Health Minister overhauls drug procurement procedure
Ministerial sub-committee given task

Health Minister Maithripala Sirisena has taken action to change the existing Drug Purchasing Tender Procedure because it created a plethora of problems such as lack of transparency and accountability in supplying drugs, supply of insufficient quantities and constant delays in delivery of drugs.
Minister Sirisena will visit India in August to meet Indian Health Minister, Indian Drug Chamber and Drug Manufacturers in this regard.
Minister Sirisena last week obtained Cabinet approval to appoint a Drug Purchasing Sub-Committee to undertake all drug purchases by the Ministry. The Committee comprises senior Ministers Dr Sarath Amunugama, Prof: Tissa Vitharana, Susil Premajayantha and Patali Champika Ranawaka.
In future the Committee will be solely responsible for drug purchasing from India and Bangladesh on direct supervision of those governments, the Health Ministry said.
Health Minister Sirisena told The Island that the existing Drug Purchasing Procedure had been causing enormous problems to the entire health sector which had to face drug shortages, provision of drugs in insufficient quantity and non-delivery of drugs on time. Multinational drug companies had manipulated a method to capitalize on the situation by constantly delaying drug orders, supplying inadequate quantities and precipitating conflict situations.
He pointed out that in the past few months the Health Ministry had been inundated with many complaints as artificial drug shortages had caused severe problems in some of the hospitals. Many patients suffered untold hardship for want of required drugs. But the change of current Drug Purchasing Procedure was a long-felt necessity because it would eliminate unhealthy practices by some Multinational Drug Companies.
In future both Indian and Bangladeshi government would be responsible for delivering quality drugs on time. The Drug Purchasing Committee would place the orders on time and the Treasury would allocate unlimited amount of money to purchase drugs. For the last 6 months Rs. 16 billion worth of drugs were purchased due to extended OPD hours till 8.00 p.m. at some main hospitals, the Minister added.

ඖෂධ මිලදී ගැනීමේ ක්‍රියාවලිය විධිමත් කිරීම සඳහා ජනාධිපති මහින්ද රාජපක්‍ෂ මහතා විසින් කැබිනට්‌ අනුකාරක සභාවක්‌ පත්කර ඇත. ජනාධිපතිවරයාගේ ප්‍රධානත්වයෙන් පසුගිය බදාදා පැවැති කැබිනට්‌ රැස්‌වීමට තමන් ඉදිරිපත් කළ සංදේශය සලකා බලා මෙම ඇමැති අනුකාරක සභාව පත් කළ බව සෞඛ්‍ය ඇමැති මෛත්‍රීපාල සිරිසේන මහතා "දිවයින"ට පැවසුවේය.
ඒ අනුව ජාත්‍යන්තර මූල්‍ය සහයෝගිතාව පිළිබඳ ජ්‍යෙෂ්ඨ ඇමැති ආචාර්ය සරත් අමුණුගම, විද්‍යාත්මක කටයුතු පිළිබඳ ජ්‍යෙෂ්ඨ ඇමැති මහාචාර්ය තිස්‌ස විතාරණ, ඛනිජ තෙල් කර්මාන්ත ඇමැති සුසිල් ප්‍රේමජයන්ත, විදුලිබල හා බලශක්‌ති ඇමැති පාඨලී චම්පික රණවක යන මහත්වරුන් මෙම ඇමැති අනුකාරක සභාවට අයත්වන බවද මෛත්‍රීපාල සිරිසේන මහතා ප්‍රකාශ කළේය. මෙරටට අවශ්‍ය ඖෂධ, ශල්‍ය ද්‍රව්‍ය හා රසායන ද්‍රව්‍ය ඒවා නිපදවන රටවල රජයන් මගින් සෘජුවම මිලට ගැනීම සඳහා ඉදිරියේදී කටයුතු කරන අතර ඒ අනුව මින් මතුවට ටෙන්ඩර් පටිපාටිය අනුගමනය නොකරන බවද ඇමැති මෛත්‍රීපාල සිරිසේන මහතා ප්‍රකාශ කළේය.
ඖෂධ මිලට ගැනීමේදී මෙතෙක්‌ සිදුව ඇති දූෂණ හා අක්‍රමිකතා මින් ඉදිරියට සිදු නොවනු ඇතැයිද ඇමැති මණ්‌ඩල අනුකාරක සභාවේ තීරණ මත ඉදිරියේදී ඖෂධ මිලට ගැනෙනු ඇතැයි ද කී ඇමැතිවරයා සෞඛ්‍ය අමාත්‍යාංශයට මින්පසු ඉන්දියාවේ පෞද්ගලික සමාගම්වලින් ටෙන්ඩර් කැඳවා ඖෂධ මිලට ගැනීමේ ක්‍රියාව නතර කරන බවද පැවසුවේය.
