SLTB strike unfair says Transport Minister

Atapattu BANDARA

The Sri Lanka Transport Board (SLTB) employees' islandwide strike which is taking place was unfair, as the government had pledged to them that their problems would be solved within a period of three months, Transport Minister Kumara Welgama said, addressing the media at his Ministry yesterday.

He said that the strike had started without prior notice and the authorities had been informed of their problems only on February 21.

We had requested for a period of three months to take long-lasting solutions to the issue, as immediate action could not be taken immediately.

President Mahinda Rajapaksa had instructed the Treasury to increase their salaries and provide relief to all SLTB employees at its earliest, during a meeting with Transport Minister Kumara Welgama, Central Bank Governor Ajith Nivaard Cabraal, Treasurer Attygala and Secretary to the President Lalith Weerathunga.

"I being the transport minister, accept that the SLTB employees were receiving a very low basic salary and their salaries should be increased. But it could not be done in a hurry. It needs time for arrangements to be made. I have explained this situation to all SLTB trade unions and had informed them that within a period of three months, all their problems would be solved. But understanding this fact, they have started this strike without giving the government a time frame.

The minister accused the Jantha Vimukthi Peramuna (JVP) of being behind this strike, as they wanted to create problems in each sphere of the country. The employees having no knowledge of it, had resorted to strike action.

The President, the Treasury, the Central Bank and the Cabinet had granted permission to hand over Rs 2 billion out of Rs 4.8 billion deposited in the Central Bank under the SLTB to the SLTB employees, he said.

"There had been around 35,000 SLTB employees and the Ministry spends Rs 27 million to pay the salaries of only SLTB head office employees amounting to about 1,027. Some depots had not been competent in handling their depot work and had run at a loss. The depot authorities should work to increase the income. Some depots were attending to this job well, while some were not," he said.

"Though the SLTB was not a profit making institution, we should do our best. We cannot be a burden to the Treasury for ever," he said. When the Transport Ministry was to systematize and the SLTB by ensuring a salary increase together with welfare activities, some trade unions had persuaded the employees to strike work, to gain political mileages, he added.

The minister urged SLTB employees to abandon the strike and stand by him to solve the problems within a period of three months. "SLTB employees were commendable and energetic when private buses carried out strikes.

SLTB strike: President agrees to solve workers’ problems

By Don Asoka Wijewardena and Franklin R. Satyapalan

Some Sri Lanka Transport Board (SLTB) trade unions are demanding an upward revision of their basic salaries up to Rs.11,700 per month with effect from February 22. 2012. The salaries of SLTB employees have not been increased in keeping with the Government Circular No 6, 2006.

Transport Minister Kumara Welgama held a discussion with President Mahinda Rajapaksa last Monday and President’s Secretary Lalith Weeratunge, Secretary to the Transport Ministry Dhammika Perera and some officials of the Treasury participated in the talks.

At the discussion, President Rajapaksa agreed that the basic salaries of SLTB employees should be revised. He also agreed to resolve disputes over workers’ bonuses, EPF and ETF benefits. He instructed the Treasury officials to submit a comprehensive report on SLTB employees’ salary revision urgently.

Trade unions should give the government at least three months to sort out the problems they were faced, Transport Minister Kumara Welgama said.

Around 40 SLTB depots in the Sabaragamuwa, Southern, Central and Western Provinces have launched a bus strike in protest against a prolonged delay in the payment of salaries, non-contribution of EPF and the non-payment of pension to retired employees, the Transport Ministry said.

Transport Minister Kumara Welgama told The Island that the issues affecting the transport workers could be resolved through negotiations and steps had been taken to pay salaries. He pointed out that though SLTB employees monthly salaries should be paid on 8th of each month due to the cash flow problems some depots were faced with there had been a delay in the payment of salaries.
