Indian Coast Guard’s (ICG) suggestion that Tamil Nadu declare a ‘no fishing zone’ within five nautical miles of the Indo-Sri Lanka International Maritime Boundary Line (IMBL) and impose strict punitive measures on those crossing the line stunned the Tamil Nadu political establishment.
From Sri Lanka’s perspective, the ICG’s move couldn’t have taken place at a better time. In spite of knowing that it would earn the wrath of both the Tamil Nadu administration led by Chief Minister Jayalalithaa and the Opposition DMK, the ICG went ahead with its controversial proposal. To make matters worse for those Tamil Nadu politicians fishing in troubled waters, the ICG made the suggestion before the Madurai Bench of the Madras High Court in response to a public interest litigation seeking the deployment of the ICG vessel to protect those fishing in Sri Lankan waters. The ICG went to the extent of publicly admitting for the first time TN fishing fleet crossed the IMBL and violated existing Sri Lankan laws in place to prevent destruction and over-exploitation of marine resources.
