඔවුන් ඒ දේ සිදු නොකළ බවයි. වැඩිදුරටත් මෙහිදී අදහස්‌ දැක්‌වූ ජගත් ගුණවර්ධන මහතා මෙසේද පැවසුවේය.


වසර 2004 දී සිංහරාජ වනාන්තරයට තවත් හෙක්‌ටයාර් 2500 ක භූමි ප්‍රමාණයක්‌ අත්පත් කර ගැනීම සඳහා අමාත්‍ය මණ්‌ඩල අනුමැතිය ලබා දුන්නා. මේවනවිට ඉඩම් කොමසාරිස්‌ දෙපාර්තමේන්තුවත් මෙම භූමි ප්‍රමාණය අත්පත්කර ගැනීමට කටයුතු කරගෙන යනවා. සිංහරාජයට යාබදව බෙරගල හෙවත් බෙරලිගල කියන ප්‍රදේශය වන සංරක්‍ෂණ දෙපාර්තමේන්තුව මගින් පාලනය වෙනවා. වන ආඥ පනතේ 20 වැනි වගන්තිය යටතේ රජයේ වනාන්තර ලෙසයි මේ පෙදෙස්‌ පාලනය වෙන්නේ. මෙහි පරිපාලන වාර්තාවල පෙන්වා දී තිබෙන්නේ බෙරගල යෝජිත රක්‍ෂිතය කියලයි. දැනට මේක ප්‍රමාදවෙලා තිබෙන්නේ ඉඩම් ප්‍රතිසංස්‌කරණ කොමිෂන් සභාවට අයත් සියලුම ඉඩම් අත්පත් කර ගැනීමේ නීතියට අනුව සියලුම ඉඩම් අත්පත් කර ගෙන ඒකට ගැසට්‌ නිවේදනයක්‌ මගින් ආරක්‍ෂිත ප්‍රදේශයක්‌ ලෙසට නම් කිරීමට කටයුතු කරගෙන යන නිසයි. කෙසේ හෝ මේ මාර්ගය ඉදිකෙරෙන්නේ යෝජිත රක්‍ෂිතය හරහායි. මේ ක්‍රියාවෙන් මෙම යෝජිත රක්‍ෂිත ප්‍රදේශය නීතිමය වශයෙන් ආරක්‍ෂා කර ගැනීමට තිබෙන හැකියාව නැති වෙනවා. ඊළඟට තිබෙන කොටස රජයේ ඉඩම් ප්‍රතිසංස්‌කරණ කොමිෂන් සභා පනත යටතේ පාරක්‌ ඉදිකිරීම පනතට විරුද්ධ නිසා ඒ සඳහා විශේෂ අනුමැතියක්‌ ලබා ගත යුතුයි. මේ වනතෙක්‌ මේ මාර්ග ඉදිකිරීමට අනුමැතිය ලබා ගෙන නැහැ. සංවේදී පරිසර පද්ධතියක්‌ හරහා පාරක්‌ ඉදිවෙනවා නම් ඒ පරිසර පද්ධතිය පිළිබඳ පූර්ණ අධ්‍යනයක්‌ කරල පරිසර බලපෑම් තක්‌සේරු වාර්තාවක්‌ සකස්‌ කළ යුතුයි. මෙය අදාළ පාර්ශ්වය සිදුකර මහජන අනුමැතියට දින 30 ක කාලයක්‌ ලබා දිය යුතුයි. ඉන් පසුවයි අනුමැතිය ලබාදීම හෝ නොදීම කළ යුත්තේ. මෙම අනුමැතිය ලබාදීම සඳහා අනුමත කිරීම් ආයතනය හා මධ්‍යම පරිසර අධිකාරිය යන ආයතන දෙක එකතු විය යුතුයි. වන සංරක්‍ෂණ දෙපාර්තමේන්තුවට අයත් භූමියක පාර ඉදිකරන නිසා මධ්‍යම පරිසර අධිකාරිය සමග වන සංරක්‍ෂණ දෙපාර්තමේන්තුව එකතු විය යුතුයි. අපි දන්නා අන්දමට මධ්‍යම පරිසර අධිකාරිය පරිසර බලපෑම් තක්‌සේරු වාර්තාවක්‌ සකස්‌ කරන්න මූලික තීරණයක්‌ ලබාදී නැහැ. ඒ නිසා ජාතික පාරිසරික පනතේ 2සී කොටස හෙවත් 4 ඇ කොටසට අනුව පාර ඉදිකිරීමේ ව්‍යාපෘතිය නීති විරාaධී ව්‍යාපෘතියක්‌ බවට පත් වෙනවා. මෙවැනි අවස්‌ථාවක ජාතික පාරිසරික පනතේ 24ඒ වගන්තිය යටතේ මේ කටයුත්ත නැවැත්වීමට මධ්‍යම පරිසර අධිකාරියට බලයක්‌ තිබෙනවා. 24බී වගන්තිය යටතේ ප්‍රදේශයේ මහෙස්‌ත්‍රාත් අධිකරණයට කරුණු ඉදිරිපත් කරල අධිකරණ නියෝගයක්‌ මගින් තහනම් නියෝගයක්‌ ලබා ගන්න මධ්‍යම පරිසර අධිකාරියට බලයක්‌ තිබෙනවා. මෙයට පූර්වාදර්ශයක්‌ ලෙස මෙයට යාබද ඉඩමක්‌ තිබෙනවා නිල්දෙනිය වත්ත කියල. 2004 පෙබරවාරි මාසේ මේ ආකාරයට නීතිවිරෝධීව එළිපෙහෙළි කළා. එවකට සිටි මධ්‍යම පරිසර අධිකාරියේ නිලධාරීන් ජාතික පාරිසරික පනතේ 24 බී වගන්තියේ පළමු වගන්තිය යටතේ නියෝගයක්‌ නිකුත් කරල පැය 24 ක්‌ ගත වීමටත් පෙර අධිකරණ නියෝගයකින් තහනම් කළා. අදත් ඒ නියෝගය ක්‍රියාත්මක වෙනවා. ඒ නිසා මේ පාර ඉදිකිරීමේදීත් උපරිමයට ක්‍රියාකිරීමේ හැකියාව මධ්‍යම පරිසර අධිකාරියට තියෙනවා. බලතල තිබියදීත් නිහඬව සිටීම කනගාටුවට හේතුවක්‌. ලැබෙන නවතම තොරතුරු අනුව මේ පාර ඉදිකරන්නටත් සංචාරක ව්‍යාපාරය සඳහා හෝටල් ඉදිකරන්නටත් දැනටමත් සූරියකන්ද ප්‍රදේශයේ පරණ වතු බංගලාවක්‌ සංචාරක නවාතැනක්‌ සඳහා නවීකරණය කරගෙන යනවා. මෙයින් පැහැදිලි වෙනවා. මේ පාර ඉදිකිරීමේ අරමුණ මොකක්‌ද කියලා යනුවෙන් පැවසීය.


සැප්තැම්බර් මස 15 වැනිදා මධ්‍යාහ්නය පසුවී පැවැති මෙම පරිසර සංගම් එකමුතුවේදී ඒ මහතා කරනලද ප්‍රකාශයෙන් පසු, 15 දා පරිසර අමාත්‍යාංශය මගින් මාධ්‍ය නිවේදනයක්‌ නිකුත් කළේය. ඒ මගින් ප්‍රකාශ කෙරුණේ ආන්දෝලනයට තුඩු දුන් සිsංහරාජ ලෝක උරුම වන භූමිය ආශ්‍රිතව මාර්ග සංවර්ධන කටයුතු වහාම අත්හිටුවන්නැයි පරිසර අමාත්‍ය අනුර ප්‍රියදර්ශන යාපා මහතා දැනුම් දෙන බවයි. මෙම ප්‍රවෘත්ති නිවේදනයේ සඳහන් කරුණු ද 13 දා නීතිඥ ජගත් ගුණවර්ධන මහතා ඉදිරිපත් කළ කරුණු ද බොහෝ සෙයින් එකිනෙක ගැලපෙන ස්‌වරූපයක්‌ ගත්තේය. මේ පිළිබඳ එක්‌ මාධ්‍යවේදියකු අප වෙත කියා සිsටියේ ජගත් ගුණවර්ධන මහතාගේ ප්‍රකාශයේ ම කරුණු ගෙන මෙම මාධ්‍ය නිවේදනය සකස්‌ කර ඇති බවයි. කෙසේ හෝ ඒ මගින් මෙම නීතිවිරෝධී මාර්ගය ඉදිකිරීම තහනමට ලක්‌කර ඇති බවට පරිසර ඇමැතිවරයා ප්‍රකාශයට පත් කිරීම වැදගත් කාර්යයක්‌ විය. එම මාධ්‍ය නිවේදනය මෙසේය.


ආන්දෝලනයට තුඩු දුන් සිංහරාජ ලෝක උරුම වන භූමිය ආශ්‍රිතව මාර්ග සංවර්ධන කටයුතු වහාම අත්හිටුවන්නැයි පරිසර අමාත්‍ය අනුර ප්‍රියදර්ශන මහතා සියලු පාර්ශ්වයන්ට සෘජුව දැනුම් දෙයි.


මෙම යෝජිත මාර්ගය සිංහරාජ වනාන්තරයේ ඒකග්‍රතාව කඩ කරමින් සිංහරාජ වන සංකීර්ණය දෙකඩ කිරීමට හේතු විය හැකි බැවින් අමාත්‍යවරයා මෙම තීරණ ගත්තේය. සිංහරාජ වනාන්තරය ආශ්‍රිත සෙසු සංරක්‍ෂිත වන කලාපය හරහා සංවර්ධනය කිරීමට යෝජිත (ඉළුඹකන්දේ සිට සූරියකන්ද දක්‌වා) කි. මී. 7 ක්‌ පමණ දිග මාර්ගයේ සියලු සංවර්ධන කටයුතු මේ අනුව වහාම අත්හිටුවන්නැයි දැනුම් දී තිබේ.


2004 වසරේදී අනුර ප්‍රියදර්ශන යාපා මහතා වැවිලි කර්මාන්ත අමාත්‍යවරයාව සිටියදී ඉඩම් ප්‍රතිසංස්‌කරණ කොමිෂන් සභාවට අයත් සිංහරාජ වනය අවට පිහිටි භූමිය වන සංරක්‍ෂණ දෙපාර්තමේන්තුවට පවරා ගැනීම සඳහා කැබිනට්‌ පත්‍රිකාවක්‌ යොමු කර තිබිණ. වාර කිහිපයකදී එය පවරා ගැනීම සම්බන්ධ බාධා පැවතියත් මීට නොබෝ දිනකට පෙර මේ සඳහා ඉඩම් ප්‍රතිසංස්‌කරණ කොමිෂන් සභාව අවසර දී ඇත. එම ප්‍රදේශ හඳුනා ගනිමින් අදාළ ප්‍රදේශය වන සංරක්‍ෂණ දෙපාර්තමේන්තුවට පවරා ගැනීම සඳහා කටයුතු කරන්නැයි වන සංරක්‍ෂණ ජනරාල්වරයාට අමාත්‍යවරයා අද (15) උපදෙස්‌ දුනි. මෙම පවරා ගැනීමට අදාළ ගැසට්‌ පත්‍රය සහ කැබිනට්‌ පත්‍රිකාව වහාම සකසන ලෙසද අමාත්‍යවරයා වන සංරක්‍ෂණ ජනරාල්වරයාට වැඩිදුරටත් උපදෙස්‌ දුනි.


පරිසර අමාත්‍ය අනුර ප්‍රියදර්ශන යාපා මහතාගේ මාධ්‍ය ලේකම්වරයා විසින් මෙසේ මාධ්‍ය වෙත නිකුත් කරන ලද නිවේදනය පිළිබඳව කිසිවක්‌ නොදැන සිටි අමාත්‍ය ලක්‍ෂ්මන් යාපා අබේවර්ධන මහතා 15 වැනිදා සවස පැවැති කැබිනට්‌ තීන්දු දැනුම්දීමේ සාකච්ඡාවේදී මාධ්‍යවේදියකු නැඟූ පැනයකට පිළිතුරු සපයමින් කියා සිටියේ යෝජිත ඉළුඹකන්ද සූරියකන්ද මාර්ගය සඳහා රජයේ සම්බන්ධතාවක්‌ නැති බවයි. එය කලවාන සංවර්ධන කමිටුවේ තීරණයක්‌ බවද ප්‍රදේශවාසීන්ගේ ඉල්ලීම මත මෙම මාර්ගයේ ඉදිකිරීම් කටයුතු සිදු කිරීමට නියමිත වී ඇති බවද හෙතේම පැවසීය. එහෙත් එහිදී මෙම මාර්ගය ඉදිකිරීමේදී සිංහරාජ වනාන්තරයට සිදුවන බලපෑම හෝ එය නැවැත්වීමට රජය අවධානය යොමු කර ඇති බවක්‌ ප්‍රකාශයට පත් නොවිණි. එබැවින් පරිසර අමාත්‍යවරයාගේ ප්‍රකාශය හා මෙම ප්‍රකාශය නොගැලපෙන බව අමුතුවෙන් කිව යුත්තක්‌ නොවේ.


සිංහරාජ වනාන්තරයේම ජෛව විවිධත්ව වටිනාකම් සහිත මෙම ඉඩම් සිංහරාජ ලෝක උරුම වනාන්තරයට සම්බන්ධව පවතී. එවන් විටෙක, මේ වනාන්තරය ඔස්‌සේ මාර්ගයක්‌ ඉදිවීම නීතිවිරෝධී කටයුත්තක්‌ වන අතර, පැහැදිලිවම මෙම මාර්ගයේ අරමුණ වනාන්තරය මේ මගින් දෙකඩ කර සමාගම් හා වෙනත් පෞද්ගලික අවශ්‍යතා මත කොමිසම් සභාවෙන් පවරා ගැනීමට නියමිත ඉඩම් සඳහා ප්‍රවේශ මාර්ග සකසා ගැනීමත්, ඉඩම් බෙදා ගැනීමත් බව පරිසරවේදීහු පෙන්වා දෙති.


ඉළුඹකන්ද - සූරියකන්ද යෝජිත මාර්ගය කළවාන සංවර්ධන කමිටුවේ අවශ්‍යතාවක්‌ හා යෝජනාවක්‌ බව කියයි. මෙම මාර්ගය සැකසීම සඳහා මංගල පස්‌ පිඩැල්ල කැපුණේ ද, මෙම මාර්ගය සැකසීමේ පුරෝගාමී කාර්යභාරය සිදු කරන්නේද කලවාන ආසන සංවිධායක හා එක්‌සත් ජනතා නිදහස්‌ සන්ධානයේ රත්නපුර දිස්‌ත්‍රික්‌ පාර්ලිමේන්තු මන්ත්‍රී ජානක වක්‌කුඹුර මහතාගේ ප්‍රධානත්වයෙනි. ඔහු මෙම යෝජිත මාර්ගය පිළිබඳව මාධ්‍ය හා පරිසරවේදීන් දක්‌වන මතය පිළිබඳව අදහස්‌ දැක්‌වීමේ අවශ්‍යතාව අපට මතුකර සිටියේය. ඒ අනුව ඔහුගේ අදහසටද අපි අවස්‌ථාවක්‌ ලබා දුන්නෙමු. මේ වක්‌කුඹුර මහතා ඉළුඹකන්ද මාර්ගය ගැන ද සිංහරාජය ගැන ද කියන කතාවයි.


මේ හදන පාරෙන් සිංහරාජයට කිසිදු හානියක්‌ සිදු වන්නේ නෑ. සිංහරාජ වනාන්තරයට හානියක්‌ සිදු වෙන ක්‍රියාවක්‌ කලවානේ සිදු වෙනවා නම් ඒකට පළමුවෙන්ම ඉදිරිපත් වෙන්නේ මම. මීට කළිනුත් මම එහෙම දේවල් කරල තියනවා. අනික අපි ඉළුඹකන්ද ඉඳන් සුරිය කන්දට පාරක්‌ කපන්නෙත් නෑ. මේ හදන පාර හඳුන්වන්නෙ පොතුපිටිය කැකිල්ලපිටිය ඉළුඔකන්ද බම්බුමලේ පාර කියල. අපි පාර හදන්නෙ බම්බුමලේට විතරයි. කලවාන ප්‍රාදේශීය සභාව 1991 වසරේදී කිලෝමීටර් 13.4 ක්‌ දිගට හා අඩි 20 ක්‌ පළලට මේ පාර හදන්න ගැසට්‌ කරල තියෙනවා. මේක තිබුණු පාරක්‌. සිංහරාජයට අයත් වෙන්නේ නෑ.


සිංහරාජ වනාන්තරයට පවරා ගැනීමට නියමිත අතහැර දමා ඇති රජයේ එනසාල් වත්තට මේ බම්බුමලේ සිට කොතරම් දුරක්‌ තිබෙන්නේ දැයි අපි මන්ත්‍රීවරයා ගෙන් ප්‍රශ්න කළා. ඔහු කියා සිටියේ ඒ සඳහා ඇත්තේ කිලෝමීටරයක්‌ තරම් දුරක්‌ බවයි. සුරියකන්දේ සිට මේ එනසාල්වත්ත දක්‌වාත් අතීතයේදී අඩි 20 ක පාරක්‌ තිබූ බවත්, පාළමක්‌ සහ බෝක්‌කු පහකින් සමන්විත ඒ අබලන් මාර්ගය තවමත් පවතින බවත් වක්‌කුඹුර මහතා වැඩිදුරටත් මෙහිදී ප්‍රකාශ කළේය.


බම්බුමලේ ගම්මානයේ කොතරම් පවුල් සංඛ්‍යාවක්‌ දිවිගෙවන්නේ දැයි අප කළ ප්‍රශ්න කිරීමේ දී ඔහු කියා සිටියේ දැන් එහි දිවිගෙවන්නේ පවුල් 7-8 ක්‌ බවය. වැඩිදුරටත් අදහස්‌ දැක්‌ වූ වක්‌කුඹුර මහතා 1961 වසරේදී කොළණි ක්‍රමයට බබ්බුමලේ අක්‌කර 2 බැගින් වගාකිරීමට හා අක්‌කර භාගය බැගින් නිවාස තනා ගැනීමට ලබාදී එහි පවුල් 65 ක්‌ පදිංචි කළ බවයි. එහෙත් කාලයාගේ ඇවෑමෙන් මේ ගම්මානයේ පදිංචි ජනතාව ඉන් ඉවත් වී දිවිගෙවන බවත් ඊට මාර්ග අපහසුතාව දැඩිව බලපෑ බවත් ප්‍රකාශ කළේය.


ඔබ ප්‍රදේශවාසියෙක්‌ විදිහට සිංහරාජ වනාන්තරය රැක ගැනීම පිළිබඳව දක්‌වන්නේ මොනවගේ අදහසක්‌ද? පවරාගැනීමට යෝජිත එල්. ආර්. සී. ඉඩම් සිංහරාජයට පවරා එම වනාන්තරය පුළුල් කිරීමට ගන්නා උත්සාහයට ඔබ සහාය දෙන්නට කැමැතිද? යනුවෙන් අප මතු කළ පැනයට පිළිතුරු ලබාදුන් වක්‌කුඹුර මහතා කියා සිටියේ මෙවන් කතාවකි.


එනසාල් වත්ත ගන්නවා කිව්වට තවමත් එල්. ආර්. සී. එක ඒකට අනුමැතිය දීල නැහැ. නමුත් මේ වත්ත පවරාගන්නවාට මම විරුද්ධ නැහැ. ඉළුඹකන්දවත්තත් කැලෑවක්‌ බවට පත්කරළ පවරාගන්නයි වන සංරක්‍ෂණ දෙපාර්තමේන්තුව අදහස්‌ කරන්නේ. නමුත් දිස්‌ත්‍රික්‌ ලේකම්වරයා හරහායි එය කළ යුත්තේ. එවන් අනුමැතියක්‌ තවමත් නැහැ. කොහොමහරි සිංහරාජ වනාන්තරය පුළුල් වෙනවා නම් අපේ අකමැත්තක්‌ නැහැ. හැබැයි පළමුව කළ යුත්තේ සිංහරාජයට යාව තිබෙන කොළඹ ලොකු ලොක්‌කන්ගේ ඉඩම් පළමුව පවරා ගත යුතුයි. ඒවගේ අක්‌කර දෙතුන් සීයේ පෞද්ගලික වතු සිංහරාජයට යාවෙලා තියෙනවා. ඒවා ගැන කවුරුත් කතා කරන්නේ නැහැ. ඒ වක්‌කුඹුර මහතාගේ අදහසයි.


කෙසේ හෝ බබ්මුමලේ දක්‌වා වුවත් ඉදි වන මෙම මාර්ගය තවත් එක්‌ කිලෝමීටරයක්‌ (එනසාල්වත්ත හරහා) දිගු කිරීමෙන් පැරණි එනසාල්වත්ත සුරියකන්ද මාර්ගයට යා කිරීම පහසු කටයුත්තකි. එය එසේවීම මගින් බෙරගල යෝජිත රක්‍ෂිතය සිංහරාජයෙන් වෙන්වන අතර, සිංහරාජය පුළුල් කිරීමේ ක්‍රියාදාමය ඇනහිටීමේ අවස්‌ථාවට එයම හේතුවකි. එබැවින් පැහැදිලි වන්නේ යෝජිත මාර්ගය තවදුරටත් ඉදිනොවිය යුතු මාර්ගයක්‌ සේ නැවත නැවතත් සපත කරන්නට අපට සිදුව ඇති බව නොවේද?

Cement Dust From Asbestos Factory Released Into Air

A cement silo at the Elephant Masconite asbestos factory, Mt. Lavinia, burst open last Saturday (17), burying the surrounding neighbourhood in cement dust.
A source at Elephant Masconite, who wished to remain unnamed, said that the cement silo had overfilled and pumped beyond capacity. “It is a rare occurrence. It is the first time in 55 years that this has happened,” he said. “We cleaned up immediately but a small amount of dust settled on the neighbourhood. We are currently taking remedial action. We have put the dust collectors back in operation and are making sure there are indicators so that this does not happen again,” he said.
He added that they had spoken to the neighbours of the asbestos factory, and explained the situation.
Cement dust is known to be hazardous to health and according to scientific studies, can cause ‘lung function impairment, chronic obstructive lung disease, restrictive lung disease, pneumoconiosis and carcinoma of the lungs, stomach and colon. Other studies have shown that cement dust may enter into the systemic circulation and thereby reach essentially all the organs of the body and affect the different tissues including heart, liver, spleen, bone, muscles and hairs and ultimately affect their micro-structure and physiological performance.’ (Source: Department of Physiology, College of Medicine, King Khalid University, Saudi Arabia)

A cyclone of dust: eyewitness

Wijedasa is a security guard at the Chinese Dragon restaurant on Templers Road, which is right opposite the asbestos factory. According to Wijedasa, when he was on guard duty on Saturday 17, he saw what looked like a cyclone of dust. “There was a sudden burst,” he said. According to him, it went on for 10 to 15 minutes. “My uniform turned white with all the dust,” he said. “This had been going on for a few days, but the worst was on Saturday,” he added.
Wimal Mandanayake, who lives nearby, said that the dust came down like a mist and settled over his house, his balcony, and his vehicle. Similarly Nalinka Abeysinghe, who lives next door to Mandanayake said that when they tried to wash off the dust, it turned black. The dust, according to the residents, is difficult to remove and they are still troubled by it.
A matter of concern is how children in the area seem to have fallen sick after the incident. Mahesh Wanigasuriya said that his son was sick and down with a dry cough after the incident. Similarly, the son of his Maldivian tenants came down with a severe wheeze. According to Wanigasuriya, other children too have been affected, and he personally took his neighbour’s son to hospital on Monday night after the normally healthy child developed a bad wheeze.
According to the residents, the authorities, including representatives from the Ministry of Environment and the Ministry of Health, visited the plant but no directive had been given to the residents, who are still trying to clear off the detrimental dust that has settled on their lives.

Damn Manila – Hold That Elephant – PETA

The Sri Lankan government is facing intense pressure over its decision to hand over a baby elephant to a Philippine Zoo after activists had claimed that conditions at the zoo were appalling.

People for the Ethical Treatment of Animals (PETA), an animal rights organisation based in Manila, said it is still having discussions with the Sri Lanka government to cancel plans to donate the baby elephant to a zoo in Manila.
Cabinet Spokesperson Minister Lakshman Yapa Abeywardena had recently announced that following a proposal made by Prime Minister D. M. Jayaratne, approval was granted to donate the baby elephant from the Pinnawela Elephant Orphanage to the Manila Zoo to mark the occasion of the Golden Jubilee celebration of the bilateral relations between Sri Lanka and Philippines.
However PETA Asia, an affiliate of the world’s largest animal rights organisation, raised strong objections against the government’s move and wrote to Prime Minister Jayaratne urging him to take immediate action preventing the donation of the baby elephant to the Manila Zoo.
“If you care about elephants, you would never send one to the Manila Zoo to suffer for the rest of its life. You are probably unaware that Mali, the elephant who currently resides at the Manila Zoo, is cruelly denied socialisation, stimulation, room to explore, and everything else that is natural and important to her. Mali lives a “life” of intense confinement, loneliness, boredom, and isolation in an area a fraction of the size of her natural habitat. She is forced to endure the sweltering heat in the Philippines with little relief,” PETA Vice-President of International Operations, Jason Baker wrote in his letter to Prime Minister Jayaratne.
Following the letter, Senior Campaigner, PETA Asia, Ashley Fruno told The Sunday Leader that PETA was currently in discussions with the Sri Lankan government calling on it to immediately cancel plans to transfer the baby elephant from a government-run elephant orphanage to the Manila Zoo. “There has been a huge outcry from the Sri Lankan public about the donation and I think the government is really feeling the pressure and taking the issue seriously,” Fruno said.
All attempts by The Sunday Leader to contact Prime Minister D. M. Jayaratne for a comment failed.

No power shortages with Norochcholai, Upper Kotmale on line

Power and Energy Minister Patali Champika Ranawaka predicted that the country will never experience electricity shortages with the commissioning of the second and third phases of the Norochcholai coal power plant and the Upper Kotmale hydro power plant by 2014.

The Minister made these comments at a ceremony held in Colombo, to coincide with the handing over of the first phase of the Norochcholai Lakwijaya coal power plant to the Sri Lankan Government by the Vice President of the China Machinery Engineering Corporation (CMEC).

Li Choa Yang will hand over the official documents to Minister Ranawaka.

The Ceylon Electricity Board (CEB) also announced that the Norochcholai power plant will be closed for 10 days from September 28 for the installation of a new desulphurizstion unit which was damaged by a recent fire.

The Minister also thanked the CMEC for completing the first phase of the plant before the schedule and said the Upper Kotmale plant and the second and third phases of the Norochcholai power plants will add over 1000 MWs to the national grid.

Speed limit for trains to protect elephants

Following several rounds of discussion Railway officials together with Wildlife Conservation Authorities will impose speed limits for trains on certain areas on the Northern and Eastern railway track, Wildlife and Agrarian Services Minister S.M. Chandrasena said.

"According to the talks we had with Railway officials, the trains need to limit their speed in areas where elephants cross the railway track," Minister Chandrasena told the 'Sunday Observer'.

According to the Wildlife Conservation Department Director General H.D. Ratnayake new signposts will be set up at these spots on the Northern and Eastern railway track. "These signposts will alert train drivers that elephants cross these spots and drivers

would have to reduce their speed," said Ratnayake.

"We are exploring the possibility of clearing jungle patches at these spots. This is due to the low visibility at the bends along the jungle tracks which could cause accidents," Ratnayake said.

Around five elephants were killed this year due to train accidents and there have been 180 elephant deaths, according to the Department of Wildlife Conservation.

Wildlife officials said a large number of elephants die due to hakkapatas set up in cultivations by farmers to protect crops from elephants.

CEB on Rantambe reservoir drain report

Referring to the ‘Sunday Island’ news story Rantambe reservoir drain cost CEB whopping Rs. 700 mn published on September 11, 2011, the CEB says on the request of Mahaweli Authority of Sri Lanka for an inspection of the Rantambe regulating pond below the level power plant could operate, Water Management Secretariat has accordingly arranged lowering the pond on 02nd September 2011 when irrigation water releases for Yala season concluded. This has been necessitated due to project work carried out by "Dam Safety Water Recourses Planning Project" on the Mahaweli Authority to assertion dam safety issues. It is prudent to plan and carry out such works when the inflow to Rantambe pond is minimal and also when there is no irrigation requirement.


Rantambe power station staff has also requested to inspect the extensive repair works carried out to intake screen three years ago, which could only be inspected when the pond is emptied. Therefore both activities have been carried out on 2nd September.

It is to be noted that water through bottom outlet is released only when water level at which power plant are not capable of generating further. This level is recorded as 144.27m. The corresponding storage at this level was only around 1.7 mcm which correspond to around 0.14 GWh. It is to be noted that energy that could be generated with full active (total) capacity of water is about 0.5 GWh. The water released for inspection works was only the water below the minimum operating level.

Hence the ‘Sunday Island’ report highlighting the amount of Energy as 14 GWh is around 100 times more than actual figure, which is factually incorrect and misleading.


Our reporter adds:


The reply by CEB confirms that water was released from the Rantembe Reservoir. The question is what prompted this "routine inspection." Certainly, there had been no emergency situation that posed an imminent danger to the dam or any other civil structure of the reservoir.

Both the CEB and Mahaweli Authority could not have picked a worse time for reservoir inspection, even under normal conditions. They should know that Randenigala/Rantembe will not receive water until the monsoons set in towards the end of October. This inspection should have been postponed at least until the rains started so that the reservoir would fill up quickly, causing minimum disruption to power generation at Randenigala. Given the serious situation in the hydro power generation, CEB should have preserved the water available at all costs.


It defies commons sense why this inspection was allowed in the first place, in the absence of a dire emergency. If this was a ‘routine inspection’ as claimed by CEB, then that event should have been incorporated in the power generation schedules agreed among relevant authorities, in the same way routine maintenance of power plant is included.

As for the quantity of water released, there is no record to prove that the water level of the reservoir had reached the so-called critical level. Once the reservoir is emptied, one cannot possibly know how much of that water could have been used for power generation.

If this was a planned event, then the power plant staff would have made sure that all the water that could have used for energy productions would have been used before Mahaweli Authority was allowed to open the bottom outlets.

Our sources at CEB and Mahaweli Authority have informed us that there was sufficient water to generate approximately 15 million units of electricity as we reported earlier. CEB now disputed this figure and says the water released could have generated only 0.5 million units.

However, when we asked the CEB Chairman before publishing our story, he was not even aware that the reservoir had been emptied, let alone how much water was released. We stand by our report, as we have not seen any evidence to contradict the figures we published.

National Drugs Policy will be tabled at next budget debate

Trade unionist and the Minister of National Languages and Social Integration Vasudeva Nanayakkra, yesterday (24) pledged the long-awaited National Medicinal Drugs Policy (NMDP), based on the concepts of Prof. Senaka Bibile, will be tabled at the next govt. budget debate.

He was speaking at the AGM of the People’s Movement for the Rights of Patients (PMRP), founded by the late Dr. K. Balasubramaniam, a prominent follower of Prof. Bibile, at the CSR hall at the Fatima Church premises in Colombo.

"Amid many setbacks in the national health sector, there is a new ray of hope now. These positives should soon reach their climax. The NMDP bill is to be tabled during the next budget debate," said Nanayakkara to the applause of the audience which included Prof. Carlo Fonseka and other leading members of the PMRP.

Another activist in the decades long battle for the implementation of the NMDP, Ms. Chintha Abeywardena, who has done numerous research on the drugs industry and trade in Sri Lanka, warned if the policy is implemented without setting up a correct system in the entire health sector, the maximum benefits of the initiative will not reach the masses.

Planters and elephants

Planters in Sri Lanka have had a long association with wild elephants. This association started with the pioneer planters who moved to the upcountry areas to open up land for the cultivation of coffee and cinchona. Unfortunately those early associations were always confrontational and detrimental to the elephant. The jungles that were inhabited by the elephants were cleared at a rapid rate to be replaced by coffee and cinchona plants. The elephants that had lived in those jungles were shot indiscriminately if they got in the way of those clearing the jungles.

Rajitha to construct 11 fisheries harbours in North

Fisheries and Aquatic Resources Development Minister Rajitha Senaratne plans to construct eleven fisheries harbours in the North.

He plans to construct harbours in Mannar, Selawathurai, Pesalai, Gurunagar, Point Pedro and Myliddy.

The Canadian government will provide financial assistance for the projects, and the Food and Agricultural Organisation (FAO) will undertake to construct them. The FAO also will construct ferries, fish markets, civic community centers, fishing net mending factories, sewarge plants and other required infrastructure, he said at the opening ceremony of the Thalwapadu ferry in the Mannar district recently.

Senaratne pointed out that most fisheries harbours and ferries were rather primitive. But, in a matter of years, he would do everything possible to rehabilitate and brin them on par with other countries. The Danish government had come forward to develop Gurunagar and Selawathurai fisheries harbours. The Japanese government would fund the Peduruthuduwa harbour, he said.

Colombo records decrease in rabid dogs

- CMC determined to eradicate rabies

The Veterinary Department of the Colombo Municipal Council was determined to eliminate rabies from Colombo in three years. Chief Veterinarian of the CMC, Dr. S. D. Illeperuma,. told a media briefing on Tuesday (20), to announce the CMC’s programme for World Rabies Day on Sunday (25).

He said that with the widespread sterilization and vaccination of dogs the number of rabid dogs in the city had decreased within the last few years.

The rabid dog population in the city, in 2001/2002 had been about eighty dogs. At that time the local government bodies had the responsibility of ridding the streets of stray dogs. It was sanctioned by law as well. However with the change of government the policy also changed despite the still existing law to kill stray dogs. The government had introduced a more humane method calling on all local bodies to sterilize and vaccinate stray dogs instead of killing them, Dr. Illeperuma said.

The Chief City Vet said they had initiated the sterilization and vaccination programme in collaboration with Blue Paw Trust (BPT) an NGO, in 2006 to control the stray dog population in the city and ensure the dogs are not carriers of the disease. There were approximately 5,000 stray dogs in the city and in 40-45 of them were rabies infected. Last year there were 10 rabies infected dogs in the city while by August this year there were only 4 dogs with rabies in the city.

They hoped to eradicate rabies from the city by 2014 - two years prior to the Health Ministry target, Dr. Illeperuma said.

Two people had died of rabies so far this year in the city. However one of them had been bitten while he was out of the city. Rabies can be treated with prompt action on the part of the victim or his family. Mostly alcoholics get bitten by dogs carrying the rabies virus. They don’t seek immediate treatment - and don’t even realize the gravity of the situation until it’s too late. And subsequently succumb to the disease, he said.

The total stray dog population in the city is approximately five thousand. The Department and BPT have been able to sterilize 5,400 by July this year. He said that owners had brought in their domestic animals for sterilization as well.


The Council in collaboration with the BPT had also carried out several awareness programmes for school children and community.

Rabies is an NCD but can be cured if timely action is taken. However, animal owners have to act with responsibility.

The Council in collaboration with BPT will host the annual dog show – ‘The ‘Bouwwa Show,’ on Sunday (25) at the Viharamahadevi Park at 10.00 a.m. Entrance is free. The ‘Bouwwa Show,’ will portray the antics of the Sri Lankan variety of dog - the domesticated stray dogs. "They have been waiting for their opportunity on the sidelines for many years while the pedigree counterparts are promoted, External Liaison Manager, Dr. Ganga de Silva said with much enthusiasm. The Sri Lankan ‘Bouwwa’s make good pets easy to have in any household, intelligent and trainable. They are also strong and don’t fall sick easily.

The show will include a fancy dress parade for dogs, a performance by circus trained dogs, training tips, a competition where dogs will be judged on their various qualities such as the length of their tail, their eyes and the quality of their skin, she added.

Seat belts must from October 1

A person found guilty for the first time of violating the seat belt law from October 1 will be fined between Rs. 1,000 to Rs, 2,000, Police Spokesman SSP Maxi Proctor said.

A fine of not less than Rs 2,000 and not more than Rs 3,000 will be imposed at the second conviction while the cancellation or suspension of the driving license and a fine not less than Rs 3,500 will be imposed at the third conviction, he said.

The Police Spokesman said that wearing seat belts will be compulsory for both the driver and the passenger in the front seat.

This new law under the Motor Traffic Act will apply to all dual purpose vehicles and cars with English number plates.

It also applies to all buses and lorries which will be registered after October 1. However motor cycles, three wheelers, three wheeled vans, hearses, special duty vehicles and hand tractors are exempted from the new law.

Individuals whose height is less than four feet and nine inches and who possess medical certificates recommending not to use seat belts for medical reasons are also exempted from it.

Coconut oil better than palm oil - research

Coconut oil was found to be of a higher quality and more conducive for consumption than palm oil, according to experiments carried out by the Coconut Research Institute, said a spokesman for the Institute.

The annual local consumption of coconut oil is 150,000 metric tons while Rs 15,000 million is spent on palm oil imports annually. Meanwhile, the Coconut Development and Janatha Estate Development Ministry has taken steps to cultivate four million coconut seedlings before the end of this year through the Kapruka Puravara, Kapruka Sip Nenai and Divi Neguma programmes.

The distribution of seedlings has been completed in most districts and steps have been taken to start new plant nurseries in each Divisional Secretariat Division in addition to the existing nurseries.

Production and distribution of seedlings is done in keeping with the climatic conditions in the respective areas.

For instance, the disease resistant variety known as Kundira will be distributed for cultivation in Weligama which was worst affected by the coconut leaf blight.

ජල සම්පාදන හා ජලාපවහන ඇමැති දිනේෂ් ගුණවර්ධන මහතා පසුගියදා (20 වැනිදා) එම අදහස්‌ පළ කළේ රුපියල් මිලියන හත්දහස්‌ දෙසිය අසූඅටක වියදමින් ඉදිකළ මීගමුව ජල සම්පාදන ක්‍රමය ජනතා අයිතියට පත්කිරීමේ උත්සවයේදීය.

CEA, Forest Dept. yet to receive Ministry directive

Suspension of Sinharaja road construction

The Green Movement of Sri Lanka yesterday said the Central Environmental Authority (CEA) and the Forest Department were yet to receive a directive from the Environment Ministry regarding the suspension of the road construction in the Sinharaja rainforest though it was announced last week.

Green Movement spokesman Bandu Ranga Kariyawasam said the CEA and the Forest Department could independently take action to terminate the project but no action had still been taken. “Nothing has been done so far and it is possible that the environment authorities will not take action on this matter even though they had vowed to do so,” Kariyawasam said.

The construction of the road which stretches from Imbulkanda to Suriyakanda started on September 6 but was stopped two days later owing to the minister’s recent announcement and due to heavy rain in the area. However, he said no decision had been taken to terminate the project and that construction could recommence. He said residents of the Iludakanda village which was adjacent to the road have said that the villagers would construct the road themselves if the authorities failed to do so as they needed a road.

“Only 31% of the Sinharaja forest is secure. The rest has been illegally taken over. The Land Reforms Commission and the Forest Department should be held accountable for allowing illegal activities and land encroachments. The road has been included in the Forest Department’s Sinharaja forest management plan and therefore is a part of the rainforest and the authorities should not permit any type of construction to take place in the reserve,” he said.

රත්නපුර දිස්ත්‍රික් සම්බන්ධීකරණ කමිටුවේ සභාපති රාජ්‍ය පරිපාලන හා ස්වදේශ කටයුතු පිළිබඳ ඇමැතිවරයා ජානක වක්කුඹුර මහතා කරන ලද ඉල්ලීමට සම්බන්ධ කාරණය අද රත්නපුර දිස්ත්‍රික්කයට පමණක් නොව රජයටත් මුළු රටටත් බලපාන ප්‍රශ්නයක් වී තිබෙනවා. එම නිසා කලවානේ ඉදිවන මෙම නව මාර්ගය සිංහරාජ රක්ෂිතයට අයත් ඉඩම මැදින් ඉදිවනවාද නැද්ද යන්න සභාව දැනුවත් කරන ලෙස රත්නපුර දිස්ත්‍රික් වන අඩවි නිලධාරීවරයාගෙන් ඉල්ලා සිටියේය.

රත්නපුර දිස්ත්‍රික් වන අඩවි නිලධාරී පාලම කුඹුර මහතා කලවාන පොතුපිටිය හරහා ඉලුඹකන්ද දක්වා ඉදි කරන මාර්ගය ඉදි කරනු ලබන්නේ ලෝක උරුමයක් වූ සිංහරාජ රක්ෂිතයට අයත් ඉඩම් කොටසේ නොවෙයි. 1994 වර්ෂයේදී ඉඩම් ප්‍රතිසංස්කරණ කොමිසමට අයත් මේ ඉඩම සිංහරාජ රක්ෂිතයට පවරා ගන්නා ලෙස ගැසට් නිවේදනයක් තිබුණත් මේ දක්වා පවරා ගැනීමක් සිදු කර නැහැ. ඉදිරියේදී පවරා ගැනීම් සඳහා කටයුතු කරගෙන යනවා. රත්නපුර දිස්ත්‍රික් පාර්ලිමේන්තු මන්ත්‍රී ජානක වක්කුඹුර මහතා විශාල මඩ ප්‍රචාර යවමින් කතා කරන පොතුපිටිය කැනිල්ලපිටිය ඉලුඹකන්ද දක්වා ඉදි කරන මාර්ගය ඉදි කරනු ලබන්නේ ලෝක උරුමයක් වන සිංහරාජ රක්ෂිතයට අයත් ඉඩම් කොටසේ නොවේ. මාර්ගය ඉදි කරනු ලබන්නේ පෞද්ගලික ඉඩමක ජනතාව පදිංචිවී සිටින කොලනිය හරහායි.

දිසා වන නිලධාරී මහතා පැවසූ පරිදි 1994 වර්ෂයේදී සිංහරාජ රක්ෂිතයට පවරා ගැනීමට ගැසට් කර තිබුණත් මේ දක්වා පවරා ගැනීමක් නොකර ඇති ඉඩමකද නොවෙයි. සිංහරාජ රක්ෂිතයට යාබදව පිහිටි (ලොලනියේ) පවුල් 60 ක් තේ වගා කරමින් ජීවත් වනවා. යන්න එන්න හරියට මාර්ගයක් නැහැ. දැනට ඉදි කරගෙන යන මාර්ගය කිලෝමීටර් 13.4 ක් දුරින් යුක්තයි.

මේ වන විට කිලෝමීටර් 10 ක් පමණ ඉදි කර අවසානයි. තව ඉදි කිරීමට තිබෙන්නේ කිලෝමීටර් 3.4 ක් පමණයි. පාර ඉදි කිරීම් ආරම්භ කළ මුල් අවදියේ විරුද්ධ නොවූ අය අද විරුද්ධ වීම පුදුම සහගතයි. මේ සම්බන්ධීකරණ කමිටු රැස්වීමට නව රත්නපුර දිස්ත්‍රික් ලේකම් එච්. බී. කමල් පද්මසිරි මහතා ඇතුළු රජයේ ආයතනවල නිලධාරීහු සහභාගි වූහ.

මේ වසරේ (2011) කලින් අපේක්‍ෂා කළාට වඩා සංචාරක පැමිණීම් ඉහළ ගොස්‌ ඇති බවත් ඒ අනුව මේ වසර අග වන විට සංචාරක පැමිණීම් ප්‍රමාණය අටලක්‍ෂය (800,000) ද ඉක්‌මවා යනු ඇතැයි ආර්ථික සංවර්ධන නියෝජ්‍ය ඇමැති ලක්‍ෂ්මන් යාපා අබේවර්ධන මහතා පැවැසීය.

මුලින් අපේක්‍ෂා කළේ 750,000 ක පමණ සංචාරකයන් පිරිසක්‌ පැමිණෙනු ඇති බව යෑයි ද නියෝජ්‍ය ඇමැතිවරයා කියා සිටියේය.

ඇමැතිවරයා මේ බව කීවේ පසුගියදා ඉන්ටකොන්ටිනෙන්ටල් හෝටලයේදී පැවැති ප්‍රවෘත්ති සාකච්ඡාවකදීය.

ශ්‍රී ලංකන් ගුවන් සේවාව මගින් රුසියාවේ සිට ශ්‍රී ලංකාවට සෘජු ගුවන් ගමන් ආරම්භ කිරීම පිළිබඳව කරුණු පැහැදිලි කිරීමට මෙම ප්‍රවෘත්ති සාකච්ඡාව පැවැත්විණි. 18 දා උදේ 5.55 ට කටුනායක ජාත්‍යන්තර ගුවන් තොටුපළින් රුසියානු සංචාරකයන් 40 දෙනෙක්‌ ශ්‍රී ලංකාවට පැමිණියේ රුසියානු ශ්‍රී ලංකා මංගල ගුවන් ගමන සනිටුහන් කරමිනි. මේ අනුව දිවයින ට පැමිණි සංචාරකයන් ද මේ ප්‍රවෘත්ති සාකච්ඡාවට එක්‌ව සිටීම විශේෂත්වයක්‌ විය.

2010 වසරේදී රුසියාවෙන් සංචාරකයන් 10278 ක්‌ ශ්‍රී ලංකාවට පැමිණ තිබෙනවා. මේ වසරේ අගෝස්‌තු මස අග වන විට රුසියානු සංචාරකයන්ගේ පැමිණීම අටදහස ද ඉක්‌මවා ගියා. රුසියාවේ මොස්‌කව් නුවර සහ ශ්‍රී ලංකාව අතර ආරම්භ වූ මේ නව සෘජු ගුවන් ගමන් සේවය නිසා රුසියානු සංචාරක පැමිණීම් ඉහළ ගොස්‌ 20,000 ක පමණ සංචාරකයන් පිරිසක්‌ මේ වසර අග වන විට රුසියාවෙන් පැමිණෙනු ඇතැයි අපේක්‍ෂා කරන බව ද නියෝජ්‍ය ඇමැති ලක්‍ෂ්මන් යාපා අබේවර්ධන මහතා කියා සිටියේය.

ඉදිරියේදී තවත් රටවල් සමඟ සෘජු ගුවන් ගමන් ආරම්භ කිරීමට නියමිත බව ද නියෝජ්‍ය ඇමැතිවරයා කීවේය.

Fire destroys over 40 acres of forest reserve

Wildlife officers brought under control a fire that broke out at Lihiniyagala Kanda in the Walapane Divisional Secretariat area on Wednesday evening.

The fire had destroyed almost 40 acres of the Lihinyagala forest reserve.

Meanwhile, another fire broke out near 1/20 culvert in the Endiriyawatta GN division in Hanguranketha which is next to Lihiniyagala around 2 pm yesterday.

STF busts timber racket in Teldeniya

The Special Task Force (STF) busted a timber racket in the Madawala area of Teldeniya and seized seventy nine 'Pihibiya' and 'Kududavula' logs.

It is believed the suspects were involved in the illegal activity for a considerable period of time. The value of the seized timber was yet to be ascertained.

The racket was busted by a team from the Ambakote STF camp led by SI M.J. Bandara under the directions of the Maskeliya ASP Rathepitiya.

The driver of the tipper which was transporting the logs was taken into custody during the raid. Following information gathered from the area and based on a tip-off the STF carried out the raid. The suspect along with the seized logs was handed over to the Teldeniya police and is to be produced before courts.

මේ පිළිබඳව වැඩිදුර පරීක්‍ෂණ පැවැත්වීමෙන් අනතුරුව මෙම මුහුදු කූඩැල්ලන් තොගය හා බෝට්‌ටුව රාජසන්තක කළ බවත් පුද්ගලයන් හතරදෙනාට රුපියල් තුන්ලක්‍ෂ පන්දහසක දඩ නියම කළ බවත් ඒ මහතා කියා සිටියේය. නියෝජ්‍ය රේගු අධිකාරි අනුර දිසානායක, රේගු අධිකාරි ප්‍රියන්ත සපරමාදු, සහකාර රේගු අධිකාරිවරුන් වන ඒ. එස්‌. බාලසූරිය හා බී. වී. මුදිත යන මහත්වරු විසින් මේ පිළිබඳ පරීක්‍ෂණ පවත්වන ලදී.

No animal sacrifices at kovil- Court rules

The animal sacrifice which was to be performed today at the Kali Kovil in Udappuwa, Arachchikattuwa was suspended on a court order yesterday (22). Puttalam Additional District Judge Mrs. I.D. Illangasinghe gave the restraining order after having considered a report filed by the Mundalama Police. OIC Mundalama Police IP Sujeewa Alawatta told court that he sought a court order restraining the animal sacrifice at the Udappuwa Kali Kovil to prevent any possible civil commotion.

Meanwhile, the Priests and the trusties of the Udappuwa Weera Badhrakali Amman Kovil had decided to abstain from following the age-old ritual of animal sacrifice and the offering of dana with meat to the devotees and said that they would instead offer a vegetarian meal to the many devotees who visit the Kovil.

The kovil authorities affirmed that their decision, taken on Wednesday (21) was not influenced by any threats but was a result of a discussion they had with police inside the Kovil premises. The spokesman also said that the police prevailed upon them on the legality of the animal sacrifice and that the priests of the Kovil in agreement decided to discontinue the ritual of animal sacrifice.

සංරක්‌ෂණය වෙනුවෙන් කැප වුණු ගවේෂක-විද්‍යාඥ කිහිප දෙනකු සමග සූරියකන්ද කෙළවරේ සිට ඉලුඹකන්ද දක්‌වා වූ කිලෝමීටර 34ක්‌ වූ මේ යෝජිත මුළු මඟ දිගේ ගමන් කිරීමේ අවස්‌ථාව මීට සති කිහිපයකට පෙර මට ලැබිණි.

මාර්ගය වැටී ඇත්තේ විවියන සහිත, හොඳින් වැඩුණු ප්‍රාථමික වනාන්තර කුට්‌ටි හා යළි ජනනය වෙමින් පවතින වනාන්තර කුටිටි හරහා ය. ඒ අතර තැනින් තැන වරින් වර ගිනිගැනීමෙන් හටගත් පතන තණබිම් දක්‌නට ලැබේ. හොඳ ප්‍රාථමික වැසි වනාන්තර කුට්‌ටි තුළ ඒ හෙවන ලබමින් වැවෙන එනසාල් වගාවන් මඟ දිගට ම දක්‌නට ලැබිණි. සූරියකන්ද කෙළවරට වන්නට මාර්ගය දෙපස සිංහරාජ කබනික කෘෂි සමාගම මගින් ඉදි කරන ලද අනතුරු හැඟවීම් පුවරු දක්‌නට ලැබුණු අතර අනවසරයෙන් ඇතුළු වන්නන්ට ඉන් අනතුරු හඟවා තිබිණි.

මුළු මාර්ගයේ ම පාහේ ගමන් කරන්නේ එක්‌ පසකින් නැඟෙනහිර සිජංහරාජය ද අනෙක්‌ පසින් බෙරගල-හඳපාන්ඇල්ල කඳු වැටිය ද මැදින් දිවෙන සුන්දර වූ නිම්නයක්‌ හරහා ය.

වැඩුණු ප්‍රාථමික වනාන්තර, යළි පුබුදින වනාන්තර හා තණ බිම්වලින් සමන්විත වන යෝජිත මාර්ගය වැටී ඇති මේ මුළු භූමි භාගය හෙක්‌ටයාර 1000ක්‌ පමණ වේ. ඒවා අයත් වන්නේ ඉඩම් ප්‍රතිසංස්‌කරණ කොමිසම යටතට ය.

2001 හා 2004 දී නිකුත් කළ ජනාධිපති නියෝග 2ක්‌, අගමැති හා කැබිනට්‌ මණ්‌ඩල නිර්දේශ යුගලක්‌ මගින් සිංහරාජය, නකල්ස්‌, ශ්‍රීපාද අඩවිය, කන්නෙලිය, නාකියාදෙනිය හා දෙදියගල ස්‌වාභාවික වනාන්තර යාබද සියලු රජයේ කැළෑ වන සංරක්‌ෂණ දෙපාර්තමේන්තුව යටතට පවරාගැනීමට නිර්දේශ කර තිබේ. මෙයින් 2004 දී නිකුත් කළ නිර්දේශය මඟින් නැඟෙනහිර සිංහරාජයේ ඉලුඹකන්ද (හෙක්‌ටයාර් 567), මෝනින්සයිඩ් (හෙක්‌ටයාර 55), ඇබරිෙµdයිල් වතු යාය (හෙක්‌ටයාර 191), හේස්‌ වතුයාය (හෙක්‌ටයාර 137), ගොන්ගල (හෙක්‌ටයාර 138) පවරාගැනීමට නිර්දේශ කෙරී ඇත. 2009 ජුලි 22 දින කැබිනට්‌ මණ්‌ඩලය මඟින් ද මේ තීරණය ගෙන ඇති බව දැනගන්නට තිබේ. නිර්දේශ නිකුත් කර වසර 10කට ආසන්න කාලයක්‌ ගෙවී ගියත් නිලධාරී යාන්ත්‍රණයේa අකර්මණ්‍යතා නිසා තවමත් මේ ඉඩම්වලට ලැබිය යුතු ආරක්‌ෂිත තැන ලැබී නැති බව පැහැදිලි ය.

මා හට දැනගැනීමට ලැබි තිබෙන කරුණු අනුව ඉඩම් ප්‍රතිසංස්‌කරණ කොමිසමේ සභාපති මෑතක දී වන සංරක්‌ෂණ දෙපාරතමේන්තුව වෙත ලිපියකින් ද සිංහරාජය අවට රජයේ කළෑ බිම්වලට සිදු වන නීති විරෝධී ක්‍රියා පිළිබඳ දැනුම් දීමක්‌ දී ඇති අතර සිංහරාජ වනාන්තරයේ ජෛවවිද්‍යාත්මක වැදගත්කම සලකා මේ ඉඩම් ඉක්‌මනින් පවරා ගැනීමේ වැදගත්කම සිහිපත් කර තිබේ. වන සංරක්‍ෂණ දෙපාර්තමේන්තු ආරංචිමාර්ගවල හැටියට මේ ඉඩම්වල මිනුම් කටයුතු මේ වන විට අවසන් ව ඇති අතර ඉතිරි ව ඇත්තේ පරිසර හා ස්‌වාභාවික සම්පත් අමාත්‍යංශයේ අනුමැතිය ඇති ව වන ආඥාපනතේ 38(අ) වගන්තිය යටතේ මේ ඉඩම් පවරා ගැනීම ය.

නැඟෙනහිර සිංහරාජ කොටසේ ඉතිරි ව ඇති වනාන්තර කුට්‌ටි කරුණු කීපයකින් වැදගත් ය. පළමුව කලින් ද සඳහන් කළ ජෛවවිද්‍යාත්මක වැදගත්කම ය. මේ ප්‍රදේශයේ සිදු කර ඇති අධ්‍යයන සංඛ්‍යාව ඉතා සීමිත නිසා එහි ජෛවවිවිධත්වය ගැන අප දන්නා තරමට වඩා නො දන්නා ප්‍රමාණය වැඩි ය. දෙවැනුව නැඟෙනහිර සිංහරාජයේ සිට ඊට සමාන්තරව පිහිටි බෙරගල හඳපාන්ඇල්ල කඳුවැටිය අතර ජීවීන්ට ගමන් කළ හැකි මංපෙත (කොරිඩෝව) වැටී ඇත්තේ මේ හරහා වීම ය. අන්තර්ජාතික රතු දත්ත පොතේ වඳ වීමට ආසන්න ලෙස නම් කර ඇති සත්ත්ව විශේෂ 12ක පමණ ගේ ලොව එක ම වාස භූමිය වන්නේ මේ පෙදෙසයි. එම ලේඛනය මගින් වඳ වීමේ අවදානමට ලක්‌ ව ඇතැයි හඳුනාගෙන ඇති තවත් සත්ත්ව විශේෂ 30කට අවැසි තීරණාත්මක නිවහන් සපයන භූමි භාගය වන්නේ ද මෙයයි. කුකුළේගඟට ජලය සපයන දෙල්ගොඩ ගඟේ පෝෂක පෙදෙස වන්නේ ද මේ වන බිමයි.

යෝජිත මාර්ගය ඉදි කැරුණ හොත් කුඩා පරිමාණ තේ වගා හා එනසාල් වගාව ශීඝ්‍රයෙන් ව්‍යාප්ත වී යනු ඇත. ඉතා මැතක දී ඉදි කළ එනසාල් සකස්‌ කිරීමේ වාඩි මාර්ගයේ සූරියකන්ද කෙළවරේ දී අපි දුටුවෙමු. සැලැස්‌මකින් තොර ව සිදු කරන පරිසර සංචාර ව්‍යාපෘති මේ සුන්දර පෙදෙස ආක්‍රමණය කිරීමට ඇති ඉඩකඩ අනෙක්‌ තර්ජනයයි.

සිංහරාජ රක්‌ෂිතය බඳු මාර්ග සංවර්ධන කටයුත්තක දී සිදු කළ යුතු පරිසර ඇගයීම් වාර්තාවක්‌ හෝ අඩු ම තරමේ මූලික පාරිසරික විමර්ශනයක්‌ වත් මේ මාර්ග වැඩසටහන ඇරඹිමට පෙර සිදු කළ යුතු බවක්‌ දැනගන්නට නැත.

සිංහරාජය ලෝක උරුම වන බිමක්‌ ලෙස නම් කෙරුණේ 1988 දී ය. ඒ මෙරට පරිසරවේදීන්, විද්‍යාඥයන්, පොදු ජනතාව කලක සිට කළ උද්ඝෝෂණයක අවසාන ප්‍රතිඵලය ලෙස සැලකිය හැකි ය.

සිංහරාජ වනාන්තරයට මුල් ම තර්ජනය එල්ල වූවේ 70 ගණන්වල තුනී ලෑලි මඟින් තේ පෙට්‌ටි හා ගෘහ භාණ්‌ඩ තැනීමට අරඹන ලද තෝරා ගත් ගස්‌ කැපීමේ (Selective logging) මඟිනි.

1983 වසරේ මහා වන සැලැස්‌ම මඟින් ඊනියා වන කළමනාකරණය මුවාවෙන් ඉදිරිපත් කර තිබුණු මෙරට ස්‌වාභාවික වනාන්තරය විනාශ කිරීමේ වැඩපිළිවෙළ දෙවැන්න විය.

සංරක්‍ෂණයට හිතැති ජනතාව ගෙන් එල්ල වූ ප්‍රබල විරෝධය නිසා එය හකුළා ගැනීමට සිදු වූ අතර ජාතික හා ජාත්‍යන්තර ව එල්ල වූ කරුණු සහිත ප්‍රබල විරෝධය නිසා මෙරට ස්‌වාභාවික වනාන්තර තුළ තෝරාගත් ගස්‌ කපා හෙළීම තහනම් කරන ලදී. එය අදටත් වලංගු ය.

මේ සංරක්‍ෂණ ක්‍රියාදාමය නිසා ම සිංහරාජයට විශාල ජනතා අවධානයක්‌ යොමු වූ අතර මෙරට ස්‌වාභාවික වනාන්තර අතර කිරුළ දරන වනාන්තරය ද එය වේ. සිංහරාජය පොදු ජනතාව ගේ සිත් තුළ තැන්පත් වූ වචනයක්‌ ව ඇත. මෙරට පාසල් හා සරසවි විද්‍යා අධ්‍යාපනයේ දී වනාන්තර සංරක්‍ෂණයේ වැදගත්කම විදහා දක්‌වන ලද මහඟු නිදසුනක්‌ වේ. සංචාරකයක්‌ සඳහා දොරටු විවර කිරීම මඟින් විශාල ආදායමක්‌ රජයට උපයා දීමට ද මේ වනාන්තර හැකි ව තිබේ.

සිංහරාජ වනාන්තරය යුනෙස්‌කෝවේ ලෝක උරුම වන භූමි නිර්ණායක යටතේ ලෝක උරුම වන බිමක්‌ ලෙස නම් කැරුණේ මේ ක්‍රියාදාමයේ කෙළවරක්‌ ලෙස ය.

යෝජිත මාර්ගය ඉදි කැරුණ හොත් එමඟින් සිංහරාජ වනාන්තරයේ පැවැත්මට එල්ල වන තර්ජනය අති විශාල වනු ඇත. මෙය හුදු හිතලුවක්‌ නො වේ. මෙරට ස්‌වාභාවික වනාන්තර ආශ්‍රිතව බිම් මට්‌ටමින් කටයුතු සිදු වන ආකාරය දන්නා අය හොඳින් ම දන්නා කරුණකි. අද සිදු වී ඇත්තේ නීති පොතෙන් ආරක්‌ෂාව දී තිබිය දී මෙරට ස්‌වාභාවික වනාන්තරයන්ට හතර වටින් ම තර්ජන එල්ල වී තිබීමයි. තේ හා එනසාල් සඳහා ස්‌වාභාවික වනාන්තර බිම් අල්ලා ගැනීම අද බහුලව සිදු වේ. ඊට අමතරව ගොඩනැඟිලි නිවාස ඉදි කිරීම, ශාක හා සතුන් ඉවත් කිරීම, ජල දහරා අපවිත්‍ර වන පරිදි කෘෂි රසායන භාවිතය සිංහරාජය වටා සැම දිශාවකින් ම සිදු වෙමින් පවතී.

මේ සිංහරාජ වනාන්තරය අප ගේ ජීවිත කාලය තුළ තර්ජනයට ලක්‌ වූ තෙවැනි වතාවයි. මුල් අවස්‌ථාවන් යුගලේ දී තර්ජනය එල්ල වූවේ ජත්‍යන්තර ආධාර ලැබූ ජාතික වැඩසටහන්වලිනි. මේ අවස්‌ථාවේ එය සිදු වන්නේ ප්‍රාදේශීය ප්‍රවණතා හරහා ටිකෙන් ටික ය. මේ ප්‍රදේශයට නිතර නො යන්නකුට එය පෙනෙන්නේ නැත. 1990 ගණන්වල දී ගුවනින් ලබාගත් වන ඡායාරූප සමඟ අන්තර්ජාලය හරහා මෑතකාලීන චන්ද්‍රිකා ඡායාරූප සංසන්දනය කරන්නකුට මේ වන විනාශයේ තරම වටහා ගත හැකි ය. සිංහරාජයේ කුඩව හා වාරුකන්දෙනිය ගම්මාන යුගල ආශ්‍රිතව සිදු වන නීතිවිරෝධි ක්‍රියා හර්ෂ පෙරේරා තම "සිංහරාජයේ සංරක්‌ෂණය" කෘතිය තුළින් පැහැදිලි කර ඇත. මගේ අත්දැකීම්වල හැටියට සිංහරාජයට ප්‍රධානතම තර්ජනය එල්ල වී ඇත්තේ තේ වගාව සඳහා ඉඩම් අල්ලා ගැනීම මගිනි. වන සංරක්‌ෂණ දෙපාර්තමේන්තුව සිංහරාජයට පැමිණෙන සංචාරකයන් කළමනාකරණයට වැඩි කාලයක්‌ හා ශ්‍රමයක්‌ වෙන් කරන නිසා දෝ මේ ක්‍රියා වැළැක්‌වීමට කටයුතු කරන බවක්‌ නො පෙනේ.

මේ මොහොතේ සිදු විය යුතු අත්‍යවශ්‍ය ම කරුණ වන්නේ නැඟෙනහිර සිංහරාජ පෙදෙසේ ඇති සියලු වනබිම් වහා ම ක්‍රියාත්මක පරිදි වනසංරක්‌ෂණ දෙපාර්තමේන්තුවට පවරා දීමට පරිසර අමාත්‍යංශය විසින් කටයුතු කිරීමයි. වන සංරක්‌ෂණ දෙපාර්තමේන්තුව විසින් නො පමාව කළ යුතු කරුණ වන්නේ සූරියකන්ද ආසන්නයේ සුදුසු බිමක අඩවි වන කාර්යාලයක්‌ ආරම්භ කිරීමයි. මුළු නැඟෙනහිර සිංහරාජය ම ආවරණය වන පරිදි බීට්‌ටු කීපයක්‌ ඇති කළ හැකි ය. ඉන්පසු ඒ මුළු භූමිය ම දැනට ඇති ලෝක උරුම වන බිමට යා කිරීමට කටයුතු කළ හැකි ය.

එසේ නො වුණ හොත් සිංහරාජයට ඇති ලෝක උරුම වන භූමි ස්‌ථානය නැති වී අවදානමට ලක්‌ වූ ලෝක උරුම භූමියක්‌ ලෙස නාමකරණයට ලක්‌ වීම බොහෝ දුරට සිදු වනු ඇත.

ශ්‍රී ලංකාවේ ඉල්ලීමක්‌ පිට සිරිපා අඩවිය, හෝර්ටන්තැන්න හා නකල්ස්‌ එක්‌ කොට තැනුණු මධ්‍යම කඳුකරය මෙරට දෙවැනි ස්‌වාභාවික පෙදෙසක්‌ ලෙස නම් කැරුණේ පසුගිය වසරේ ය. යුනෙස්‌කෝව ඊට එකඟ ව ඇත්තේ මධ්‍යම කඳුකරයේ වනබිම් සඳහා විධිමත් කළමනාකරණ වැඩපිළිවෙළක්‌ සකස්‌ කිරීමේ කොන්දේසි මත ය.

ඒ සැලසුම සකස්‌ වෙමින් තිබිය දී මේ වන විටත් නිල වශයෙන් පිළිගැනී තිබෙන මෙරට පළමු ස්‌වාභාවික ලෝක උරුමය විනාශ වීමේ තර්ජනයට ලක්‌ ව තිබීම බේදජනක ය.

නිලධාරි යාන්ත්‍රණයේ අකාර්යක්‌ෂ්මතාව හා බිම් මට්‌ටමේ නීති ක්‍රියාත්මක නො වීම මීට සෘජු ව ම බලපා තිබේ.

දෙනියායේ පනිල්කන්ද, අනින්කන්ද පෙදෙසටත්, මධ්‍යම කඳුකරයේ පිදුරුතලාගල, කඳපොල-සීතාඑළිය හා මීරිමාන වන රක්‍ෂිතයන්ට සිදු ව ඇති දේ ගූගල් අර්ත්හි මෑතකාලීන චන්ද්‍රිකා ඡායාරූප මගින් පැහැදිලි වේ.

මේ රටේ ඉහළ ම තැන් හොබවන බලධාරීන් සැම ගේ අනාගත පැවැත්මට වැදගත් වන තීන්දු ගැනීමට ප්‍රමාද වන තරමට සිංහරාජයට ද ඒ ඉරණම අත් වීම නොවැළැක්‌විය හැකි වනු ඇත. සිංහරාජය අප සැම ගේ උරුමයයි. එය රැක ගැනීමට පෙරට ඒම සැම ගේ යුතුකමයි.

Express train kills two baby elephants

Two baby elephants were knocked down by a Galoya bound express train from Tincomalee on Tuesday night (20). Wildlife Range Asst. J.A.V.Wijekumara said the two baby elephants were in a herd that crossed the railway line when the train was approaching.

However, other elephants had escaped unhurt. He said the two calves were about four years of age and males.

The Wildlife Officer said the wild animals in the Somawathie forest reserve were making a long trek across the railway line to the Kanthale tank to drink endangering their lives in this manner. The carcasses of the two calves were found lying on either side of the track.

Jayalalitha undertakes to have Koodankulam nuclear plant halted

NEW DELHI, September 21: Protesters demanding the scrapping of the Koodankulam nuclear power project called off their 11-day hunger strike on Wednesday after Tamil Nadu Chief Minister Jayaram Jayalalithaa agreed to get her cabinet to pass a resolution requesting the Government of India to halt the project.

"The Chief Minister has requested us to call off the fast and we are doing it now," SP Udhaya Kumar, Convener of People’s Movement against Atomic Power, spearheading the agitation, told reporters after his delegation met Ms Jayalalithaa in Chennai.

Jayalalithaa and her cabinet colleagues held discussions with representatives from Kanyakumari, Tirunelveli and Tuticorin in connection with the project at the state secretariat on Wednesday.

The breakthrough came after Minister of State in the Prime Minister’s Office (PMO) V Narayanasamy called on Ms Jayalalithaa to brief her on his visit to the protest site on Tuesday. The minister was rushed to the site by Prime Minister Dr Manmohan Singh as his emissary after the chief minister wrote to him, demanding that work on the project be suspended till the local residents’ fears are allayed over their safety.

Narayanasamy said Ms Jayalalithaa conveyed "certain message to the Prime Minister which I will convey to him." He also said he has conveyed to her a message from Dr Singh. The prime minister, now in New York to attend the ongoing UN General Assembly session, will take a final decision on his return home next week.

Udhaya Kumar said the chief minister assured his delegation that a cabinet meeting will be convened on Thursday to request the Centre to halt the project. The state government will seek an appointment with the Prime Minister for a meeting on the issue.

He said though the protestors promised to withdraw their indefinite fast, they will "continue to keep up the pressure on the government" to scrap the project, set to be commissioned in December, a decade after work on the Russian-aided 2,000 megawatt project began.

Thirteen power sets to arrive from China

Thirteen new power sets ordered from China by the Sri Lanka Railways will arrive in the country early next year.

The contract has been awarded to China South Locomotive and Rolling Stock Corporation Ltd.

The estimated cost for this is around Rs 11,900 million.

A Sri Lanka Railways spokesperson said the new power sets will include two luxury power sets to be used for tourist transportation.

Seven power sets will be used in the upcountry line while four other power sets will be deployed to improve the Kelani valley railway line.

“For the first time, we have planned to deploy these power sets for long distance operations including the upcountry service. They have been specially designed for long distance journeys with all facilities,” the spokesperson added.

“These power sets will provide a safe service to commuters while easing the morning and afternoon traffic,” he said. The main objective of importing these power sets is to enhance the train service in Sri Lanka by reducing travel time,contributing towards promoting tourism, uplifting the productivity of the railway service and providing a quality service to the commuters.

Wilpattu to become tourist paradise

The Wilpattu national park will become a tourist paradise in the near future, Agrarian Services and Wildlife Minister S. M. Chandrasena told the Daily News.

Around 150,000 acres has been identified under a proposal to develop the national park in parallel to the Deyata Kirula programme.

The ministry has drawn up a plan to construct 11 tourist bungalows and 15 ground camps close to the Modara Aru, Malwatu Oya and Kala Oya, he said.

Minister Chandrasena recently inspected four blocks in the Wilpattu site with the participation of Parliamentarian Ven Ellawala Medhananda Thera.

Around 100 archaeological monuments belonging to 2nd, 3rd, 6th, 7th and 9th century BC had been found in the Wilpattu national park. They have been ruined by treasure hunters and natural causes. Due to terrorist activities, the authorities have failed to launch any excavation projects to find sites of archaeological value.

The minister said steps have been taken to fulfil shortcoming to make it a top wildlife sanctuary in the world.

New biodiversity centre

A newly built biodiversity centre of the Kodigahakanda forest will be opened on September 25 by Kalutara district Parliamentarian Vidura Wickramanayeka.

The Kodigahakanda forest in the Olaboduwa North Grama Niladhari division in Horana Divisional Secretariat Division is to be declared as a sanctuary under the Forest Conservation Department. It is the first wildlife zone in the district. According to the studies carried out in the forest 133 varieties of plants, 71 bird species, 46 butterfly species, 16 fish species, 16 mammal species, 18 reptile species and 5 amphibians had been recorded.

This centre was built by the Mihithala Mithuro Environment Development Foundation and Kodigahakanda Conservation Community Foundation to conserve the biodiversity of the forest with the participation of the regional community.
