The Fisheries Ministry and other institutions under its purview have made arrangements to increase the fish harvest in Sri Lanka.
The ministry's aim is to have 686,000 metric tons of fish by 2013, said Fisheries and Aquatic Resources Development Minister Dr Rajitha Senaratne.
"A total of 360,000 metric tons of fish was recorded in 2010. "Fish harvest will be over 400,000 metric tons this year. Increasing fish harvest and achieving the target will not be difficult," the minister said.
The minister was addressing a special meeting of the National Fisheries Summit at the Fisheries Ministry recently.
"We have banned illegal fishing vessels and equipment.
"We have introduced rules and regulations and have filed a large number of cases against fishermen who have used illegal vessel and equipment in the fishing industry," he said.

Pirating of electricity has claimed 25 human lives this year in addition to causing a loss of Rs 6,000 million in revenue to the Ceylon Electricity Board (CEB) in monetary terms, a press release by the Power and Energy Ministry said.
The latest victims of electrocution due to electricity pirating were the mother, father and a two and a half-year-old child of the same family in Rekillagaskade, Maturata.
The release said this factor also caused a four percent lost to the national electricity grid adding upto a total annual loss of over Rs 60,000 million to the national economy.
The release added: "The CEB and the Lanka Electricity Company (LECO) led by the Power and Energy Ministry are making all efforts to provide electricity to each and every citizen through legal means considering electricity as a common right of the public.
"In this situation obtaining supplies through illegal means from the main grid or the domestic supply chain by using hooks has caused emergency situations and sudden deaths.
"The public have been already warned against pirating electricity and the law is enforced to the letter against such illegal activity.
"The CEB special investigation unit has detected 8,452 incidents of electricity pirating this year and recovered Rs 236.2 million as compensation for the loss and Rs 91 million as court fines".

The National Aquatic Resources Research and Development Agency (NARA) will introduce a new system to enable fishermen to track fish in the deep sea. NARA Research officer Jagath Rajapaksha said that satellite data will be used to assist the fishermen.
"A programme will be implemented to transmit data captured by the satellites to the fishermen, especially of trawlers with the use of single side band radio transmissions," he said.
The data would also be transferred to the main fisheries harbours countrywide for the benefit of the small scale fishermen. A boom in the industry is expected through this system, he said.
The new system would double the catch, reduce the search time of fishermen and quality fish could be provided for the consumers, he said.
The NARA also expects to prevent the local fishermen entering the sea limits managed by other countries through this.
The new system had been developed since 2008 with financial assistance to the tune of Rs. 15 million, from the Icelandic International Development Agency (ICEIDA). The NARA is also planning to fix fish aggregating devices to attract fish throughout the Sri Lankan seas to help the growth of the fisheries industry. "Initially about 50 such equipments would be fixed," Rajapaksha said.
Officials also said that NARA would conduct a survey on whales in the Indian Ocean around Sri Lanka. Modern technology would be used in this regards and the number of whales within a ten miles radius could be determined using hi-tech equipment, officials said.

Southern Expressway: RDA earns Rs 68m in toll charges during first month

The Road Development Authority (RDA) has earned a revenue of Rs. 68 million as toll charges from vehicles which used the Southern Expressway during the first month of its operation, Ports and Highways Deputy Minister Nirmala Kothalawala told the Daily News.
The Southern Expressway was commissioned by President Mahinda Rajapaksa on November 27.
The deputy minister said about 245,513 vehicles entered the expressway through the eight interchanges to travel to their destinations within a month of its opening.
Accordingly, 82,598 vehicles entered the Expressway through the Kottawa interchange, 13,262 vehicles from the Kahathuduwa interchange, 28,650 vehicles from the Gelanigama interchange, 18,277 vehicles from the Dodangoda interchange, 12,353 vehicles from the Welipenna interchange, 17,502 vehicles from the Kurudugahahethakma interchange, 8,422 vehicles from the Baddegama interchange and 61,446 vehicles from the Pinnaduwa interchange during last month.
The authorities collected the highest income of Rs. 25 million from vehicles which entered the Expressway through the toll centre at the Kottawa interchange. Meanwhile, the toll centres at Kahathuduwa, Gelanigama, Dodangoda, Welipenna, Kurudugahahethakma, Baddegama and Pinnaduwa had earned a revenue of Rs. two million, Rs. five million, Rs. three million, Rs. two million, Rs. four million, Rs. two million and Rs. 22 million respectively.
It is reported that 15,256 vehicles had travelled through the Southern Expressway on December 25 (Christmas day). This is the highest number of vehicles to use the expressway during this period.

ඖෂධ කර්මාන්ත සංසදය කියයි
ඖෂධ මිල පාලනය ක්රියාත්මක කිරීම සම්බන්ධයෙන් ශ්රී ලංකා ඖෂධ කර්මාන්ත සංසදය තරයේ විරුද්ධ බව කිසිදු අවස්ථාවක ප්රකාශ නොකළ බව එම සංසදය අවධාරණය කරයි. තම සංගමය ප්රකාශ කළේ වර්තමානයේ භුක්ති විඳින යහපත් සෞඛ්ය හා ඖෂධ පිළිබඳ තත්ත්වය ඇතුළත මෙවැනි මිල පාලනයක් සිදුවුවහොත් එම ක්ෂේත්රයේ දැනට ඇති සාධනීය තත්ත්වයට තර්ජනයක් විය හැකි බව පමණක් බවද ප්රකාශ කරයි.

Chemical warfare agents in pesticides used in Sri Lanka?

The controversy regarding the presence of Arsenic (a heavy metal which is toxic to living beings) in pesticides available in Sri Lanka has now almost come to an end. It has been proved beyond any doubt that many pesticides available in the Sri Lankan market contain this toxic heavy metal. After debates, arguments, and investigations, almost all the relevant parties now have declared and accepted that Arsenic is present in insecticides, herbicides, and fungicides used in this country.
Representatives of multinational companies importing these pesticides, public officials and some academics now attempt to mislead the public by declaring that presence of arsenic in small quantities does not have adverse health impacts. However, contrary to such claims, the scientific and medical community has established that arsenic is a non-threshold Carcinogen, which in other words means that the presence of Arsenic even in microgram levels is harmful to the living beings.
In the case of Sri Lanka, Arsenic is present even in organic pesticides. It is rather unusual for a heavy metal like Arsenic to be present in an organic product even as an impurity. Therefore, its presence in these pesticides raises serious concerns regarding its original source.
A pesticide consists of two main components, namely, active ingredients and inert ingredients. The active ingredient is the specific compound designed either to kill or debilitate the pest. In general, the active ingredient forms a certain percentage of the pesticide mixture and the rest of the mixture comprises the inert ingredients that helps with their storage, handling and application and enhances their effectiveness or safety. In addition to these two main components, there may be some chemical compounds that are present as impurities.
Although inert compounds play a key role in increasing effectiveness of the pesticide formulations, such compounds are strictly regulated due to their adverse health consequences. In the US, the current list of approved inert ingredients of pesticides for agricultural use is listed in Electronic Code of Federal Registrations (e-CFR) of US Environment Protection Agency (EPA-USA 2011), and clearly states that Arsenic or Arsenic-related compounds should not be used as inert ingredients in pesticides. In addition, the International Union for Pure and Applied Chemistry’s (IUPAC’s) Technical Report on pesticide impurities published in 2003 has stated that arsenic cannot be present in any of the organic pesticides used in the world.
Arsenic-based pesticides are banned in Sri Lanka. The presence of Arsenic as an active ingredient in the pesticides sold to the farmers, therefore, is a direct violation of these regulations. Further, if arsenic is present in imported pesticides as an inert ingredient, these regulations require importers of pesticides to declare such presence to the Registrar of Pesticides. In addition, according to the same regulations, the impurities in pesticide formulations, too, should be reported to the Registrar of Pesticides, irrespective of whether they are present in the raw/starting material or formed during synthesis, storage or handling.
If arsenic is not an active ingredient, inert ingredient or an impurity, how has it come to be present in pesticides available in Sri Lanka? One important hypothesis which emerged after lengthy discussions with local and foreign experts is the possibility of intentional or unintentional contamination of pesticides by Chemical Warfare Agents (CWA). A CWA is a chemical substance, the toxic properties of which are used to kill, injure, or incapacitate humans. About 70 different chemicals have been used or stockpiled as CWAs during the 20th century by a number of countries, especially the West. During the time of World War II, USA, UK, Germany, China, and Japan have produced thousands of tons of CWA. These agents may be in liquid, gaseous or solid forms.
Admisite (10-chloro-9-10-dihydrophenarsazine), Clark-1 (Diphenyl arsine chloride), Clark-2 (Diphenyl arsine cyanide), and Lewisite (2-chloro-ethenyl dichloro arsine) are some of the most toxic chemical compounds ever produced by mankind and those have been used as CWAs. All these four contain arsenic as the key element. The additional presence of significant amounts of cyanide in almost all the arsenic-containing pesticides in Sri Lanka further strengthens the hypothesis of CWAs, especially Clark-2, contaminating these pesticides. If someone added few millilitres of CWA to a barrel of pesticides, toxicity of that pesticide would be enhanced remarkably and lethal dose (amount of chemical compound required to kill) would be reduced drastically. Nevertheless, the analysis of such a contaminated pesticide for arsenic will show only a small amount (ppb – parts per billion) of arsenic due to dilution.
Interestingly, after World War II, some countries did run experiments to use Arsenic-containing CWAs as insecticides and herbicides. The tested CWAs were very successful as pesticides but were not used in those countries as a result of increased awareness of their detrimental effects on humans and environment. However, the possibility of multinational companies based there, using CWAs to enhance the pesticides in this part of the world, cannot be ruled out.
Recently, the CWAs became the focus of a discussion by the global medical professionals due to an incident which in Kizaki area of Kamisu town, Japan. Hundreds of people in that area were taken to hospital with unusual symptoms related to central nervous system, and it was subsequently found that this condition was due to a leakage of arsenic-containing CWAs to the wells in the area, thus contaminating drinking-water. Scientists used a graphite furnace atomic absorption spectrophotometer to analyze the contaminated well-water and found small amounts of arsenic. Unlike in the case of Sri Lanka, these scientists did not disregard the significance of the presence of small amounts of arsenic in water but proceeded to further analyze its chemical structures. This far-sighted action of the Japanese scientists led the authorities to take remedial measures and save their people!
Therefore, it is imperative that the issue of arsenic-containing pesticides be addressed as a national priority. Scientists and relevant state authorities should focus their attention on proper identification of chemical structures in pesticides in Sri Lanka and plan and implement strategies to contain environmental pollution, particularly the contamination of ground water, soil and edible plants, with the arsenic in agrochemicals.

මෙම වසරේ ජනවාරි මාසයේ සිට දෙසැම්බර් මස මේ දක්වා වූ කාලය තුළදී දිවයිනෙන් ඩෙංගු උණ රෝගීන් 26,007 දෙනෙකු වාර්තා වී ඇති අතර එම රෝගීන් 172 දෙනෙකු මියගොස් ඇතැයි වසංගත රෝග අංශය පවසයි.
මේ ඩෙංගු රෝගීන්ගෙන් සියයට 56.48 ක් බස්නාහිර පළාතින් වාර්තාවී තිබේ. මෙම දිනවල පවතින වැසි සහිත කාලගුණ තත්ත්වය හේතුවෙන් ඩෙංගු රෝගය තවදුරටත් ශීඝ්රයෙන් පැතිර යැමේ අවදානමක් පවතින බව වසංගත රෝග විශේඥ වෛද්යවරු පවසති.
මේ අතර සෞඛ්ය අමාත්යාංශය නිවේදනයක් නිකුත් කරමින් පවසනුයේ පසුගිය වසරට (2010) සාපෙAක්ෂව බලන කළ මෙම වසරේ 50 වන සතිය වන විට වාර්තාවී ඇති ඩෙංගු රෝගීන්ගේ සංඛ්යාව සියයට 24 කින් එනම් රෝගීන් 8224 කින් පමණ අඩුවී ඇති බවයි.

Curbing human-elephant conflict: External physical traps, viable option

Using of external physical traps is a better option to prevent elephants arrival to villages, Alliance for Building up the cooperation in between Human and Elephant (ABCBHE) coordinator Sanjeeva Sampath said. Positive responses were presented by Agrarian Services and Wildlife Minister S M Chandrasena for demands of the people to prevent the human-elephant conflict Sanjeeva Sampath said.
Representatives of 10 districts, who have been threatened by wild elephants participated at a meeting recently organized by the ABCBHE, he said.
They made proposals to the Agrarian Services and Wildlife Ministry to prevent the conflict. Minister S M Chandrasena paid his attention and agreed to proposals of the alliance to prevent the conflict, he said.
The coordinator said the minister is requesting proposals from the public and civil organizations to prevent this menace.
Reconstruction of electricity fences around national parks, repairing and reactivating of electricity fences which have been broken, growing of reluctant cultivation to elephants at the border lines of the national parks, making live hedges and digging ditches are some of viable measures.

Destruction of forests costs Lanka millions of rupees

Despite Sri Lanka being a biodiversity hotspot along with the Western Ghats in India, natural resources in the country were often misused by a few to gain a quick buck, causing a loss of millions of rupees to the government.
Environment Minister Anura Priyadharshana Yapa says felling is taking place despite strict laws. However, he believes with the support from the grassroots and villages, authorities could put end to the menace.
Sri Lanka lost nearly Rs. 70 million due to thousands of forest related offences that had taken place in 2010, a report prepared by the Environment Ministry revealed yesterday (26).
A senior official of the ministry told The Island Financial Review yesterday that 3,324 forest related offences had been reported in 2010.
The Ministry had recorded 1,183 offences of illicit encroachment and clearing of forests.
Among the other offences included 726 cases of illegal felling, and 179 cases of illicit transportation of timber.
According to Yapa, the largest number of timber felling cases amounting to 154 had been recorded in Nuwara Eliya district.
Anuradhapura had recorded the most cases of illicit encroachment and clearing with 246 cases.
Meanwhile, the mMinistry had also uncovered some 400 unauthorized timber depots in 2010. The Island Financial Review learns that these depots were instructed that they would be dealt with unless they followed the proper legal channels.
Loss of biodiversity is a crisis that threatens human beings. The earth’s biodiversity is crucial to human well-being because it has important functions, scientists have been reiterating.
It provides us commodities such as food, fresh water and fuel, and carries out regulating functions such as climate and disease regulation and water purification. It has cultural functions as well; aesthetic, spiritual, educational and recreational.
The estimated value of ecosystem services is around USD 33 trillion/year, which is twice the global gross national product.
The cost of loss of bio diversity is massive. Loss of topsoil due to deforestation can reduce rice output by 1.5 million tons a year, an amount that would feed up to 15 million people.

Rail track occupiers ordered to evacuate

Those residing in railway track reservations between Pallai and Kankesanthurai have been ordered to vacate the railway properties before January next year. The Government Agent, Jaffna, has instructed Divisional Secretaries to take action to evict the trespassers on railway properties between Pallai and Kankesanthurai.
There was no railway service during the past twenty years between Vavuniya and Kankesanthurai as the war was intense in the North. The landless people seized this opportunity and grabbed the lands and buildings belonging to the railway department and put up houses on the railway track. They even built temples on these lands after removing the rails. The rails between Vavuniya and Kankesanthurai had been stolen to build bunkers and permanent dwelling houses.
It was decided to start the laying of railway track in January at a meeting at the Jaffna Secretariat presided by the Jaffna Government Agent. The railway track laying will be carried out in three stages. The first is from Vavniya to Thandikulam which has been completed. The second stage is from Thandikulam to Omanthai which has also been completed. The third stage is from Omanthai to Pallai and then from Pallai to Kankesanthurai.

Health Ministry warns against firecracker use

The Health Ministry yesterday reiterated its warning to the public against the use of firecrackers during the festive season as 70 percent of children have been admitted to government hospitals during the last few days, due to improper use of firecrackers.
The ministry requested the public to take safety measures when using firecrackers. According to a Health Ministry official, 60 patients who sustained eye injuries due to improper usage of firecrackers during the festive season are receiving treatment at the National Eye Hospital.
The accidents related to improper use of firecrackers have increased by 78 percent when compared to the such accidents in developed countries.
He said that these accidents can easily be prevented by minimizing the use of firecrackers during the festive season. "Parents should not allow the children to use firecrackers, he added.
Firecracker victims should be taken to Emergency units.
They should be taken to the nearest eye care centre, if the eyes are injured by the explosion of firecrackers.

පාරිසරික මාධ්යවේදීන්ගේ හ`ඬ කෙතරම් බලවත් වුයේද යන්න සිංහරාජ අඩවිය ඔස්සේ කපා නිම කරන්නට ගිය මාර්ගය නවතා දැමීමට ක්රියා කිරීමෙන්ද, සෝමාවතිය වනෝද්යානය ප්රදේශයේ කෙසෙල් වගා කිරීමේ ව්යාපෘතියෙන් අදාළ විදෙස් සමාගම ඉවත්වීමෙන් ද පැහැදිලි විය. එවන් අවස්ථාවලදී පරිසර අමාත්යාංශය, මධ්යම පරිසර අධිකාරිය වහා මාධ්යයේ හ`ඬට කන්දී කටයුතු කිරීම මෙවන් සටහනක් තබන මේ මොහොතේදී කෘතවේදීව සිහිපත් කළ යුතුය. එසේම විශේෂයෙන්ම මෙරටේ මහා පාරිසරික අර්බුදයක් බවට පත්ව තිබු "කසළ" ප්රශ්නය විසඳීමට පරිසර අමාත්යාංශයත් මධ්යම පරිසර අධිකාරියත් මේ දක්වා ගත් ක්රියාමාර්ග මේ මොහොතේදී පැසසුම් සහගත ලෙස සිහිපත් කළ යුතුය."පිළිසරු" ජාතික වැඩසටහන අරඹා ඒ මගින් කසළ කළමනාකරණයට මේ දක්වා සිදුකර ඇති මෙහෙය අතිවිශාලය. කොම්පෝස්ට් බඳුන් ලබාදීම, පළාත් පාලන ආයතන කසළ කළමනාකරණය සඳහා යොමුකරවීම ඇතුළු මහා පරිමාණ කසළ රඳවන ඇති කිරීම දක්වා මේ මගින් සිදු කරන ලද මෙහෙය සුළුපටු නොවේ. පොලිතින් ප්ලාස්ටික් අපහරණයේදී පසු භාවිත ප්ලාස්ටික් අපද්රව්ය කළමනාකරණ ජාතික ව්යාපෘතියෙන් මෙන්ම වර්තමානයේදී පරිසරයට මහත් ව්යසනයක් බවට පත්ව ඇති ඉලෙක්ට්රොනික අපද්රව්ය අපහරණයේදී මධ්යම පරිසර අධිකාරිය සහ පරිසර අමාත්යාංශය ඉටුකරනු ලබන කාර්යභාරය කිසිසේත් අවතක්සේරු කළ නොහැකිය. මේ බව අපට 2011 වසර ගෙවී යන මේ මොහොතේදී නැවතත් ස්මරණය කරන්නට සිදුවුයේ පාරිසරික මාධ්යවේදීන් සඳහා ඉකුත්දා පවත්වන්නට යෙදුණු වර්ෂාවසාන මාධ්යවේදී වැඩමුළුව නිසාය. මාරවිල µdම් බීච් හෝටලය කේන්ද්ර කරගනිමින් කල්පිටිය, පුත්තලම, මාරවිල, කුලියාපිටිය ප්රදේශ ආශ්රිතව දින දෙකක් පුරා වැඩමුළුව පවත්වන්නට යෙදිණි. එය සංවිධානය කර තිබුණේ පරිසර අමාත්යාංශය, මධ්යම පරිසර අධිකාරිය සහ පිළිසරු ව්යාපෘතියයි.

කසළ කළමනාකරණයේදී පැනනගින මහජන විරෝධය අවම කිරීම සඳහා ජනතාව නිවැරැදි ලෙස දැනුවත් කිරීම මාධ්යවේදීන්ගේ කාර්යභාරය විය යුතු බව ද ජයවිලාල් ප්රනාන්දු මහතා මෙහිදී වැඩිදුරටත් පැවැසීය.

Norachcholai a big disappointment
The 300MW power plant in Norachcholai which has the capacity to produce more than six million units of electricity per day if operated fully, has, however, generated only half of its capacity during most part of 2011, causing millions in losses to the Ceylon Electricity Board.
CEB officials told The Island yesterday that as a result they were compelled to go for power purchases costing Rs. 50.00 per unit from other sources.
The plant has had a number of technical shortcomings during the course of 2011, according to officials.
Every non-operational day costs the CEB Rs. 80 million, according to Power and Energy Minister Patali Champika Ranawaka.
Ranawaka said the plant had not worked for 35 days since it was commissioned in March this year due to various reasons and the CEB had incurred huge losses as a result.
According to Ranawaka, one of the main reasons for the non-functioning of the power plant was a system failure experienced when the plant was connected to the national grid.
Problems had later been experienced in the auxiliaries.
Ranawaka said since it was a large plant and a new experience to the local employees and technicians, it would take some time for the CEB to adapt to the new system.
Unloading a shipment of coal had initially taken 25 days, but now it was done in nine days, Minister Ranawaka said.

The National Aquatic Resources Research and Development Agency (NARA) will implement seaweed and sea cucumber farming in Sri Lanka, said NARA chairman Dr Hiran Jayawardena. The NARA will implement projects to develop the aquaculture industry to coincide with its 30th anniversary.
The seaweed and sea cucumber farming are two of these projects. Pilot projects will commence in the North and East Provinces, sources said.
Shipwrecks are the best places for fish breeding. They have identified 23 wrecked ship sites in the Eastern Province. The NARA will also help to draw up nautical maps which are useful to the fisheries industries, the sources said.
