Power cuts cause chaos at Industrial zones - Industrialists warn of setback to post-war recovery plans

Industry sources say unannounced power cuts caused chaos at the Biyagama Export processing Zone (EPZ) on Monday and Tuesday. Sources allege that the failure on the part of the CEB to alert the BOI regarding power cuts, due to sharp drop in the power generation capacity, is threatening the industrial sector. Responding to a query by The Island, sources said that Biyagama EPZ had experienced a two-hour power-cut in the morning and a one-hour cut in the evening on Monday.

Sources said that the EPZ experienced another two-hour power cut, beginning 9.45 a.m. on Tuesday. Sources said that there could be a serious disruption at major EPZs unless the government took tangible action to provide uninterrupted power. The bottom line was that the country would be forced to forego the post-war advantage if the government couldn’t ensure power supply.

The CEB was in a desperate situation due to breakdown of the recently commissioned Norochcholai coal-fired power plant and Kerawalapitiya power plant, sources said. Kelanitissa, too, was facing problems, sources said, whereas the government seemed to be seeking the help of divine powers to bring the rains.

The Power and Energy Ministry yesterday said that a series of religious ceremonies would be held on Wednesday and Thursday.

Power and Energy Minister Patali Champika Ranawaka yesterday appointed a committee, headed by the Ministry’s Additional Secretary Tissa Herath, a former Chairman of the CEB and Additional General Manager to explore ways and means of tackling the issue.

The other members include CEB Deputy Chairman Prof. Anura Wijepala, Ministry Advisor, Energy Expert Asoka Abeygunawadenaa and two officials representing the Ceylon Petroleum Corporation.

The ministry and the CEB blamed the sharp drop in water levels at hydro catchment areas for the present crisis.

The ministry urged the public to use electricity sparingly especially between 6.30 p.m. and 9.30 p.m.

දිවයිනේ ප්‍රදේශ ගණනාවකට විදුලිය හිටි හැටියේ විසන්ධි කිරීම නිසා මහජනතාව බලවත් අපහසුතාවට පත්ව තිබේ.

හොරණ, අනුරාධපුර ඇතුළු දිවයිනේ ප්‍රදේශ ගණනාවක මෙලෙස විදුලිය විසන්ධි කිරීම් සිදුව ඇත.

පසුගිය මස 20, 21, 22, 23, 26 දිනවල රාත්‍රි 7.30 සිට 8.00 දක්‌වා පැය භාගයක්‌ හෝ අඩු වැඩි වශයෙන් විදුලිය විසන්ධි විය.

මෙම විදුලිය විසන්ධිවීම හොරණ, බුලත්සිංහල, ගෝවින්න, රැටියල, ඉහළහොරගල, රෙමුණ, දොඹගොඩ ආදී ප්‍රදේශවල නිතර සිදුවෙමින් පවතී.

මීට අමතරව ප්‍රදේශ රැසකට 03 වැනිදා රාත්‍රි 7.10 සිට 8.15 වනතෙක්‌ විදුලිය විසන්ධිවීම සිදුකෙරිණි. (04 දා) හොරණ ප්‍රදේශයේ උදෑසන 9.30 සිට 12.30 දක්‌වා විදුලිය විසන්ධිකර තිබිණි.

මේ පිළිබඳව විමසීමට විදුලිය විසන්ධි වන අවස්‌ථාවන්හිදී හොරණ විදුලිබල පාරිභෝගික අංශයේ 03422 - 61285 දුරකථනයට කොතෙකුත් දුරකථන අමැතුම් ලබා ගැනීමට උත්සාහ දැරුවද ප්‍රතිචාර වශයෙන් ලැබෙන්නේ දුරකථන මාර්ග අවහිරතා හේතුවෙන් සම්බන්ධ කළ නොහැකි බවයි. ජනතාව පවසන්නේ විදුලිය විසන්ධි වූ විට ඔවුන් දුරකථනයේ රිසිවරය පැත්තකින් තබන බවයි.

විදුලිය විසන්ධිවීම පිළිබඳව දැනගැනීමට අප විදුලිබලමණ්‌ඩලයේ හොරණ ප්‍රධාන ඉංජිනේරුවරයකුගෙන් ඊයේ විමසූවිට ඔහු මෙසේ කීය.

විදුලිය විසන්ධි කළාම අපේ සේවකයෝ දුරකථනය පැත්තකින් තබන්නෙ නැහැ. විදුලි විසන්ධි වූවිට පාරිභෝගිකයන් 40,000 කගේ විතර විදුලිය කැපීමකට ලක්‌වෙනවා. එවිට ඔවුන් බහුතරය මේ දුරකථනයට ඇමැතුම් දෙනවා. ඒ නිසා දුරකථනය කාර්යබහුල වෙනවා.

අප හොරණින් විදුලිය කපන්නේ නැහැ. මේක කොළඹින් කරන දෙයක්‌. මොකද විදුලි බලාගාර ආශ්‍රිතව ජල මට්‌ටම අඩුවීම හේතුවෙන් දැන් දිනකට පැයක්‌ පමණ විදුලිය කැපීම සිදුකරන බවත් මෙය හොරණ හා ඒ අවට පමණක්‌ සිදුවන දෙයක්‌ නොවන බවත් ඔහු වැඩිදුරටත් පැවැසීය.

අඛණ්ඩව විදුලිය සැපයිම සඳහා විශේෂ බලය සහිත බලශක්ති සැපයුම් කමිටුවක් පත්කිරීමට විදුලිබල හා බලශක්ති අමාත්‍යාංශය පියවර ගෙන ඇත. එම කමිටුවේ ප්‍රධානියා ලෙස විදුලිබල හා බලශක්ති අමාත්‍යංශයේ අතිරේක ලේකම් ලංකා විදුලිබල මණ්ඩලයේ හිටපු සභාපති තිස්ස හේරත් මහතා පත් කර ඇත.

ජල විදුලි බලාගාර ආශ්‍රිත ප්‍රදේශවලට වැසි නොලැබීම හේතුවෙන් ජලවිදුලි උත්පාදනය අඩුවීමක් සිදුව ඇති බවත්, විදුලි කප්පාදුවකින් තොරව විදුලිය ලබා දීමට අනෙක් බලාගාර මඟින් නිපදවන විදුලිය ප්‍රමාණවත් බවත්, විදුලිබල අමාත්‍යාංශය පවසයි. මේ තත්ත්වය හේතුවෙන් රාත්‍රී 6.30 සිට රාත්‍රී 9.30 දක්වා විදුලිය පරිභෝජනය ඉතා අරපිරිමැස්මෙන් සිදු කරන ලෙස ලංකා විදුලි බල මණ්ඩලය ජනතාවගෙන් ඉල්ලා සිටී.
