Climate Change Secretariat inactive: When will the policy framework materialize?

The much needed policy framework to fight and adopt natural and man-made disasters, is being delayed due to the lackadaisical attitude of the officials concerned. When other countries in the region were once far behind, Sri Lanka was playing a much better role.

The Climate Change Secretariat of Sri Lanka, which comes under the purview of the Environment Ministry, is doing nothing but keeps on saying that they are in the process of preparing a policy framework.

The Secretariat which was established to play a vital role in adaptation and mitigation on climate related issues, is now saying that they are waiting the approval of all secretaries to forward the policy framework to the Cabinet.

The Island reliably learns that the Policy Framework was to be out three months ago, and tabled in Cabinet next month.

However, sources said that they are not certain as it keeps on getting delayed.

The Secretariat was established in 2007 by then Environment and Natural Resources Minister Patali Champika Ranawaka to provide overall guidance for the preparation on National Communication on climate change including an inventory of greenhouse gas (GHG) emissions and removals from anthropogenic activities such as energy (generation), agriculture, forestry and land use changes and waste management, and the ongoing second national communication preparation process.

It will also provide guidance to formulate policies, and strategies that would mitigate emissions of Greenhouse gases.

Though it’s one of prime duties to provide policy options for adaptation and response strategies for climate change impacts on key socio- economic sectors, nothing concrete had taken place to date.
