සේවක අර්ථසාධක අරමුදලේ සාමාජිකයන්ට නිවසක් තැනීමට හෝ වෛද්‍ය ප්‍රතිකාර ලබාගැනීමට සිය ගිණුමේ ඇති ශේෂයෙන් සියයට තිහක මුදලක් ලබාගත හැකිවන පරිදි පාර්ලිමේන්තුවට ඉදිරිපත් කළ සේවක අර්ථසාධක අරමුදල් (සංශෝධන) පනත ඊයේ (18) අනුමත විය.

මේ පනත වැඩි ඡන්ද 59 කින් සම්මත විය. පක්‍ෂව ඡන්ද 71 ක් සහ විරුද්ධව ඡන්ද 12 ලැබුණි.

මෙම සංශෝධන පනතට අනුව නිවාස ප්‍රතිලාභ සහ වෛද්‍ය ප්‍රතිකාර සඳහා සිය ගිණුමෙන් සියයට තිහක මුදලක් ලබාගත හැක්කේ වසර දහයකට නො අඩු කාලයක් අරමුදලේ දායක මුදල් ගෙවා ඇති සාමාජිකයන්ට පමණි.

එමෙන්ම දැනට සේවයේ නියුතු සහ පෞද්ගලික ගිණුමේ බැරට රුපියල් ලක්‍ෂ තුනකට නොඅඩු මුදලක් ඇති සාමාජිකයන්ට ද මේ සියයට තිහක මුදල ලබාගත හැකි වේ.

මේ පනත් කෙටුම්පතට අනුව සෑම සාමාජිකයකුටම අරමුදලේ දායකයකු වශයෙන් සිටින කාලය තුළදී තම පුද්ගලික ගිණුමෙන් අවස්ථා දෙකකදී පමණක් මුදල් ලබාගත හැකි වේ. සාමාජිකයාට අයත් ඉඩමක නිවෙසක් ඉදිකිරීම, නිවසක් ඉදිකිරීම සඳහා ඉඩමක් මිලට ගැනීම, නිවාස දේපළක් මිලදී ගැනීම, නිවාස දේපළක් මත ඇති උකසක් බේරුම් කිරීම හෝ අනුමත බැංකුවලින් ලබාගත් නිවාස ණයක ඉතිරි මුදල බේරුම් කිරීම සඳහා සාමාජිකයාට මෙසේ සිය ගිණුමෙන් සියයට තිහක් ලබාගත හැකිය.

එමෙන්ම හෘදය සැත්කම්, බයිපාස් සහ පිළිකා සඳහා ප්‍රතිකාර, වකුගඩු බද්ධ කිරීම, සිසේරියන් සැත්කමක් හෝ අනතුරක් සිදුවීම නිසා දින දාහතරකට නොඅඩු කාලයක් රෝහල්ගතව සිටීම වෙනුවෙන් සාමාජිකයාට හෝ ඔහුගේ කලත්‍රයාට හෝ දරුවන් වෙනුවෙන් සිය ගිණුමෙන් සියයට තිහක් ලබාගත හැකිය.

ඊට අමතරව සේවක අර්ථසාධක අරමුදලේ සාමාජිකයාට හා සේවා යෝජකයාට හඳුනාගැනීමේ අංකයක් ලබාදීම, සේවක අර්ථසාධක අරමුදල වෙනුවෙන් ලේකම් කාර්යාලයක් ඉදිකිරීම සඳහා එම අරමුදලේ යම් මුදල් ප්‍රමාණයක් කොන්දේසි මත ආයෝජනය කිරීම යන වගන්තීන් ද අදාළ පනතට සංශෝධන ලෙස එක්කිරීමට ඊයේ (18) පාර්ලිමේන්තුවේදී අනුමැතිය ලැබිණි.

එමෙන්ම අවම වශයෙන් සේවා නියුක්තයන් පනහක් සේවය කරන සෑම සේවා යෝජකයකු විසින්ම එම මාසයට පසුව එළඹෙන මාසයේ අවසානයට පෙර ශ්‍රී ලංකා මහ බැංකුවට පිටපතක් ද සහිතව මාසික වාර්තාවක් කම්කරු කොමසාරිස්වරයා වෙත ඉදිරිපත් කළ යුතු බවට වූ සංශෝධනය ඇතුළත් කිරීමට ද අනුමැතිය ලැබිණ.

එමෙන්ම ගෙවීම් පැහැර හැරීම සම්බන්ධයෙන් රුපියල් දහසක උපරිම දඩය සහ මාස හයක සිරදඬුවම වෙනුවට රුපියල් විසිදහසක් නොඉක්මවන දඩයක් සහ මාස දොළහක් නොඉක්මවන සිරදඬුවමක් යනුවෙන් වූ සංශෝධනයට ද අනුමැතිය ලැබිණි.

එමෙන්ම පෞද්ගලික අංශයට අදාළ රක්ෂණ හෝ විශ්‍රාම වැටුප් යෝජනා ක්‍රමයට අදාළ පනතේ සියලු වගන්ති ඉවත් කිරීමට ද එක¼ඟ විය.

මෙම පනතට විරුද්ධව එක්සත් ජාතික පක්‍ෂය, දෙමළ ජාතික සන්ධානය සහ ප්‍රජාතන්ත්‍රවාදී ජාතික සන්ධානය ඡන්ද දුන්නේය.

EPF Amendment Bill passed

The Employees Provident Fund (Amendment) Bill was passed in Parliament yesterday, with amendments by a majority of 59 votes.

According to the proposed amendments, the NIC number of an employee will be used as the EPF number and this number will not change even if the employee moves to another institution. The efficiency of the fund when paying back the EPF money to employees would be enhanced as a result of this new system. The thumb fingerprint would also be included with the NIC number to ensure the safety of thea ccount.

The amendments to the Act would also enable the employees to withdraw 30 percent of the amount in their fund if they have contributed to the fund at least for 10 years and have more than Rs. 300,000 in their individual accounts.

This money will be provided for housing purposes or medical requirements such as heart surgery, treatment for cancer including surgery, kidney transplant or surgery, cesarean operation or hospitalization for not less than 14 days on account of an accident. Every member is entitled to two withdrawals from his individual account.

The amendments have, the government says, strengthened the laws with regard to the employers who have delayed paying EPF for the employees while fines have been increased as well. Every employer who has more than 50 employees under him should furnish a report containing membership data to the Commissioner General of Labour and to the Central Bank.

The proposed amendments provide for financial allocations for the ‘Mehewara Piyasa’ a new building being constructed to be used as a Secretariat Office of the Fund.

When the bill was taken for approval the Opposition asked for a division and a vote was taken. The Bill received 71 votes in favour and 12 against. The UNP, TNA and DNA voted against it.

The Employees’ Provident Fund (Amendment) Bill was passed with a majority of 59 votes in Parliament yesterday.

Seventy-one members voted in favour while 12 voted against.

The UNP and DNA voted against. TNA members were not present in the House at the time of the vote. The decision was asked by Chief Opposition Whip John Amaratunga.
