වැලි, පස්‌ සහ බොරලු ප්‍රවාහනයේදී පැවැති නීති රීති වහාම ක්‍රියාත්මක වන පරිදි ලිහිල් කිරීමට පරිසර අමාත්‍යාංශය කටයුතු කර ඇත.

ඒ අනුව වෙළෙඳ බලපත්‍ර සතු ගොඩනැඟිලි ද්‍රව්‍ය අලෙවි මධ්‍යස්‌ථානයකින් නිකුත් කළ බිල්පතක්‌ හිමිනම් වැලි කියුබ් එකක්‌ හෝ ඊට අඩු ප්‍රමාණයක්‌ අදාළ අලෙවි මධ්‍යස්‌ථානයේ සිට කිලෝමීටර් 10 ක සීමාව තුළ ප්‍රවාහනය කිරීමට බලපත්‍ර අනවශ්‍ය බව පරිසර ඇමැති අනුර ප්‍රියදර්ශන යාපා මහතා සඳහන් කළේය.

නව නීති රීති අනුව තමන්ගේ පෞද්ගලික අවශ්‍යතාවක්‌ හා වාණිජමය නොවන කටයුත්තකදී තමන්ට අයිති ඉඩමේ ඕනෑ තරම් ප්‍රමාණයක්‌ වැලි, පස්‌ හා බොරලු කැණීම් කිරීමට හැකි බවත් එසේ කණින ලද ඛණිජ කියුබ් තුනහමාරකට නොවැඩි ප්‍රමාණයක්‌ අත්ට්‍රැක්‌ටර්, කැබ් රථ සහ කුඩා ලොරි රථ මගින් බලපත්‍ර නොමැතිව ප්‍රවාහනය කළ හැකි බවත් පරිසර ඇමැති අනුර ප්‍රියදර්ශන යාපා මහතා පැවසීය.

සංශෝධිත නව නීති රීතී පිළිබඳව පොලිස්‌පතිවරයා ඊයේ (5 වැනිදා) දැනුවත් කළ බවත් මින් ඉදිරියට අදාළ නීති ලිහිල් කිරීම ක්‍රියාත්මක බවත් හෙතෙම කීවේය.

අදාළ ඛණිජ ප්‍රවාහනය සඳහා පැවැති නීති රීති ලිහිල් කළේ මහජනතාවගේ සුබසිද්ධිය උදෙසා බවත් මෙම නීති ලිහිල් කිරීම අයුතු ලෙස භාවිතා කරන්නේ නම් නැවත වරක්‌ පැවැති නීති රීති ක්‍රියාත්මක කිරීමට පරිසර අමාත්‍යාංශය කටයුතු කරන බවත් හෙතෙම කීවේය.

පරිසර ඇමැති අනුර ප්‍රියදර්ශන යාපා මහතා එම අදහස්‌ පළ කළේ ඊයේ (5 වැනිදා) පරිසර අමාත්‍යාංශයේදී පැවැති මාධ්‍ය සාකච්ඡාවකදීය.

Building material transportation relief

'Regulations related to the transportation and excavation of building material such as sand, soil and gravel, have been relaxed with effect from yesterday to reduce inconveniences caused to the masses,' said Environment Minister Anura Priyadarshana Yapa.

Addressing a press conference at the ministry premises yesterday, he said that a maximum of one cube of sand would be allowed to be transported without the Geological Survey and Mines Bureau (GSMB) licence within a 10km distance from a licensed building materials sales centre.

The minister said that a receipt issued by the sales outlet would be sufficient hereafter for this purpose.

He also stated that that the GSMB licence would not be required hereafter to excavate sand, soil and gravel from one's private land for small scale private constructions and other requirements which are not pursued for commercial purposes.

The minister also said that the transportation of sand, soil and gravel less than four thirds of a cube would be allowed within the respective District Secretariat Division without the GSMB licence by hand tractors, cabs, carts, mini trucks and mini lorries. He said that this decision was taken considering the high expenses that the ordinary people have to bear for sand transportation. He said that a large number of requests had been received asking to consider relaxing these regulations.

He said that these regulations have been amended to be more practical while providing more relief to the public to fulfil their day to day requirements. He noted that countrywide Police stations have been informed over these relaxed regulations while the public would be made aware of them through a public notice in newspapers.

The minister said that the manner in which these relaxed regulations are being implemented would be monitored and measures would be taken to introduce revisions if those regulations are found to be misused.

He observed that the relaxation of these regulations was carried out to minimize the inconveniences of the public and the regulations related to large scale and commercial purposes would remain strict as before.
