United Nations Educational, Scientific and Cultural Organisation (UNESCO) has called for a report from the Environment Ministry on allegations that a road is being built through the Sinharaja Forest Reserve endangering its natural habitat and eco system, a UNESCO official said yesterday.
UNESCO’s Sri Lanka National Commission Secretary General Preethi Viraj Perera told the Daily Mirror that UNESCO, which is the world body committed to protect and maintain world heritage sites, should have been informed about the plan to build the road.
He however commended Environment Minister Anura Priyadharshana Yapa’s prompt action to suspend the road construction amid protests by environmentalists and Forest Conservation Department (FCD) officials who threatened to take legal action if the road construction went ahead.
“Sri Lanka’s forest cover has dwindled sharply in the past few decades where the total land area of forests has come down to 20% from 40%, in the 1940s. Therefore, it is vitally important to protect the existing forest cover of which the Sinharaja forest reserve forms a major portion,” Mr. Perera said.
The Sinharaja Forest Reserve is a national park and a biodiversity nucleus in Sri Lanka. It is of international significance and in 1978 UNESCO designated it as a Biosphere Reserve and in 1988 a World Heritage Site.
“Sri Lanka's 26 endemic birds, the 20 species of rare and valuable plants are found here. Therefore it is extremely necessary to maintain the bio-diversity and status quo of Sinharaja,” Mr. Perera said.
However, certain groups in the area including the Imbulkanda Mihindutala Monastry Chief Incumbent the Rev. Wiharahene Dhammasiddhi Thera are of the view that the road was being built in an area which does not belong to the Forest Conservation Department.
He said there had been an old footpath from Suriyakanda via Bambumale and Baragala used by the residents to travel to and from Bambugala and Suriyakanda and that this part of the land that belongs to the Land Reforms Commission.
Meanwhile Central Environment Authority (CEA) Chairman Charitha Herath said officials from the Sabaragamuwa regional office and the Natural Resources Management Division were sent to the site of the controversial road construction their report was expected today.
“I will hand over an interim report to Minister Yapa today for further action. A full report will be submitted on Wednesday,” Dr. Herath said. (Sandun A. Jayasekera)

Huge land grab in Kalpitya with political backing
Some politically influential individuals are alleged to have grabbed 165 acres in a prime tourist location at Kalpitiya in Puttalam, opposition politicians and residents have claimed.
Some people allegedly operating with the backing of a deputy minister had allegedly grabbed some 165 acres out of a 444-acre block of state land. In addition a 25-acre block of private land had also been grabbed. It is learnt that they had then used forged deeds to sell some of the land to foreigners at Rs.3 million an acre.
When United National Party (UNP) MP Dayasiri Jayasekara raised this matter in parliament recently Land Minister Janaka Bandara Tennakoon vowed he would not allow this trend to continue and assured he would take action against those involved whatever their status might be.
The ministry had now instructed the area Divisional Secretariat to file action against the perpetrators.
A top ministry official told the Daily Mirror today that the ministry had no power to take legal action in this instance and as such the Alankuda Divisional Secretariat had been instructed to take whatever action necessary. He said action would also be taken against a licensed surveyor allegedly involved in surveying these lands for fragmentation.
“The land grabbing has been going on for months. Now, the Ministry is taking action against the wrong doers,” the official said.
Meanwhile, the CID is also investigating this case, but those affected claimed there had been no progress.
Shammi Silva, the owner of the private land, said he purchased the land at Rs.5.8 million when it was auctioned by a bank.
“When I went to take over the land, I realised they had been grabbed by some people with the backing of some politicians. A compliant was made to the CID. Investigations are now going on. My land has been blocked and sold off to six foreigners,” Mr. Silva said. (Kelum Bandara)

Lanka urged not to give Philippines elephant

An international animal rights group on Friday urged Sri Lanka to halt its plan to donate a baby elephant to the Philippines, saying the zoo where it would live is decrepit and doesn't have enough space for such animals.
Officials at the Manila Zoo, where the elephant is being sent, rejected the criticism, saying the facility has taken good care of another elephant from Sri Lanka since 1980.
Sri Lanka said Thursday it is donating the animal from a government-run elephant orphanage to mark 50 years of diplomatic relations between the two countries.
Manila-based People for the Ethical Treatment of Animals Asia sent a letter Friday to Sri Lankan Prime Minister D.M. Jayaratne, saying that sending an elephant to the Manila Zoo would "surely reflect poorly on Sri Lanka."
"If you care about elephants, you would never send one to the Manila Zoo to suffer for the rest of their life," the group wrote in the letter.
The group said the zoo's barren cement enclosure for its current elephant, named Mali, is about 72 square yards (60 square meters) and doesn't allow her enough "stimulation, room to explore, and everything else that is natural and important to her."
Ironically, PETA Asia also said that Mali is "cruelly denied socialization" at the Manila Zoo, though the group nonetheless objects to sending another elephant to join her.
The new elephant would be temporarily kept in a separate enclosure before being introduced gradually to Mali, said Agerico Sebastian, assistant director of the zoological division of the Manila Zoo, who added that he had no confirmation yet of the elephant's arrival.
Sebastian denied the group's allegation that the zoo was decrepit and said the elephant's enclosure was larger than PETA Asia's estimate, though he did not give a figure.
"We have given it sufficient nutrition, compared to what it would have in the wild, in the forest," he said. "It would not have lived this long if we did not take care of it."
Jayaratne's office had no immediate comment about the letter.(AP)

Rail track to be extended to Nuwara Eliya

Plans are afoot to extend the railway track to Nuwara Eliya from Nanu Oya. Transport Minister Kumara Welgama said yesterday that work would begin as soon as the relevant surveys and the funding are lined up. He was positive that the proposed seven-kilometer extension would benefit holiday makers, both foreign and local, traveling to Nuwara Eliya.
Minister Welgama told The Island that he visited the Nanu Oya railway station recently. It was being modernized. He had instructed railway officials to attend to several shortcomings at the station. As things stand, the Podimenike train, which leaves Fort railway station does not go beyond Nanu Oya.
He added that at present the Nanu Oya station collects about Rs.75,000 per day in revenue, primarily from 300 to 400 baskets of flower entrusted to it for transport to various parts of the country.
Minister Welgama said that he also instructed railway officials to ensure that the station had modern facilities.

The Dole Banana Project

Developments regarding the above have received several adverse responses in the press. Notable among them, which aptly summarise the indignation caused, are by Saradha Mohan Kumar in "The Sunday Times" of 22 August, quoting Mr Ravindra Kariyawasam, National Coordinator of the Centre for Environmental Studies, and the article by Tisaranee Gunasekera in the "Sunday Leader" of 11 September as also several in "The Island". It is impossible to deny the legitimacy of their concerns. The grounds of unwarranted secrecy, (in fact, many became aware when neatly presented bananas began to appear on Supermarket shelves), infringement of legal requirements, side-stepping of relevant Institutions , violation of sanctuaries, virgin forests and temple lands are certainly dangerous and irresponsible actions.
The over-riding opposite argument, almost equally compelling, would be that investment by an important multinational (FDI) is commercially very attractive to the country. Also,that the need to act swiftly and decisively, in order not to miss such a good opportunity, warrants actions dictated by special circumstances. The proven lethargy and inefficiencies of State sector Institutions may provide some justification for the short cuts taken. This may be why certain local companies with good track records have chosen to become associated.
Since these matters may become a subject of litigation, they may be set aside for the present . However, certain other facts would be of interest to the discerning reader.
Banana is the largest fruit crop in World commerce, both in tonnage and value.It surpasses citrus, pineapple and apples. Four giant multinationals, with Dole as the leader control some 85 % of World Banana trade. The Dole Company is also the largest fresh fruit producer and accounts for a quarter of the World market for bananas The annual value of fresh fruit exports by Dole is reported to be about 4.76 Billion US Dollars.
The massive value to the companies, of export bananas have led to what is known as "the Banana War". Understandably, the ethics and practices of the giants have come under critical and justifiable scrutiny, not least among rival producers. The record is particularly black in respect of labour exploitation, environmental harm, social disturbance and interference in the politics of countries of presence. Dole is no exception! One should be mindful that the phrase "banana republic" often conjures up pictures of exploitation, dictatorships, corruption and popular misery. Along with the great advantages arising from links with giants, there are also attendant perils.
There are well known and self-evident hazards of large scale monoculture export crops.Against this, the advantages of introducing a product with a proven foreign demand, superior technology and a step in diversifying our export agriculture are obvious advantages to Sri Lanka.
Prudence would recommend a careful and informed assessment of the pros and cons. A primary question would be, what are the reasons for the apparently new found interest in our country for growing bananas by a multinational?
A look at the recent history of commercial banana cultivation would be instructive.A variety of banana suitable for the export trade must have certain recognised attributes. Prior to the 1960’s, the variety of choice on almost all commercial plantations was one called Gros Michel. The major centres of production were the Central and South American, South East Asian and Northern Australian regions. Bananas however grow in a large number of Tropical countries but mainly satisfy important local needs (as in Sri Lanka) Particularly since the early 1960’s, plantations in South East Asia were devastated by a disease called "Panama Disease" or "Fusarium Wilt". It is caused by a fungus Fusarium oxysporum ssp Cubense which invades the roots and rapidly causes death of the plant and because of its ready dissemination through infected suckers, contaminated implements and irrigation water, dramatically destroyed entire plantations. It was not amenable to control and the feasible choices were to use resistant cultivars or move to uninfected areas. Fortunately, at this time, a resistant cultivar, called Cavendish, with fruit qualities similar to the susceptible one, was available as a swift replacement. Unfortunately, the comfort was short-lived, the fungus developing a new fungal strain (called Tropical Race 4) which is highly infective. It has already destroyed plantations in Asia (Malaysia and Indonesia) and has made its appearance in Northern Australia. Although not yet into South and Central America, this is considered only as a matter of time. This has led the large players in the banana trade, to whom the crop is of enormous importance, to look for new areas of cultivation as a suitable resistant variety is not available this time round.
The danger to us is that should the fungus take hold, most local varieties will also be susceptible - judging from experiences elsewhere. It is also conceivable on the other hand, that local varieties already harbour fungal strains that would be devastating to the new introduction Cavendish. This could be one reason why Dole prefers to move into areas in the island with no existing widespread banana cultivation. This naturally involves intrusion into reserve or other sensitive areas.
Genetically uniform and monocrop cultivations, are for well known reasons, extremely hazardous in the event of disease outbreaks. Commercial banana plantations are raised from tissue-cultured progeny. While these initially (in the flasks), are almost certainly sterile, they could be infected during the period of "field hardening" or once installed in their final site. A virulent fungal strain will be a dramatic disaster.
Even if local varieties possess desirable resistant traits, it is very possible that a large commercial enterprise, by offering attractive incentives, could wean cultivators into a monoculture system. Older readers may recall how local varieties like "Suwandel" have all but disappeared.
Commercial banana plantations attract massive use of hazardous pesticides, which are often aerially sprayed. The potential dangers to humans, wild life, livestock and other crops are high.
Some time ago, there was a proposal to introduce commercial plantations of the "Kew" (kos annasi) variety of pineapple (possibly on account of its barrel shape for ease of canning). Had this happened, we may have lost for ever the universally favoured "Mauritius" (Murusi) form as growers would have been tempted to change by a higher price on offer.
As far as Sri Lanka is concerned, vigilance to avoid ecological damage, especially by large scale use of agrochemicals and the extinction of indigenous varieties (ie banana diversity) should be actively and continuously exercised.
Application of due caution and an urging of informed judgment must not be misunderstood for troublesome meddling or sabotage. On the other hand, it would be a dereliction of duty, if trained scientists do not air their concerns in a venture of this magnitude. "Prophets of doom," or "voices of caution" - the choice is with those who are charged with the powers of decision.

Construction of reservoirs has started, filling of marshy land have been stopped and proper drainage systems to flow water are being built, he said addressing a meeting at Horana Thursday.
The Asian Development Bank funds six billion rupees for this.
The Minister said during the past few months lightning has claimed 30 lives, over Rs 300 million of property has been damaged, hundred of persons have become handicapped.
As Horana in the Kalutara district has reported the highest number of lightning incidents, it has been selected to launch the first lightning awareness programme," he said. According to the recommendations of the appointed committee, steps have been taken to provide the Meteorological Department with modern technology and to launch a national programme on dangers.

Strange white Langur found in Lanka

A team of Sri Lankan researchers has discovered a strange white Langur monkey in the rain forests of Southwestern Sri Lanka.

New colour morph
This is a new colour morph of the purple faced leaf Langur (Semnopithecus vetulus) which is endemic to the island.
The research team included Galle Wildlife Conservation Society's Madura A de Silva and Nadika C Hapuarachchi, and Nations Trust Bank Primate Conservation Project's P A Rohan Krishantha. The team has discovered over 30 monkeys of this new colour form in 14 troops. The new colour morph was named as the Galanthus (snow white) colour morph. Galanthus colour morph was observed among troops mainly from rain forests and rain forest associated habitats.
"Sri Lanka has four subspecies of the purple faced leaf langur from four different geographical zones. The new colour morph belongs to the Southern purple faced leaf langur (Semnopithecus vetulus vetulus)," said Hapuarachchi.
According to researchers, all white individuals had black naked parts of the face and beige to ashy brown crown hair. None had red eyes and body and limbs were white, sometimes with ashy patches. They have identified adults, juveniles and infants of both sexes of this new colour morph.
The researchers also observed that most rain forests, in which these individuals are observed, are adjoining commercial lowland tea plantations and tea smallholders. Therefore, the encroachment of rain forest by tea cultivations has been a major issue related to the Galanthus colour morph.

Minister orders halt to road project

Environment Minister Anura Priyadarshana Yapa has ordered to immediately halt the construction of the road through Ilumbakanda forest adjacent to the Sinharaja World Heritage rain forest site, which is the subject of much controversy.
The minister soon after his arrival to the country after participating in the UNHRC meeting in Geneva paid prompt attention to this matter and ordered all parties involved in this road development project not to proceed with it.
He had taken this decision after examining that the proposed road segregates the illumbakanda forest reserve which is linked with the Sinharaja forest reserve, and this endangers the rich biodiversity of the forest. The minister has also directed the Forest Conservation Department (FCD) Conservator General to formulate the gazette notification and the Cabinet paper to take over the forest land belonging to the Land Reforms Commission to the FCD.
This action as pointed out by environmentalists is a long overdue and much awaited initiative.
The initial proposal was presented in 2004 by Minister Anura Priyadarshana Yapa when he was the Plantation Industries Minister.
The proposed 6km road was planned from Ilumbakanda to Suriyakanda to join Kalawana and Kolonna electoral seats. Many environmental activists expressed their strong opposition to this project and the Conservator General had given directions to halt the project. This matter was brought to the notice of the Minister and he had decided to take stern action against the persons involved in this project.

Chandrasena passes the buck - Clearing of forest for banana growing

Agrarian Services and Wildlife Minister S. M. Chandrasena yesterday said the area being cleared by a US multinational company in the Somawathiya National Park for banana cultivation came under the purview of the Livestock Development. "This was an area isolated for more than 30 year and my ministry has no control over the land," he added.
Chandrasena warned that if anybody encroached on land belonging to the Wildlife Department, he or she would be severely dealt with under the Fauna and Flora Act Ordinance.
Environment Conservation Trust (ECT) President Sajeewa Chamikara told The Island yesterday nearly 5,000 acres of the Somawathiya National Park were being cleared for a large scale banana plantation.
He said the large scale clearing of forest was carried out in Kandakaduwa in Welikanda Divisional Secretariat area of the Polonnaruwa District with the help of heavy machinery.
Nearly 600 labourers were employed to clear the Wet Villus, Dry Evergreen Forests and Riverine Forests from the Kandakaduwa canal to the Mahaweli River, Chamikara said.
According to ECT, clearing of the Somawathiya National Park is done by ‘Letsgrow (Pvt) Ltd.’ which is the Sri Lankan partner of the ‘Dole Food Company’ of California. ‘Letsgrow’ is owned by two of our former leading cricketers, Pramodya Wickramasinghe and Muttiah Muralidaran. They have acquired the lands being cleared from the Sri Lanka Army.
Chamikara said that the land had been in the custody of the Army since it was liberated from the LTTE.
Instead of being vested in the Wildlife Conservation Department, it was being cleared for banana cultivation, Chamikara said.
ECT says even the Wildlife officials don’t have access to the forest being cleared.
"Somawathiya National Park, its floral and faunal legacy, Mahaweli River and the Kandakaduwa canal face a grave threat due to pesticides and chemical fertilizers that will be used on the banana plantation and the livestock farm in the future," he added.
Somawathiya was declared a National Park through the Gazette Notification bearing No. 417/5 of 02nd September 1986 published under the Fauna and Flora Protection Ordinance. Later, another forested area of 16,589 hectares was incorporated by Gazette Notification bearing No. 453/30 dated May 9, 1987. Hence, the total area of the National Park is now around 37, 645 hectares.
The ECT President said illegal operations were being carried out in contravention of sections 5 and 6 of the Fauna and Flora Protection Ordinance as Amended by Act No. 22 of 2009. According to the Act, entering a National Park without permission, clearing and plantation are non-bail able offences.
"We warn in advance that if the Wildlife Department does not take necessary action to remove these plantation activities, the entire National Park will be destroyed by multinational and their local agents, Chamikara added.

Sri Lanka is to donate a baby elephant to the Philippines to mark the golden jubilee of bilateral relations between the two countries.
Acting Media Minister Lakshman Yapa Abeywardena told journalists in Colombo yesterday that the Cabinet of ministers had approved a proposal by Prime Minister D. M. Jayaratne to donate a baby elephant from the Pinnawela Elephant Orphanage to the Manila Zoo.
A recent official survey of Sri Lanka’s elephant population indicated that it was growing at a healthy rate and had reached 5,880.
The Cabinet, he said, also decided to commemorate World Habitat Day on October 3, this year.
Since 1986, the first Monday in October had been declared as World Habitat Day, Abeywardena said adding that the objective was to draw the attention of all stakeholders to problems pertaining to housing and settlements with a view to finding solutions.
A Memorandum submitted by Environment Minister Anura Priyadbarshana Yapa, to launch this year’s National Tree Planting Programme -’Deyata Sevana’ on November 15, from ‘Ranaviru Upahara Sandahiruseya’ in Anuradhapura was also approved by the Cabinet, he said.
Abeywardena, said that the tree planting programme will be implemented in collaboration with all Ministries, Departments, Corporations, Statutory Boards, Provincial Councils, ocal Authorities and District and Divisional Secretariats.
Among the other decisions taken, he said, was to conduct the National Health Week from October 3 to 9.

විදුලි මීටර් වෙනස් කිරීම, කොකු භාවිත කර විදුලිය ලබාගැනීම ආදී සිදුවීම් දෙසිය අටක් අගෝස්තු මාසයේදී වාර්තා වී ඇති අතර මෙවැනි වැටලීම් වලින් මණ්ඩලය ඉහත ආදායම උපයා ඇත. අගෝස්තු මාසයේදී වාර්තා වී ඇති සිදුවීම්වලින් 189 ක් වංචා සහගත ලෙස මීටර් සකස් කොට විදුලිය ලබා ගැනීමේ සිදුවීම් වේ. දහනවයක් කොකු යොදා ගනිමින් අයථා ලෙස විදුලිය ලබා ගැනීමේ සිදුවීම් බව ලංකා විදුලිබල මණ්ඩලය පවසයි. වංචනික ලෙස විදුලිය ලබා ගැනීම් හේතුවෙන් විදුලි බල මණ්ඩලයට වාර්ෂිකව විශාල මුදලක් අහිමි වන අතර මෙවැනි පුද්ගලයන් නීතියේ රැහැනට හසුකර ගැනීම සඳහා දායක වන ලෙසද විදුලිබල හා බලශක්ති අමාත්යාංශය පවසයි.

බලාගාර ප්රදේශවලට අධික වැසි

මධ්යම කඳුකරයේ ජල විදුලි බලාගාර පෝෂක ප්රදේශවලට දින කීපයක් තිස්සේ ඇදහැළෙන අධික වර්ෂාවත් සමග මාවුස්සාකැලේ හා කාසල්රී යන ජලාශවල පහත බැස තිබූ ජල මට්ටම ශීඝ්රයෙන් ඉහළ නඟිමින් පවතී.
ඉකුත් 22 වැනිදා සිට පැවති වර්ෂාව නිසා සති තුනක කාලයක් තුළ මාවුස්සාකැලේ ජලාශය අඩි 10.05 ක ප්රමාණයක් පිරී ඇති බවත්, ලක්ෂපාන ජල විදුලි බලාගාර සංකීර්ණයේ උසස් නිලධාරියෙකු පැවසීය.
ජාතික ජල විදුලිබල පද්ධතියට අයත් ලක්ෂපාන, නව ලක්ෂපාන, කැනියොන්, විමලසුරේන්ද්ර, පොල්පිටිය යන විදුලි බලාගාර සඳහා ප්රධාන වශයෙන් ජලය සැපයෙන්නේ මාවුස්සාකැලේ හා කාසල්රී යන ජලාශ දෙකෙනි.

ගාලු මුවදොර පිටිය පසුගිය 2010 පෙබරවාරි 23 වැනිදා වරාය සභාපතිවරයා විසින් එම සමාගමට එහි නඩත්තු කටයුතු පැවැරූ බව එම සමාගමේ සභාපතිවරයා ලෙස කටයුතු කරන ප්රසන්න කලුතරගේ මහතා සහ අධ්යක්ෂ සුසන්ත විජේතුංග මහත්වරු පවසති. ගාලු මුවදොර පිටියේ ආදායමින් ශ්රී ලංකා වරාය අධිකාරියේ ක්රීඩා සමාජයේ අත්යවශ්ය පුරප්පාඩු පවතින ක්රීඩා සඳහා රැකියා විරහිත ජාතික කණ්ඩායම නියෝජනය කරනු ලබන ක්රීඩක ක්රීඩිකාවන් පස් දෙනකු සඳහා දීමනා ගෙවනු ලබන බවද ඔවුහු පවසති.

දේශීයව නිෂ්පාදිත ‘මිරකල්’ නමැති නව ඩීසල් වර්ගයක් නිපදවා ලීටරයක් රුපියල් 60 ක් වැනි අඩු මුදලකට ශ්රී ලංගම බස් රථ ධාවනය සඳහා ලබාදීමට ඊයේ (14) ගිවිසුමකට එළඹිණි.
මේ සඳහා වූ ගිවිසුමට අස්සන් කිරීම මිරකල් ලංකා පුද්ගලික සමාගම හා ප්රවාහන නියෝජ්ය ඇමැති රෝහන කුමාර දිසානායක මහතා අතර ප්රවෘත්ති දෙපාර්තමේන්තුවේදී සිදුකෙරිණි. මෙහිදී අදහස් දැක්වු නියෝජ්ය ඇමැති රෝහන කුමාර දිසානායක මහතා ඩීසල් සඳහා ලංකා ගමනා ගමන මණ්ඩලයට රුපියල් ලක්ෂ දෙසිය දහයක මුදලක් දිනකට වැය වෙනවා.
ශ්රී ලාංකීය සමාගමක් මිරකල් නමින් දේශීය ඩීසල් වර්ගයක් නිෂ්පාදනය කොට සියයට විස්සක් අඩුවෙන් ලබාදීමට සමත්වී තිබෙනවා. ජලය, ඩීසල් සහ වෙනත් රසායන ද්රව්ය එකතුකොට නිෂ්පාදිත මිරකල් ඩීසල් ලංගමට හා දුම්රිය ධාවනය සඳහා ලබාදීමට කැමැත්ත පළකොට තිබෙනවා. එවැනි ආයතනයක් අඩු මිලට ඉන්ධන ලබාදීමට ඉදිරිපත් වීම අප අගය කළ යුතුයි.
මිරකල් ලංකා පුද්ගලික සමාගම ලබාදෙන ඉන්ධන ලංගම ඩිපෝ කිහිපයක තිබෙන බස් රථ සඳහා යොදාගෙන නියමු ව්යාපෘතියක් ලෙස භාවිතා කරනවා. එසේ බස් ධාවනය කිරීමේදී බස් රථවල එංජින්වලට කිසිදු හානියක් නොවන බව අදාළ සමාගම වසර ගණනාවක් කළ පරීක්ෂණවලින් හෙළිවී ඇතැයිද පවසනවා.
ලංගම ඉංජිනේරුවන්ගේ පරීක්ෂාවට ලක්කොට එංජින්වලට හානියක් නොවන්නේ නම් එම සමාගම සතු ඉන්ධන භාවිතයට එක්කරනු ඇතැයි පැවැසීය.

Oral health of majority of Lankans poor

'There is one dentist for every 14,000 Sri Lankans and 16,000 Sri Lankans have the service of one dentist from the state sector.
'However, 40 percent of children under 12 suffer from tooth decay. Another 77 percent are afflicted with gum diseases. Ninety percent of persons above 35 have dental and gum problems. This is due to lack of awareness and ignorance, Acting Health Minister Lalith Dissanayake said.
He was addressing World Oral Health Day held at Health Education Bureau, Colombo yesterday.
Acting Minister Dissanayake said that according to WHO standards, a person at the time of death due to old age should have at least 20 teeth but in Sri Lanka 22 percent of elders who die do not have even a single tooth in their mouths.
'This is because of ignorance and lack of awareness about dental hygiene. Some media advertisements mislead the public. All should brush teeth at night before going to bed.
'A lot of schoolchildren are already addicted to sweet drinks and various sweetmeats. They eat excessive sweetmeats and drink sweet drinks. They should have been given fresh fruits instead of sweetmeats and sweet drinks.
'It is the responsibility of the parents. People are scared of dengue because they can die from dengue but they are not scared of dental problems. Therefore oral and dental problems exist in society like an iceberg, the acting minister pointed out.
According to statistics presented during the seminar 20 percent of male cancer patients in Sri Lanka suffer from oral cancer and it is the number one cancer among males.
Breast cancer is number one among females. Everything used for chewing betel (arecanut, tobacco and lime) cause oral cancer. Use of alcohol and smoking also cause oral cancer.
'People should consult a dentist even when they face a minor accident which cause minor damage or pain in the teeth to avoid future complications. Sportsmen should always wear 'safety wear' to protect their teeth.

Dengue decreases by 50 percent

The number of dengue cases has decreased by fifty percent during the last two months. The spokesman for the Health Ministry said yesterday that the highest number of cases had been recorded during the months of June and July – 3,471 and 4,774 respectively and attributed to the reported decrease in the incidence of the disease to successful dengue eradication programmes.
Dengue would have reached an epidemic level if timely action had not been taken, he said.
The Epidemiology Unit recorded 6,950 cases between January and the second week of September in the Colombo District while the total number of cases reported from the Colombo Municipal Council area, within the same period, was over 2,320.
The second highest number of over 2,600 recorded within the first eight months of this year was from the Gampaha District. The spokesman said that the total number of deaths recorded from January till the second week of September had been 124.
However, carelessness on the part of the public was one of the main causes for the high number of cases. They had been advised to seek medical assistance from a government hospital if they had fever for more than two days, the Health Ministry Spokesman said.
Responding to a question, the spokesman said that Sri Lanka had sufficient experience in managing dengue - adequate for it to be able to deploy a medical team to assist Pakistan in battling dengue.
An eleven-member team of doctors including paediatricians were dispatched to Punjab, Pakistan on Tuesday (13) to assist in dengue management.

Sustainable Agriculture as moral obligation and strong medium for reconciliation

The insights acquired leads invariably to one conclusion. National reintegration without which there can be no movement for all communities of this country has to give Food and Agriculture a central and pivotal position. Food security, food availability and cheap and "clean" food will ensure economic and social stability. It will bring with it meaningful employment. Moreover, from a global perspective, it will help in reducing the Carbon Footprint. All these factors are relevant to the entire country. It is of paramount importance for the process of development and interaction in and with the Northern and Eastern Provinces.
Promoting Sustainable Agriculture is a moral obligation. It is a programme for ensuring Food Security for a world where over one billion go hungry everyday and where the spectre of climate change and its implications haunt us. In Sri Lanka, what better way is there for reconciliation and rehabilitation than this point of entry. This is why Sustainable Agriculture remains the strongest medium for Post War healing in Sri Lanka.
This article is based on insights gained through work with LTTE detainees and with villages in the Northern and Eastern Provinces and elsewhere in Sri Lanka.

Making the North a granary once again
As resettlement commenced in the North, the government came up with two programmes, "Uthuru Wasanthaya" and Nagenahira Navodaya". The Government also launched "Api Wawamu, Rata Nagamu" (we grow and develop the country), "Gama Naguma" (develop the village). The infrastructure of the two provinces has improved. Agriculture is once again beginning to flourish. With the Yal Devi being extended to Jaffna, the Northern Province will again have its rightful place as one of the granaries of the country. Now with resettlement progressing a new culture of empowering will have to evolve to make the villages major partners in the development of the post war period.
Prior to the conflict, the livelihoods of the farmers were dependent upon agriculture based on traditional practices. Cow dung, Adathoda vasica and tephrosia were important to improve soil fertility. Farmers used their own seeds through a process of selection which guaranteed quality. Mixed cropping was a dominant feature of their traditional agriculture. They grew perennial crops like coconut, mango and semi perennial fruit crops like banana. In addition different kinds of yams such as Amorphophillus (elephant foot yam) and Diascoria, vegetables and green leaves were raised in the home gardens and farms. Livestock too had been integrated to their farming system. These agricultural practices helped maintain soil fertility and soil moisture and provided a year round income. The commercial crops cultivated were red onions, potato and chillies for which artificial fertilizer was used.
War has destroyed the homesteads of the returnees. The government is making all efforts to settle them in their original villages but there is an acute shortage of funds to purchase inputs and implements to commence agricultural activities.
The homesteads have been provided with seeds but since the seeds provided are hybrid varieties, purchases of seeds have to be made for every new crop. This recurring expense is an added burden to the returnees. Moreover, the hybrid varieties are fertilizer responsive and involve high production costs.
The Mahathma Gandhi Centre, MONLAR and the Bio-Energy Association
Two movements, MONLAR and the Mahathma Gandhi Centre in Colombo together with the Bio Energy Association of Sri Lanka have made some progress to study and introduce sustainable agricultural practices.
There were two initiatives which need special mention. The first was a training programme on sustainable agricultural practices which was organized for LTTE detainees in Kandakaduwa in Polonnaruwa district.
There were 12,500 detainees under the Commissioner General of Rehabilitation in 2010. Out of them 2,500 were women. Around two thirds of them had expressed their willingness to receive training in agriculture. Out of the 700 detainees at Kandakaduwa camp, 200 were initially trained and 60 out of them were selected and provided intensive theoretical knowledge as well as practical training to work as trainers. What was mapped out was to start agricultural activities in the villages after the returnees got back to their homes. The International Organisation for Migration (IOM) also participated at the training sessions and agreed to support the detainees once they returned to their areas of original residence.
The training provided to detainees was carried out at the request of the Commissioner General of Rehabilitation and the initiatives of the Mahathma Gandhi Centre. Green Movement of Sri Lanka also provided assistance. The armed forces were also very helpful in promoting the programmes.

1. The prevailing problems of agriculture in Sri Lanka
High production cost, price fluctuation in the market, depletion and deterioration of natural resources like land and water, water pollution, health related problems such as blue baby syndrome and renal failures that are the consequences of using excessive chemical fertilizers and pesticides. Alternatives proposed were sustainable agricultural practices, the principles of which were explained; need for preservation of indigenous seeds; cultivation of mixed crops and its significance. In addition, concepts like Farmer Organizations, farmer to farmer technology transfer, Farmer Cooperatives and farmers’ rights were also explained to them.
1.1. Practical Training – This included several components. Land in all the districts in the Northern Province are either flat or undulating with a gradient of 4 %. However, Kandakaduwa farm comprises of rolling to undulating land as well as flat lands and valley bottoms. The rehabilitees were trained how to develop land taking in to considerations these differences. They were trained how to construct graded contour bunds or contour bunds using A frame. They received training on construction of drains, to drain excess water in flat lands; establish stone bunds; lock and spill method for arresting soil erosion and for soil moisture retention. Also to avoid ground water depletion and thereby maintain water levels in wells etc. Finally, they were made further aware of the need for construction of small ponds to keep drainage water stored in them and use them for crop cultivation during dry spell. In addition, technologies like mulching that help retain surface soil moisture, arrest soil erosion, improve soil fertility and maintain organic matter content of soil as well as increasing the functioning of micro organism in soil were also explained and discussed.
2. Soil fertility improvement
For this purpose indigenous cattle are essential. Urine and cow dung of these animals play and important role in soil fertility improvement.
a. Compost Preparation
a. For preparing compost, green leaves (especially Gliricidia and grasses) and dried leaves, are chopped in to small pieces and mixed with cow dung in liquid form and then ground. Water is then sprayed from time to time. They are also mixed with fertile top soils from the jungle and mixed together with water and chopped further in to smaller pieces. After mixing, they are heaped together to take the form of a box and oriented towards East-West and then covered with grass or straw. The materials decay within a short period and can be used as compost after a period of 4 weeks.
b. The waste from the kitchen left in live cages for decaying can also be used as compost. For this purpose, cages are made from the Gliricidia sticks and compost can be obtained from the cage bottom opening.

Public Relations Minister Mervyn , along with a group of Kelaniya Pradeshiya Sabha members, at day break yesterday visited the Munneswaram Bhadrakali Kovil in Chilaw and rescued more than 1,000 animals, mainly goats and poultry, from being sacrificed.
The animals thus saved were transported in lorries and tractors to a government farm in the area.
A large number of people, who flocked on either side of the road to witness the episode, congratulated the Minister for saving the lives of those animal.
The members of the public said that the government should never allow animal sacrifice in this country for any purpose by anyone.
Although animal sacrifice has been banned in the country on a Cabinet decision, the practice continues unabated though illegal, Ven Medagama Dhammananda said.
The prelate said that on June 24, 1979 a Cabinet decision had been taken to this effect and the ban had been strictly enforced from January 16, 1980.
"At a time the country is celebrating the 2600th year of Sambuddhathwa Jayanthi, all of us have a duty see that animal sacrifice and torture and killing of animals is stopped," he said.
Ven. Aparekke Gunaratana said that around Rs 30,000 is being charged from a person for an animal sacrifice by the priests at those kovils and the government should stop the practice forthwith.

Colombo-Katunayake Expressway nearly half complete

Nearly 45 percent of the work, on the long awaited Colombo-Katunayake Expressway (CKE) project, has been already completed. The rest of the work is progressing expeditiously, Ports and Highways Deputy Minister Nirmala Kotelawala said.
He said that the length of the expressway would be around 25.8 Kilometres, starting from the New Kelani Bridge and ending at the Airport Access Road at Katunayake.
The expressway is expected to be completed by the first quarter of 2013 with financial assistances from the Chinese Government. The total estimated cost for the project is US$ 292 million, Kotelawala said.
It is estimated that upon completion of the Expressway, commuters could travel from Colombo to Katunayake in 20 minutes.
CKE has four interchanges, the first at New Kelani Bridge, second, third and last at Peliyagoda, Ja-ela and at Katunayake.
The Expressway will have 40 bridges and 88 culverts. The construction of 27 bridges and 50 culverts has already been completed.
He also said that a 480-metre-long Flyover will be built near the Ceylon Fertilizer Corperation at Hunupitiya and another will be built from the Katunayake junction to the airport. Two roads will also be built by connecting the Colombo Negombo road in Paliyagoda and Ja-Ela.

Lightning claims 30 this year

Lightning has claimed 30 lives this year, Disaster Management Minister Mahinda Amaraweera told a press conference at the Meteorology Department yesterday. He requested the public to take precautions to avoid lightning accidents which can increase in October and November with the inter-monsoonal rains.
According to statistics, 34 deaths from lightning were reported last year. The national awareness programme on lightning safety organized by the ministry will begin on September 15 at the Sripali University in Horana, Kalutara district was selected to launch this campaign since it has reported the highest number of lightning incidents.
The aim of this campaign is to reach rural village communities. It was a recommendation of the committee appointed according to a decision arrived at the Parliamentary Consultative Committee Meeting on February 10.
The awareness programme will include the dangers of lightening, precautions and how to provide first aid to a person struck by lightening.
Colombo University Physics Department senior lecturer Dr Chandana Jayaratne said that 85 percent of the deaths due to lightening had taken place outdoors.
He noted that 80 percent of these deaths could have been prevented if those individuals received proper first aid treatment. Dr Jayaratne said that only 34 percent of them had died due to direct lightening strikes. He also revealed that 85 percent of the property damages from lightening has caused from telephone lines and electric transmission lines.
He observed that the Sri Lanka Standards Institution (SLSI) has introduced standards for houses and domestic appliances to avoid lightening accidents. He noted that public must be guided to follow these standards. Dr Jayaratne noted that acidity in soil and geological dislocation are also connected in lightening strikes. He said that a survey is being conducted to find out the effect of wind pattern in lightening.
Telecommunication Regulatory Commission Deputy Director Dharmasiri de Alwis rejected the claim that lightening accidents have increased due to telecommunication towers. He observed that those have contributed towards lessening lightening accidents since those earth the current coming from lightening.
Meteorology Department Director General G B Samarasinghe and Medical Administrators of Sri Lanka President Dr Anil Jasinghe also spoke.

ගල්නෑව පොලිස් වසමේ සත්සරගම විදුහලේ හතර වැනි ශ්රේණියේ පන්ති කාමරයට ඊයේ (13) උදෑසන හදිසියේම “කිඹුලකු පැමිණීමෙන්” එම විදුහලේ ළමයින් දැඩි නොසන්සුන්කාරී තත්ත්වයට පත්ව ඇතැයි වාර්තාවේ.
අඩි හතක් (7) පමණ දිගැති මේ විශාල කිඹුලා නිසා එහි ඉගෙනුම ලැබූ ළමයින් 30 ක් පමණ දැඩි භීතියට හා කලබලයට පත්ව ඇත.
පසුව මේ පිළිබඳ ගල්නෑව පොලිසියට දැනුම් දීමෙන් පසු එම පොලිසියේ වැඩබලන පොලිස් ස්ථානාධිපති පොලිස් පරීක්ෂක එස්. බී. ගන්දරවත්ත මහතා ඇතුළු නිලධාරීන් සහ ප්රදේශවාසීන් එක්ව කිඹුලා අල්ලා පන්තිකාමරයෙන් පිටතට ගැනීමට සමත් ව තිබේ.
සත්සර ගම විදුහල අසල පිහිටා ඇති වැවෙහි ජලය අඩු වී ඇති හෙයින් එහි සිට මේ කිඹුලා පැමිණෙන්නට ඇතැයි ද පොලිසිය සැකකරයි.
අල්ලාගනු ලැබූ මෙම කිඹුලා වනජීවි නිලධාරින්ට බාර දීමට කටයුතු කරනු ලැබූ බවද පොලිසිය කියයි

සෞඛ්ය අංශ වෙත වාර්තාවෙයි - පසුගිය මාස අටට ඩෙංගු රෝගීහු දාහත් දහසක්

වසරේ පසුගිය අටමාසයක කාලයක් තුළ සෞඛ්ය අංශ වෙත වාර්තා වූ ඩෙංගු රෝගීන්ගේ සංඛ්යාව 16,975 ක් වන බව සෞඛ්ය අමාත්යාංශ වාර්තා පෙන්වා දෙයි.
මෙයින් වැඩිම ඩෙංගු රෝගීන් ප්රමාණයක් වූ 3471 ක් පසුගිය ජුලි මාසයේදී වාර්තා වූ බව පවසන සෞඛ්ය අමාත්යාංශය පවතින වර්ෂා සහිත කාලගුණික තත්ත්වය මත මෙම රෝගය බෝවීමේ ප්රවණතාවය වැඩිවිය හැකි බවට සැක පහළ කර සිටී.
මෙම තත්ත්වය යටතේ ජනතාව වඩාත් සැලකිලිමත් විය යුතු බවද පෙන්වා දෙන සෞඛ්ය අමාත්යංශය ඩෙංගු රෝගය මර්දනය කරවීම සඳහා ජනතා සහය අනිවාර්යෙන් ලැබිය යුතු බවද පෙන්වා දෙයි.
තම තමන්ගේ ගෙවත්ත හා අවට පරිසරය පිළිබඳව ජනතාව විමසිලිමත්ව කටයුතු කරන්නේ නම් ඩෙංගු වැනි භයානක රෝග තත්ත්වයන් පාලනය කිරීමට ඊට අදාල සෞඛ්ය බලධාරීන්ට පහසුවනු ඇතැයිද පෙන්වා දෙති.

සිංහරාජයෙන් කැබැල්ලක් කඩාගෙන කෑම!
ලෝක උරුමයක් ලෙස සැලකෙන සිංහරාජ වනාන්තරය දෙකඩ කරමින් පාරක් කැපීම අරඹා ඇතැයි ඊයේ (11 වැනිදා) "දිවයින ඉරිදා සංග්රහයේ" පළවී තිබේ. මෙය පරිසරවේදීන්ගේ ඉමහත් විරෝධයට හේතු වී ඇති බව ද දැනගන්නට ඇත. පාර කැපෙන්නේ සිsංහරාජයේ එක් මායිමක ඇති කලවානේ සිට අනෙක් මායිමේ ඇති සූරියකන්දට ඉක්මණින් යැම සඳහාය. කලවානේ සිට සූරියකන්දට යැම සඳහා දැනටමත් පාරවල් දෙකක් තිබේ. ඒවා දිග පාරවල් ය. ඒ දෙකට අමතරව කෙටි පාරක් අවශ්ය වන්නේ කලවානේ සිට සූරියකන්දටත්, සූරියකන්දේ සිට කලවානටත් හදිසියේ ඉතා ඉක්මණින් යැමට සිතෙන අය වෙනුවෙනි. ඔවුන්ට මධ්යම රාත්රි දොළහට පමණ සූරියකන්දට හෝ කලවානට යැමට හිතෙනවා ඇත. නො එසේ නම් පාන්දර දෙකට එහි යැමට හිතෙනවා ඇත. මෙබඳු හදිස්සිකාරයන් වෙනුවෙන් හෙලිකොප්ටර් කුලියට දෙන ආයතන මේ රටේ ඇතත් ඒවායේ ශාඛා කලවානේ හෝ සූරියකන්දේ නැති බව අපි ඉතා පැහැදිලි ලෙස දනිමු. එහිදී අප වඩා විමසිලිමත් විය යුතු වන්නේ සූරියකන්දට හදිසියේ යැමට ඇතැමුන්ට සිතෙන්නට හේතුව ය. සූරියකන්දෙන් රත්රන් මතු වී තිබේද? සූරියකන්දේ නිධන් තිබේද? මෙයට වසර විස්සකට පමණ පෙර සූරියකන්දෙන් සමූහ මිනී වළක් මතු විය. අසූඅට - අනූනවය අවුරුදුවලදී ප්රේමදාස ආණ්ඩුව විසින් සංහාරය කෙරුණු ජ.වි.පෙ. ක්රියාකාරිකයන්ගේ මළ සිරුරු එම වළේ තිබූ බව පිළිගන්නා ලෙස, එම මළ සිරුරු සෙවීමේ ව්යාපාරය හරහා රටේ දේශපාලන බලය ඇල්ලීමට ක්රියා කළ පොදුජන එක්සත් පෙරමුණ විසින් සංවේදී ජනතාවට දන්වන ලදී. එම වළේ තිබුණේ තරුණයන්ගේ මළ සිරුරු වේවා, නොවේවා, 1994 දී චන්ද්රිකා කුමාරතුංග මහත්මියට ජනාධිපති වීමට සූරියකන්ද කළ මෙහෙවර ඉතා විශාල ය. එම කන්ද මෙරට දේශපාලනයේ හැරවුම් ලක්ෂයක් නොඑසේ නම් ස්මාරකයක් ලෙස සළකා වන්දනාමාන කිරීමේ යුතුකම 1994 දී බලයට පත්වූ පො.එ.පෙ. ආණ්ඩුවට තිබිණි. එහෙත් බලය ලැබුණ සැනින් ඒ කන්ද අමතක කර දමන ලදී. බලනු මැනවි දේශපාලනයක අසිරියෘ චන්ද්රිකා කුමාරතුංග මහත්මියගේ ස්වාමිපුරුෂයා වූ විජය කුමාරතුංග මහතා ඝාතනය කළේ ජ.වි.පෙ යයි කියනු ලැබේ. අන්තිමේදී චන්ද්රිකා ජනප්රිය වන්නේ සූරියකන්දේ ජ.වි.පෙ. මිනී වළවල් සොයන්නට ගොස්ය. මේවා අපූරු කතාය. දැන් නැවතත් සිංහරාජය වෙත හැරෙමු.
වර්ග සැතපුම් විසිපන්දහසක් පමණ වන ශ්රී ලංකාව සතු එකම වැසි වනාන්තරය සිංහරාජයයි. එහි ප්රමාණය හෙක්ටයාර එකොළොස් දහසකි. සිංහරාජය යනු නම කී පමණින් ලී වෙළෙන්දන්ගේ කටට කෙළ උනන කැලයකි. එසේම මේ නම අසන දඩයක්කාරයෝ තුවක්කුවලට පතරොම් දමා උඩු රැවුල් කරකවති. සිංහරාජයේ ජෛව විවිධත්වය විශාල ය. එහි සුදු වඳුරෝ ද තවත් දුලබ වන ජිවින් රැසක් ද වෙසෙති. එහි ඇති ලක්ෂ සංඛ්යාත ඖෂධ පැළෑටි වර්ගවල ගුණ අසන ඇමරිකන් බෙහෙත් කොම්පැනිකාරයෝ ක්ලාන්ත වෙති. මේ වනය බදු ගත හැකි ඕනෑම රටකට දස අවුරුද්දක් තුළ ලෝකයේ ධනවත්ම රාජ්යයක් බවට පත්විය හැකිය. ඒ, එහි ජෛව විවිධත්ත්වය උරා බීමෙනි.
මෙසේ තිබියදී කිසියම් පිරිසක් සූරියකන්දට විනෝද ගමන් යනු පිණිස සිංහරාජය හරහා පාරක් කපන්නේ නම් ආණ්ඩුව ඒ ගැන මහත් සේ කල්පනාකාරී විය යුතුය. කැලයක් හරහා පාරක් කපන විට කැලයට අයත් භූමියෙන් අක්කර සිය දහස් ගණනක් අහිමි වෙයි. පාරට යටවන භූමියේ ඇති ගහ කොළවලින් වටිනාකමක් නැති ගස් පාර දෙපසට ඇද දමන අතර වටිනා කියන ගස් යළි අපට දැකගන්නට ලැබෙන්නේ මොරටුවේදී ය. ඒ ද ගස් වශයෙන් නොව ගෘහ භාණ්ඩ ලෙසය. කැලයක් හරහා පාරක් කැපූ විට මඟ දෙපස ගම්මාන ඇති වෙයි. කැලය තුළට රිංගන හොර පාරවල් ගණන ද වැඩි වෙයි. කැලෙන් දර කැපීමට යන ගැමියාට ගංජා හේනක් වවන්නට සිතෙයි. ඒ ගංජා හේන පැත්තේ දර කඩන්නට යන තවත් ගැමියකුට ගංජා හේන්කාරයාගෙන් වෙඩි කන්නට සිදුවෙයි. මේවා එක වැළට එන ප්රශ්නය.

Forest Dept. to halt road adjacent to Sinharaja

The Forest Department yesterday said that they will go all out to stop a road that is to be constructed adjacent to the World Heritage site of the Sinharaja Rainforest.
The Department’s Conservator Operations K. P. Ariyadasa told The Island yesterday that such construction would lose the World Heritage site status; however, he said it comes under the purview of the Land Reforms Commission.
According to him, the Department is going all out to acquire the land from the LRC. He also said that they had requested the Central Environment Authority (CEA) to take the initiative on legal aspects.
CEA Chairman Charitha Herath told The Island yesterday that he was informed earlier about the concreting of a footpath. However, following numerous complaints, he has instructed officials to submit a report. He said that within two days he would be getting the report.
He says that the Forest Department should act immediately on the matter because it comes directly under their purview.
The Island learns that the proposed road will connect Pothupitiya/Illuokanda to Rakwana/Deniyaya.
Green Movement of Sri Lanka, spokesman Bandu Ranga Kariyawasam yesterday said that the proposed road will go through lands adjacent to the Morningside of Sinharaja.
He claimed a considerable area of forest is to be cleared under this project, although the CEA had not carried out an Environmental Impact Assessment (EIA)
Environmental Lawyer Jagath Gunawardena said that any development activity within 100 metres of a Forest Reserve is illegal.
He said there was a possibility that this road would cut across protected areas too.
Environmentalists say the conservation of these tropical rainforests is linked to the conservation of natural forest cover and this is emphasized in the 1997 report `Designing an Optimum Protected Area System for Sri Lanka’ which has been collectively prepared by IUCN and the World Conservation Monitoring Centre (WCMC).
The Report recommends Sinharaja Forest Reserve be conserved as a contiguous forest.
Environmentalists also said that they will take up the matter with UNESCO which is the governing body that gives World Heritage status.

CEA Chairman Charitha Herath told The Island yesterday that he was informed earlier about the concreting of a footpath. However, following numerous complaints, he has instructed officials to submit a report. He said that within two days he would be getting the report.
He says that the Forest Department should act immediately on the matter because it comes directly under their purview.
The Island learns that the proposed road will connect Pothupitiya/Illuokanda to Rakwana/Deniyaya.
Green Movement of Sri Lanka, spokesman Bandu Ranga Kariyawasam yesterday said that the proposed road will go through lands adjacent to the Morningside of Sinharaja.
He claimed a considerable area of forest is to be cleared under this project, although the CEA had not carried out an Environmental Impact Assessment (EIA)
Environmental Lawyer Jagath Gunawardena said that any development activity within 100 metres of a Forest Reserve is illegal.
He said there was a possibility that this road would cut across protected areas too.
Environmentalists say the conservation of these tropical rainforests is linked to the conservation of natural forest cover and this is emphasized in the 1997 report `Designing an Optimum Protected Area System for Sri Lanka’ which has been collectively prepared by IUCN and the World Conservation Monitoring Centre (WCMC).
The Report recommends Sinharaja Forest Reserve be conserved as a contiguous forest.
Environmentalists also said that they will take up the matter with UNESCO which is the governing body that gives World Heritage status.

NCC floods market with Pakistani cement

Twenty-five containers of cement, from Thatta company, Pakistan have arrived in the Port of Colombo. The cement had been imported by the National Cooperative Council (NCC). Each container holds 560 bags weighing 50 kg each.
A spokesman for the NCC told The Island yesterday (12) that 15 containers had already been released by the Customs, while ten more were to be released later yesterday. A further consignment of 25 containers is scheduled to arrive in Colombo next week. The entire consignment of cement from Pakistan’s Thatta company comprises 42,000 bags weighing 2.1 million kg.
He said that the wholesale price of a 50 kg bag of cement will be Rs. 645, while the maximum retail price will be Rs. 750.
The NCC spokesman told The Island that 50 containers of cement from Lucky Cement Company, also of Pakistan, will arrive in Colombo on Saturday (17).
Chairman of Sri Lanka Standards Institute (SLSI), Kanchana Ratwatte told The Island that Thatta Company already has the SLS mark since 2008, while Lucky Cement’s SLS mark, which was suspended earlier, was reinstated on September 8.
He also said that it was the manufacture’s who should apply to obtain the SLS mark.

Babul plays hell with children’s mouth

A comprehensive survey, conducted by the Health Ministry’s Oral Health Unit, has revealed that many school going children were prone to oral cancer because the mucus membranes of their mouths were already beginning to thicken due to chewing intoxicating substances. The survey had also found that every Sri Lankan has, on average, at least six decayed teeth or other dental complications.
The main factors for contracting such kind of cancer, identified as Sub Mucus Fibrosis, are consumption of Babul, various other betel products and smoking. Among the adult population smoking cigarettes, cigars and chewing betel have become leading causes of developing oral cancers, Deputy Director General of Oral Health Unit Dr. Jayasundara Bandara said.
He told The Island on World Oral Health Day, yesterday, that Oral health complications could be eliminated and prevented. "People must practice proper oral health habits at all times. Of late, school children had become widespread users of Babul, Betel, cigarettes and various kinds of sweets. It was the bounden duty of parents to discourage children from taking to these bad habits," he said.
He pointed out that among the adult population, though people were beginning to refrain from smoking, they had got used to betel chewing. It was found that 80 per cent of bus drivers and conductors in private and SLTB buses were in the habit of chewing betel The Oral Health Unit would conduct awareness programmes in co-ordination with Road Passenger Transport Authorities country-wide.
Dr. Jayasindara added that dental cavities, decaying of teeth, weakness of teeth and excessive consumption of sweets had been the main factors for unhealthy oral health. Even smoking would contribute towards the mouth’s mucus membrane decaying.

Animal Welfare Trust protests over animal sacrifice

The Sri Lanka Animal Welfare Trust yesterday protested against the killing of over 700 goats at the annual animal sacrifice ceremony at a kovil in Chilaw.
According to the Animal Welfare Trust National Organizer Mirisse Dhammawansa Thera over 300 goats were killed at an animal sacrifice ceremony last year and now it has doubled.
“We have presented a petition to President Mahinda Rajapaksa with one million signatures to stop this ceremony,” the Thera said.
The former President J R Jayewardene had banned this animal sacrifice ceremony in 1980.
According to them new rules and regulations should be introduced.

A high-yielding new tea variety having resistance to any climatic condition has been introduced by a team of tea experts headed by Talawakele Tea Research Institute Chief Dr Kumudini Gunasekera. Research conducted by the tea experts have revealed that a hectare of this new variety of tea brings a harvest of 2,500 kilograms.
Meanwhile, the Tea Research Institute has drawn the attention of tea cultivators to a system to obtain seeds from tea plants.
The research team which is introducing this new method said that this system has proved successful as it too had brought high yields.

හැමදාමත් ගොම්මන් වෙලාවට අලිමංතලා දිගේ එළිබහින අලි රංචු වැවට බැස පිපාසය සංසිඳුවා ගෙන පැය දෙකතුනේ දිය කෙළියේ රැඳී සිට නැවත වැවෙන් ගොඩවී අලි බඩවල් පුරවා ගන්නට කැලේට වදිති. මේ අලින් ගේ යාමය නිසා මේ වෙලාවට කිසිවෙකු වැවට එන්නේ නැත. මේ දිනවල රජරටට පවත්නා දැඩි නියගය නිසා බොහෝ ඇල - දොළ - වැව් – අමුණු සිඳී ගොස් ඇත. තරප්පනේ වැවද පතුලටම සිඳී ගොස් තිබේ. ගහ කොළ වේලීම නිසා අලි ඇතුන්ට කෑම හිඟ විය.
වැව් අමුණු වේලීයාම නිසා බීමද හිඟ විය. දැන් අලි ඇත්තු වියරු වී සිටිති. පසුගියදා පුරුදු පරිදි අලි රංචුව ගොම්මං වෙලාවට අලි මං තලාවලින් එළියට බැස තිරප්පනේ වැවට පාත් වූයේ පිපාසය සංසිඳුවා ගන්නට ය. ඒත් වැවේ දිය පොදක්වත් නැත. එයින් වියරු වැටුණ අලි රංචුව වැව පාමුල පිහිටි පියසේන ගේ පීදෙන වයසේ තිබූ අක්කරයක් තරම්වූ කෙසෙල් කොටුවට කඩා වැදුණි. පිපාසයෙන් පීඩිතව සිටි අලි රංචුව කෙසෙල් පඳුරුවලට හොඬවැල් තියා ගත්හ. එකිනෙක ගස් උදුරා හක්කට ගෙන උරාබී හපකර දමා පිපාසය සංසිඳවා ගෙන හිමිදිරි පාන්දර ආපසු හැරුණි.

මේ යටතේ ඕස්ට්රේලියාවෙන් කිරි එළදෙනුන් 4500 ක් ආනයනය කිරීම, පශු සම්පත් මණ්ඩලයට අයත් බෝපත්තලාව, නිකවැරටිය හා සිරිනාගපාත සත්ත්ව ගොවිපොළ වැඩිදියුණු කිරීම සිදු කෙරෙන බව මුදල් හා ක්රම සම්පාදන අමාත්යාංශය පවසයි.

Lanka Phosphate to purchase Rs 40m fertilizer plant

Lanka Phosphate Limited will purchase a Rs.40 million fertilizer plant to increase fertilizer production. Tenders will be called from several foreign countries,Lanka Phosphate Limited Chairman Daya Sandagiri told the Daily News.
According to Sandagiri, the demand for fertilizer has increased due to the decision taken by President Mahinda Rajapaksa to issue fertilizer subsidy for all cultivators. “Phosphate is the raw material in demand,” he said.
There are three fertilizer plants in Sri Lanka. Two were set up in the 1970s and the other was set up in 2001. Their maximum production per day is only 200 tons and the daily demand for phosphate is over 200 tons, Sandagiri said.
“We are the main supplier of phosphate to Haleys, Baurs, CIC, Agstar Fertilizer Company and Lanka Fertilizer Company,” he said.
He said the new plant will help double phosphate production.

A special workshop to educate resident managers in Mahaweli Zones and Mahaweli Agricultural officers regarding the project was held at Mahaweli Centre, Colombo presided by Ministry Secretary Ivan de Silva recently, said a press release by the Government Information Department.
According to this project, carbonic and liquid fertilizer produced through the slow-worm will be introduced for agricultural activities in place of the chemical fertilizers and pesticides used by farmers.
Household refuse, weeds, dry leaves and degradable waste will be used in the manufacture process which can easily be undertaken in households itself since the quantity needed for cultivations in relatively small.
Use of this fertilizer will help maintain humidity in the soil while the worms produced by the slow-worm eggs will enhance soil fertility, the release said.

Colombo-Kandy expressway construction begins next year

The Ports and Highways Ministry has made arrangements to commence the construction of the Colombo-Kandy expressway early next year, Ports and Highways Deputy Minister Nirmala Kothalawala said.
The deputy minister said the entire Colombo-Kandy expressway project (98.9km) is being implemented in two phases with a total investment of Rs.160 billion. The first phase from Kadawata, north to Ambepussa while the second phase would extend the road to Katugastota, near Kandy.
This is an alternate expressway between Colombo and Kandy. This is connected to the outer circular highway at Kadawatha and runs up to Katugastota.
“The process to acquire land for the first phase is being carried out by the authorities. Once the land acquisition process is over, upgrading work on the 48.2 road from Kadawatha to Ambepussa will commence under the first phase,” the deputy minister said.
“Travel time between Colombo and Kandy now takes about three hours and there is congestion on the existing road. Once the expressway is constructed, the travel time between Colombo and Kandy will be reduced to around 45-50 minutes with vehicle speeds of 100-110 kilometres an hour. It will be a four-lane highway with provision to expand to six lanes,” he said.
The number of interchanges will be increased to 11. It will consist of 31 main bridges and 61 minor bridges and 10 tunnels.
The planned expressway will be an elevated highway, built on viaducts or concrete pillars to reduce land acquisition and avoid difficulties caused by the danger of floods, Kothalawela said.

Bamboo gets $ 20 m boost

The United Nations Industry Development Organization has provided US $ 20 million to develop Sri Lanka's bamboo industry. Plans are underway to cultivate 10,000 hectares of land under this new programme.
Under this programme, it is expected to introduce advance technology and Indian knowledge.
"Since the government is focusing on green exports and bamboo is an environment-friendly plant, the ministry will provide support to uplift and develop bamboo cultivation," Industry and Commerce Minister Rishad Bathiudeen said.
Research has already started on the best areas and climate in Sri Lanka for bamboo varieties. Rules regarding bamboo transportation is also to be changed as to support the industry and protect bamboo plants, the minister said.

Two persons of Devala Junction, Mundalama were attacked by a wild elephant yesterday (11) resulting in the death of one person and the other being admitted to the hospital with serious injuries.
The two men were walking on the road to the bus stand when they were attacked by the elephant. C.E. Wijeratne (72) died in the attack while H.A. Seneviratne (65) sustained severe injuries and is currently warded at the Chilaw hospital.
Mundalama Police are investigating.

Wildlife Department officials yesterday said that they had been informed by villagers, living in close proximity to the Maha Eliya Tank, that a herd of elephants were roaming in the vicinity and rushed there to drive the herd away.
When the officials moved into action, the elephants attacked the vehicle damaging it.
Later, the Police joined the operation and helped chase away the elephants.

State estates to be leased out

Some six Janatha Estate Development Board estates are to be handed over to private investors on a 30-year lease, State Resources and Enterprise Development Minister Dayasritha Tissera said yesterday.
In response to A question asked by United National Party MP Dayasiri Jayasekera in parliament, Mr. Tissera said the estates had not been privatized but leased out to local investors.
The minister said two estates which had been leased out earlier had been reacquired because the investors had failed to develop them effectively.
Mr. Jayasekera said leasing out of these lands was another form of privatisation.
Meanwhile UNP MP Palitha Range Bandara alleged that in Nattandiya a playground, named after the minister’s father Proteus Tissera was being dug for sand. But the minister rejected the allegation saying he had not received any such a complaint.
