Power cuts are now official
Kerawalapitiya, Norochcholai ‘out’ for two weeks

With water levels at less than 25 per cent in the major reservoirs, the Ceylon Electricity Board (CEB) on Monday decided to impose power cuts during daytime in most parts of the country.
The CEB has been imposing unannounced power at night for several weeks due to insufficient generation capacity to meet the peak hour demand.
According to senior CEB engineers, this situation has been brought about by several factors. The two biggest thermal plants in the CEB system, Kerawalapitiya Combined Cycle Plant and the Norochcholai Coal Plant, have not been in operation for several weeks.
These two plants, each having a 300MW capacity, can generate around 10 million units of cheap thermal power per day if operated continuously. The loss of 600MW of capacity severely limits the CEB’s ability to meet the night peak demand.
The CEB decision to step up hydro power generation in the latter part of 2010 in the hope that monsoon rains would come in May-June 2011, had contributed to power cuts, an engineer said.
The water levels in most reservoirs are extremely low and the monsoons had not produced sufficient rain to date, according to CEB officials.
For the first time since 2002, the CEB has imposed rotating power cuts since Monday. However, if the Kerawalapitiya plant is back in operation, the CEB will be able to avoid daytime shedding but will continue night peak shedding until the coal plant resumes operations.
The CEB is forced to operate its most expensive gas turbines to meet the demand, including the small turbines which cost over Rs. 50 to generate a unit. The Fiat Gas Turbine, which was scheduled to undergo maintenance in 2010, too, is operating at full capacity, costing around Rs. 35 to generate a unit.
An Engineer said: "These decisions are likely to have a disastrous effect on the CEB’s financial situation in the current year, requiring the Government to pump in more and more taxpayers’ money."
The Island learns that power cuts will be imposed between 6.00 a.m. and 10.00 a.m. (peak hours during the day) and they will be imposed in stages during the rest of the day. "Although this was done in the rural areas earlier, now we are compelled to have it in Colombo and suburbs as well," a CEB official said.
On Monday consumers along the coastal belt experienced power cuts for more than six hours. On Sunday night the CEB decided to impose power cuts for at least six hours in selected areas.
A senior Engineer of the Board told The Island that the management was planning to come out with an official power cut schedule.
The reservoirs were left with 350 GWh which is equal to 350 million units of electricity. On average, between 33 and 35 million units are needed for daily electricity consumption in the country.
"Right now we are short of 400 MW of electricity. To make matters worse, we are not getting 300 MW from the Norochcholai Power Plant in Puttalam due to repairs. Hopefully, we will get it soon, if not matters would be much worse," an official in the CEB Systems Control said.
However, he said that if they got the much needed 300 MW from Norochcholai, they could manage with power cuts in selected locations.
Sources in the Norochcholai Power Plant said that they had repaired the pipe which took in sea water for cooling purposes. They were hopeful that repairs would be completed by next Thursday.

ජල විදුලි බලාගාර ආශ්රිත ජලාශවල ජල මට්ටම සියයට 25 කින් පමණ පහළ බැස තිබීම නිසා දිවා කාලයේදී විදුලිය කැපීමට විදුලිබල මණ්ඩලය ඊයේ (4 වැනිදා) තීරණය කර ඇත.
තාප බලයෙන් සහ ගල්අඟුරු බලයෙන් විදුලිය නිපදවන කෙරවලපිටිය සහ නොරොච්චෝල විදුලිබලාගාර සති කිහිපයක් තිස්සේ ක්රියාවිරහිතව පවතී. මෙම විදුලි බලාගාර දෙකෙන් මෙගාවොට් 300 ක් බැගින් මෙගාවොට් 600 ක විදුලියක් ජාතික විදුලි පද්ධතියට ලැබේ. ඒවා ක්රියාවිරහිතව පැවතීම නිසා මෙලෙස විදුලිය කැපීමට සිදුව ඇතැයි විදුලිබල මණ්ඩලය සඳහන් කරයි.
විදුලි බලාගාර ආශ්රිත ජලාශවලට 2010 වසරේ මෙන් මෝසම් වැසි නිසි පරිදි නොලැබීම නිසා එම ජලාශවල ජල මට්ටම පහළ බැස ඇති බැවින් නිසි පරිදි විදුලි උත්පාදනය සිදුකළ නොහැකි බව විදුලිබල මණ්ඩලයේ ඉංජිනේරුවෝ පවසති.
හැකි ඉක්මනින් කෙරවලපිටිය තාප බලාගාරය සහ නොරොච්චෝල ගල් අඟුරු බලාගාරය යළි විදුලිය නිෂ්පාදන කටයුතු ආරම්භ නොකළහොත් දිවා කාලයේ පමණක් නොව රාත්රි කාලයේ ද විදුලිය කපාහැරීමට සිදුවන බවට විදුලි ඉංජිනේරුවෝ අනතුරු අඟවති.
ඉකුත් දිනවල දිවයිනේ ප්රදේශ රැසක පෙරවරු 6.00 ත් පෙරවරු 10.00 ත් අතර කාලයේ විදුලිය කපාහැර තිබූ අතර ඊයේ (04 වැනිදා) වෙරළබඩ තීරයේ පැය හයකට වැඩි කාලයක් විදුලිය කපාහැර තිබිණි.
මේ සම්බන්ධව කළ විමසීමේදී විදුලිබල මණ්ඩලය ප්රකාශ කළේ පවතින තත්ත්වය හමුවේ තෝරාගත් ප්රදේශ කිහිපයක පැය හයකට ආසන්න කාලයක් විදුලිය කපාහැරීමට තීරණය කර ඇති බවයි.
පසුගිය දිනවල දැනුම් දීමකින් තොරව විදුලිය කපාහැරිය බවත් ඊයේ (4 වැනිදා) සිට නිල වශයෙන් දිවයින පුරා තෝරාගත් ප්රදේශවල විදුලිය කපා හැරීමට පියවර ගත් බවද විදුලිබල මණ්ඩලය සඳහන් කරයි.
නොරොච්චෝල ගල් අඟුරු විදුලි බලාගාරයේ මේ දිනවල නඩත්තු කටයුතු කිහිපයක් සිදුවන බවත් එය ඉදිරි දින කිහිපය ඇතුළත අවසන් කිරීමට හැකි වෙතැයි බලාපොරොත්තු වන බවත් එම විදුලි බලාගාරයේ ප්රකාශකයෙක් පැවසීය. එසේ වුවහොත් තෝරාගත් ප්රදේශ කිහිපයක පමණක් විදුලිය කපාහැර පවතින විදුලි අර්බුදය පාලනය කරගත හැකි බව එම ප්රකාශකයා සඳහන් කළේය.
මෙලෙස නිල වශයෙන් විදුලිය කපාහැරීමට විදුලිබල මණ්ඩලය ඊයේ තීරණය කළේ 2002 වසරින් පසුය.
