බස් ගාස්තු සියයට විස්සකින් ඉහළ නැංවීමට රජය ඊයේ (13 වැනිදා) සවස තීරණය කිරීමත් සමග බස්‌රථ වර්ජනය අවසන් කිරීමට ලංකා පෞද්ගලික බස්‌රථ හිමියන්ගේ සංගමය තීරණය කර ඇත.
එසේම අවම බස් ගාස්තුව රුපියල් නවය දක්වා රුපියල් දෙකකින් ඉහළ නැංවීමට පියවර ගෙන තිබේ.
ඩීසල් මිල ඉහළ දැමමීමත් සමග බස් ගාස්තු වැඩිකිරීමක්‌ ඉල්ලා පෞද්ගලික බස් සංගම් කිහිපයක්‌ විසින් ඊයේ (13 වැනිදා) දිවයින පුරා ක්‍රියාත්මක කරන ලද වැඩ වර්ජනය හේතුවෙන් පාසල් සිසුන්, කාර්යාල සේවකයන් ඇතුළු සාමාන්‍ය මගී ජනතාව දැඩි අසීරුතාවකට පත් වූහ. වත්මන් ඉන්ධන මිල ඉහළ යැමට විරෝධය පළකරමින් ආරම්භ කරන ලද පෞද්ගලික බස් වර්ජනය හේතුවෙන් මගීහු පැය ගණන් බස් රථ පැමිණෙන තුරු බස් නැවතුම්පළවල ද පෝලිම්වල ද රැඳී සිටියහ.
පෞද්ගලික බස් වර්ජනය හේතුවෙන් ඇතැම් මගීහු ලංගම බස් රථවලින් සහ දුම්රියෙන් සිය රාජකාරි සඳහා පිටත් වූ නමුත් යොදවා තිබූ ලංගම බස්‌රථ ප්‍රමාණවත් නොවන බවට මගීහු චෝදනා කරති.
බොහෝ පිරිස්‌ විකල්ප ක්‍රම භාවිත කරමින් සිය අවශ්‍යතා සඳහා ලොරි සහ ටිපර් රථවල පවා නැගී ගමන් ගත් අතර බොහෝ නගරවල බස් නැවතුම්පළවල් ඊයේ (13 දා) පාළු ස්‌වරූපයක්‌ ඉසිලීය. පෞද්ගලික බස් රථ සේවකයෝ මේ පාළුවට යන බස් නැවතුම්පළවල දක්‌නට ලැබිණි.
මේ අතර වර්ජනය නොතකා ධාවනය කරන ලද බස් කිහිපයකට කඩාකප්පල්කාරීන් විසින් ගල්මුල් ප්‍රහාර එල්ල කර තිබූ අතර පොලිසිය විසින් පුද්ගලයන් කිහිපදෙනකු අත්අඩංගුවට ගෙන තිබිණි.
ඉන්ධන මිල ඉහළ යැමට විරෝධය පළ කළ ධීවරයෝ පිරිසක්‌ විසින් සටන් පාඨ කියමින් ටයර් පුළුස්‌සමින් කොළඹ - හලාවත මාර්ගයේ ගමනාගමන කටයුතු අඩාළ වන පරිදි උද්ඝෝෂණයක නිරත වූහ. ඔවුහු මීගමුවේදී දුම්රිය ධාවනයට ද අවහිර කළ බැවින් ඊයේ (13 දා) උදේ සිට මීගමුවෙන් ඉදිරියට දුම්රිය ධාවනය කිරීමට නොහැකි වූ බව දුම්රිය පාලක මැදිරිය සඳහන් කළේය.
ඊයේ (13 දා) දිනයේදී දිවයින පුරා ක්‍රියාත්මක කරන ලද බස් වර්ජනය ඉතිහාසයේ සිදුකරන ලද සාර්ථකම වර්ජනය බව ලංකා පෞද්ගලික බස් හිමියන්ගේ සංගමයේ සභාපති ගැමුණු විඡේරත්න මහතා "දිවයින" ට පැවසීය.
ඉන්ධන සහනාධාරයක්‌ ලබා දෙන බවට රජය පොරොන්දු වුවද ඊයේ දහවල් වන තෙක්‌ම එම සහනාධාර මුදල් සිය බැංකු ගිණුම්වල තැන්පත් කර නොතිබූ බව ද හෙතෙම කීය.
මීට ප්‍රථමයෙන් ඩීසල් මිල රුපියල් අටකින් වැඩි කිරීම සහ වත්මන් මිල වැඩිවීම සලකා බලා බස් ගාස්තුව 17.1% කින් වැඩි කළ යුතු බව පැවසූ ගැමුණු විඡේරත්න මහතා රජයෙන් යහපත් ප්‍රතිචාරයක්‌ ලැබෙන තෙක්‌ වර්ජනය අඛණ්‌ඩව ක්‍රියාත්මක කරන බව ද පැවසීය.
බස් වර්ජනයට සහය නොදුන් සමස්‌ත ලංකා පෞද්ගලික බස් හිමියන්ගේ සමිති සම්මේලනය ද ඊයේ (13 දා) වන විට වර්ජනයට එක්‌වීමට සූදානමින් සිටින බව එහි ලේකම් අංජන ප්‍රියන්ජිත් මහතා සඳහන් කළේය.

පෞද්ගලික බස් රථ හිමියන් විසින් පෙරේදා (11) මධ්‍යම රාත්‍රියේ සිට ක්‍රියාත්මක කළ බස් රථ වර්ජනය ඊයේ (13) රාත්‍රියේ සිට වහාම ක්‍රියාත්මක වන පරිදි නවතා දැමීමට බස් රථ සංගම් තීරණය කර තිබේ.
ජාතික ප්‍රවාහන කොමිසම සහ බස් රථ සංගම් අතර පැවැති සාකච්ඡාවකින් අනතුරුව මේ තීරණයට එළඹ ඇති අතර සියලු පෞද්ගලික බස් රථ අද සුපුරුදු පරිදි ධාවනය කිරීමට සංගම් එකඟතාවට පැමිණි බව එම කොමිසමේ සභාපති රොෂාන් ගුණවර්ධන මහතා දිනමිණට පැවැසීය.
බස් ගාස්තු සියයට විස්සකින් ඉහළ දැමීමටත් අවම ගාස්තුව රුපියල් නවය දක්වා වැඩි කිරීමටත් මේ සාකච්ඡාවේදී එකඟතාව පළ කෙරී තිබේ.
නව බස් ගාස්තු අද සිට ක්‍රියාත්මක අතර පෞද්ගලික හා ලංගම බස් රථ සඳහාද ගාස්තු වැඩි වීම අදාළ වේ. 2013 පෙබරවාරි 14 වැනි දින දක්වා මේ නව බස් ගාස්තු සංශෝධනය ක්‍රියාත්මක වන අතර ඩීසල් මිල සියයට 10 කින් වැඩි නොවුණහොත් මේ කාලය තුළ යළිත් බස් ගාස්තු ඉහළ දැමීමට ඉඩ නොදෙන බවත් ගුණවර්ධන මහතා පැවැසීය.
ඉන්ධන මිල සංශෝධනය නිසා සිදුවන අපහසුතා මඟ හරවා ගැනීමට පොදු ප්‍රවාහන සේවා වෙනුවෙන් ලබාදීමට නියමිතව තිබූ ඉන්ධන සහනාධාරය සහ සෑම වසරකම ජූනි මාසයේ සිදු කිරීමට නියමිත බස් ගාස්තු සංශෝධනය මේ වසරේ සිදු නොකෙරෙන බවත් හෙතෙම පැවසීය.

Private bus operators yesterday called off their trade union action after an agreement reached to increase bus fares by 20 percent, during a meeting between the government and private bus operators at the National Transport Commission.
The bus fare increase was effective from midnight yesterday.
Thousands of commuters including schoolchildren were stranded following the strike launched by the Private Bus Operators' Association since Sunday midnight in defiance of the fuel subsidy announced by the government.
Accordingly, the minimum bus fare has been increased from Rs 7 to Rs 9. An official of the National Transport Commission told the Daily News that both parties agreed not to revise the bus fare hike due in July.
He said that the bus fare will not be increased until February 14 next year if there is no fuel price hike during this year.
Meanwhile, Lanka Private Bus Operators' Association president Gemunu Wijeratne requested bus operators to commence their services forthwith .
Passenger Transport Minister C B Ratnayake, Transport Minister Kumara Welgama and National Transport Commission officials were present at the meeting.
The government will never place the burden of the recent oil price increase in the world market on the consumer, Environment Minister Anura Priyadarshana Yapa told the media at the Information Department yesterday.
“The whole world is suffering from the oil crisis due to the conflict in certain Middle Eastern countries,” he said.
‘Due to this situation, oil prices are very high in most countries compared to Sri Lanka. (Norway – Rs 300, Canada – Rs 152, Brazil – Rs182, Australia – Rs 177, Denmark – Rs 144, Kenya – Rs 154, Japan - Rs 227, and India – Rs 164). Though the situation in the world is of this nature, the Sri Lankan government has taken measures to provide oil subsidies for selected groups such as bus owners, three wheeler owners, and fishermen, with the objective of reducing their burden, ” the minister said.
Petroleum Industries Ministry Secretary Dr R S H Samaratunga said that the use of oil in Sri Lanka is at a very low level compared to other countries.
“We cannot complain regarding the increase in oil prices in the world market.
The government over the years has been providing an oil subsidy to the public though the Ceylon Petroleum Corporation incurring a big loss.
About a Rs 24 billion loss was reported in 2010 and it was Rs 89.8 billion in 2011. If the government doesn’t increase prices, the loss this year will be Rs 88.5 billion.
In these circumstances, the government cannot provide any further subsidy without increasing prices.
With the increase in oil prices, the corporation can reduce its losses up to Rs 63.6 billion,”?he said.
Fisheries Minister Rajitha Senaratne said that there are 4,811 diesel powered fishing vessels and 21, 551 kerosene - powered fishing vessels in Sri Lanka.
“The oil price increase directly affects fishermen. President Mahinda Rajapaksa is concerned about this and he directed us to provide subsidies to the fishermen.
The government always tries to solve problems faced by fishermen. They have been released from taxes.
The government has also introduced a special insurance scheme for them and has provided loan facilities. Some people try to create problems to further their private purposes.
Fishermen should not worry about this,” he said.
Power and Energy Ministry Secretary M C Ferdinando said the Ceylon Electricity Board (CEB) is another institution that is affected by the recent oil price increase.
“The CEB has to spend an additional Rs 40 billion for electricity generation due to the oil price increase.
We have reported our problems to the Public Utilities Commission and they will decide what should be done to reduce this burden,” he said.

Govt. grants 20% fare hike under duress

Private bus operators yesterday called off their strike after the government had agreed to grant them a 20% fare hike with the minimum fare increased from the earlier Rs. 7 to Rs. 9.
The agreement was reached at a meeting Transport Minister Kumara Welgama, Minister of Private Bus Transport C.B. Ratnayake, Treasury Secretary Dr. P.B. Jayasundera had with a delegation from the Lanka Private Bus Owners’ Association (LPBOA) led Gemunu Wijeratne at the Treasury last evening.
The 20 per cent fare increase includes the one due in July this year. They have agreed not to increase bus fare for one year until Feb. 19, 2013. The rate increase will be applicable for bus the state sector buses and the private buses only, and there will not be any increases in train and taxi fares or school van fees. There was no mention of relief to fishermen, who were staging protest along the coastal belt yesterday demanding that diesel prices be brought down.
The decision to increase bus fares was also due to Transport Minister Kumara Welgama pointing out that the proposed subsidy scheme was not feasible.
"This was one of the most successful strikes and we were planning to continue until the government gave in," LPBOA President Wijeratne told The Island last night.
The Federation of Associations of Private Bus Transport which had earlier which earlier opposed the strike expressed solidarity with the strikers.
Thousands of commuters including schoolchildren and office workers were stranded yesterday due to a strike by private bus operators against the recent diesel price hike. The strikers demanded a fuel subsidy.
The government sought to counter the strike by deploying additional SLTB buses and trains but in vain.
Several private busses which operated were stoned allegedly by the strikers. Police arrested 52 persons on suspicion.
Meanwhile, some fishermen, too, were seen staging protests demanding that the fuel prices be reduced, at several places along the Colombo Chilaw Road disrupting the vehicular traffic.
They burnt tyres on the road and disrupted the train service on the Negombo line.
President of the Private Bus Operators Association (PBOA), Gemunu Wijerathne said his association did not operate buses in protest against the 31-rupee diesel price increase. He described yesterday’ strike as a huge success. Wijerathne said that though the government had promised a fuel subsidy, its promise had not been honoured.
PBOA chief said that considering the previous diesel price hike of 8 rupees and Saturday’s increase of Rs 31, the bus fare must be increased by at least 17.1 percent. He said that the strike would continue until the government gave the private bus operators adequate relief.
Meanwhile, the All Island Private Bus Operators Federation (AIPBOF) which did not join yesterday’s strike said that it too would join forces with the strikers unless the subsidy promised by the government was granted immediately. AIPBOF’s Secretary Anjana Priyanjith said their members had not joined the strike yesterday as the government had promised to grant a fuel subsidy.
Transport Minister Kumar Welgama said that the daily income of the SLTB had increased manifold yesterday due to the private bus strike. He said that there were several bankrupt politicians behind the private bus strikers and some of the private busses had been attacked for operating.
