ගමනාගමන කොමිසමට විරුද්ධව නීතිය හමුවට - පෞද්ගලික බස් රථ හිමි සංගමය

දක්ෂිණ ලංකා අධිවේගී මාර්ගයේ පුද්ගලික බස් රථ ධාවනය සඳහා ජාතික ගමනා ගමන කොමිෂන් සභාව ‍පොරොන්දු වූ පරිදි තවමත් අවස්ථාව ලබාදී නොමැති වුවත් ශ්‍රී ලංගම සාමාන්‍ය බස් රථද එම මාර්ගයේ ධාවනය කරන බව ලංකා පෞද්ගලික බස් රථ හිමියන්ගේ සංගමයේ සභාපති ගැමුණු විජේරත්න මහතා ඊයේ (24) පැවැසීය. 

කොළඹ- නාරහේන්පිට කාන්තා පර්යේෂණ කේන්ද්‍රයේදී එම සංගමය විසින් ඊයේ (24) පවත්වන ලද විශේෂ ප්‍රවෘත්ති සාකච්ඡාවකදී ඒ මහතා මෙම අදහස් පැවැසීය. රුපියල් 400ක මුදලකට ශ්‍රී ලංගම බස් රථ අධිවේගී මාර්ගයේ මගී ප්‍රවාහනය සිදුකළත් පෞද්ගලික බස් රථවලට රුපියල් 300ක මුදලකට එම මගී සේවාව ලබාදිය හැකි බවද ගැමුණු විජේරත්න මහතා පැවැසීය. රජය තවමත් ඒ සඳහා අවස්ථාව ලබානොදෙන බවත් මේ නිසා ජාතික ගමනා ගමන කොමිෂන් සභාවට එරෙහිව නීතිය ඉදිරියට යන බවත් ගැමුණු විජේරත්න මහතා පැවැසීය.

දැනට ගාලු පාරේ ධාවනය වන සුඛෝපභෝගී පෞද්ගලික බස් රථ 5කට දක්ෂිණ ලංකා අධිවේගී මාර්ගයේ ධාවනය සඳහා අවස්ථාව ලබාදෙන ලෙස ප්‍රවාහන බලධාරීන් වෙත ඉල්ලීම් ඉදිරිපත් කර ඇතැයිද හෙතෙම පැවැසීය. දක්ෂිණ ලංකා අධිවේගී මාර්ගයේ ධාවනය වන ශ්‍රී ලංගම බස් රථ, අධි සුඛෝපභෝගී යැයි පැවසුවත් එම බස් රථ සාමාන්‍ය පුද්ගලික සුඛෝපභෝගී බස් රථ හා සමාන බවද ඒ මහතා පැවැසීය.

මේ නිසා මගී ජනතාව රවටමින් රුපියල් 400ක් වැනි ඉහළ මුදලකට අධිවේගී මාර්ගයේ ශ්‍රී ලංගම බස් රථ ධාවනය නොකර රුපියල් 300ක් වැනි මුදලකට එම සේවාව අහිංසක මගී ජනතාව වෙත ලබාදිය යුතු බවද හෙතෙම වැඩිදුරටත් පැවැසීය.

Private bus operators to file legal action against Minister

Lanka Private Bus Owners Association (LPBOA) President Gemunu Wijeratne yesterday announced that LPBOA had taken a unanimous decision to file legal action against Private Transport Minister C. B.Ratnayaka for sending a letter dated (January 5 of 2012) to the National Transport Commission (NTC) to issue 39 new route permits between Jaffna–Colombo to his favourites without tender procedure.

This was a serious violation of the Transport Act. Although the Cabinet had approved the issue of new route permits to those who were operating buses prior to intensification of violence they had not been issued permits. Instead of old bus owners, a new group of bus owners would be issued route permits, Wijeratne told a media conference held at Women’s Centre in Narahenpita on Monday holding up a copy of a letter issued by the Minister to this effect.

The LPBOA President alleged that Minister C. B. Ratnayaka had done more harm than good because he had asked the NTC to issue 39 new route permits for the Jaffna-Colombo service to his henchmen. It was a violation of a Cabinet direction. Because the Cabinet issued a paper to issue route permits after calling tenders only to old bus owners who had to discontinue their services due to the war. But Minister Ratnayaka had ignored the Cabinet paper and had sent a letter with his signature to the NTC to issue 39 new route permits.

He said that this act was blatant corruption. The Cabinet paper of 10/2374/445/077 categorically stated that only bus operators who were operating buses between Jaffna and Colombo during the war should be issued route permit to resume operations. But Minister Ratnayaka was a law unto himself to ignore the Cabinet decision.

When contacted Private Transport Ministry Secretary, Victor Samaraweera said that he had never seen such a letter. If Minister Ratnayaka had sent a letter to the NTC requesting to issue Jaffna-Colombo new route permits it should have gone through him. "I have submitted another Cabinet paper on fuel price hike, but what Gemunu Wijeratne told the media is a puzzle to me. I cannot comment on this issue because I had not seen such a letter," Samaraweera stressed. ‘The Island’ tried to contact Minister C. B. Ratnayaka but he was not available for comment.
