ළමා හිංසන පිටුදැකීමට අදාළ නීති රීති, ළමා වින්දිතයන් පිළිබඳ පනත් හා ළමා ආරක්‌ෂණය සඳහා වූ කෙටුම්පත්වලට නව සංශෝධන ඇතුළත් කිරීමට පියවර ගෙන ඇතැයි ළමා සංවර්ධන හා කාන්තා කටයුතු ඇමැති තිස්‌ස කරල්ලියද්ද මහතා "දිවයින" ට පැවසීය.

ඒ සම්බන්ධයෙන් අධිකරණ අමාත්‍යාංශය සමග සාකච්ඡා පවත්වන බවද ඇමැතිවරයා කීවේය.

කාන්තා හිංසනය වැළැක්‌වීමට අදාළව සංශෝධන සිදු කිරීම සහ ප්‍රතිපත්තිමය තීරණ ගැනීම සඳහා කාන්තා කටයුතු අමාත්‍යාංශයට අදාළ අනෙකුත් අංශ සමග සාකච්ඡා වාර කිහිපයක්‌ පවත්වා ඇති බවත්, ඉදිරි ක්‍රියාමාර්ග සැකසෙමින් ඇති බවත් ඇමැතිවරයා පැවසීය.

ළමා හා කාන්තා හිංසකයන්ට එරෙහි නීති රීති තවදුරටත් බලාත්මක කිරීමට අවශ්‍ය පියවර ගන්නා බවද ඇමැතිවරයා කීවේය.

Move to dispose child abuse cases swiftly

The Justice Ministry, together with the Attorney General’s Department, Police Department and the Health Ministry, have taken measures to launch a national project for the expeditious disposal of child abuse cases by the criminal justice system and also for the prevention of secondary victimization of victims of such abuse, the Justice Ministry spokesperson said.

The Main objective of the project is to give priority to child abuse cases through the several phases of the criminal justice system. UNICEF has come forward to provide technical assistance to the project. Delay in the investigation, prosecution and final disposal of cases of physical and sexual abuse of children have caused much concern to those genuinely and sincerely interested in the wellbeing and protection of children, he said.

He also said that statistics have shown that child abuse cases, take an average of seven years, before being finally concluded after a protracted trial. The reasons for such delay are many, and are possibly not unique to cases of child abuse.

The new initiative is intended to expedite the processing and disposal of child abuse cases in less than one year from the date of the complaint to the police. This is sought to be achieved by enlisting the support and cooperation of all stakeholders involved in the process of criminal justice. Primarily the project is aimed at expediting the process of criminal and forensic investigations, institution of criminal proceedings, launching of the trial and the progress and conclusion of the trial.

The program will be initially implemented in the Western and North Central Provinces, in the High Court Zones of Gampaha and Polonnaruwa, where a considerably large number of cases of child abuse have been reported. If the pilot phase of the project is successful, it will be gradually expanded to cover other areas of the country, including the Northern and Eastern Provinces.

The project is also aimed at ensuring the prevention of secondary victimization of child victims of crime when they participate in the criminal justice system, by encouraging the adoption of child friendly and sensitive approaches during criminal and forensic investigations phase and judicial proceedings, he added.

According to him the Ministry presently works on the introduction of new Child Protection Act and it will be introduced in the near future.

Training programmes and workshops are also conducted for police officers to make them aware about the laws on child abuse cases, he said.
