නොරොච්චෝලේ ගල් අඟුරු බලාගාරය යළිත් අක්‍රිය වී ඇති අතර එමගින් ජාතික විදුලි පද්ධතියට විදුලිය සැපයීමේ කටයුතු කවදා ආරම්භ කිරීමට හැකිවේද යන්න ප්‍රකාශ කළ නොහැකි තත්ත්වයකට එහි බලධාරීහු පත්ව සිටිති.

එහි මෙගාවොට්‌ස්‌ 300 ක ධාරිතාවකින් යුත් යන්ත්‍රවලට විදුලිය සැපයීමට නොහැකි නිසා ජනතා අවශ්‍යතාවන් සපුරාලීමට පිටතින් විදුලිය ලබා ගැනීම සඳහා ලංකා විදුලිබල මණ්‌ඩලයට රුපියල් දසලක්‌ෂ 80 ක්‌ පමණ දිනකට වැය කිරීමට සිදුවනු ඇතැයි විදුලිය හා බලශක්‌ති ඇමැති පාඨලී චම්පික මහතා පැවසීය.

නොරොච්චෝල විදුලි බලාගාරයේ නිතර තාක්‌ෂණික ප්‍රශ්න ඇති වන්නේ එහි පාලනය කරන චීන සමාගමේ කුමන්ත්‍රණ ක්‍රියා පිළිවෙත නිසා බැව් විදුලිබල මණ්‌ඩලයේ තාක්‌ෂණික ඉංජිනේරු වෘත්තීය සංගමයේ ජ්‍යෙෂ්ඨ ඉංජිනේරු සහායක යූ. ආර්. ඒ සේනාරත්න මහතා චෝදනා කරයි.

පුහුණුව සඳහා ශ්‍රී ලාංකිකයන් 100 ක්‌ චීනයට යෑව්වත් ඔවුනට නිසියාකාරව පුහුණුව ලබාදී නැතැයිද ඔහු කීවේය.

N’cholai sabotaged, claim CEB unions GM denies allegation




The Norachcholai coal power plant has again broken down indefinitely since last Friday and authorities are unable to say when it would be able to generate power to the national grid.

According to Power and Energy Minister Patali Champika Ranawaka if the 300MW plant doesn’t contribute to the grid, it costs the Ceylon Electricity Board, a staggering Rs. 80 million per day to get electricity from independent sources.

Frequent technical problems occurring at the 300MW Norachcholai coal power plant is due to conspiracies by some foreigners allege Ceylon Electricity Board Technological Engineers’ Union, Senior Engineer Assistant U. R. K. Senaratne.

"I take the responsibility that mishaps at Norachcholai are due to Chinese intervention," Senarathne told The Island. The Chinese company was keen to continue with maintenance and operations, he said. Recent Cabinet approval for a contract for maintenance and operations to the Chinese firm was the best evidence, he said.

"Nearly 100 locals were taken for training in China, and none of them were properly trained. Everything including manuals were in Chinese and they didn’t understood anything," he added.

He also said the CEB, too, had sent unsuitable persons who had no knowledge of thermal generation. He said: "Some of those who went to China had not even been to the Norachcholai Plant. While, some who have a better knowledge were sidelined, which resulted in those capable people being disgusted as they had been sidelined from the overseas trip."

However, Norachcholai Power Plant or Lak Wijaya Power Plant, General Manager, Saliya Panditharatne ruled out a conspiracy. Technical issues for plant of its nature were quite common, he said.

Panditharatne could not say when the plant would be back in operation as last Friday’s technical problem was serious. He said: "This is very first coal powered plant in the country. There are high probabilities for mistakes. However, since taking over we have learnt a lot about it."

Prior to the latest breakdown, the plant was out of service for a week and it resumed generation of electricity from the first week of this month.

According to China Machinery and Engineering Corporation (CMEC) Senior Official and a Project Director of the Norochcholai Plant, Lnong Ludong since the completion of the first phase (300 MW) they have been providing technical assistance for phase two of the project. However, Ludong didn’t want to comment on the allegation, saying he wanted to seek approval from the CEB Chairman.
