පාඩු ලබන රාජ්‍ය ආයතනවලට කෝප් වාර්තාවෙන් රතු එළියක්‌!

පාඩු ලබන රාජ්‍ය ව්‍යාපාර ආයතන ගොඩනැඟීමට නම් ඒවා මුළුමණින්ම පුළුල් ප්‍රතිව්‍යqහකරණයකට Radical restructuring ලක්‌ කළ යුතු බවටද ඒවායේ සිටින අතිරික්‌ත සේවකයන් විශ්‍රාම ගැන්විය යුතු බවටද රාජ්‍ය ව්‍යාපාර පිළිබඳ පාර්ලිමේන්තු කාරක සභාව (කෝප්) නිර්දේශ කර ඇත. ඉකුත්දා පාර්ලිමේන්තුවට ඉදිරිපත් කළ කෝප් වාර්තාව මගින් ප්‍රධාන රාජ්‍ය ආයතන 48 ක්‌ පාඩු ලබන බව හෙළිදරව් කළ අතර ඊට මූලික වශයෙන්ම අතිරික්‌ත සේවක පිරිසක්‌ සිටීම දිනෙන් දින අදාළ ආයතනවල වියදම් ඉහළ යැම දුර්වල කළමනාකරණය සහ ප්‍රාග්ධන හිඟය යන සාධක හේතු වී ඇති බවද අවධාරණය කර ඇත.

පාඩු ලබන ආයතන, ලාභ පාඩු නොලබන ආයතන, ලාභ අඩුවීගෙන යන ආයතන ඇතුළු කෝප් සභාවේ විමර්ශනයට ලක්‌වන සියලු ආයතන දියුණු තත්ත්වයට පත් කර ගැනීම සඳහා කෝප් වාර්තාව මගින් පොදු නිර්දේශ 22 ක්‌ ඉදිරිපත් කර තිබේ. ඒවා ක්‍රියාත්මක වන බවට ප්‍රධාන ගිණුම් තැබීමේ නිලධාරීන් වශයෙන් අදාළ අමාත්‍යාංශ ලේකම්වරයා පාර්ලිමේන්තුවට සහතික විය යුතු බවටද කෝප් සභාව නියෝජනය කරන ආණ්‌ඩුපක්‌ෂ සහ විපක්‌ෂ සියලු සාමාජිකයන් ඒකමතිකව තීරණය කර ඇත. මෙවැනි තීරණයක්‌ ගෙන ඇත්තේ ප්‍රථම වරටය.

ලබන වසරේ (2012) සිට රාජ්‍ය ආයතන විමර්ශනයට ලක්‌කර මාස තුනෙන් තුනට කෝප් වාර්තාව නිකුත් කිරීමට සහ කෝප් වාර්තාව මගින් ලබාදෙන නිර්දේශ වසරක්‌ ඇතුළත ක්‍රියාත්මක කොට පාර්ලිමේන්තුවට වාර්තා කළ යුතු බවටද පොදු ව්‍යාපාර පිළිබඳ කාරක සභාව තවදුරටත් ඒකමතිකව තීරණය කර තිබෙන බව "දිවයින ඉරිදා සංග්‍රහය"ට වාර්තා වේ.

කෝප් නිර්දේශ පෙන්වා "ෂේප් වීමේ" න්‍යායද?

පොදු ව්‍යාපාර කාරක සභාවේ (කෝප්) අලුත්ම වාර්තාව ඉකුත් දා (01 දා) පාර්ලිමේන්තුවට ඉදිරිපත් විය. කෝප් සභාවේ සභාපති ඩිව් ගුණසේකර මහතා විසින් පාර්ලිමේන්තුවට ඉදිරිපත් කළ මේ වාර්තාවට අනුව, එම කොමිසම විසින් විමර්ශනයට ලක්‌ කළ රාජ්‍ය ව්‍යාපාර ආයතන 229 න් ආයතන 48 ක්‌ පාඩු පිට පවත්වාගෙන යයි. තවත් ඇතැම් ආයතන ලාභ ලැබුවද එම ලාභ පසුගිය වසර වලදී සැලකිය යුතුලෙස අඩුවෙමින් පවතින බවද හඳුනා ගනු ලැබ ඇත. මෙසේ පාඩු ලබන ආයතන, ලාභ අඩුවෙමින් පවතින ආයතන මෙන්ම කෝප් සභාවේ විමර්ශනයට ලක්‌වන සෙසු ආයතන සම්බන්ධයෙන්ද එම ආයතනවල තත්ත්වය යහපත් කර ගැනීම සඳහා වන නිර්දේශ ද කෝප් වාර්තාවට ඇතුළත්ය. මෙකී ආයතන සියල්ලම සම්බන්ධයෙන් වන පොදු නිර්දේශ මෙන්ම එක්‌ එක්‌ ආයතන සම්බන්ධයෙන් වෙන වෙනම ද කෝප් වාර්තාවේ නිර්දේශ ඇතුළත්ය. මෙම අලුත්ම කෝප් වාර්තාවේ අන්තර්ගතය ඇතුළු මෙකී නිර්දේශ පිළිබඳ මේ ලිපියෙන් අපි සාකච්ඡා කරමු.

කෝප් කමිටුවේ විමර්ශනයට යටත්ව පවතින රාජ්‍ය ආයතනවලින් එම සභාවට මෙතෙක්‌ කල් සියලු ආයතන විමර්ශනයට ලක්‌ කිරීමට අවස්‌ථාව නොලැබුණත් මෙවර වාර්තාවේ විශේෂත්වය වන්නේ එකී සියලු ආයතන විමර්ශනයට ලක්‌කරමින් වේ වාර්තාව පිළියෙල කොට තිබීමයි. මෙසේ අදාළ සියලු ආයතන විමර්ශනයට ලක්‌ කිරීමේ පහසුව තකා අමාත්‍ය ඩිව් ගුණසේකර මහතාගේ සභාපතිත්වයෙන් යුත් ප්‍රධාන කමිටුවට අමතරව මෙවර තවත් අනුකමිටු තුනක්‌ද පත්කර තිබිණි. එම අනුකමිටුවල සභාපතිවරුන් ලෙස කටයුතු කොට ඇත්තේ ඇමැති සුසිල් ප්‍රේමජයන්ත, එජාප නියෝජ්‍ය නායක කරු ජයසූරිය, සහ ලසන්ත අලගියවන්න යන මහත්වරුය. මේ අනුව ඩිව් ගුණසේකර මහතාගේ සභාපතිත්වයෙන් යුත් ප්‍රධාන කමිටුව විසින් ආයතන 92 ක්‌ පිළිබඳවද, සුසිල් ප්‍රේමජයන්ත මහතාගේ සභාපතිත්වයෙන් යුත් අනුකමිටුව විසින් ආයතන 39 ක්‌ පිළිබඳවද, කරු ජයසූරිය මහතාගේ සභාපතිත්වයෙන් යුත් අනුකමිටුව විසින් තවත් ආයතන 39 ක්‌ පිළිබඳව සහ ලසන්ත අලගියවන්න මහතාගේ සභාපතිත්වයෙන් යුත් අනුකමිටුව විසින් ආයතන 59 ක්‌ පිළිබඳවද විමර්ශන කටයුතු සිදුකර තිබිණි. මෙවර වාර්තාව පිළියෙල කිරීම සඳහා පොදු ව්‍යාපාර කාරක සභාව විසින් ආයතන විමර්ශනය කිරීමේ කටයුතු 2010.08.04 දින ආරම්භ කරන ලද අතර ඉකුත් නොවැම්බර් 18 දින දක්‌වාම එම කටයුතු සිදුව ඇත. ආයතන 229 ම විමර්ශනයට ලක්‌ කළ නිසා මෙවර කෝප් වාර්තාව ව්‍යවස්‌ථාදායක ඉතිහාසයේ විශාලතම කෝප් වාර්තාව බව කෝප් කමිටුවේ සභාපති ඩිව් ගුණසේකර මහතා කියයි. එය පිටු 176 කින් සමන්විතය.

අදාළ සියලු ආයතන විමර්ශනයට ලක්‌ කිරීමෙන් පසු ඒ සියල්ල ප්‍රධාන කාණ්‌ඩ හතරකට ගොනු කරනු ලැබ ඇත. එනම් (1) මූල්‍ය ස්‌ථාවරත්වයක්‌ සහිත ආයතන, (2) ලාභපාඩු නැති මට්‌ටමේ පවතින ආයතන, (3) ආදායම් අඩුවෙමින් පවතින ආයතන සහ (4) පාඩු පිට පවත්වාගෙන යන ආයතන වශයෙනි. මේවා අතුරින් කෝප් වාර්තාවේ වැඩි අවධානයක්‌ යොමුව ඇත්තේ ආදායම අඩුවෙමින් පවතින ආයතන සහ පාඩු පිට පවත්වාගෙන යන ආයතන සම්බන්ධයෙනි. මේ අනුව 2010 මූල්‍ය වර්ෂයේ දී රාජ්‍ය ව්‍යවසායන් 48 ක්‌ පාඩු පිට පවත්වාගෙන යන බව කෝප් වාර්තාව මගින් අනාවරණය කරගෙන ඇත. එම ආයතන ලැයිස්‌තුව මේ ලිපිය සමඟ පළ වේ. අප මේ ලිපිය මගින් වැඩි අවධානයක්‌ යොමු කරන්නේද මේ පාඩු ලබන රාජ්‍ය ආයතන ගැනය.

අතිරික්‌ත සේවකයන් සිටීම, වියදම් ඉහළයැම, දුර්වල කළමනාකරණය සහ ඌන ප්‍රාග්ධනය යනාදී කරුණු මෙකී රාජ්‍ය ව්‍යවසායන් පාඩු ලැබීමට හේතු වී ඇති කරුණු අතර ප්‍රධාන තැනක්‌ ගන්නා බව කෝප් වාර්තාව පෙන්වා දෙයි.

අතිරික්‌ත සේවකයන් අඩුකිරීම සඳහා විශ්‍රාම ගැන්වීමේ ක්‍රම හඳුන්වාදීම සහ එකී ආයතන කාර්යක්‍ෂම ප්‍රතිව්‍යqහගතකරණයකට ලක්‌ කිරීමද මෙකී පාඩු ලබන ආයතන ගොඩගැනීම සඳහා අනුගමනය කළ යුතු ප්‍රධාන පියවරයන් බව කෝප් වාර්තාව මගින් නිර්දේශ කරනු ඇත. මෙකී ඇතැම් ආයතනවල අනුමත කාර්ය මණ්‌ඩලයේ ඇති පුරප්පාඩු පිරවීමට පියවර ගෙන නොමැති බවත් එසේ තිබියදීම ඇතැම් ශ්‍රේණි යටතේ අතිරික්‌ත නිලධාරීන් බඳවාගෙන සිටින බවටත් කෝප් සභාව විසින් හඳුනාගෙන ඇත. මේ නිසා අදාළ ආයතනවල අනුමත කාර්යමණ්‌ඩලය පිළිබඳ නැවත සමාලෝචනයක්‌ කරන ලෙසට කෝප් වාර්තාව මගින් මහාභාණ්‌ඩාගාරයට නිර්දේශ කර ඇත.

රජයේ විගණකාධිපතිවරයා විසින් මේ බොහෝ ආයතනවලට විගණන විමසුම් (Audit Queries) යවනු ලැබුවත් ඒවා නොතකා හරිමින් පිළිතුරු ලබා නොදෙන බවද කෝප් කමිටුව නිරීක්‍ෂණය කර ඇත. මේ නිසා අදාළ ආයතනය අයත් අමාත්‍යාංශයේ අභ්‍යන්තර විගණකවරයා විසින් මේ ගැන අවධානය යොමුකොට අදාළ විගණන විමසුම්වලට නිසි පිරිදි කලට වේලාවට පිළිතුරු සැපයිය යුතු බවද, අමාත්‍යාංශයේ ප්‍රධාන ගිණුම් නිලධාරියා වශයෙන් අමාත්‍යාංශ ලේකම්වරයා මේ සඳහා වගකිව යුතු බවද කෝප් වාර්තාව මගින් අවධාරණය කර තිබේ. මේ ආකාරයට අදාළ රාජ්‍ය ව්‍යවසායන් සම්බන්ධයෙන් වන තවත් නොයෙකුත් ගැටලු හා ප්‍රශ්න පිළිබඳවද ඒ සඳහා වන නිර්දේශයන්ද කෝප් වාර්තාවේ අන්තර්ගත වේ. ඇතැම් ආයතන අනවශ්‍ය ආයතන ලෙස සලකා ඒවා වසා දැමිය යුතු බවට සහ වෙනත් ආයතන සමඟ ඒකාබද්ධ කළ යුතු බවටද කෝප් වාර්තාව මගින් නිර්දේශ කර ඇත. මේවා අතර වැවිලි ක්‍ෂේත්‍රයට සහ පොහොර සම්බන්ධ ආයතනද තිබෙන බව කෝප් සභාපති ඩිව් ගුණසේකර මහතා කියයි. සමස්‌තයක්‌ වශයෙන් අදාළ ආයතන ගොඩගැනීමට අදාළව පොදු නිර්දේශ 22 ක්‌ කෝප් වාර්තාව මගින් සිදුකර ඇත. අප මෙහිදී සාකච්ඡා කළේ ඉන් වැදගත් කිහිපයක්‌ ගැන පමණය.

පොදු ව්‍යාපාර කාරක සභාව සමන්විත වන්නේ ආණ්‌ඩු පක්‍ෂයේ හා විපක්‍ෂයේ මන්ත්‍රීවරුන්ගෙනි. කෝප් කමිටුව නියෝජනය කරන මෙම සියලු දේශපාලන පක්‍ෂ නියෝජිතයන් විසින් ඒකමතිකව ගත් ඉතා වැදගත් තීරණයක්‌ ගැනද මෙහිදී සඳහන් කළ යුතුය. කෝප් සභාපතිවරයා කියන පරිදි එම තීරණය මෙසේයි.

"පාර්ලිමේන්තුවට ඉදිරිපත් කරනු ලැබූ කෝප් වාර්තාව ගැන අමාත්‍යාංශවල ප්‍රධාන ගිණුම් නිලධාරීන්ගේ දැඩි අවධානය යොමු විය යුතුයි. මෙහි සඳහන් කරුණු ප්‍රවේශමෙන් අධ්‍යයනය කොට අවශ්‍ය පියවර ගන්නා බවට අමාත්‍යාංශ ලේකම්වරු පාර්ලිමේන්තුවට සහතික විය යුතුයි."

මේ තීරණය ඉතාම වැදගත් එකක්‌ බවට කිසිම සැකයක්‌ නැත. එහෙත් කෝප් වාර්තා මගින් කරන නිර්දේශ සහ කෝප් කමිටුව විසින් ගනු ලබන තීන්දු - තීරණ කොතෙක්‌ දුරට ක්‍රියාත්මක වන්නේද? වඩාත් වැදගත්ම ප්‍රශ්නය එයයි. පසුගිය සෑම වසරකදීම පාහේ කෝප් වාර්තා නිකුත් වූයේය. ඒ සෑම එකකින්මද පාඩු ලබන රාජ්‍ය ව්‍යවසායන් හෙළිදරව් කොට ඒවා ගොඩනැගීමට අනුගමනය කළ යුතු නිර්දේශද ඉදිරිපත් කර තිබුණු බව අපට මතකය. මේවා පුවත්පත්වලද හරිහරියට පළවූ බවද අපට මතකය. එහෙත් මේ නිර්දේශවලින් ක්‍රියාත්මක වී ඇත්තේ කීයෙන් කීයද? ඒ නිසා කෝප් වාර්තාවේ නිර්දේශ ක්‍රියාත්මක වන බවට කෝප් කමිටුව විසින් නිසි පසු විපරම් වැඩපිළිවෙළක්‌ද ආරම්භ කළ යුතු බව අපේ හැඟීමයි. අලුතින් ආයතන ගැන විමර්ශනය කරන අතරම එකී ආයතන සම්බන්ධයෙන් පසුගිය කෝප් වාර්තා මගින් සිදුකර තිබූ නිර්දේශ ක්‍රියාත්මක කර තිබෙනවාද යන්නත් සොයා බැලිය යුතුය. එසේ නැත්නම් ඊට එරෙහිව කෝප් සභාව විසින් ගන්නා පියවර මොනවාද? මේ ප්‍රශ්නයද අප හමුවේ තිබෙන්නකි.

ඒ නිසා අප කියා සිටින්නේ කෝප් නිර්දේශ ක්‍රියාත්මක වීමට නම්, එම නිර්දේශ කෝප් වාර්තාවට පමණක්‌ සීමාවීමට ඉඩ නොතැබිය යුතු බවයි. ඒවා ක්‍රියාත්මක වන බවට මුලින් සඳහන් කළ පරිදිම නිසි පසු විපරමක්‌ද කෝප් සභාව විසින් කළ යුතුව තිබේ. මෙය කිරීමට රාජ්‍ය ව්‍යාපාර පිළිබඳ කාරක සභාව (කෝප්) සූදානම්ද? කෝප් කමිටුව ගන්නා වෙහෙස මහන්සියේ නිසි ඵල ලැබෙනු ඇත්තේ එවිටය. ඇතැම් විට ජාතික ළමාරක්‍ෂක අධිකාරිය, ජාතික තරුණ සභාව යනාදී ආදායම් ඉපයීමට එතරම් හැකියාවක්‌ නැති සමාජයට, තරුණ තරුණියන්ට සේවා සලසන ආයතනවලින් ලාභ ලබන තත්ත්වයක්‌ ගැන අපට අපේක්‍ෂා කළ නොහැකි වුවත් කිසි වැඩකට නැති මහජන මුදල් කාබාසිනියා කරන ආයතන එක්‌කෝ වසා දැමිය යුතුය. නැතහොත් කෝප් සභාව විසින් නිර්දේශ කර ඇති පරිදිම ඒවා වෙනත් ආයතන සමඟ ඒකාබද්ධ කළ යුතුය.

ඒ නිසා අවසාන වශයෙන් මෙකී නිර්දේශ ක්‍රියාත්මක කිරීමට අදාළ ආයතන ක්‍රියාත්මක වන ආකාරය දෙසත් එකී නිර්දේශ ක්‍රියාත්මක වීමේ ප්‍රගතිය ගැන පසුවිපරම් කිරීමට කෝප් සභාව විසින් ගන්නා ක්‍රියාමාර්ගය කුමක්‌ද යන්න ගැනත් අපි බලා සිටිමු. ජනතාව ඒ දෙස බලා සිටිති.

COPE: Huge lapses in procedures and financial management

Parliamentary Select Committee have stated instances in its report published on Wednesday (Dec 1) on public enterprises where Heads of public enterprises had paid exorbitant legal fees, put up buildings on lands without examining ownership, and failed to take action to recover large sum of monies due from outsiders.
At the top of the list of enterprises that owed huge sums of money to banks or other public enterprises are the Ceylon Electricity Board and the National Water Supply and Drainage Board.

Among the institutions that neglected recovery of funds was the Sri Lanka Rupavahini Corporation that “did not take action to recover Rs.42, 649,586 receivable from various political parties for the use of air time,” the COPE report stated.

The report also pointed out that certain public servants have owed some state enterprises as much as 195 million rupees but these amounts have not been recovered from them after they had been transferred to other state institutions. Topping the list of bad debts of employees was Sri Jayawardhanapura University that had failed to recover 69 million rupees while the second institution the Open University had failed to recover 40 million rupees.

Among the errant public enterprises that failed to pay debts to other public enterprises were Mihin Lanka, owing 10 million rupees to SLRC, Ceylon Shipping Corporation owing 50 million rupees, the largest bad debt, to the Sri Lanka Ports Authority. Mihin Lanka again not paid interest on its loan of 500 million rupees obtained from the Airport and Aviation Serviced (Pvt.) Ltd., while Sri Lanka Rubber Manufacturing Corporation had owed People’s Bank and General Treasury Rs. 113 million and Rs.1,385 million respectively, the report stated.

Of the 229 public enterprises 40 were found to be loss making ones. Ceylon Electricity Board owed 50 billion rupees to the Ceylon Petroleum Corporation but the Treasury has taken over the debt. The National Water Supply and Drainage Board owed 5.4 billion rupees to the Treasury at the end of year 2010.
A number of shortcomings in accounting and failing to provide document to the Auditor General were found but there were also genuine steps taken in the public interest to deviate from the procedures laid down in the government regulations that were accepted as fair reasons by the COPE in its report.

Chairman- Committee On Public Enterprises (COPE), Minister D.E.W. Gunasekera says the powers of the Parliamentary oversight committee should be enhanced, to enable it to summon former heads of State-run institutions, as well as bring under its purview private limited companies incorporated under the Companies Act.

Mr. Gunasekera who presented the COPE report to Parliament last Thursday, said that, during its deliberations, the committee identified several instances where enterprises such as maga negume companies and subsidiaries of the Ceylon Electricity Board (CEB) which needed to be summoned, but could not be done, due to the Committee's mandate limiting it to institutions audited by the Auditor General.



Hence, the Committee had recommended amending Standing Orders of Parliament to empower the Committee to summon such companies and allow for scrutiny of their finances. The COPE report also called for greater scrutiny of the eligibility of persons appointed as heads of State corporations, departments, authorities etc., saying that, they should not only be academically but also professionally qualified.

He said that the Parliamentary Committee on High Posts, which examines the eligibility of such candidates too, should look into this matter with all seriousness. In the 176-page report, COPE had examined the accounts of 229 institutions, of which, 40 were listed as loss-making.

"The Committee categorised the institutions into four groups namely, those functioning profitably, those functioning at break-even, i.e. avoiding loss, but failing to make a profit, those institutions whose revenue is dwindling and those institutions running at a loss," Mr. Gunasekera said.

The 40 loss-making institutions included Ceylon Petroleum Corporation (CPC), Samurdhi Authority of Sri Lanka, SriLankan Airlines, Mihin Air, Ceylon Shipping Corporation, the Ports Authority and Transport Board.

The COPE report revealed numerous instances of waste, corruption and mismanagement of State funds running into billions of rupees, in all the examined institutions, with little or no follow-up action to bring to book those responsible for such lapses.

Sri Lanka Cricket (SLC) which comes under the Ministry of Sports, was one of the worst offenders, as revealed by the contents of the report. According to the income statement of SLC, expenditure of the Cricket Board had increased by 524% in 2010, when compared with 2009.

The reason given for this was that more money was spent on matches played by the 'A' team and Under-19 team, the national pool was increased up to 100 players, and they were provided with necessary facilities, while action was also taken to promote women’s cricket.

The total liabilities of SLC stood at Rs 6.1 billion, with total assets being only Rs 3.1 billion, when COPE examined SLC accounts in July and November 2011. SLC officials told COPE that, to pay the liability, they have applied for a loan to the Bank of Ceylon, and the ICC would pay the due amount when audited expenses are forwarded.

COPE had queried the irregular payment of Rs 650,000 to some officers, to which SLC officials who appeared before the committee, replied that this amount was paid for some officers for "doing a good job on the Australian tour", on a proposal of the interim committee. COPE has asked for a list of names of people who were paid.

The committee also observed that the initial estimate for the construction of the Hambantota, Kettarama and Pallekele playgrounds had been Rs 3.3 billion, whereas the total expenditure was Rs 7.18 billion. Cricket Board officials were asked to submit a report with regard to the price escalation and other relevant information.

The committee observed that SLC had paid SLIDA Rs 1.46 million for an assessment of cadre, but the SLIDA report made no provision to introduce an acceptable procedure for promotions, salary structure and age limit for each post, and was not included in it, and the proposal to increase the present cadre from 267 up to 727 in 2012, was suggested without a justification for expansion of the workforce at SLC.
The Committee report also noted that 47 employees had been recruited in 2010, where most of them did not have the basic qualifications and experience relevant to the particular post.

In the Sri Lanka Transport Board, COPE noted that the number of employees are around 34,000, whereas the number of buses in operation are 5,225. SLTB officials told the Committee that action is being taken to increase the number of buses up to 6,000 by end 2011.

s. COPE said this type of shortcomings has resulted due to internal audits not being strong enough.
One of the biggest loss-making institutions was Mihin Lanka, which has been running at a significant loss since its inception. The current liability of the company is Rs 2.4 billion, the report said.

The Chief Accounting Officer of Mihin Lanka had told COPE that the company had made a Rs 16 million operational profit in the past six months, which can be viewed as a positive sign of a turnaround.
There were many instances where the finances of the Sri Lanka Ports Authority (SLPA) were not found to be in order or badly mismanaged. In one instance, two cranes purchased at a cost of Rs 444 million in 2008, were found lying idle even by June last year. It was also noted that the SLPA had engaged in several controversial construction work such as the Sooriyawewa Cricket stadium. SLPA officials had told the committee that they had engaged in this work, based on a Cabinet decision, and that SLC had paid Rs 1,200 million to the SLPA for their work.

COPE also reported a massive loss to the country due to the sale of mineral sands at less than the market price, by Lanka Mineral Sands Limited, which comes under the Ministry of State Resources & Enterprise Development.

The Report said that even though COPE had directed not to market mineral sands without calling for Tenders, 15,750 metric tonnes (MT) of Limonite at US$ 100.74 per MT and 445 MT of Rutile at US$ 846.65 per MT had been sold to the previous buyer without calling for a fresh Tender.
By this time, the market price of Limonite and Rutile had gone up to US$ 311 and US$ 1,776 per MT respectively, and losses to the country, due to this, ran into well over Rs 408 million, the report said.
Losses incurred by the National Lotteries Board (NLB) due to the investment in the Online National Lottery Company had been Rs 983 million, and that the entire amount had been written off by a Cabinet decision,' the report said.

COPE has called for the NLB to submit to it the names of the advertising firms and the amount paid to each firm between 2009 and 2011, as irregularities were noted in such payments as well.

With regard to the Urban Development Authority (UDA), COPE noted that the ongoing 65,000 housing unit project in the Colombo city had not been included in the Corporate Plan for 2008-2012 .UDA officials have agreed to submit a revised corporate plan.

COPE reveals giga-corruption, including Mihin, but to what end?

It only scratches the surface of mismanagement and impropriety at state-run organizations. Nevertheless, the latest report of the Parliamentary Committee on Public Enterprises (COPE) affords valuable insight into just how shoddily Sri Lanka’s national institutions are governed. 

The report was presented to parliament on Thursday. It reveals that 48 out of the 228 enterprises examined ran at a loss in 2010 while at least four showed decreasing revenue. The extent of mismanagement is galling and points to rapid, untamed degeneration of public sector bodies. 

Many institutions had outdated corporate and action plans or had not achieved targets; did not use procurement plans; had no functioning audit and management committees; did not table annual reports in time; had not recovered debts and receivables satisfactorily; were bogged down in legal issues; had unfilled vacancies; and did not reply audit queries. Several institutions are deemed redundant and with overlapping functions.

Treasury faulted

The committee has faulted the Treasury for not properly supervising the work of public enterprises. It has observed that the chairman and board of directors of certain institutions are qualified neither academically or professionally, or lack experience in the respective field. 

Among the loss-making institutions are Mihin Air and SriLankan Airlines. The government ignored the saner counsel of industry experts to set up Mihin in 2007. The budget carrier has since racked up Rs2.4 billion in losses. It has yet to pay interest to the value of Rs500 million on loans obtained from Airport and Aviation Services (Pvt) Ltd. It also owes Rs10 million to Sri Lanka Rupavahini Corporation. 

Information available on the full extent of Mihin’s losses is limited. COPE has directed the Mihin management to submit within one month data on its capital input, loss and profit and number of passengers carried. The government continues to funnel money into the budget carrier despite it being--predictably--in dire financial straits. Its chief administrative officer told COPE the Treasury will settle the monies owed to Airport and Aviation Services. 
 
The entry under SriLankan airlines briefly indicates that a loss of Rs9.3 billion for the financial year 2008-2009. COPE was informed, however, that losses were reduced to break--even during 2010-2011. Mihin was set up and SriLankan retaken on the premise that the government can run airlines but the figures tell a different story. Both airlines fall under the purview of President Mahinda Rajapaksa as Minister of Ports and Aviation.

SLRC, UPFA’s propoganda vehicle

The report says Sri Lanka Rupavahini Corporation (SLRC) has not initiated action to recover Rs42,649,586 million owed it by “various political parties.” This money is owed for use of airtime during election campaigns. The television channel is chiefly employed by the ruling United People’s Freedom Alliance as a propaganda vehicle. COPE does not identify the defaulting parties but states they have deliberately delayed payments. The committee has called for a report to be submitted within two months disclosing the names of political parties along with amounts due. 

COPE has identified several cases of public money being wasted on legal issues. This includes spending on construction without first verifying the ownership of lands, a basic criterion that ordinary citizens have no difficulty observing. Thus, the Open University of Sri Lanka has spent nearly Rs19 million to build three regional centres on lands for which ownership is challenged.

Some glaring cases


Here are some excerpts from the report pertaining to individual large-scale enterprises.
State Mortgage & Investment Bank: A large, unspecified amount of loans remain unsettled with a significant number defaulted after the payment of one or two instalments. Profit was Rs312 million in 2005; in 2008, the figure was Rs21 million. Money has been spent on home gardening development--a pet project of the government--contrary to the bank’s objectives. 

University of Sri Jayewardenepura: More than Rs3 million spent on initial plans of a waste water refining centre without verifying land ownership. A fund named ‘Vice Chancellor’s Fund’ maintained despite there being no provision for this in the University Act. The roof of the library collapsed but the loss of Rs9.83 million was not recovered from the consultancy firm because officials failed to follow up. Land was bought in Boralesgamuwa to build student accommodation but abandoned because of poor drainage.
Coconut Cultivation Board: The functions of the Coconut Cultivation Board, the Coconut Research Institute and Coconut Development Board overlap. 
 
Ceylon Shipping Corporation: Investments worth Rs47,937,900 cannot be verified because there are no share certificates. The chief administrative officer told COPE the certificates “had been misplaced.”
Paddy Marketing Board: It does not have adequate facilities to store expected bumper harvest.
Janatha Estates Development Board: Ten out of 17 estates running at a loss. 

Sri Lanka Broadcasting Corporation: Excess staff of 329. Loss of Rs727 million incurred in 2009 is displayed as profit of Rs47 million in 2010 financial statements by adjusting with a government grant. 

National Institute of Technical Education: A receivable amount of Rs4.9 million continuously brought forward since 2005 without being recovered. Rupees 85,000 spent monthly as rent for official residence of the vice chancellor while the institution’s official residence was rented out to a ministerial officer at Rs4,146 a month.
Ceylon Petroleum Corporation: Large amount of outstanding debtor balances; bank guarantees not been obtained from those institutions. Treasury representative told COPE that cabinet decided to grant a bond of Rs60 billion to CPC to cover the debtor balances from the CEB and other government entities.
National Water Supply and Drainage Board: The total outstanding amount due to be paid to the Treasury as at December 31, 2010 was Rs5.4 billion. Up to June 30, 2011, the Water Board had paid Rs1,100 million to the Treasury. It reached agreement with the Treasury to pay Rs200 million annually to settle the rest. The Water Board has only four professionally qualified accountants. 

Ceylon Electricity Board: Outstanding balance of Rs52 billion due to CPC; liability taken over by Treasury. Only two Audit and Management Committee meetings held in 2010 and 2011. COPE observes that in large-scale public enterprises like CEB, such meetings should be held at least once a month. Proper documentation not maintained in respect of transformers handed over to Lanka Transformers Ltd., either for repairs or to be condemned or details of transformers to be returned by CEB to LTL.
University of Peradeniya: There are 173 unanswered audit queries (out of 287) for the period 2008-2011. Rupees12,383,503 paid to three lecturers to follow a post graduate diploma which was not completed by them. Moreover, Rs1,058,048 paid as salaries although they were on no-pay leave. A temporary lecturer was paid Rs1,231,905 without obtaining a security bond and he did not report to the university after overseas study. 

A professor obtained salaries and allowances from the university as well as from three other institutions amounting to Rs2,046,016 and Rs1,493,000 for the same period. 

Sri Lanka Transport Board: There are around 34,000 employees but only 5,225 buses. Board revenue has increased but expenditure has also risen drastically. There is a loss of Rs5 million per year due to unlimited leave obtained by drivers and conductors. There was an outstanding of Rs11,397,657 due to five depots for special hires and Rs124,809,177 from the Ministry of Disaster Management for providing buses for the transport of internally displaced persons. 

Sri Lanka Ports Authority: The estimated total consultancy fee for construction of the Galle Port is Rs978 million. Of this, Rs455.5 million was spent up to the end of 2008 but consultancy services suspended at the moment due to “delay in other works on construction contract.” Except for the Colombo Port, most other ports are running at a loss. The SLPA employs 11,067 people of which 9,700 are deployed in Colombo. Rupees 9,292,676 was spent on repairing the official quarters of a former deputy minister with no connection to the Authority. SLPA has written to the Ministry of Public Administration to reimburse this cost. The debtor balance of shipping agents as at August 30, 2011 was Rs1,595,139,778. Two cranes bought at Rs444 million in 2008 idling even by June 30, 2010. The number of students at Oluvil Nautical Training Institute was less than 20 although it has a staff of 102. SLPA was engaged in several controversial construction projects including the Suriyawewa Cricket Stadium and the Ceremonial Hall at Temple Trees. COPE was informed that SLPA carried out the work on the basis of Cabinet decisions. Sri Lanka Cricket paid the Authority Rs1,200 million for the construction of the cricket ground while for the hall Rs11.9 million was reimbursed out of the total expenditure of Rs35 million. 

Development Lotteries Board: Twenty-six motor vehicles hired for a period of four years on an advance payment of Rs24 million contravening financial regulations and without ministry concurrence. The matter is with the Bribery Commission. Procurement procedure not followed in connection with promotional expenditure of Rs17,750,000 in 2009. A sum of Rs6,339,148 paid to officers as attendance and transport allowance without Treasury approval. COPE was informed this was a longstanding practice. 

Airport and Aviation Services Ltd: The company has not paid its dues in 2011 for loans obtained.
Mahaweli Authority: One hundred and eighty buildings abandoned without repairs; 204 buildings and official residences remain idle in three regions; 200 and 193 official residencies in Walawa and Welikanda used by unauthorized parties. Eight vehicles were taken out by ministers when their portfolios changed. One was later returned.
National Lotteries Board: Internal audit is carried out by external audit firm. Loss incurred by the board over investment in the online National Lottery Company was Rs983 million. It was written off from the books on a Cabinet decision. No dividends from this investment. The Board prints 50 per cent of lottery tickets through the State Printing Corporation and the rest through a private company. 

Ruhuna University: Nine research projects abandoned after spending Rs1,388,590. The Internet Protocol Telephone System installed at a cost of Rs4,375,678 not used so far. COPE was told there was a problem with regard to “the brand and its obsolete condition.” 

Land Reforms Commission: Fifteen acres of land in Mirigama leased out for a period of 50 years at rent of Rs7,000,000. According to the agreement entered into in 1995, LRC cannot cancel or take any other step in this matter. COPE has held that the government is deprived of a large income through failure to review the lease agreement. Three acres of land in Homagama leased to a private company without entering into an agreement. The amount to be recovered is Rs2,440,311. 

Lanka Logistics Ltd. (under Ministry of Defence): Annual reports are not tabled in parliament and the chief administrative officer has said they are not expected to do so, and that sending them to the Treasury is sufficient. COPE directed the company to table its annual reports in parliament. There is a recoverable amount of Rs1,219 million from the military. 

Telecommunications Regulatory Commission: A private company awarded a contract of Rs22.2 million just to prepare a low quality corporate plan. Only one Audit and Management Committee meeting held for 2010 and one for 2011 when four per year are necessary. Total debtor balance as at end of the year is Rs3,154,106,357. Of this, a balance of Rs254,714,539 has remained for a period ranging from two to 19 years. 
 
Road Development Authority and Maga Neguma Companies (under President Rajapaksa’s Ministry of Ports and Highways): They claimed they did not come under the purview of COPE and were not supposed to submit to examination. There was ambiguity over whether the Maga Neguma companies were established purely on a Cabinet decision. A clarification of the legal position of these companies has been sought. It was stated that Maga Neguma companies were given projects without tenders for work of urgent nature, such that it did not exceed five per cent of the total provision received from the government.
Lankaputhra Development Bank (under President Rajapaksa’s Ministry of Finance and Planning): No full time internal auditor. Non-performing loan portfolio of Rs2.3 billion increased up to 55 per cent. Thus, Rs1.3 billion out of this is non-performing.

COPE says CID must probe SL Cricket

With the spectrum of an entire nation directed at the country’s richest multi billion financial institution, the Cricket Board, Sri Lanka Cricket (SLC) going broke by its controversial Rs. 7 billion mess up, speculation was rife that the Criminal Investigation Department (CID) may be called in to probe the matter, reliable sources told The Nation yesterday.

Chairman of the Parliamentary COPE committee which investigated expenditure at SLC, Minister D.E.W. Gunasekera, speaking to The Nation yesterday said that it was up to the Sports Minister to call in the CID following the COPE report revelations.

“COPE can only report to Parliament its findings. It is up to the Sports Minister to call in the CID,” said minister Gunasekera. 

The cynosure of public concern has been the game’s governing arm following financial misappropriation that has sunk the board’s coffers to a point of not paying a staggering US $ 400 million players salaries, which some quarters fear may have undermined the Sri Lankan team’s form in recent tours.

The mounting scrutiny is in anticipation of a clean cricket administration further fuelled by prospects of holding the long awaited annual hustings at SLC on January 3, 2012 after close to nearly two decades hotting up.
Some of the stark malpractices by the last D.S. de Silva led interim committee include over expenditure on many projects. This includes a Rs. 5 billion overspending on the construction of the Hambantota stadium for which there had been a Rs. 2 to 3 billion over-expenditure, the COPE chairman said adding that his committee had based its probe on the Auditor General’s report. 

Another staggering revelation is the granting of a 25-year ownership right of Sri Lanka’s Premier League tournament to a Singapore company without submitting any transaction details and establishing the authenticity of the company.

The tip of the iceberg in denting public opinion of the cricket board came in the wake of a massive world cup ticket racket where thousands of fans openly accused SLC of a mafia operation in selling tickets which deprived a large section of fans depriving from viewing the mega event hosted in the sub-continent.
Meanwhile,SportsMinister,Mahindananda Aluthgamage was not available for comment at the time of the paper going to the press. The SLC has rock-bottomed to a point of surviving on the Rs.100 million government bailout.

President Mahinda Rajapaksa yesterday directed Sri Lanka Coast Conservation Department officials to take legal action against persons polluting the coastline and constructing unauthorized buildings along the coastline.

The President made this observation during a discussion on coastal zone management and development at Temple Trees yesterday.

Coast Conservation Department officials pointed out to President Rajapaksa that the coastline is at a risk of being polluted, due to the exposure to wastage from unauthorized constructions and hotels close to the coastal belt.

They pointed out that 24 percent of Sri Lanka’s population and 25 percent of total lands belong to coastal areas.

They said that important economic activities, including 90 percent of those in the fisheries industry and 90 percent of those in the tourism industry depend on the coastline.

The discussion also focused on proper management of coastline resources and environmental systems.

Sea erosion and lack of access routes to the sea belt and poor facilities for tourists for entertainment were also discussed.

Economic Development Minister Basil Rajapkasa took over the responsibility to create access roads to the coastlines under the purview of the Economic Development Ministry.

President Rajapaksa also discussed fisheries harbours in the country and instructed officials to develop the Peduruthuduwa Fisheries harbour.

He also directed officials to offer facilities and proper places to the business community connected to the tourism industry along the coastline. The officials pointed out to the President the programmes that have been earmarked to construct coastal gardens and to arrange the coastline as a green belt.

Minister Dayashritha Tissera and Defence Secretary Gotabhaya Rajapaksa also participated.

Rs. 330 million to improve estate areas infrastructural facilities

The Ministry of Economic Development has allocated Rs. 330 million to uplift the infrastructure facilities of the estates in the Nuwara Eliya district under the Gama Neguma programme an official from the District Secretariat said.

"The funds have been allocated in mid November and the officials are drawing up plans to effectively utilize it," Additional District Secretary, Mrs. Mallika Amarasekara said.

She said the District Secretariat had sought opinions of the MPs representing the district on how to utilize those allocations. Currently the officials had received opinions of nearly five MPs and their proposals had been forwarded to relevant officials to carry them out.

Utilizing those funds the estate road network would be upgraded and the District Secretariat was also planning to initiate projects to construct bridges, upgrade hydro electric plants and other infrastructural needs.

Furthermore the Planning Director of the Nuwara Eliya District Secretariat, Mrs. W.A.H Wijerathne said that they had upgraded 26 pre schools and all the maternity clinics in the district under the Gama Neguma project initiated by the government.

"We have also sought permission from the government to initiate a project to upgrade selected cottage industries in the district under Divi Neguma project," she said.

Rear-Guard Action in Durban

The plans for a new global deal on climate change lie broken and abandoned. The usual suspects are meeting again, this time in Durban, but there is even less hope of progress than there was in Cancun last year. The shadow of the disastrous failure in Copenhagen in 2009 still looms over the proceedings like a shroud.

Indeed, even to talk of "progress" is to miss the point. All the effort in Durban is going into preventing further backsliding on the commitments that were made fourteen years ago in the Kyoto Protocol to cut the greenhouse gas emissions of the developed countries. The idea of a better, bolder treaty is dead, and even the extension of the modest Kyoto targets for emission reductions beyond 2012 is gravely in doubt.

So the real world of physics and chemistry and global heat balances will just have to wait ten or twenty years while we human beings sort out our politics and diplomacy. If it won’t wait, then we will pay a very high price indeed. How did we get into this mess?

Dengue continues spreading

The total number of dengue cases, reported by the Epidemiology Unit, from the beginning of January up to the end of November stood at 23,524. Health Ministry sources said yesterday that that 1,880 cases had been reported by the Unit last month.

A majority of cases have been reported from Colombo (8,606), Gampaha (3,597), Kalutara (1,203) and Kandy (1,271). The extensive mosquito control programmes, carried out by the government and the community, were able to control the disease. However, the dry spell, experienced during the last few weeks, had reduced public vigilance.

Sources said that entomological surveys carried out last month in ten districts including Colombo, Gampaha, Matara, Anuradhapura and Batticaloa have revealed that the number of breeding places and larvae had shown a tremendous increase – so much so the Ministry has decided to declare red alert in those districts.

Last year, the number of dengue from January to December was over 30,000 while the numbers reported in November were 645.

When asked why the government had not recognised the papaya leaf supportive medication method discovered by consultant family physician Dr. Sanath Hettige, health Ministry sources said the government had taken note of the method. It lacks practicality as it involves crushing leaves and straining - a methodology inclined towards indigenous medicine.

Sources said that dengue haemorrhagic fever could be prevented if a patient with a fever lasting for more than two days is admitted to the hospital on time. However, a majority are admitted during the last stages of the fever. They said that many of them are adults.

Dr. Hettige said that Papaya leaf juice increased the platelet count and prevented the fever reaching a haemorrhagic stage. However, it’s only a supportive medication. Suspected dengue patients must be admitted to hospital and must receive treatment, he said.

First post-war national census hits a snag

Sri Lanka’s first post-war census is in jeopardy due to a technical glitch forcing the Census and Statistics Department to explore ways and means to overcome the difficulties.

Authoritative sources told The Island that the much talked about 2011 countrywide census was unlikely to be completed before end of this year due to failure on the part of the private firm involved in the operation.

Director General of Census and Statistics Department, Mrs. D. B. P. Suranjana Vidyaratne wasn’t available for comment.

H. R. Gunasekera, also of the Census and Statistics Department. told The Island that they were confident of finalizing the census soon in spite of recent difficulties. The official said that the first two stages of the census had been conducted successfully and third was to be carried out last month. Asked whether, the Department could carry out the final stage before end of this year, he said that they would be able to fix the dates for the third stage during December. He acknowledged the possibility of the third stage being dragged on in to early next year.

Other sources alleged that the firm chosen by a Cabinet appointed committee hadn’t been proficient to handle the job. Responding to a query, sources said that that the equipment especially brought down for the job had failed.The third stage is expected to take at least three weeks to complete in spite of some 80,000 being involved in the operation.

The last complete census was conducted in 1981 before the eruption of major terrorist attacks. The census scheduled for 1991 couldn’t be conducted due to large parts of the Northern and Eastern Provinces being under LTTE control. The 2001 census was carried out in 18 out of the 25 districts.

At the launch of the census, DG Census and Statistics Department said that the process would cost about Rs. 1.4 bn.

The census would give valuable information on demographic and other related characteristics, useful to planners, policy makers, administrators, researchers, and other data users.

Apple juice can pose a health risk – from calories




It’s true — apple juice can pose a risk to your health. But not necessarily from the trace amounts of arsenic that people are arguing about.

Despite the government’s consideration of new limits on arsenic, nutrition experts say apple juice’s real danger is to waistlines and children’s teeth. Apple juice has few natural nutrients, lots of calories and, in some cases, more sugar than soda has. It trains a child to like very sweet things, displaces better beverages and foods, and adds to the obesity problem, its critics say.

"It’s like sugar water," said Judith Stern, a nutrition professor at the University of California, Davis, who has consulted for candy makers as well as for Weight Watchers. "I won’t let my 3-year-old grandson drink apple juice."

Many juices are fortified with vitamins, so they’re not just empty calories. But that doesn’t appease some nutritionists.

"If it wasn’t healthy in the first place, adding vitamins doesn’t make it into a health food," and if it causes weight gain, it’s not a healthy choice, said Karen Ansel, a registered dietitian in New York and spokeswoman for the American Dietetic Association.

The American Academy of Pediatrics says juice can be part of a healthy diet, but its policy is blunt: "Fruit juice offers no nutritional benefit for infants younger than 6 months" and no benefits over whole fruit for older kids.

Kids under 12 consume 28 percent of all juice and juice drinks, according to the academy. Nationwide, apple juice is second only to orange juice in popularity. Americans slurp 267 ounces of apple juice on average each year, according to the Food InstituteAlmanac of Juice Products and the Juice Products Association, a trade group. Lots more is consumed as an ingredient in juice drinks and various foods.

Only 17 percent of the apple juice sold in the U.S. is produced here. The rest comes from other countries, mostly China, Argentina, Chile and Brazil, the association says.

ETF funds invested in pvt. banks 

Deputy Finance Minister Geethanjana Gunawardena told Parliament yesterday that the monies of the Employees Trust Fund have been invested in several private banks.

The monies have been invested in Commercial Bank, Sampath Bank, DFCC and NDB, he said adding that the assets of the Fund had gone upto one trillion rupees.Therefore no need to harbor fears that the monies are in danger. The responsibility of protecting the ETF is with the Central Bank, he said.

Indian cabinet clears SLR 29.4 bn for project to rebuild 49,000 homes for IDPs in N&E

NEW DELHI, December 2: Indian Prime Minister Dr Manmohan Singh’s council of ministers on Thursday accorded approval for a project for the reconstruction and repair of 49,000 houses for Internally Displaced Persons (IDPs) in Sri Lanka’s Northern and Eastern Provinces and for Indian Origin Tamils (IOTs) in the Central and Uva Provinces.

The project will be under full grant assistance of the Government of India with a total outlay of INR 13.19 billion (about US $ 260 million or SLR 29.4 billion). The project will primarily be implemented under the owner-driven model, wherein the beneficiaries will undertake the reconstruction of their houses with necessary technical assistance and support provided to them.

Funds will be released directly by the Indian High Commission in Sri Lanka into thebeneficiaries’ bank accounts based on certification of progress of work. Preferences of beneficiaries on the ground as well as the project objectives of contributing to livelihood activities require following an owner-driven approach where the beneficiary is closely involved with and participates in the process of construction.

While bulk of the housing units will be implemented under this model, houses for people from vulnerable sections, who are unable to build their own houses, like households headed by single women, disabled, elderly people etc., will be built by construction agencies.

The project will include three components:

(a) Reconstruction of 38,000 houses under the owner-driven model for IDPs;
(b) Repairs of 5,000 houses under the owner-driven model for IDPs; and
(c) Construction of 6,000 houses by agencies for vulnerable sections of IDPs in the Northern and Eastern provinces and for IOTs in the Central and Uva Provinces.

The project will be carried out in close consultation with and cooperation of the Government of Sri Lanka. The selection of beneficiaries for the project will be done through a transparent, norm-based process and based on clearly defined and objective criteria.

Sounces in the Indian External Affairs Ministry say that necessary discussions on various aspects have been held with the Government of Sri Lanka. A Memorandum of Understanding (MoU) to ensure smooth execution of the project is expected to be signed shortly.

The construction of 49,000 houses for resettlement and rehabilitation of IDPs in Sri Lanka is part of the overall commitment to build 50,000 houses announced by Prime Minister Singh during Sri Lankan President Mahinda Rajapaksa’s state visit to India in June 2010. This commitment also formed a part of the Joint Declaration issued in New Delhi on June 9, 2010.

In order to ensure early operationalisation of this commitment, a pilot project for the construction of 1,000 houses in the five districts of Northern Province was launched with the signing of the agreement in this regard during External Affairs Minister SM Krishna’s visit to Sri Lanka in November 2010.

The project is presently underway and handing over of houses to beneficiaries will commence soon. The pilot project, which has an outlay of INR 520 million (approx. US $ 10.1 million or SLR 1.2 billion), is also under grant assistance of the Government of India.

Coir factory for Allarai

Ceylon Industrial Development Board functioning under the purview of the Traditional Industries and Small Enterprise Development Ministry has set up a coir based factory in keeping with the national programme for the development of rural industries and production villages.

Traditional Industries and Small Enterprise Development Minister Douglas Devananda visited this factory set up at the Common Service Centre in Allarai Thenmarachchi on November 14, to observe its performance.

At the meeting held subsequently, the minister addressing the gathering said that it was the bounden duty of all to protect the factory and work towards its progress so that more employment could be generated.

He also said his party, the EPDP and his ministry had contributed a considerable amount of funds towards the establishment of the centre as well as the factory.

Illegal power tappers taken to task

Ceylon Electricity Board (CEB) Special Investigation Unit officials collected over Rs. 23.67 million as fines from illegal power tappers during operations carried out throughout the Jaffna district within four days.

The raids were carried out on November 25,26,27 and 28. The fines were made up of Rs 1.26 million as court fines and Rs. 22.41 million as compensation totalling Rs.23.67 million. Around 126 incidents were manipulations of electricity meters and other incidents were illegal connections.

All theses raids were conducted by the CEB Special Investigation Unit under the inspection of Power and Energy Minister Patali Champika Ranawaka.

This Special Investigation Unit had been established and strengthened to conduct raids for reducing both external and internal malpractices. The CEB had earned nearly Rs.50 million in September and October as fines from illegal power tappers as well.

According to Minister Ranawaka, CEB is deprived of colossal sums due to thefts of power and many other electricity related offences and most of these illegal incidents were reported from the Northern and Eastern Provinces.

‘The Ceylon Electricity Board is currently on the brink of being converted into a vibrant and economically stable public utility,’ he said.

The Power and Energy Ministry called for public help to nab fraudsters who attempt to obtain electricity illegally.

The ministry urged the public to report any such activity forthwith to the authorities on 011-2422259.

Lanka named among six best

National Geographic Traveler magazine has named Sri Lanka among its top six destinations for world travelers in 2012, lauding the island nation’s heritage sites, wildlife, lush landscapes and pristine beaches.

Sri Lanka, Traveler writes in its November/December issue, means resplendent isle, and the natural charms of this pear-shaped island in the Indian Ocean that nearly kisses the southeast tip of India are indeed splendid.

Traveler magazine also mentions Sri Lanka’s many heritage sites and its colonial history: The Portuguese and the Dutch once waged proxy wars here; by 1802 the island was a British colony.

And it notes the successful conclusion of the most recent conflict, against the Liberation Tigers of Tamil Eelam, which ended with the terrorist group’s defeat in 2009, opening the door to increased tourism.

Sri Lanka tourism has grown impressively, with a 52 percent increase in 2010 compared to 2009. An even larger increase is expected for all of 2011.

With those increases, the Sri Lanka Tourism Development Authority has outlined a plan to reach a 30,000 hotel-room capacity by 2015, when the total number of annual tourists is expected to reach 2.5 million. Special focus has also been put on increasing the level of service in tourist-related industries.

Recently, top hotel chains such as Starwood (Sheraton), Marriott, Shangri La and Taj have announced plans for new construction in Sri Lanka. A number of existing hotels are also undergoing renovation. Sri Lanka offers visitors a wide variety of unique venues, from broad white beaches to mountain vistas, wildlife parks teeming with elephants, leopards and more, rolling tea plantations, spas, adventure tourism, surfing and ancient UNESCO World Heritage sites. As such, Sri Lanka has received a number of favorable travel reviews since 2010, beginning that year with a New York Times ranking as the number one place to visit.

National Geographic also included Sri Lanka on its top trips in 2010, and several popular travel websites, have also raved about Sri Lanka.

යෝජිත සැහැල්ලු දැව ඉරුම්හලක් පිහිටුවීමට පරිසර බලපත්‍රය ඉල්ලා පරිසර අධිකාරියෙන් කර තිබූ ඉ්ලලීමක් ප්‍රතික්ෂේප කිරීම අවලංගුකොට ඊට අදාළ බලපත්‍රය නිකුත් කරන ලෙස සැකකරු විසින් ජනාධිපති ලේකම් කාර්යාලීය ලිපි ශීර්ෂයක් උපයෝගී කරගෙන සකස්කර තිබූ ව්‍යාජ ලිපියක් පොලිසිය මඟින් අත්අඩංගුවට ගෙන ඇත.

එම ලේඛණය පරිසර අධිකාරිය වෙත එවනු ලැබූ අය හැටියට සඳහන් කර තිබුනේ ජනාධිපති කාර්යාලයේ කර්මාන්ත අංශයේ ආචාර්ය කේ.එම්.අමරසේන යන නමක් බැව් පොලිසිය අධිකරණයට වාර්තා කළේය.

අධිකරණයේ නියමය මත රිමාන්ඩ් ගත කෙරුණේ කුලියාපිටියේ ඉලුක්හේන ප්‍රදේශයේ පදිංචිකරුවකු වන කොණ්ඩසිංහ මුලාචාරිගේ අමරසේන නමැත්තෙකි.

සැකකරුගේ බෑණා කෙනෙකු වන පී.එම්. සෝමරත්න නැමැත්තෙකු සැහැල්ලු දැව ඉරුම්හලක් පිහිටුවීමට අවශ්‍ය බලපත්‍රයක් ඉල්ලා වයඹ පළාත් පරිසර අධිකාරියට අයදුම්පත්‍රයක් ඉදිරිපත් කර තිබී ඇති අතර කරන ලද ක්ෂේත්‍ර පරීක්ෂණයකින් පසු එම බලපත්‍රය නිකුත් කිරීම පරිසර අධිකාරිය මගින් ප්‍රතික්ෂේප කර ඇති බවත් සැකකරු යතෝක්ත කූඨ ලේඛනය සකසා ඒ මගින් පළාත් පරිසර අධිකාරියට දැනුම් දීමක් කරමින් යථෝක්ත පරිසර බලපත්‍රය නිකුත් කිරීම ප්‍රතික්ෂේප කිරීම සම්බන්ධව ජනාධිපති ලේකම් කාර්යාලයෙන් කරුණු යොමුකිරීමක් අනුව පරිසර හා සවාභාවික සම්පත් අමාත්‍යාංශයේ නීති අංශය මගින් විමර්ශනයක් සිදුකර ඇති බවත් එබැවින් ඉදිරිපත් කර ඇති පරිසර බලත්‍රය ලබා ගැනීමේ අයදුම්පත්‍ර ප්‍රතික්ෂේප කිරීම අවලංගු කොට එම පරිසර බලපත්‍රය නිකුත් කරන ලෙස පළාත් පරිසර අධිකාරියට දන්වා ඇති බවත් පොලිසිය තවදුරටත් අධිකරණයට වාර්තා කළේය.

එම කූඨ ලේඛනය පළාත් පරිසර අධිකාරිය වෙත කුලියාපිටිය නගරයේ සංනිවේදන ආයතනයක් මගින් ෆැක්ස් කරනු ලැබ ඇති බවද පැවසේ.

ශ්‍රී ලංකාවේ ක්‍රියාත්මක වන එහෙත් මෙරට ලියාපදිංචිවී නැති වෙබ්අඩවි ලියාපදිංචි කිරීම සඳහා එම වෙබ්අඩවි පිළිබඳව විධිමත් පරීක්‍ෂණයක් පවත්වන ලෙස ශ්‍රේෂ්ඨාධිකරණය විදුලි සංදේශ නියාමන කොමිසමට ඊයේ (02) නියෝග කළේය.

එසේම දැනට අවහිර කර ඇති වෙබ්අඩවි තුළට මෙරටදී පිවිසීමට ඇති බාධා ඉවත් කිරීමේ හැකියාව පිළිබඳවද එම පරීක්‍ෂණයේදී සොයාබලන ලෙසටද නියම කෙරිණි. එම අධිකරණ නියෝගය අනුව වෙබ් අඩවි සම්බන්ධ පරීක්‍ෂණ පවත්වා ඉදිරි කටයුතු කිරීමට විදුලි සංදේශ නියාමන කොමිසම වෙනුවෙන් පෙනී සිටි නීතිඥ අලි සබ්රි මහතා අධිකරණය හමුවෙහි එකඟතාව පළකළේය.

මෙලෙස අවහිර කර ඇති වෙබ්අඩවි ඔස්ට්‍රේලියාවේ ලියාපදිංචි කර ඇති නමුත් මෙරට ලියාපදිංචි කර නැති බව ඒ මහතා අධිකරණයට දැනුම් දුන්නේය. එම පරීක්‍ෂණ සඳහා පූර්ණ සහයෝගය ලබාදීමටඹඹඹ.ඵපඪතචදඬච.ථඪපපධප.ජධථ වෙබ් අඩවිය වෙනුවෙන් පෙනී සිටි නීතිඥ සාලිය පීරිස් මහතා එකඟ විය.

මෙරටදී සිය වෙබ්අඩවියට පිවිසීම අවහිර කිරීමට එරෙහිව www.srilankamirror.com වෙබ්අඩවියේ හිමිකරු වන කේ. එස්. රොඩ්රිගෝ ගොනුකල මූලික අයිතිවාසිකම් පෙත්සමක් කැඳවූ අවස්ථාවේදී ශ්‍රේෂ්ඨාධිකරණය මේ නියෝග කළේය.

ශ්‍රී ලංකා විදුලි සංදේශ නියාමන කොමිසම එහි අධ්‍යක්ෂ ජනරාල් අනූෂ පැල්පිට, රජයේ ප්‍රවෘත්ති අධ්‍යක්‍ෂ ආරියරත්න ඇතුගල, ජනමාධ්‍ය අමාත්‍යංශ ලේකම් ඩබ්. බී. ගනේගල, දුරකථන සමාගම් කිහිපයක් හා නීතිපති මේ පෙත්සමෙහි වගඋත්තරකරුවෝ වෙති.

කේ. ශ්‍රීපවන්, සත්‍යා හෙට්ටිගේ, පි‍්‍රයසාත් ඩෙප්, ශ්‍රේෂ්ඨාධිකරණ විනිසුරුමඩුල්ල ඉදිරියේ මේ පෙත්සම කැඳවිණි.

මේ වෙබ් අඩවියෙහි දේශපාලන පක්‍ෂපාතීත්වයෙන් තොරව සමබර තොරතුරු, භාෂා තුනෙන්ම පළකරන බව පෙත්සම් කරු පවසයි.

දිනකට තිස්දහසකට අධික පිරිසක් අදාළ වෙබ් අඩවියට පිවිසෙන බව දැක්වේ.

එහෙත් නොවැම්බර් මස 05 වෙනිදා සිය වෙබ්අඩවියට මෙරටදී පිවිසීම අවහිර කර ඇති බව අනාවරණය කරගත් බව පෙත්සම්කරු පවසයි.

එබැවින් සිය සේවකයන්ට හෝ නොදන්වා මෙලෙස වෙබ්අඩවිය අවහිර කිරීම මූලික අයිතිවාසිකම් කඩවීමක් බව පෙත්සම්කරු පවසා සිටී.

එබැවින් එම වෙබ්අඩවියට පිවිසීමට ඇති බාධා ඉවත්කරන ලෙසද සිය මූලික අයිතිවාසිකම් කඩවීම වෙනුවෙන් රුපියල් කෝටි පහක වන්දි මුදලක් ලබාදෙන ලෙසද පෙත්සම්කරු අධිකරණයෙන් ඉල්ලා සිටී.

මේ පෙත්සම දෙසැම්බර් මස 15 වැනිදා නැවත කැඳවීමට නියමවිය.

නීතිඥ සාලිය පීරිස් මහතා පෙත්සම්කරු වෙනුවෙන් පෙනී සිටියේය. ජනාධිපති නීතිඥ ඩී. එස්. විජේසිංහ සහ එම්. යූ. එම්. අලි සබ්රි, කාලිංග ඉන්ද්‍රතිස්ස, නීතිවේදීහු ද නියෝජ්‍ය සොලිසිටර් ජනරාල් ශවීන්ද්‍ර ප්‍රනාන්දු මහතාද වගඋත්තරකරුවන් වෙනුවෙන් පෙනී සිටියහ.

ඉන්දියාවේ සිට මෙරටට නීතිවිරෝධී ලෙස එනසාල් හා දුම්කොළ කුඩු තොගයක් රැගෙන ආ තමිල්නාඩුවේ පදිංචි පුද්ගලයෙක් ගුවන්තොටුපල මත්ද්‍රව්‍ය කාර්යංශය මඟින් ඊයේ (02) උදේ කටුනායක ගුවන්තොටේදී අත්අඩංගුවට ගෙන තිබේ.

එනසාල් කිලෝ 51ක්, දුම්කොළ කුඩු ග්‍රෑම් දහයේ ටින් 1000ක් හා හෑන්ස් පැකට්ටු 150ක් මොහු ළඟ තිබී සොයාගත් බව මත්ද්‍රව්‍ය කාර්යාංශය පවසයි.

අත්අඩංගුවට ගත් සැකකරු රැගෙන ආ ගමන් බෑගයේ එම තොගය සඟවාගෙන පැමිණ තිබේ. එදින උදේ හතරට පමණ ඉන්දියාවේ සිට කටුනායක ජාත්‍යන්තර ගුවන්තොටුපල වෙත ආ ගුවන් යානයකින් මොහු පැමිණ තිබේ.

ලංකා ඛණිජ තෙල් තොග ගබඩා පර්යන්ත සමාගමට අයත් නළ වලින් නොව අදාළ ඡේ. සී. ටී. ඔයිල් බෑන්ක්‌ සමාගමට අයත් නළ වලින් ඉන්ධන ගලාගිය බවද ඛණිජ තෙල් කර්මාන්ත අමාත්‍යාංශයද කියා සිටී.

කෙසේ වෙතත් නළ සිදුරු වී ඉන්ධන අපතේ යැම පිළිබඳව ලංකා ඛනිජ තෙල් තොග ගබඩා පර්යන්ත සමාගම (සී. පී. එස්‌. ටී. එල්) ඡේ. සී. ටී. ඔයිල් බෑන්ක්‌ පුද්ගලික සමාගම එක්‌ව පරීක්‍ෂණ ආරම්භ කර ඇත.

මේ අතර මෙම ස්‌ථානයේ ඇති අනවසර නිවාස යටින් නළ ගමන් කිරීම නිසා, නළ මතුකරගත නොහැකිවී ඇතැයිද තෙල් සංස්‌ථා අභ්‍යන්තර ආරංචි මාර්ග සඳහන් කළේය.

ශ්‍යාම් නුවන් ගනේවත්ත

මහා භාණ්‌ඩාගාරය විසින් රාජ්‍ය ව්‍යවසාය ආයතන හරිහැටි අධීක්‍ෂණය නොකරන බවට පොදු ව්‍යාපාර කාරක සභා (කෝප්) වාර්තාව අනාවරණය කර ඇත. ඒ අනුව මහා භාණ්‌ඩාගාරය විසින් රාජ්‍ය ව්‍යවසාය ආයතන වෙත නිකුත් කරන උපදෙස්‌ අදාළ ආයතන විසින් නිසි පරිදි අනුගමනය කරන බව තහවුරු කර ගැනීම සඳහා මහාභාණ්‌ඩාගාරයේ නිසි අධීක්‍ෂණයක්‌ නැති බවද එම වාර්තාවේ දැක්‌වේ.

එම වාර්තාව පෙන්වා දෙන පරිදි මුදල් අමාත්‍යාංශය යටතේ තිබෙන රාජ්‍ය ව්‍යාපාර දෙපාර්තමේන්තුව සහ ජාතික අය වැය දෙපාර්තමේන්තුව රාජ්‍ය ව්‍යවසායන් පාලනය කිරීමේ හස්‌තයක්‌ ලෙස ක්‍රියාත්මක වන අතර අදාළ ආයතනවල යහපාලනය සහ කාර්යක්‍ෂමව ක්‍රියාත්මක වීම වෙනුවෙන් විවිධ චක්‍රලේඛ හා උපදෙස්‌ ද නිකුත් කරනු ලබයි. එසේ එම සෑම ආයතනයකම අධ්‍යක්‍ෂ මණ්‌ඩලයට මහාභාණ්‌ඩාගාරයේ නියෝජිතයෙක්‌ද පත්කර තිබේ. මෙසේ තිබියදීත් මහාභාණ්‌ඩාගාරයේ චක්‍රලේඛ හා උපදෙස්‌ අදාළ රාජ්‍ය ආයතන විසින් නිසි පරිදි ක්‍රියාත්මක කරන බවට වගබලා ගැනීමේ අධීක්‍ෂණයක්‌ මහාභාණ්‌ඩාගාරය විසින් ක්‍රියාවට යොදවා නැති බව කෝප් සභාවට නිරීක්‍ෂණය වී තිබේ.

මේ නිසා අදාළ ආයතනවල අධ්‍යක්‍ෂ මණ්‌ඩලය නියෝජනය කරන මහාභාණ්‌ඩාගාර නියෝජිතයින් තම වගකීම් හරිහැටි ඉටු කරන්නේ ද යන්න ගැන මහාභාණ්‌ඩාගාරය විසින් විශේෂ අවධානයට ලක්‌ කළ යුතු යෑයි ද කෝප් වාර්තාව මගින් මහාභාණ්‌ඩාගාරයට නිර්දේශ කර ඇත.

පර්යේෂණ ආයතනයේ විශේෂඥයන් කණ්‌ඩායමක්‌ වසරක්‌ තිස්‌සේ උතුරේ සිදු කළ සමීක්‌ෂණයක ප්‍රතිඵලයක්‌ ලෙස මෙය හැඳින්විය හැකි යෑයි වැවිලි කර්මාන්ත ඇමැති මහින්ද සමරසිංහ මහතා පැවැසීය.

ඒ අනුව වවුනියාව කිළිනොච්චිය සහ මුලතිව් ප්‍රදේශවල රබර් වගා කළ හැකි බවද හෙතෙම කීවේය.

දේවාල වැඳ පුදා ගැනීමට යන මුවාවෙන් යාල අභය භූමියේ නිධන් වස්‌තු හෑරීමේ ජාවාරමක්‌

අතීතයේ සිට බැතිමතුන් මාස කිහිපයක්‌ පෙහේ වී මෙම පුද බිම වෙත පැමිණ පුද පූජාවන් තබා යැම සිරිතක්‌ වූ අතර පසුගිය යුද්ධය පැවති වසර 30 තුළ මෙම පළාතට කොටි ත්‍රස්‌තවාදීන් පැමිණීම මත ආරක්‍ෂක අංශ හැර කිසිවකු පැමිණ නොමැති අතර රටේ සාමය උදාවීමත් සමඟ විවිධ දානපතියන් ඇතුළු සමාජයේ බොහෝ පිරිසක්‌ නිතර යැමට ඒමට පටන් ගෙන ඇත. මෙම පිරිස්‌ අතර බැතිමතුන්ද විනෝදකාමීන්ද සිටින අතර නිධන් හොරුන් වන්දනා මාන කරන මුවාවෙන් මෙම ශුද්ධ වූ භූමියට පැමිණීම නිතර සිදු වන්නෙකි. මෙම පිරිස්‌ අතරින් ඇතැම් පිරිස්‌ යාල හා කුමන වනඋද්‍යානයට ඇතුළු වී අතීතයේ නිධන් හොරුන් විසින් හාරා ඉතුරු කර ඇති ස්‌ථාන හා ගල් කණු සහිත ඇති පුරා විද්‍යා වටිනාකමක්‌ පවතින ස්‌ථාන හාරා දමා ඇති අයුරු දැක ගත හැකිය. වනජීවී අවසරය ඇතිව යාල අංක 2 කලාපයෙන්ද, ගල්ගේ මුරපොළ අසලින් ද කුමන ජාතික වනඋද්‍යානය ඔස්‌සේද නීත්‍යනුකූලව මෙම කැබිලිත්ත ප්‍රදේශයට ඕනෑම අයකුට යැමට හැකි අතර කිසිදු අවසරයකින් තොරව මොණරාගල කොටියාගල මාර්ගය ඔස්‌සේද මේ වන විට මෙම ජාවාරම්කරුවන් බුරුතු පිටින් මෙම ප්‍රදේශයට ඇතුළු වන්නේ කිසිදු වනජීවි නිලධාරියකුගේ අවසරයක්‌ද නොගෙනය. මේ වන විට සති අන්ත නිවාඩු දිනයන් හිදී අති විශාල පිරිසක්‌ මෙම ප්‍රදේශයට යන අතර මෙම පිරිස්‌ රැගෙන යන පොලිතින් හා ප්ලාස්‌ටික්‌ ද්‍රව්‍ය වන උද්‍යානයේ මුදාහැරීම මත පරිසරයද දැඩි හානියකට ලක්‌ව පවතී.

Committee on Public Enterprises (COPE) chairman and Human Resources Senior Minister DEW Gunasekera yesterday presented a historic report of COPE prepared after examining 229 government institutions from 2010-2011, in Parliament, which was appreciated by all government and Opposition members.

He tabled the first report of the Committee on Public Enterprises for the first session of the seventh Parliament in terms of Standing Order 126.

Minister Gunasekera said COPE successfully completed its assignment for the period 2010-2011 which he believed was an unprecedented record in the history of country's legislature.

He added that it happened under stewardship of Speaker Chamal Rajapaksa.

The minister also stated that the Committee had its first sittings on June 8, 2010 and examining commenced on August 4, 2010. The Committee examined 229 institutions which had not been examined for several years. Some institutions never had been summoned before the Committee. Only 110 institutions were examined between 2006 and 2010.

The Committee appointed three sub committees on the basis of sectors namely - Finance, Agriculture, Media and Health and Education in order to expedite the process of examining the public enterprises.

The three sub committees were chaired by Minister Susil Premajayantha, MP Karu Jayasuriya and Deputy Minister Lasantha Alagiyawanna. Chief Government Whip and Water Supply and Drainage Minister Dinesh Gunawardena stated that the report should be printed. Chief Opposition Whip John Amaratunga stated a day's debate should be held on the report as so many valuable facts were included in it. He also said it should be debated after the budget debate was over.

UNP MP Dayasiri Jayasekera thanking Minister DEW Gunasekera for presenting a successful COPE report stated that the examinations were conducted unbiasedly. DNA MP Anura Kumara Dissanayake stated that he thanked COPE chairman for examining 229 institutions to prepare the report which is unprecedented. But there should be a mechanism to enact the recommendations by the COPE committee.

UNP MP Ravi Karunanayake stated that he had been a member of 18 COPE committees since 1994. He added that he appreciates the neutrality with which the examinations on 229 institutions were carried out.

Dew blames Ministry Secretaries for losses

Senior Minister Dew Gunasekera yesterday blamed Secretaries to ministries for massive losses suffered by State institutions.

Chairman of the Committee on Public Enterprises (COPE) Minister Gunasekera pointed out that had Secretaries to ministries fulfilled their responsibilities, State institutions wouldn’t be in this plight today.

Addressing the media at the parliamentary complex, the outspoken General Secretary of the CPSL alleged that Secretaries had even ignored the Auditor General in spite of being regularly reminded of their responsibilities.

The Minister said that the COPE believed some of those loss making institutions should be closed, while others amalgamated as part of the government’s overall strategy to revive them.

කොළඹ වෛද්‍ය පර්යේෂණායතනයේ කීටවිද්‍යා අංශය මඟින් නොවැම්බර් මාසය සඳහා කළ කීටවිද්‍යා සමීක්ෂණ වාර්තාවලින් මේ බව හෙළි වී තිබේ.

රට පුරා සෑම දිස්ත්‍රික්කයකින්ම ලබාගත් දත්ත පරීක්ෂාවට ලක් කිරීමෙන් පසුව නැවතත් මෙසේ ඩෙංගු රෝගය වසංගතයක් ලෙස රට පුරා පැතිර යාමේ අවදානමක් පවතින්නේ යැයි සෞඛ්‍ය අමාත්‍යාංශයේ අතිරේක ලේකම් වෛද්‍ය පාලිත මහීපාල මහතා පවසයි.

සියලු දෙනාගේම කැපවීමෙන් යුතුව පරිසරය පිරිසිදු කිරීමේ කටයුතු සිදු නොකළහොත් ඩෙංගු රෝගය යළිත් හිස එසවීමේ අවදානමක් පවතියි.

නිවෙස් හා අවට පරිශ්‍රයන් ද, රජයේ හා පෞද්ගලික කාර්යාල හා ආයතනවල ද මදුරුවන් බෝවිය හැකි ස්ථාන නිතිපතා ඉවත් කිරීමට හා විනාශ කිරීමට පියවර ගන්නා ලෙසත්, මේ කටයුත්ත සමාජ වගකීමක් සේ සලකා ඉටු කිරීමට පියවර ගන්නා ලෙසත් සෞඛ්‍ය අමාත්‍යාංශය මහජනතාවගෙන් ඉල්ලා සිටියි.

මේ මාසයේ ඉදිරි දින කිහිපය තුළ තුන්වන වාරයේ පාසල් නිවාඩුව ආරම්භ වේ. පාසල් වසා දැමීමෙන් පසු ඒවා විධිමත් පරිදි මාසයක පමණ නිවාඩු කාලයක් පවිත්‍ර කිරීමට කටයුතු නොකරන නිසා එම ස්ථාන ඩෙංගු මදුරුවන් බහුල ස්ථාන බවට පත්විය හැකිය.

එම නිසා පාසල් නිවාඩුවට පෙර සියලුම පාසල් හොඳින් පිරිසිදු කර මදුරුවන් බෝ විය හැකි ස්ථාන තිබේ නම් ඒවා විනාශ කර දමන ලෙස ද සෞඛ්‍ය අතිරේක ලේකම්වරයා සියලුම විදුහල්පතිවරුන්ගෙන් ඉල්ලා සිටියි. කිසියම් පුද්ගලයකුට දින දෙකකට වඩා උණ රෝගය පවතින්නේ නම් රජයේ රෝහලකට ගොස් වහාම ප්‍රතිකාර ලබාගන්නා ලෙස ද මහජනතාවට දැනුම්දෙයි.

Milco to launch new product

Milco (Pvt) Limited will launch its latest product – liquid milk in handy packages - on December 15 with President Mahinda Rajapaksa participating.

MIlco Chairman Sunil Wickremasinghe told ‘The Island’ that the liquid milk (plain) will be available in packets of 900 ml. and 450 ml. at Rs. 100 and Rs. 55 respectively, while the chocolate and vanilla flavoured milk will be available in 180 ml packets at Rs. 25.

He said that Milco’s aim was to end milk powder imports and popularize high protein liquid milk containing less fat.

Wickremasinghe said that this high protein liquid milk is manufactured in Milco plants in Polonnaruwa and Digana.

ජල ගැලීම් හා දැඩි සුළං තත්ත්වය නිසා පවුල් 16,654ක පුද්ගලයෝ 65,866ක් විපතට පත්ව සිටිති. එසේම තුවාලකරුවන් 29 දෙනකු සහ අතුරුදන්වීම් 16ක් වාර්තා වී ඇතැයි ජාතික ආපදා කළමනාකරණ මධ්‍යස්ථානයේ නියෝජ්‍ය අධ්‍යක්‍ෂ ප්‍රදීප් කොඩිප්පිලි මහතා පවසයි.

දැඩි සුළං තත්ත්වය නිසා නිවාස 812ක් මුළුමනින්ම විනාශ වී ඇත. අර්ධ වශයෙන් හානි වූ නිවාස සංඛ්‍යාව 8155කි. ආපදාවට පත් වූ පවුල් 426ක පුද්ගලයෝ 1756ක් සරණාගත කඳවුරු 06 ක රඳවාගෙන සිටිති. ඔවුන්ට අවශ්‍ය ආහාරපාන ආදිය ලබාදීම රජය මඟින් සිදුකරන බව කොඩිප්පිලි මහතා වැඩිදුරටත් පැවැසීය.

ඇමරිකාවේ ෂෙර්ටන් සමූහයේ සුඛෝපභෝගී හෝටලයක්‌ කොළඹ ඉදිකිරීම සඳහා කොළඹ ගාලු මුවදොර හමුදා මූලස්‌ථානයට යාබද අක්‌කර 05 ක ඉඩම අනූ නව අවුරුදු බදු පදනම මත එම ආයතනයට ලබාදීමට ඇමැති මණ්‌ඩලය තීරණය කර ඇත. මෙම ඉඩම සඳහා රජයේ ප්‍රධාන තක්‌සේරුකරුගේ තක්‌සේරුව අනුව ඩොලර් මිලියන 73.5 ක මුදලක්‌ රජය ලබා ගැනීමට නියමිතය. එමෙන්ම සමස්‌ත ව්‍යාපෘතිය සඳහා සමාගම විසින් ඩොලර් මිලියන 300 ක සෘජු ආයෝජනයක්‌ සිදු කරනු ලබයි.

සුඛෝපභෝගී හෝටලයක්‌ නිසා ඒ ආශ්‍රිත සංවර්ධන කටයුතු රැසක්‌ මෙම ආයෝජනය තුළින් සිදු කිරීමට අපේක්‍ෂිතය.

ඉන්දියාවේ සීමාසහිත පී. සී. සමාගම ඇමරිකානු ෂෙර්ටන් සමූහයේ බලයලත් නියෝජිත වේ.

ITC India replaces China’s CATIC for hotel project at Galle Face
* Long term tax exemptions would have been offered to ITC - Harsha

With China’s CATIC pulling out of the agreement to build a luxury hotel on the former Army headquarters land at Galle Face, the government said yesterday that it has decided to give the same land to ITC Limited of India, a franchise of Sheraton Group to build a mixed development project which would include a five star hotel.

Media Minister Keheliya Rambukwella, addressing the weekly Cabinet press briefing in Colombo, said that ITC would invest USD 300 million on the project, of which US $ 73.5 million would cover the 99-year lease rental on the land.

The project has been approved by the Cabinet of Ministers on a proposal by Economic Development Minister Basil Rajapaksa and would be a boost for the Sri Lankan tourism industry since it was a franchise of Sheraton Group, USA. he said.

Rambukwella said that the government has embarked on a project to convert Colombo into a Middle Income City which would include housing for shanty dwellers living within the city, ensure better living conditions and to provide them opportunities for urban employment and livelihood activities.

Meanwhile, Harsha de Silva, MP, said that since the Cabinet has approved the transfer of the former CATIC land at Galle Face to ITC on the same terms and conditions, it can safely be assumed the ITC would have been offered long-term tax exemptions and other benefits under the Strategic Development Projects Act.

"While we are not opposed in principle to investments from recognized parties it must be reiterated that the government has once again violated the law in conducting this transaction. The Strategic Development Projects Act clearly states that prior to Cabinet approval being granted for strategic projects with wide-ranging tax incentives the proposed exemptions must be published in the Gazette. This is to provide the public with an opportunity to air any concerns they may have with regard to the proposed project. Only after the lapse of thirty days from the publication of such a Gazette, can Cabinet approval be sought by the minister in charge of investments. Assuming Cabinet approval is granted, a second Gazette must be published with the specific incentives within six weeks of such approval. Thereafter the proposal must be placed before Parliament within three months for its approval."

The government has not published the required Gazette and this was a violation of the law. While it may argue that a Gazette is not necessary purely for the lease of land, the spirit of the agreement the government enters into with Sheraton, if it has not already done so in stealth, will certainly be to offer long term tax exemptions in return for the investment on the leased land. There is no reason for ITC to lease out the land other than to build a hotel, he observed.

President distributes land deeds to 5,000

President Mahinda Rajapaksa presented deeds to 5,000 persons who did not own any land, at a ceremony at Temple Trees yesterday, under the Ranbima deeds distribution programme.

Over 5,000 persons who had been selected countrywide became land owners yesterday. The event was jointly organized by the Land Reclamation Board and the Presidential Secretariat. These new land owners had been living for a long time on government owned lands without having land ownership or having a proper deed. The President wished every success to the new land owners.

Addressing the gathering, General Secretary of the Sri Lanka Freedom Party Maithripala Sirisena recalled the occasion when President Mahinda Rajapaksa delivered his inaugural speech in 1971 proposing to grant ownership to those who did not possess any land.

As a result of his suggestion Parliament took steps to distribute government and private owned land under land reclamation. Thousands of people were benefited while a few lost their excess land as a limitation on private land ownerhsip was imposed.

The minister said that the people could become land owners since the government under President Rajapaksa wiped out terrorism from Sri Lankan soil.

"During the LTTE terror period, no one could be assured of their lives let alone land ownership," he said.

Minister insists on drug price control

While the Health Ministry is determined to implement price control on medicinal drugs from January 1 next year, transnational drug companies are up in arms against this move and say a price control system is unnecessary and could be counterproductive to the delivery of good healthcare.

Chamber of Pharmaceutical Industries (SLCPI) President Vish Govindasamy claimed drug prices in Sri Lanka were much lower when compared with other countries in the South Asian region and price regulation could discourage investors.

Mr. Govindasamy, said several issues including many negative impacts would result in the event price regulations were introduced in the local market.

He warned that reputed suppliers would withdraw from the Sri Lankan market due to unattractive market conditions, thereby causing a shortage of essential drugs and the lack of competition would lead to price increases.

But Health Minister Maithripala Sirisena said the government was determined to introduce an effective medicinal drug price control from January next year with the sole intention of protecting the rights of the patient and will give all stakeholders a fair deal. (Sandun A. Jayasekera)

Environment committee wants Sinharaja road closed

A 12-member committee appointed to look into the construction of a controversial roadway from Ilumbakanda to Suriyakanda said to be endangering the the Sinharaja National World Heritage Site (NWHS) has recommended that the construction of proposed roadway should be stopped.

The committee headed by Peradeniya University Professor Nimal Gunatilaka had handed over its report to Environment Authority (CEA) Chairman Charitha Herath.

“Based on the ecological importance of the area through which the proposed road development takes place and its ecologically contiguous nature to the Sinharaja NWHS, it has been proposed that the road development should not be undertaken,” the committee has recommended.

එම්. එම්. සමන්ත ලාල් - අම්මා මියගියේත් අලියෙක්‌ ගහලා. නමුත් අපිට ජීවත් වෙන්න වෙන ක්‍රමයක්‌ නැහැ. රජයට අයිති මෙම ඉඩම් වගා කරලා හේනෙන් එන ආදායම්වලින් යම් ආදායමක්‌ සොයා ගන්න පුළුවන්. ඒක නැති කරන්න උත්සාහ කිරීම අසාධාරණයක්‌.

හුංගමාලගම ඩී. ජී. ප්‍රේමරත්න මහතා - මම අවුරුදු 10 - 11 ක්‌ මේ කැලෑව කපලා හේන් වගාව කළා. අනවශ්‍ය අයට ඉඩම් දීලා තිබුණත් හමුදාවේ ඉන්න මගේ පුතාලට ඉන්න ඉඩම් කෑල්ලක්‌ නැහැ. ඉල්ලුවාට දෙන්නෙත් නැහැ. ගොවි සංවිධාන සභාපති රුපියල් 1200 ක්‌ රැගෙන කමිටුවක්‌ හදලා ඒයාගේ හිතවතුන්ට ඉඩම් කට්‌ටි බෙදාදීලා තිබෙනවා. මෙතෙක්‌ කල් ඉඩම් වගා කරපු අයට ගොවි සංවිධාන සභාපති මේ කන්නයේ වගා කරන්න දෙන්නේ නැහැ. දෙවන ඉඩම්ලාභීන්ට පවා ඉඩම් දෙන්නේ නැහැ. සභාපතිට කිසිම බලයක්‌ නැහැ සල්ලි එකතු කරන්න. ගොවි සංවිධාන ව්‍යවස්‌ථාවේ කිසිම තැනක මුදල් එකතු කරන්න කියලා නැහැ. රජයේ ඉඩම් බලෙන් අල්ලාගෙන රුපියල් 10000 ට වෙනත් අයට වගා කරන්න ඉඩදීලා. ගොඩමඩ ඉඩම් විකුණලා තිබෙන අයත් ගොවි සංවිධාන සභාපතිගේ හිතවත් කමට අයථා විදිහට ඉඩම් ලබාදීලා තියෙනවා යෑයි කීය.

ගොවි සංවිධාන සභාපති ඩබ්. ඇම්. ටිකිරිබණ්‌ඩා මහතා - තාවකාලිකව බදු මුදලක්‌ රැගෙන මෙම ඉඩම් දෙන්න බලයක්‌ නැහැ. මගේ හිතවතුන්ට ඉඩම් දෙන්නේ නැහැ. මම මහවැලි කොට්‌ඨාස කළමනාකරු. ඉඩම් නිලධාරි ඒකක කළමනාකරු යන අයගේ උපදෙස්‌ මතයි මෙම ඉඩම් ලබා දෙන්නේ.

ගොවි සංවිධාන සභාපති අයථා ලෙස සමහර මහවැලි නිලධාරීන්ගේ බලය රැගෙන මෙම ඉඩම් බෙදාදීලා තිබෙනවා.

වස්‌ගමුවේ සිට මහවැලි ගඟ මැදින් එන වල් අලි ගමට එන්නට පෙර සිටි මෙම කැලෑව සුද්ධ කිරීම අනුවනකමක්‌ කර බව හුංගමාලගම ප්‍රදේශවාසීහු පැවසූහ.

රජයේ ඉඩම් මෙවැනි හිතුවක්‌කාර ලෙස බෙදාදීම නිසා මෙම පිරිස අතර ඇතිවීමට යන ගැටුම්කාරී හා මතබේද නැති කිරීමට නිලධාරීන් වශයෙන් ඉදිරිපත් විය යුතු බවත් නිලධාරීන්ට තිබෙන බලය ගමේ සිටින අයට ලබාදීම නිසා ගමේ ජනතාව බේදවීම වැළැක්‌වීමට කටයතු කළ යුතු බව කිව යුතුය.

* Viet Nam’s garment workers benefit from pressure on standards

Ho Chi Minh City, Viet Nam – The rainy season is lashing southern Viet Nam and for garment factory worker Dang Thu Hoan that means a very wet 20-minute ride to work on her motorcycle. Navigating the city’s wide but traffic-clogged boulevards, she is among hundreds of thousands of Vietnamese women who will help produce around US$13 billion in textile export revenues for Viet Nam this year.

The factories range in size from a few hundred employees to several thousand. The work can be hard with constant pressure to complete the jobs quickly and without mistakes. Ms Dang works a nine-hour shift, six days a week at the Viet Thinh garment factory, earning the daily equivalent of US$8 (twice the daily minimum wage) plus benefits. She believes it’s a fair deal.

Documents confirming SL’s ownership of Kach tabled

The Government yesterday tabled in Parliament the two agreements signed between India and Sri Lanka in 1974 and 1976 under which Sri Lanka’s sovereignty over the Kachchativu island was confirmed.

The agreements were tabled in response to a question raised by UNP MP Ravi Karunanayaka about various claims made by some Indian politicians asserting an Indian claim over the island.

"Kachchativu was not given or ceded to Sri Lanka. Therefore, the question of India officially giving up her claim on Kachchativu does not arise," External Affairs Minister G. L. Peiris said in response to the query from the UNP MP as to when India officially gave up the claim on the island.

Minister Peiris said that Sri Lanka established her claim to sovereignty over Kachchativu based on historical records since 1965, belonging to the Dutch East India Company and the British Colonial Government during negotiations between the two countries in 1974 on the "Maritime Boundary Agreement on the Historic waters in the Palk Bay and the Palk Straits.’

"Based on official correspondence, maps and specific legislation made by Ceylon in respect of the island, Sri Lanka was able to establish, through evidence, the regular exercise of administrative control over the island as well. Accordingly the 1974 agreement formally confirmed Sri Lanka’s sovereignty over this island,’ the Minister said.

Asked whether he had spoken to his Indian counterpart on this matter, Minister Peiris said that the 1974 and 1976 Agreements have clearly and conclusively established the maritime boundary between Sri Lanka and India and therefore the matter had never been raised by the Indian Government or by the Sri Lankan Government.

The Minister also said he was unable to speculate on the reasons for statements being made by various Indian political personalities trying to revive the Indian claim on Kachchativu island but said the Indian position on the matter was conveyed most recently by the Minister of External Affairs of that country in a statement to the Lok Sabha (Indian Parliament) on August 26, 2011 in which he stated that while Indian fishermen have access to visit the Island for rest, for drying nets and for the annual St. Anthony’s Festival, their rights do not cover fishing around Kachchativu island.

‘We will have to bear in mind the fact that as per the Agreements we have concluded with Sri Lanka in 1974 and 1976, Kachchativu Island lies on the Sri Lankan side of the Maritime Border," the Indian External Affairs Minister had said.

Take awareness programmes to grass roots level: Sirisena advises Ministry officials


Health Minister Maithripala Sirisena has instructed project directors of his Health Ministry to in future avoid hosting public awareness programmes in hotels or halls.

Health Ministry sources said yesterday that Programme Directors had been asked to take the message to the public at grass root level in villages and cities.

There are a large number of health issues based on various diseases which should be taken to the public, the sources said adding that most often the programmes were hosted in hotels and halls for people who were aware of the subject matter after which nothing happens.

The Minister instructed programme directors to take awareness programmes, being held in Colombo, to vastly populated areas like Mattakkuliy. The message should be given to those people first and foremost, they added. (DJ)

ඇඹිලිපිටිය කඩදාසි කම්හලේ සේවකයන් 171 දෙනකුට රුපියල් දශලක්‍ෂ 350 ක වන්දි ප්‍රදානය කිරීම ඊයේ (30 දා) කොළඹ 07, ශ්‍රී ලංකා පදනම් ආයතනයේදී සිදුවිය.

සේවකයන්ට වන්දි ප්‍රදානය කිරීම රාජ්‍ය සම්පත් හා ව්‍යවසාය සංවර්ධන ඇමැති දයාශ්‍රිත තිසේරා මහතා අතින් සිදුවිය.

සේවක ඉල්ලීම්වලට කන් දෙමින්, මුලින් තීරණය කර තිබූ වන්දි ගෙවීමේ ක්‍රමවේදය සංශෝධනය කර, සේවකයන්ට වැඩි ප්‍රතිලාභ සැලසෙන පරිදි සකස්‌ කළ නව ක්‍රමවේදයකට අනුව මේ වන්දි ප්‍රදානය කළ බව වන්දි ප්‍රදානය කිරීමේ උත්සවයේදී කතා කළ රාජ්‍ය සම්පත් හා ව්‍යවසාය සංවර්ධන අමාත්‍යාංශයේ ලේකම් ආචාර්ය විලී ගමගේ මහතා කීවේය.

මෙය හොඳම විසඳුම නොවිය හැකියි. එහෙත් මීට වඩා හොඳ වෙනත් විකල්පයක්‌ කිසිවෙක්‌ ඉදිරිපත් කරලා තිබුණේ නැහැ. ඒ නිසා සේවකයන්ට උපරිම ප්‍රතිලාභ ලැබෙන පරිදි, මේ වන්දි ගෙවීමේ ක්‍රමවේදය තීරණය කළ බව ද, ඕනෑම අයකුට මේ ක්‍රමවේදයට එකඟ නැත්නම් අදාළ වන්දි මුදල් ප්‍රතික්‍ෂේප කර කම්කරු විනිශ්චය සභාවක්‌ ඉදිරියට යැමට හිමිකම ඇති බව ද මෙහිදී අමාත්‍යාංශ ලේකම් ආචාර්ය විලී ගමගේ මහතා කීවේය.

ජනාධිපති මහින්ද රාජපක්‍ෂ මහතාගේ දෙවන පදවි ප්‍රාප්තියේ පළමු වසර සැමරීම නිමිත්තෙන් පුල්මුඩේ ඛනිජ වැලි ආයතනයේ සේවකයන් 130 දෙනකු වෙනුවෙන් සේවා ස්‌ථිර කිරීම්, තනතුරු උසස්‌වීම් සහ නව පත්වීම් ලබාදීම සඳහා පැවති උත්සවයේදී ඇමැතිවරයා මේ බව කියා සිටියේය.

ඊට අමතරව පුල්මුඩේ ඛනිජ වැලි ආයතනයේ සියලු පහසුකම්වලින් සමන්විත කාමර 11 කින් යුතු නිල නිවාසයක්‌ විවෘත කිරීම, රුපියල් මිලියන 36 ක්‌ වටිනා වාහන ලබාදීම, පුල්මුඩේ දේවස්‌ථානයේ නවීකරණය සඳහා ඛනිජ වැලි ආයතනය මගින් ලබාදුන් රුපියල් මිලියනයක මුදල ලබාදීම, කුච්චවේලි ප්‍රාදේශීය සභාව සඳහා රු. ලක්‍ෂ 4 ක මුදලක්‌ ලබාදීමද මෙහිදී ඇමැති දයාශ්‍රිත තිසේරා මහතා සහ නියෝජ්‍ය ඇමැති සරත් කුමාර ගුණරත්න මහත්වරුන් අතින් සිදු කෙරිණි.

එමෙන්ම ඛනිජ වැලි ආයතනයේ සේවකයන් 09 දෙනකු වෙනුවෙන් නිවාස ඉදිකර ගැනීම සඳහා රුපියල් පනස්‌දහසක්‌ බැගින් ලබාදීම හා සේවයේ යෙදී සිටියදී සදාකාලිකව අකර්මණ්‍ය වූ සේවකයකුගේ දරුවකු වන එස්‌. ඒ. සී. එම්. රිස්‌වි තරුණයාට ආයතනයේ නව පත්වීමක්‌ ලබාදීමද මෙහිදී සිදු කෙරිණි.

බදුල්ල සිට වැල්ලවාය දක්‌වා යෝජිත දුම්රිය මාර්ගය ඉදිකිරීම සඳහා ශක්‍යතා අධ්‍යයනයක්‌ සිදු කිරීමට රජය තීරණය කර ඇත.

මේ යටතේ බදුල්ල සිට බිබිල හා මොණරාගල හරහා වැල්ලවාය දක්‌වා නව දුම්රිය මාර්ගයක්‌ ඉදිකිරීමට නියමිතය. මෙම දුම්රිය මාර්ගයේ දුර කිලෝමීටර් 80 ක්‌ පමණ වේ.

ව්‍යාපෘතියේ ශක්‍යතා අධ්‍යයන සඳහා කොන්ත්‍රාත්තුව ඉංජිනේරු කාර්යයන් පිළිබඳ මධ්‍යම උපදේශක කාර්යාංශය වෙත පවරා තිබේ. මෙම ප්‍රදේශයේ ඇති උස මට්‌ටම සැලකිල්ලට ගෙන බදුල්ල, වැල්ලවාය, මොනරාගල, හා ඇඹිලිපිටිය යන නගර ඇතුළත්ව රටේ ගිනිකොණ ප්‍රදේශ පළමුව ආවරණය වන පරිදි මෙම අධ්‍යයනය සිදුකෙරේ.

කොළඹ වරායේ සිට බ්ලූමැන්ඩල් මහවත්ත හරහා ඇති ඉන්ධන නල පද්ධතියක ඇතිවී තිබෙන සිදුරුවලින් පෙරේදා (29 වැනිදා) සිට රුපියල් ලක්‍ෂ ගණනක්‌ වටිනා ඉන්ධන ගලා යමින් තිබෙන අතර මෙම ඉන්ධන ගලා යන සිදුරු වසා ගැනීමට නොහැකිව ලංකා ඛනිජ තෙල් සංස්‌ථා නිලධාරීහු බරපතළ අර්බුදයකට ලක්‌ව සිටිති.මෙම ඉන්ධන ලංකා ඛනිජ තෙල් සංස්‌ථාවට අයත් ඉන්ධන ද නොඑසේ නම් නැව් තෙල් සමාගමට (ඡේසීටී) අයත් ඉන්ධන ද යන්න පවා ගැටලුවක්‌ වී ඇතැයි තෙල් සංස්‌ථා නිලධාරීහු "දිවයින"ට පැවසූහ.

වරාය හා කොළොන්නාව අතර ඉන්ධන නල පද්ධතිය වසර හැත්තෑවක්‌ පමණ පැරැණි යෑයිද සංස්‌ථා නිලධාරියෙක්‌ කීවේය. මෙම නල අඟල් දහයක විශ්කම්භයකින් සමන්විත බවත් (ජරදිs ජදමබඑරහ චසචැ කසබැ චරදවජැඑ) යටතේ 2007 ආරම්භ කළ පයිප්ප අලුත්වැඩියා ව්‍යාපෘතිය ද 2009 දී නතර කර දැමූ බවද සංස්‌ථාව පවසයි.

කොළඹ වරායේ සිට කොළොන්නාව දක්‌වා දිවෙන මෙම නල පද්ධතිය කල් ඉකුත් වී සිදුරු වී ඉන්ධන අපතේ යැම සාමාන්‍ය දෙයක්‌ යෑයිද යකඩ කලම්ප හා රබර්, ලී කැබැලි ගසා ඒවා වසා දැමීමට සංස්‌ථාවට සිදුව ඇතැයි ද එහි සේවකයෝ කියති.
