හැත්තෑදහසක්‌ පමණ වන බිහිරි ජනතාවගේ අයිතිවාසිකම් හා සමාජ තත්ත්වය තහවුරු කරන ලෙස බලකරමින් ශ්‍රී ලංකා බිහිරි වූවන්ගේ මධ්‍යම සම්මේලනය සංවිධානය කරන පාගමනක්‌ අද (29 වැනිදා) උදේ 9 ට කොළඹ කොටුව දුම්රිය ස්‌ථානය අසලදී ආරම්භ වෙයි.

Danger of the Yala paddy season failing

The farmers in the Mahaweli ‘H’ Zone are perturbed about the prevailing drought that has affected paddy cultivation in the area. The residential project manager, Asanka Gunatilleka said that more than 65,000 acres of paddy cultivations were in danger.  The irrgation engineer in charge of the Kalawewa Reservoir, M R Bandara said that the capacity of the reservoir had dropped  to 25,000- acre- feet and that water would not flow through the sluice gates if the level declined further. He said the fast depleting water level in the reservoir that feeds the Kalawewa Reservoir resulted in this situation. Other minor irrigation works including Mulangamuwa, Kalankuttiya, Siyambalangamuwa, and Kattiyawa tanks fed by Kalawewa  are also running dry. The farmers said a vast extent of paddy fields had already been destroyed. Representatives of 221 farmer organizations recently attended religious observances at the Avukana Rajamaha Viharaya and washed the feet of the Avukana statue to invoke the blessings of the gods to save their paddy cultivations.  Yesterday, more than 3000 farmers cleaned the Kalawewa and Balaluwewa reservoirs to divert the little water left in them to one place in the reservoir beds. They said more than 35,000 farmers families would lose their livelihood if the Yala harvest failed.

Police STF raid illegal gem mines

An organized gang engaged in illegal gem mining in the Kaluganga at Ihala Hakamuwa was arrested by the Police STF. Police said that illicit gem mining had been going on unchecked in the Kaluganga and that they have arrested ten suspects and seized their machinery and equipment. The STF has been deployed in Kahawatta to provide protection to the people after the mysterious killings of several elderly women in the area. Police said a gem deposit found in the Kaluganga at Ihala Hakamuwa had attracted the attention of the illegal gem miners.

Although the STF carried out the raid at night and arrested the suspects several others avoided arrest by fleeing from the scene.  The suspects were handed over to the Ratnapura police for further action. Meanwhile people from the area claimed that prominent personalities with political backing were behind illegal gem mining. They pointed out that the racketeers using heavy machinery and equipment caused environmental damage and that the authorities should allow systematic exploitation of gem deposit through traditional methods used by the small-scale gem miners.  A  STF official said they carried out the raid on the instructions of senior police officials in the Ratnapura district and that it was the first time that the STF was deployed to carry out raids on illegal gem mines.

No shortage of essential drugs in hospitals: MSD

The Medical Supplies Division yesterday denied allegations made by the Health Services Trade Union Alliance (HSTUA) claiming that there was a drug shortage in five hospitals in the country.

Speaking to Daily Mirror Dr. Kamal Jayasinghe, Director MSD, said that there was no such drug shortage either at the National Hospital, National Eye Hospital, Anuradhapura and Vauniya or at any of the De Soysa Hospitals in the outstations as alleged by the HSTUA. “I heard about this allegation last morning that was being reported by the media. I personally called the Anuradhapura De Soyza Hospital as well as the Eye Hospital Colombo and they confirmed that the rumours held no water and that they had the necessary drugs,” he said. He added that while there were a total of 21,000 varieties of drugs that were purchased every year the unavailability of four or five drugs was considered a minor problem.

He confirmed that the Salbactum Antibiotic, which the HSTUA claim was unavailable, was actually a special drug that was only purchased on request and that it was not listed under the essential drugs category. However, while calling the MSD Director’s bluff, the HSTUA said that the Colombo Eye Hospital was short of drugs such as Atenolol, Atovastation and Nifidipine that was prescribed for high blood pressure.

Indigenous community museum to come ‘alive’

The government was to build a living indigenous community museum at a cost of Rs.22 million, according to Cabinet Spokesman Minister Keheliya Rambukwella.

He said that construction of the proposed Indigenous Community Museum was being done using the concept of a Living Indigenous Community Museum. The concept of a Living Museum has been successfully implemented in many countries of the world, he said.

Under this concept incidents of historical importance would be depicted in real time in the form in which they took place in the past. Under this project, while the infrastructure facilities of a selected part of the Dambana locality would be developed in a manner that would highlight the traditional lifestyle of the Indigenous Community, action would be taken to rebuild 15 houses in the traditional manner. It was also planned to promote this concept as a tourist attraction.

The Cabinet had given its approved for the proposal put forward by (Dr.) Jagath Balasuriya, Minister of National Heritage.

A bear in Yala found seriously ill

A bear was found seriously ill and semi conscious while another was found dead by wildlife officials who were patrolling the Yala National Park. They said the sick bear was suffering from pneumonia and that the other might have died of a similar ailment. A

Udawalawa Elephant Transit Home Veterinary Surgeon Dr. Tharaka Prasad treated the sick animal and said it was now out of danger. Meanwhile the ECO-TEAM, an NGO dedicated to protecting the wildlife, donated a cage for the sick bear on the request of Dr. Prasad. The bear is being fed with honey, milk, and meat.

Meanwhile wildlife conservation officials expressed concern about the shortage of funds to provide treatment to sick animals. ECO-TEAM Chief Environmentalist Dilan Peiries and Executive Director Ishan Kandana Arachchi are helping the officials to save the life of the bear.

Warehouses increased to store purchased paddy

Arrangements have been made to purchase paddy stocks during the forthcoming 2011 Yala season giving guaranteed prices to farmers.

Co-operatives and Internal Trade Minister Johnston Fernando said, a number of warehouses of the Paddy Marketing Board (PMB) have been increased upto 250 to store paddy purchased from farmers.

The paddy purchasing has been expedited in all districts to ease difficulties faced by farmers in selling their paddy to the government.

Streamlined plans are underway to purchase the Yala season paddy harvest including by increasing the number of paddy purchasing centers and warehouses in the paddy producing regions, milling paddy in the rice mills and transport them to Colombo for distribution through Laksathosa and CWE outlets.

Minister Fernando said President Mahinda Rajapaksa has assured sufficient funds to purchase paddy during the Yala season giving reasonable prices to farmers for their harvest. The minister has ordered the officials to make arrangements to purchase paddy stocks at divisional secretariat level.

There is a 50 percent drop in the number of dengue cases in the country when compared to the situation that existed in July last year, a Health Ministry spokesman said.

“A total of 25,000 dengue cases and nearly 200 deaths were reported up to July 2010. A total of 13,516 dengue cases and 100 deaths were reported by July 27, 2011,” the spokesman said.

“The highest number of dengue cases, 5,141 were reported from the Colombo district, followed by Gampaha district 1,964 and Kalutara district 753. The total number of dengue cases from Batticaloa is 647 while Ratnapura recorded 539 cases,” the spokesman said.

‘A review meeting on the dengue control programme was held at the Health Ministry yesterday, where it was decided to continue all ongoing programmes to arrest the incidents of dengue,’ he said.

‘Medical treatment available for dengue patients at state hospitals is to be further improved. Training programmes on advanced dengue treatment for all specialist doctors are continuing. About 40 training programmes have already been conducted,’ the spokesman said.

‘Under an ongoing project, 72 state hospitals will be upgraded with High Dependency Units (HDU) to provide ICU care for dengue patients. A single HDU costs Rs 5 million. The Medical Research Institute (MRI) will continue its entomology studies countrywide. Countrywide dengue cleaning programmes will also take place as planned to destroy all possible mosquito breeding sites,’ he said.

Plans to set up 1.5 m home gardens during Maha season

Under Divi Neguma programme: 

Plans have been formulated to set up 1.5 million home gardens under the Divi Neguma programme during the forthcoming Maha Season, said Economic Development Minister Basil Rajapaksa at a discussion held at his ministry on Wednesday. The discussion centred around the contribution made by the Agriculture, Livestock, Fisheries and Industries sectors to the Divi Neguma national programme.

Already 1,312,000 home gardens have been set up in 13,110 Grama Niladhari Divisions under the Divi Neguma programme it was revealed at this conference.

During the first round of the Divi Neguma programme focus was essentially on agriculture but priority is now being given to Livestock, Fisheries and Industrial sectors.

The objective of this programme is to improve the nutritional standards among the people by increasing consumption, the Minister said. However those wishing to develop this project as a self-employment avenue will be provided with necessary equipment and tools.

The minister added that under the first stage of the Livestock programme 10 one months old chicks have been provided to each household. The Livestock Ministry has agreed to provide 200,000 chicks to the beneficiary families this year. A batch of 27 persons have been selected as qualified persons to produce chicks. They will produce 27,000 chicks per month at the rate of 1,000 each.

Projects costing Rs 130 million will be implemented through 14 sectors to promote the fisheries industry.

Plans are under-way to train 6000 persons under the Industries sector for three years. Six Industrial exhibitions will be held this year for this purpose.

The minister also agreed to provide Rs 7.5 million for the provision of protective uniforms for people engaged in the kithul industry. Senior Minister Athauda Seneviratne and Ministers Milroy Fernando, A.H.M. Fowzie S.M. Chandrasena, Reginald Cooray, Pavithra Wanniarachchi, Dr. Rajitha Senaratne and Deputy Minister Susantha Punchinilame also attended the discussion.

Registration of food packet sellers from next week

The Public Health department of the Colombo Municipal Council is scheduled to commence registering wayside lunch parcel sellers in the city from next week.

Chief of the Public Health Department Dr. Pradeep Kariyawasam said yesterday they expected over 250 such lunch vendors to apply for registration from next month.

Registrations will take place for at least two months to ensure that all get their registrations. This is being done to ensure the safety and hygienic conditions of the food that is brought into the city by lunch packet sellers, he said.

Forms would be given to be filled by the MoH of the area, who would have to attest the safety of the food that is being prepared. The vendors would have to keep the registration card which would be issued to them subsequently to produce it to customers if there were complaints.

The PHD received over 105 applicants for registering initially. They were briefed on the hygienic conditions that need to be maintained when preparing food, the quality of the raw materials being used and the cleanliness. The food should also be sold within four hours of it being prepared.

The lunch should be packed in food grade polythene and packeted with white demi paper. Dr. Kariyawasam said they would be banned from using regifoam, newspaper or any other plastic containers which are health hazards – especially if the hot food is served into regifoam or a plastic type containers. He warned that the chemicals contained in newsprint, plastic and regifoam could cause serious diseases.

He said the demi paper covered parcels would have to be sealed with the place or name of the person responsible for preparing it, the date and the time of packing.

The food handlers of these places which prepare food and send it into the city would be issued an identity card later on. They would have to undergo health checks with laboratory testing before being given the identity card, Dr. Kariyawasam added.

Over 12,000 reservoirs to become fresh water fish farming tanks

The National Aquaculture Development Authority (NAQDA) has taken measures with the Fisheries and Aquatic Resources Development Ministry to develop over 12,000 reservoirs in the dry zone as fresh water fish farming tanks, NAQDA chairman Jayantha Chandrasoma told the press recently.

"This will help develop the inland water fish industry," he said. In 2010, fish production from inland fisheries and aquaculture was 52,410 metric tons and its contribution to the country's fish production is 13.6 percent. Fisheries Ministry and NAQDA have made arrangements to increase the inland fisheries and aquaculture production by 38,000 metric tons, he added.

Inland fisheries and aquaculture play an important role in providing fish at affordable prices to rural communities, while providing livelihood assistance, strengthening the rural economy and bringing foreign exchange to the country.

According to the NAQDA chairman, around 50,000 persons are engaged in inland fisheries and aquaculture directly and indirectly. Developing reservoirs will help them increase their fish cultivation, creating more employment opportunities for the young generation in rural areas, he added.

Dengue on the rise again

Dengue fever is rapidly increasing all over the country again and is threatning to reach epidemic levels. The total number of dengue deaths reported has passed 100.

The public should continue to be vigilant and pay special attention to keeping their living premises and surroundings free of dengue mosquito breeding spots a Health Ministry spokesman warned.

According to the spokesman, destroying dengue mosquito breeding sites is the most effective way of preventing dengue. Meanwhile the Epidemiology Unit of the Health Ministry has released the latest statistics on the dengue situation in the country.

According to there statistics a total of 13,126 dengue cases had been reported from all parts of the country by July 25. According to the same statistics, the highest number of dengue cases, (5066) had been reported from the Colombo district. Colombo Municipal Council area recorded 1,804 Dengue Hemorrhagic Fever (DHF) cases.

Govt to amend Pesticides Act

The government will amend the Control of Pesticides Act to find solutions to problems relating to pesticides, said Agriculture Minister Mahinda Yapa Abeywardane at a press conference at his ministry recently.

It is permitted to import, packaging, labeling, storage, formulation, transport, sale and use of pesticides according to the Control of Pesticides Act No. 33 of 1980. As the Act was introduced 30 years ago, the content of pesticides, languages and size of the lettering, danger symbols and colours, precautions, first aid and antidotes are monitored by using old technologies, said the minister.

"We have to face problems relating to the arsenic content in pesticides. Arsenic is not a big issue as we have clever scientists. If they proved that pesticides carry arsenic elements scientifically, we will take action against those who import pesticides," he said.

පළිබෝධ නාශක පාලනය පිළිබඳ පනත වහාම සංශෝධනය කිරීමට රජය තීරණය කර තිබේ. 1971 දී සම්මත වූ මේ පනත අවුරුදු හතළිහක් පැරණිය. නව වගන්ති ඇතුළත් පනත කඩිනමින් සකස් කර ඉදිරි මාස කිහිපයේ පාර්ලිමේන්තුවට ඉදිරිපත් කිරීමට නියමිත බව කෘෂිකර්ම ඇමැති මහින්ද යාපා අබේවර්ධන මහතා පැවසීය. එකල පැවැති ක්‍රමයන්ට අනුකූලව සකස් කරන ලද මේ පනතේ වර්තමානයට නොගැලපෙන වගන්ති රැසක් තිබෙන බැවින් මේ තීරණය ගත් බව අබේවර්ධන මහතා පැවසීය.

මේ අනුව අද තිබෙන අවශ්‍යතාවයන්ට අනුකූලව මේ පනත සංශෝධනය කිරීමට නියමිත අතර ඒ සඳහා පළිබෝධ නාශක ආනයනකරුවන් 150 දෙනකුගෙන් යෝජනා හා අදහස් ලබා ගෙන ඇත. පැරණි පනත අනුව ආනයනික පළිබෝධ නාශකවල තිබෙන ශරීරයට අහිතකර දෑ පරීක්ෂා කිරීමේ ප්‍රතිශතය පැවැතියේ එකට මිලියනයක් වන අනුපාතයටය.

මේ පනත වර්තමානයට අනුව නවීන තාක්ෂණයට අනුකූලව සකස් කිරීමෙන් ආනයනික පළිබෝධ නාශකවල ඇති අහිතකර දෑ එකට බිලියනයක් දක්වා පරීක්ෂා කිරීමට අවකාශ ලැබෙන බව ද ඇමැතිවරයා කීවේය. මේ සංශෝධනයත් සමග පළිබෝධ නාශකවල ඇති ආසනික් ඇතුළු සියලු අහිතකර දෑ හඳුනා ගැනීමට අවස්ථාව ලැබෙන බව ද හෙතෙම පැවසීය.
