පෞද්ගලික දේපළ රජයට පවරා ගන්නේ නෑ - ජනපති අවධාරණය කරයි
පෞද්ගලික අංශයේ දේපළ රජය වෙත පවරා ගැනීමක් කිසි විටෙකත් සිදු නොවන බව රජය අවධාරණය කරයි.
ඌන කාර්යසාධන ව්යාපාර සහ ඌන යෝජිත වත්කම් යළි යථා තත්ත්වයට පත්කිරීම සඳහා වූ යෝජිත පනතට අනුව කිසියම් අරමුණක් සඳහා රජය විසින් පෞද්ගලික අංශය වෙත පවරා ඇති දේපළ එම අරමුණ වෙනුවෙන් නොයොදවා වෙනත් කටයුතුවල යොදා ඇත්නම් පමණක් එම ව්යාපාර යළි යථා තත්ත්වයට පත් කිරීම සඳහා පවරා ගැනීමක් සිදුවන බවද රජය පවසයි. එසේම යෝජිත පනත් කෙටුම්පතේ ලේඛනගත ව්යාපාර හැරුණුවිට වෙනත් කිසිදු ව්යාපාරයක් හෝ දේපළක් සඳහා යෝජිත පනත බල නොපැවැත්වෙන බවද ජනාධිපති මහින්ද රාජපක්ෂ මහතා සඳහන් කරයි.
මහතා මේ බව අනාවරණය කළේ අදාළ පනත් කෙටුම්පත පිළිබඳව දේශීය ව්යවසායකයන් සමඟ අරලියගහ මන්දිරයේ දී පෙරේදා (5) පැවැති සාකච්ඡාවක දීය.
මේ පිළිබඳ වැරැදි මතයක් පැතිර යන බව පෙන්වා දුන් ව්යවසායකයෝ අදාළ පනතට තමන් එකහෙළා එකඟ වන බවත්, රජයේ දේපළ යම් අරමුණකට ලබා දුන් විට ඉන්බැහැරව වෙනත් කාර්යයන් සඳහා යොදවන්නේ නම් ඒවා පවරා ගැනීම පිළිබඳව තමන්ගේ කිසිදු විරුද්ධත්වයක් නොමැති බවත් පැවැසූහ.
යෝජිත පනත් කෙටුම්පත පිළිබඳව වාණිජ මණ්ඩල සමඟ දීර්ඝ වශයෙන් සාකච්ඡා කළ බව පෙන්වා දුන් ව්යවසායකයෝ, ආයෝජකයන් තුළ මෙන්ම ජනතාව තුළ ද මේ පිළිබඳව වැරැදි චිත්රයක් ඇති නොවන ආකාරයටත්, ආයෝජකයන්ට වඩා හොඳ පණිවුඩයක් ලැබෙන ආකාරයටත් පනත් කෙටුම්පත ඉදිරිපත් කරන ලෙස ද ඉල්ලා සිටියහ.තවද, ව්යවසායකයන් වැඩිදුරටත් පැවැසුවේ රටක ආර්ථිකයක් ශක්තිමත්ව දියුණු වීමට නම් පවතින නීතිරීති ඊට අනුකූලව වෙනස් විය යුතු බවයි.දේපළ නියමිත අරමුණු කරා නොයොදවන ව්යාපාර වෙත තමා පසුගිය අයවැයේ දී අවවාද කළ බව මෙහිදී සිහිපත් කළ ජනාධිපතිවරයා ඔවුන්ට ඒ සඳහා වසරක කාලයක් ලබාදුන් බව ද පැවැසීය.
මෙම දේපළ රටේ ජනතාවට අයත් දේපළ බව සඳහන් කළ ඒ මහතා, ව්යාපාර සඳහා පුද්ගලික අංශයට දේපළ පවරා දීමේදී ඔවුන්ගේ ව්යාපාර තුළින් රටේ නිෂ්පාදන ධාරිතාවයට සහ රැකියා සඳහා ඉලක්කයක් ලබා දී තිබුණ ද එම දේපළ වෙනත් අරමුණු වෙනුවෙන් යොදවා අයථා ලෙස ලාභ ඉපයීම නිසා රටටත්, ආර්ථිකයටත් බරපතළ ගැටලුවලට මුහුණදීමට සිදුවන බවද පෙන්වා දුන්නේය.ඇතැම් ව්යාපාර වසර 20කටත් වැඩි කාලයක් තිස්සේ ඒවායේ අරමුණින් බැහැරව කටයුතු කර ඇති ආකාරය ද මෙහිදී අනාවරණය වූ අතර ඇතැම් ව්යාපාර ආයතන සේවක අර්ථසාධක සම්බන්ධ කම්කරු නීති රීති පවා උල්ලංඝනය කර ඇති බව ද හෙළි විය.
යෝජිත පනත් කෙටුම්පත තුළ කිසිදු දේශපාලන පසුබිමක් නොමැති බව ද මෙහිදී අවධාරණය කෙරුණ අතර රටේ ආර්ථිකයට වැදගත් තීරණ ගැනීමේ දී ඒවා පටු දේශපාලන අරමුණු මත හැසිරවීමට යාමෙන් ඇතිවන හානිදායක තත්ත්වය පිළිබඳව ද මෙහිදී අවධානය යොමු විය.යෝජිත පනත් කෙටුම්පතේ කරුණු පිළිබඳව මෙහිදී දීර්ඝ ලෙස සාකච්ඡා වූ අතර පවරා ගැනීමට අදාළ ව්යාපාරවල සේවකයන්ගේ රැකියා සුරක්ෂිතභාවය පනතේ විධිවිධාන මගින් තහවුරු වී ඇති බව ද පැහැදිලි කෙරිණි.
රටේ ආර්ථිකයට බෙහෙවින් වැදගත් වන ව්යාපාර ආයතන අරමුණින් බැහැරව යාමේ දී ඉන් පාඩු සිදුවන්නේ රටටත්, ජනතාවටත් වන බැවින් එවැනි ආයතන පිළිබඳව තීන්දුවක් ගැනීමේ වැදගත්කම මේ සාකච්ඡාවට එක් වූ ඇමැතිවරුන් මෙන්ම රජයේ ජ්යෙෂ්ඨ නිලධාරීහු ද වැඩිදුරටත් පෙන්වා දුන්හ.

President reassures business sector: No intention of acquiring private enterprises
* Some listed businesses improperly used
* Legislation not politically-motivated
The government said that it has no intention whatsoever to acquire private sector enterprises through the proposed legislation titled, ‘Revival of Under Performing Enterprises and Under Utilized Assets.’ It said that only institutions which had deviated from the specific aims and objectives laid down by the government when they were originally vested in the private sector will be subject to the new legislation to effect their revival and meet the original objectives.
In addition, no enterprise or assets other than those that have been specifically mentioned in the draft legislation will be subject to the proposed law, according to an assurance given by President Mahinda Rajapaksa to local businessmen at a meeting at Temple Trees on Saturday.
The businessmen pointed out to the President that a wrong impression was being created on this whole issue, adding that they were in no way against acquiring ventures that had deviated from the government’s original intention when they were first handed over, and had strayed into other territory.
They said they had held a lengthy discussion on the proposed draft bill with the Business Chambers and wanted the government to present the Bill in a manner that would dispel the wrong picture created among the public and investors so that the latter would get the correct message as regard the new law.
The businessmen were also of the opinion that laws of the country should undergo a change from time to time in keeping with the changing economic climate so that the country’s economy would be strengthened.
President Rajapaksa recalled his warning to enterprises that were not working towards the expected goals in his last budget, saying he had granted them one year to reform.
The President pointed out that the objective was expanding production capacity and employment generation when these public assets were vested with the private sector but were used for other purposes to derive illegal profits causing serious problems to the country and the economy.
It was also revealed that certain ventures had similarly functioned for over 20 years in contravention of the laid down objectives with some even violating labour laws relating to EPF payment.
The President also emphasized that there was no political motive behind the proposed legislation, explaining the dangers that would ensue if important economic decisions are to be decided on the basis of political considerations.
At the lengthy discussion on the topic, it was also pointed out that the future of the employees of enterprises to be revested will be guaranteed under the employment protection regulations.
It was also agreed by those present, of the importance of taking a decision on enterprises which are vital to the country’s economy, which instead of keeping to the original aims had deviated from course bringing loss to the country and its people.
Those present at the discussion included Ministers Dr.Sarath Amunugma, Prof G.L.Peiris, Anura Priyadharshana Yapa, Basil Rajapaksa, Keheliya Rambukwella, Wimal Weerawansa, Deputy Minister Geethanjana Gunawardena, CMC opposition leader Milinda Moragoda and Attorney General Eva Wanasundera.
